Public concern has put the brakes on proposed changes to re-designate

a green space and former park to multiple residential and move forward with development proposals.

Members of the public filled available seats at the March 19 meeting of Sioux lookout council to voice their concerns with the proposals and what many of them saw as a flawed process.

They’re part of a dynamic workforce moving forward and to a certain extent will predict our ability to move ahead on some of this resource development, not to mention, of course, their stake in it. relationships such as lac Seul operating a forestry license, developing a training centre so more First nations people can be involved in the mining sector,” rickford stated.

rickford holds a nursing diploma from Mohawk college and a bachelor of Science in nursing from the university of Victoria. He also has an MbA from université laval and both civil and common law degrees from McGill university.

Rickford was first elected to the House of commons in october 2008. He was appointed Parliamentary Secretary for Official Languages in 2010. in January 2011, he was appointed Parliamentary Secretary to the Minister of indian Affairs and northern Development. in May of 2011 he was given the additional responsibility of Parliamentary Secretary for the Federal Economic Development initiative for northern ontario (Fednor). in July of 2013, rickford was appointed Minister of State for Science and Technology and for Fednor.

“When i got the call earlier this week and was asked to serve as Minister of natural resources all of this

came together. i feel well positioned to take this on,” rickford said, admitting there are aspects of the natural resources file he will be working hard to get up to speed.

rickford also found himself thinking last week of a mentor of his, the late leo bernier, a former minister of natural resources for the province of ontario.

“Part of leo’s success was his ability to stay absolutely feet on the ground and connected to his constituents… Very few people, if any, did it better than leo where he could be an effective representative at the cabinet table then come back and make sense of that to his constituents. That deals with good things. it deals with tough decisions. no question, i thought of leo earlier this week and the roles he served around natural resources and the progenitor of Fednor. All of his ideas were focused on how the north could be strong on its own but how it could fit into a pan-provincial and, in this case, a pan-national narrative.”

Sioux lookout Mayor Dennis leney was pleased with rickford’s appointment, stating, “i’m extremely happy for him and i think that with the other portfolios that he has, the natural resources one falls right in line with the ring of Fire. i think it’s really good for our riding. For him to have received that portfolio i think speaks very highly of how he is thought of by the Prime Minister.”

Sioux lookout environmental activist Anne Saltel commented on rickford’s appointment. “in his term as science minister, Mr. rickford was not willing to meet with all constituents that requested a meeting, me being one. i opposed the government’s closure of the ElA (Experimental lakes Area) and requested meetings on this and other concerns such as the Fair Vote canada proposal, tar sands pipeline, etc. i didn’t even get a courtesy email or letter. Mr. rickford needs to be prepared to answer questions and not just tout the “long term growth and prosperity” agenda.

“The natural resources portfolio should not be how we can exploit the resources for economic gain, but how we can sustainably preserve the resources and minimize our footprint while we attempt to build a stronger economy through job creation. it is important that he recognize the impact of resource development and the importance of consulting First nations, funding

environmental research, and be transparent about what the government plans to do about climate change.”

lac Seul First nation chief clifford bull commented, “i want to congratulate our MP

Greg rickford on his new appointment as the new Minster of natural resources. i just want to wish him success. i know it is a very contentious portfolio with a lot of development going on right across canada. it’s

going to be a tough task but i wish him success.”

bull said rickford is a good fit for the job. “I would think so. He has a good rapport with First nations and not only in northern ontario. i wish him success.”

The tale of two trees – a symphony

A few feet from the window, halfway to the lake, stand two distinguished trees. The balsam and the spruce have been growing together, ten feet apart, for many years.

The balsam is as fine a specimen as a person could hope for in a christmas tree. Plenty tall, maybe 20 feet, uniform, symmetrical, full, deep green.

The spruce has two trunks, starting about halfway up its 20 foot height, the result, probably, of a wind blown tree crashing down years ago and taking with it the top of its neighbor. Two upper limbs have been fighting it out ever since to become the dominant trunk.

The spruce wouldn’t make a splash in a fashion show. besides its two heads, it has grown with an irregularity of limbs and an imbalance in stance. i like that. i think it adds character.

our whole yard is a symphony in progress. When we bought the camp property five years ago it was grown over so thick that walking through the jungle of green was a challenge, a fairly miserable undertaking.

over the past few years i have done some thinning, keeping as many of the small birch trees as possible, maintaining a fair sprinkling of spruce and balsam, planting a few small white pines, and eliminating many of the dominant poplars and most of the tangled underbrush in the immediate vicinity of our little woodland castle. i’ve left lots of trees, knowing that more will need to be culled as the

years go on, but leaving them for now.

The spruce and the balsam, growing side by side, have piqued my imagination for the past few years. one is destined to go sometime soon. The two are growing into each other as they mature.

Some sunny afternoons i perch at the lakeside bar on my deck. A hint of soft, gentle breeze wafts up from the lake and i am lost to the world as the symphony begins.

My spruce and my balsam, side by side, partners, one too perfect, the other deformed into absolute beauty, sway together as young lovers waltzing in a slow enchantment.

A little to my left are gorgeous young birch trees, fluttering their leaves in dances of delight. They are all shaped differently, products of their environment, some scarred by accidents, others smothered by more powerful, overbearing vegetation, some lush and reaching for the sun.

Yesterday, a bright, cold winter morning i set out to cut down four big poplar trees beside the cabin. The danger of them being blown over onto the roof outweighed the glory of the shade they provided on hot summer days. i told Mary i’d cut them off three or four feet above the ground, approximately the same height as the snow they were sprouting from, and put small flower planters on the stumps for the next couple summers as a way to add some beauty to the yard and to commemorate those old friends who had so faithfully shaded us in the summer.

My trusty Stihl started up immediately and bit the first poplar. It was leaning mightily in the general direction i wanted it to fall so i just let ‘er rip, a bit too casually, maybe, without even cutting a small guiding notch.

Tiiiimberrrr, it crashed, almost where i had intended. It was the first swipe of the barber’s razor down the ol’ lumberjack’s cheek on his first visit to town. That poplar skimmed down the whole left side of my homely spruce. Took every limb off all the way from the tip top to the bottom of the tree.

i had to smile, once recovered from the surprise. “Wow. That was harsh!” i told the dog, who didn’t understand what i’d just done either. “oh, well,” i sighed. “That’s the side beside the path. i was planning to trim it up a little bit, anyway.”

next poplar. right beside the one i’d just cut. leaning the same way. “What are the

chances?” i muttered as I fired up my saw and started the cut, again somewhat casually, no notch.

Tiiimberrr! Kabam! That poplar cut down the right side of my little spruce like a lady Gillette down a hairy leg. i could only shake my head in disbelief. Every branch on the whole tree was now on the ground. i had a pole with two heads standing 20 feet high.

“Well, rosie,” i said with the confidence of a guy who has just executed a complicated plan to perfection, “that makes our decision as to which tree to keep pretty easy.”

i said that as i started into tree three, which fell as straight as William Tell’s arrow into the apple, lopping off the top half of my little balsam.

no words were necessary. i quickly cut down the fourth poplar tree, which landed harmlessly right about where i imagined it should. Then i put away

my Stihl and hid it in the bedroom.

A symphony is a beautiful piece of art, providing continuing pleasure. This morning two ravens who i have observed at a distance over the last two weekends collecting sticks for this year’s nest were happily picking through my little hurricane site, plucking twigs.

on a summer night two or three months from now i will sit at my lakeside bar in the glow of the moon, swirling Shiraz in a large glass, enveloped in the slight haze of a good cigar, massaged by a light cool breeze, and the sound of a loon will begin that night’s symphony. In a trance I will float, seeing the night dancers performing just for me, and i’ll marvel most at the two stemmed pole, the headless balsam, and the freshly planted little white pine between them.

it’ll be a performance like no other in an ongoing symphony.

Sioux Lookout Figure Skating Club

Six members of

the Sioux lookout Figure Skating club travelled to Thunder

bay to participate in the Thunder bay open skating competition. Every skater placed in at least one of their events.

Shantal Agustin and Kaily barnes were awarded gold medals; Kelsey Wellwood and chloe lavalee earned

silver medals; lana Anderson, Shantal Agustin, isabella neegan and Kelsey Wellwood received bronze medals.

The skating season comes to an end in April. This year our annual ice show finale will be held on Saturday, April 5.

The community will be treated to two special events: a mini competition for SlFSc canSkate members at 2 p.m. followed by the 2014 figure skating gala event at 7 p.m. Everyone is welcome.

Tax rate increase for Sioux Lookout in 2014 budgetTim Brody

1.97 per cent in Sioux lookout.

At the March 19 meeting, town council approved the 2014 operating and capital budgets.

Property taxes will make up 32 per cent of the municipality’s operating budget of nearly $32 million.

Airport fuel sales, grants and subsidies,

and user fees and charges are the other major contributors to the budget.

The first draft budget indicated a 3.36 per cent tax increase, which council felt was too high.

in order to bring that number down and maintain service delivery levels, personnel costs were reduced, efficiencies and alternative service delivery models were found. capital budget cuts and deferrals were also made.

other items which contributed to lowering the draft tax rate were a reduced contribution to the community improvement plan, reduced operational costs for advertising, marketing, travel and training across departments, and the removal of some facility improvement projects from the books for this year.

items that will go ahead this year include purchasing a new sidewalk machine, as keeping the current one running is expensive, constructing an access road at cedar bay so that emergency vehicles,

maintenance people, and persons with mobility issues will be able to get to the waterfront.

More upgrades will take place at the arena and rec centre to try to fix leaks and prevent heat escaping.

The cedar bay road and arena/rec centre improvements will be funded through long-term debt.

increased areas of service this year will include the cedar bay road and the new museum scheduled to open later this summer in the train station.

Funding reductions in the ontario Municipal

Partnership Fund (oMPF), the primary transfer payment municipalities receive from the province, and increased policing costs made it difficult to balance the budget and maintain service levels, said Mayor Dennis leney.

“i think we did the best we could. it’s the police costs and loss of oMPF funding that kills us. it’s going to be interesting to see what the new police funding formula is going to look like and we’re going to keep fighting,” he said.

The average impact of the tax increase for 75 per cent of residential property owners will be $91.89 according to Treasurer Henry Wall.

A proposed 3.5 per cent water rate increase to take effect July 1 is incorporated into the budget; however Wall said that still has to be approved by council. if it is not, the anticipated $93,135 it is expected to generate will be made up from reserves.

A 3.5 per cent increase at the airport for terminal fees and 3.5 per cent increase for landing fees are also part of the budget.

A $5000 donation to Handi-Transit was approved by council.

councillor cal Southall said he still felt a 1.97 per cent tax increase is too high when you factor in MPAc (Municipal Property Assessment corporation) assessment changes.

An increase in assessment for properties in Sioux lookout was almost enough to make up for the policing cost increase and reduction on oMPF funding.

councillor Steven Forbes said it is frustrating each year working to balance the budget and having things come up to prevent that from happening.

leney praised Wall, department managers and staff who worked on the budget for their hard work.

Residential School to Reconciliation, an ongoing journeyGeoff ShieldsstAff Writer

For residential school survivor Garnet Angeconeb

the road to recovery has been long and arduous. in 1990 he embarked on a healing path and since doing so has never looked back.

Garnet’s Journey is a film documentary put together by Angeconeb and journalist Ashley Wright. it centers on his early upbringing, residential school, subsequent traumas, and his road to eventual recovery. it was screened at the centennial centre March 18 as part of Sioux lookout racism Awareness Week activities.

During the major part of the evening a panel consisting of Angeconeb,Wright, Ms. claudette chevrier-cachagee, a member of the board of Directors at Algoma university, and Jonathan Dewar, director of the Shingwauk residential Schools centre and special advisor to the president for the residential school legacy were on hand to speak about the film and the residential school system.

The evening opened with Elder ralph Johnson asking everyone to rise while he gave thanks to the creator. This was followed by a screening of Garnet’s Journey.

Mc Mathew Angeconeb then invited the first of the speakers, c h e v r i e r - c a c h a g e e , to the floor. She spoke of the importance of bringing cultural knowledge to the forefront and how there

are now many elders coming forward.

She pointed out that First nation people are direct and they like to share their wonderful spirits with everyone, and how as individuals we need to humble ourselves. She closed her talk, “We can change the hearts and minds of canada together.”

Dewer’s speech dwelled upon the subject of healing.

He spoke of the courage it takes to come forward and tell a personal story and mentioned that one has to be diplomatic to be able to assist people to overcome any barriers to tell their story.

He finished with a description of Algoma university, part of which, Shingwauk Hall, is built on the site of a former residential school of that name.

Dewer said there is a shame element associated with the teaching of First nation history. “There is no excuse for a teacher to say i cannot teach this history in the classroom. There is a story that needs to be told.”

Dewar, Angeconeb and chevrier –cachagee then sat together and the Mc invited the audience to ask questions.

Afterward, chevrier-cachagee commented, “it was an honor to be here, really nice to see the average canadian participating. Education is the key to bring about change.”

Dewar said, “it was excellent. i am always impressed when any community gets a few dozen people together to talk about residential schools. i do talks like this in big cities at large universities and the numbers of people present and questions asked are not always as energized. It was a credit to this community and we are lucky to have met Garnet.”

Wright spoke of the film. “It was never intended to be a film. We started out writing a book, however one day when i was transcribing the interview, I realized that there would be great value in other people seeing him speak in his own words and with the internet there was no

reason why we couldn’t make the video available for people to see,” she said.

Angeconeb spoke of how the road is never ending. “The journey is ongoing, because i am not travelling for myself. So in that sense i am now travelling with

others. So when you travel with people they are at different stages of the journey and in some way we have to stay together, moving. We support each other.”

He continued, “i am very pleased personally. it’s all about sending the message out to

the community and beyond as the message was presented very strongly tonight. i am really thankful that people came from the community and also that we had special guests from Algoma university to join us. We are all in this together.”

councillor Steve Forbes clarified the land has not been put up for sale.

Concerned citizens called the process flawed, with lance Hildebrand stating, “it makes a sham of participation.”

Marika bellerose has lived in that area for 12 years and voiced her opposition to the proposals.

She expressed concern over the loss of the outdoor rink in the green space as well as a playground.

She was also concerned about what might be buried there.

“can you tell me digging there won’t put me and my children at risk?

it may be about money to you, but it’s not about money to us,” she said.

barb Molstad said she used to play there as a child and said the land used to be a cnr gravel pit and car dump.

She said an environmental assessment would need to be done on the land.

Mitch Wills, one of two developers to submit a proposal for the land, said he did not dispute people’s concerns.

He said he is interested in the land because there is a shortage of developable land in Sioux lookout.

Phillipa Griffiths, member of the local

volunteer group Project Playgrounds, said the playground equipment that had been located in the green space was torn down because of safety concerns.

She said her group continues to fundraise for new playground equipment in town.

Donna brunton, who lives on Fuller Street, said she disapproves of the way the municipality handled the matter, adding the wide opening zoning concerned her.

Several members of the public shared her concern, stating the character of the neighbourhood is single detached residential homes.

one resident, new to town, said the green space was what had attracted her to buy a home in that neighbourhood. She said in southern ontario, where she moved from, residents are desperate for green space and she could not believe how easily the town would give it up.

Another resident of the area, John radford, said he is concerned with the process.

“let us in on the plans. Don’t tell us what you’re going to do,” he told council.

Having grown up in Sioux lookout, he agreed with Molstad as to what might be buried under the green space.

Evelyn Skotniski informed council the school yard and soccer field are not public

options for picnics and other outdoor activities.

Dan Shurvell asked council, having a large subdivision on Seventh Avenue, and the golf course having lots for sale, why they needed to take away green space to make more lots in town.

Wills then informed he and other developers in town could not build a house in the Finnway subdivision at a price people would be willing to pay due to the price of the lots.

councillor John bath said the town had dropped the ball on this matter and said he was embarrassed about how things had proceeded.

councillor Steve Forbes agreed, stating the town had put the cart before the horse.

He emphasized his concern was with the process, not development on the property.

councillor cal Southall said with the bocce courts, golf course, a school yard and soccer field, and another small park in that area there is lots of green space.

Wills asked people if perhaps building some homes and leaving some space green might be palatable to them.

Toward the end of the public meeting several members of the public said they were confused as to what would be happening.

Mayor Dennis leney informed the public that at that point a majority of councillors had stated they wished to see the matter

deferred so that was what should be happening.

After members of the public left bath again said the process had become embarrassing. However he was convinced it started out okay.

leney stated his concern over what might be under the ground in the green space stating that when the community garden was being put in nearby items such as old cans and fenders were dug up, which contributed to the decision to use raised beds in the garden.

Moyer admitted perhaps the gas pedal should not have been put to the floor on the issue.

He said when the land was declared surplus there was talk of giving potential developers the opportunity to get shovels in the ground this year and with a short construction season, things got moved ahead quickly.

Southall expressed a concern that something needed to be decided soon as the town had put out a call for proposals and received two and it wasn’t fair to leave the developers hanging.

Green space in the area was not an issue, Southall said.

Moyer said the green space is a perfect candidate for development as it is located within the urban area and is fully serviced.

leney reminded councilors they had taken an unofficial vote on the matter to defer when the room was

packed with people and urged them to remember how they had voted and what they had said.

Treasurer Henry Wall also advised council to remember what they had said earlier as more talk took place on the matter, rather than just deferring it quickly.

in the end it was decided a special council meeting would be held on the matter on April 17 at 5:30 p.m. in council chambers.

Following the meeting Municipal cAo Ann Mitchell was asked to clarify the town’s process.

She responded, “council’s direction following declaring the land surplus was to ready the lands for potential development as early as this construction season. Given that several approvals would still be required (zoning bylaw amendment (ZBL), official plan (OP) amendment, development approval process, site plan control, storm water management, building permit process) all three application processes (requests for proposal (rFP), Zbl amendment, oP amendment), were started simultaneously.

“The zoning and OP amendment application packages took slightly longer to complete, and in order to support the stringent timelines, the RFP was first advertised.

“The rFP clearly stated that several approvals would be required. often the developer is

responsible for any zoning or oP amendments, but in this case the Municipality stated that it would be responsible for these processes.

“The three processes are dealt with independently, but are all are required to be approved in order for a development to start. The processes can be run concurrently, knowing that the critical path for each process will ultimately converge at the approval stages.

“council periodically reviews its land inventory and if it deems that it no longer requires the land it can declare the land surplus. once declared surplus council can sell the property in accordance with the land sale bylaw.”

Asked what would be happening at the special council meeting, Mitchell explained, “The Planning Administrator will review the proposals and seek out clarification, where deemed necessary, from the developers, and prepare a report based on the merits of the proposals submitted. in light of the public input received and the fact that only two proposals were received and that the proposals propose different types of residential development, staff’s recommendation will be that council review and discuss the proposals at a special meeting of council.”

The meeting is open to the public.”

AlTHouGH the numbers were lower this year

due to a severe snowstorm that prevented visitors who normally would have attended from coming, the sixth annual Sioux Mountain

Public School Powwow held over March 21, 22 and 23 drew a large crowd.

This year had a greater involvement from school staff, as all were invited to attend by organizers P a S h a w o n e e P i n a c e ralph Johnson and Jenny Wesley.

Principal Michael boos and six teachers were present and after each one had introduced themselves a song in their honor was sung and they were then led in a traditional dance by ojibwe language teacher Juliet blackhawk.

invitation. “The staff were invited to participate in the powwow as the organizers wanted to do an honor song in appreciation of the work they have done. We are thankful to ralph Johnson and Jenny for organizing this and inviting us.”

Johnson concluded, “it’s good to see more school teachers come out and get involved in imparting the traditional activities. The majority of the students here are Aboriginal and it’s important to teach traditional values and customs,” he said.

Compliance Report – O. Reg. 284/09

council adopted the compliance report for expenditures excluded from the 2014 budget as outlined in the Treasurer’s report dated March 19th, 2014 as a requirement of ontario regulation 284/09.

Treasurer Henry Wall’s report explains, “As a result of the major revisions that were introduced by the Public Sector Accounting board (PSAb) in 2009, the Province of ontario required all municipalities to move from a cash accounting basis to a full accrual accounting basis which resulted in the Municipality having to prepare their Financial Statements in accordance with the Generally Accepted Accounting Principles (GAAP). The most notable change was the introduction of PSAb 3150- Tangible capital Assets, which, for the first time, required municipalities to amortize (depreciate) their tangible capital assets over their useful life, as opposed to expensing the entire cost of the construction or purchase of a Tangible capital Asset in the year of purchase.”

“The new PSAb accounting standards adopted by the Province do not require that municipalities prepare budgets on the same basis. Sioux lookout, like most municipalities, continues to prepare and adopt its annual budgets on a modified accrual basis or “the traditional cash accounting basis”. it is important to understand that, had the Municipal Act been amended to require municipalities to prepare and adopt their budgets on a full accrual account basis, municipalities would be required to budget for all “non-financial assets and liabilities”. This includes amortization expenses, which would have a significant impact on a municipality’s tax levy… The Municipality of Sioux lookout’s

2014 proposed budget and associated tax levy excludes all amortization relating the Municipality’s Tangible capital Assets. The amortization expenses are estimated at $2,708,445.”

Wall’s report went on to add, “The 2014 proposed budget includes contributions to the Municipality’s capital replacement reserves as well as contributions for the replacement and rehabilitation of roads, water and sewer infrastructure, facilities and equipment. it is important to note that, based on the Municipality’s Asset Management Plan the current level of funding that the Municipality provides for its asset replacement and rehabilitation reserves is inadequate in order to maintain the full lifecycle replacement cost requirements.”

2013 Annual Asset Management

Plan Report council received the

2013 Asset Management Plan report.

councillor John bath said the municipality needs to make saving for the replacement of its assets a priority, a goal to be worked towards always.

councillor Joyce Timpson said the report should be made available

to the public.

2013 Annual Summary Report, Municipal

Drinking Water Systems council received the

2013 Annual Summary report as per Schedule 22 of the Safe Drinking Water Act, 2002, under o. reg. 170/03, for the Hudson and Sioux lookout urban Municipal water systems on March 19th, 2014. The report, prepared by northern Waterworks inc., is presented to Mayor Dennis leney, council Members and cAo Ann Mitchell.

Management of the Municipal Youth Centre

council supported the management of the Municipal Youth centre by the nishnawbe-Gamik Friendship centre for a one-year term beginning April 1st, 2014.

Timpson asked if the youth centre will remain open to all youth in the community and was answered that yes, that would remain the case.

cAo Ann Mitchell clarified, “There is a Memorandum of understanding between the Municipality and the Friendship centre outlining the agreement. We are working with the Executive Director to ensure that programming is consistent with what the Municipality has offered in the past.”

Municipal Cultural Plan – Year 1 (2013) Accomplishments

council received the report from the Deputy clerk, culture & communications Manager on the Municipal cultural Plan – Year 1 (2013) accomplishments as information.

The Municipal cultural Plan has four strategic pillars, celebrate Sioux lookouts unique history and heritage; support and nurture arts and cultural development within the community; honour our diversity and foster and nurture relationships within the community and surrounding areas; enhance entrepreneurial ventures through promotion of the creative economy.

Achievements noted in the report include launching the new municipal website, launching the museum

mobile app, using the centennial centre 3rd floor for artistic exhibitions, fostering regional cooperation and collaboration with First nations via the Friendship Accord and community Economic Development initiative.

Timpson asked about the birch Tree initiative, which was to be a space in the centennial centre where art would be on display for viewing and for sale and tea could perhaps be sold to people viewing and talking about art. She was informed the idea would not be moving forward at this time as the organization spearheading the initiative found it did not have the internal resources to move forward on the idea.

2014 Budget Adoption and Tax Rate Approval

Council authorized the passing of by-law no. 15-14, being a by-law to Adopt the Estimates of All Sums required for All Municipal Purposes During the Year 2014 and to Authorize the Levy and collection of Taxes for all Municipal Purposes in the Municipality of Sioux lookout for the 2014 fiscal year; and further council adopted the 2014 budgetary levy increase of 1.97 per cent to the residential property classes general tax rate.

2014 Tax Ratios, Capping Tools and

Related Matters Council authorized

the passing of by-law no. 16-14, being a by-law to Set Tax ratios and to Set the Tax rate reductions for Prescribed

and expenses council received

the statement of the 2013 remuneration and expenses paid to members of council for the fiscal period January 1st, 2013 to December 31st, 2013 in accordance with: i) by-law no. 63-11, being a by-law to set the remuneration to be Paid to the Mayor and Members of council; ii) Policy no. 1-06, being a policy to govern the travel expenses paid to members of council; and iii) Policy no. 1-11, being a policy governing expenses paid to members of council for the use of mobile communication devices and internet.

Letter of ThanksI would like to personally thank the responders to my grandson, Joel Kulchyski’s snowmobile accident on the Sioux Mountain snowmobile trail on March 12, 2014. The fire department: Peter Breton, Al Howie, Ivan Wilson and Greg Olson who were off duty; OPP and paramedics who arrived very quickly after I called 911. He was quickly transported by snowmobile to the land ambulance and hospital. He got excellent care on every leg of his unfortunate journey.

Also I want to extend a big thank you to the hospital staff that took care of Joel and looking after us family members with compassion in the ER. The OPP investigating officer stated that Joel had done nothing wrong; it was after all an unfortunate accident!

I would like to thank John Cole Jr. and James Ayotte for retrieving the damaged sled and returning it to my home.

Last, but not least, I would like to thank Joel. He was amazingly calm after the accident. He is a brave, very tough guy and I am so proud to have him as my grandson.

Zoning By-Law Amendment No. 003-2014 - Housekeeping

AmendmentsCouncil authorized the

passing of by-law no. 24-14, being a by-law to Amend Municipality of Sioux lookout comprehensive Zoning by-law no. 23-11, as amended.

councillor cal Southall, as a property developer in town, declared a conflict of interest on this item and did not vote.

The passing of this by-law encompasses four separate items, residential type two (R2) zone permitted uses, cash in lieu of Parking, Rezoning properties along the south side of Front Street at east end of the Municipality and A Site Specific Amendment processed for lots 1 to 5 on Plan 23M 952 in the blue Heron

Subdivision.With regards to r2

zoning it was determined that this zone would permit up to four units which would include a quadruplex and a four-unit townhouse.

With regards to cash in lieu of Parking, Pat uren, Planning Administrator’s report states, “Through many discussions with council and the community improvement Plan recommendations, it was directed that the cash-in-lieu of Parking regulations be revised, particularly for those properties that cannot provide additional parking spaces in the commercial core. To make it easier to convert to a commercial use, it is recommended that the following zoning provision be removed: “where a change in use occurs, parking spaces shall be provided for the new use in accordance with the requirements of Table 2 Parking Space requirement. A change of use where the new permitted use has the same requirement, or less, for parking will not require the provision of additional parking.”

The purpose for this incentive is to encourage the conversion of non-retail to retail uses by eliminating the penalty imposed by requiring parking standards and cash-in-lieu of parking.”

Her report goes on to add, “Four new parking lots have been established in and around the main business area: the arena parking lot, the parking lot between the red Apple and Good news books ‘n Things store, at the Heritage

railway Station and Front Street beside the beer Store. These parking lots are not completely finished; additional cash-in-lieu of parking funds will be required to finish some of these parking lots with lighting and paving.

“The cash-in-lieu of Parking Fund is at a zero balance.

The cash-in-lieu of parking fees represent the amount of money that it would cost the Municipality if it were to provide and operate each parking space that is exempted. The cash-in-lieu of parking spaces payment is only required once and the parking rights stay with the property. The monies collected through this type of application are specifically used to improve or provide Municipal parking facilities.

“An analysis will take place to determine if the cash-in-lieu of Parking Fee should be reduced now that the four parking lots have been established and only require some finishing work.”

With regards to rezoning properties along the south side of Front Street at the East end of the municipality, uren’s report states, “These properties, that abut the railway Yard, are directly across the street from single residential uses and a few multi-residential properties. For many years there were bulk fuel depots located on these properties but the land has sat vacant for a very long time.

“The M2 Zone permits a number of uses that are not compatible with the

surrounding residential neighbourhood (bulk fuel depot, heavy equipment and vehicle sales, rental and servicing, heavy industrial uses which includes a wrecking yard, the production or use of flammable, explosive or other hazardous materials and a transportation depot, to name a few) nor would that portion of Front Street leading to this property be adequate for the reintroduction of heavy vehicles associated with a Heavy industrial use. The rezoning of this area to open Space will protect this area from incompatible uses. The open Space Zone allows a cemetery, community garden, golf course, outdoor recreation, private recreational park, and a public park.”

Finally with regards to the site specific amendment, uren’s report states, “A Site Specific Amendment was processed for lots 1 to 5 on Plan 23M 952 in the blue Heron Subdivision allowing a single-detached dwelling and home occupation. This amendment was brought forward to the new Zoning by-law.

leney also thanked the organizers, players and visitors who participated in the little bands and northern First nations Hockey Tournament.

He remarked the tournaments are a welcome annual event in the community promoting cultural diversity and sharing as well as delivering significant positive economic impacts for local businesses. He also said he was pleased to learn that despite an increased number of visitors to town, police and emergency services did not note any increased calls for service.

leney added there were unbelievably good games played during both hockey tournaments and said he was particularly pleased with the A Side final of the Northern First nations Hockey Tournament, how after a closely contested game, both teams were able to shake hands at the end of the game and come together for a group photo.

leney also said he was pleased to hear of Kenora MP Greg rickford’s appointment to the position of Minister of natural

THE Sioux Mountain Public School gymnasium was the

setting for a fundraising event held to coincide with racism Awareness Week. A spaghetti dinner was on offer and a number of booths ranging from Anishnawbe cultural displays, photography and traditional medicine

were exhibited.Organizer of the event

Victor lyon explained the reason for holding it. “This is the beginning of racism Awareness Week in Sioux lookout. i thought of doing it as a fundraiser for SlArc and as we were looking for venues to host this event, i was made aware of the possible use of the school gymnasium. When

i spoke to the school about it, i found that they were trying to raise funds for Grades 7 and 8 excursions to Toronto so i decided to amalgamate them and what is happening is that we are raising money for both events.”

He continued, “i have been to a few spaghetti dinners and usually people just come in, pay money, eat, and leave. it’s always

been a guaranteed money maker if you advertise it. So i thought of turning it up a notch or two and decided to include cultural displays.

“We had a traditional crafts and dance person present, and to finish the evening we had a couple of legends told by ralph Johnson.”

Adrienne Fox, a vendor at the activity, said, “it’s a

great opportunity to meet the other vendors here and eat good food.”

romaine Wesley shared, “i think it’s going pretty good. i really enjoy meeting and seeing different people

and i would like to thank them all for coming …Miigwetch.”

lyon hopes to have a cultural event every three months featuring different ethnic groups to create a total community spirit.

The Kenora District Services Board invites proposals for reinvestment of the National Child Benefit Supplement (NCBS) funding in new or enhanced programs, benefits and/or services which meet the NCB reinvestment objectives and will benefit those persons residing within the jurisdiction of the Kenora District Services Board.

The NCB Reinvestment Objectives are:• to help prevent and reduce the depth of child poverty; and• to promote attachment to the work force, resulting in fewer families relying on

social assistance and ensuring that families will always be better off working. NCB reinvestment dollars may only be used for programs that meet the NCB objectives. NCB reinvestment funds must be used to create new programs or build on existing funding rather than replacing current program spending.

Classical concert held at St Andrew’s United ChurchGeoff ShieldsstAff Writer

A concert was held as part of the Sioux lookout

Entertainment Series on the evening of March 17 in the St. Andrew’s united church sanctuary featuring classically trained pianist Derek Yaple-Schobert.

Schobert was born in Wisconsin but now calls Montreal home. He started playing when he was six years old.

He previously performed in Sioux lookout in 2012. The 65 people who came to the event this year were treated to a virtuoso display of musicianship as he played pieces that ranged from Debussy’s Clair de lune, Franz Liszt ballad no.2 in b minor, and The Entertainer, Solace and Maple leaf rag by Scott Joplin.

During the course of the evening Schobert,

between numbers, related to the audience something about the composer and the arrangement of the piece, often playing, as he did with the Lizst selection Hero and leander, selected parts to demonstrate the effects of light and shade within the music and then going on to paint pictures with his playing.

At the end of his last number he was greeted with a standing ovation after which he returned

to play an encore March of the Trolls by norwegian composer Edvard Grieg.

The evening finished as Schobert invited the audience to ask questions about the compositions he played and about his career.

Afterward Schobert spoke about the evening and what drew him to Sioux lookout. “i love getting off the beaten track. My last tour was to Alaska. For me it’s an opportunity to see the location through the local residents’ eyes. i have been getting the red carpet treatment here.

i even had moose stew for dinner.”

The piano he played was a Kawai black Grand Piano. He commented on it. “it is sometimes difficult on some of the pianos i have used, but the one here is really tops, as well as the fine acoustics of St. Andrew’s united church and i would love to come back again.”

Schobert’s trip to town was not without excitement. “i had a bit of an adventure coming here, as i ran

into a snow bank and had to get towed out. it was one good reason for coming a day early to the venue,” he said.

Audience reaction was positive. candace laFrance said, “it was lovely, very impressive. it’s so nice that Sioux lookout is on the entertainment series itinerary and gets quality people like tonight.”

Peggy Sanders thought, “it was wonderful. i

enjoyed every minute.”Alyson Martin,

Entertainment Series organizer, summed up the night. “it was a wonderful turnout and it was a real treat to have him come back to Sioux lookout. not only is he a beautiful musician, but his ability to tell stories about the composer is engaging and makes us appreciate the music that much more.”

A reception was held afterward at the legion.

Racism Awareness Week opens with a welcomeGeoff ShieldsstAff Writer

THE first of a series of activities to mark racism

Awareness Week in Sioux lookout was held at the centennial centre March 16.

biindigen is an ojibwe word that means come inside and 30 people were made to feel welcome by host author Patricia ningewance and her uncle Andy lac Seul who were there to promote a cD of that name that was written by ningewance, accompanied by her brother Percy ningewance and Martin Tuesday. The songs are all in ojibwe and were recorded in Winnipeg as a way to keep traditional language alive.

Mc lac Seul opened the evening by welcoming the audience. He then asked everyone to stand as he said a prayer to the creator in ojibwe which he translated as he went along into English. ningewance then spoke about her brother and the cD they made. During this the title song followed by one other was played, both of which were accompanied by slides depicting First nation people and scenic pictures of forests and lakes.

As part of the event those present were invited to come to the microphone and relate a story. ningewance started by telling an amusing story about why dogs sniff

each other. She was followed by lac Seul who told three stories about nanabush, a mischievous Anishinaabe spirit who is a central figure in First Nation Mythology.

by using gestures, he had the audience laughing with his witty repartee as he told the tales of The Tamarack Tree, The Fish, Walleye and Jackfish, and finally how nanabush became a woman.

nellie ningewance then got up and told some amusing tales of her early life out in the bush trapping and fishing and her adventures while out dog-sledding.

Afterward Patricia ningewance spoke of the evening. “i thought the evening went well.

it was good to see a lot of familiar faces from the two sides of the room. Thank you Sioux lookout and lac Seul relatives and friends who came. i was happy to present two of the songs that are on our biindigen cD. i am only sad that the artist who created it, Percy ningewance, was not able to be here to introduce his work.

“i was glad that my uncle Andy lac Seul told some stories, along with nellie ningewance.”

March held to celebrate Racism Awareness WeekGeoff ShieldsstAff Writer

MArcH 21 has been declared by

the united nations for the past seven years as the international Day for Elimination of racial Discrimination. in keeping with this, a march was organized on that day by the Sioux lookout Anti-racism committee as part of racism Awareness Week.

Members of the community, along with students from Pelican Falls First nations High School and Queen Elizabeth District High School, gathered outside QEDHS to

commemorate the day.Principal Steve Poling

organized those present into position and the march began. Starting on Fair Street, then progressing down Third Avenue, King Street, Fifth Avenue and finally turning into Front Street, 52 marchers wended their way in a peaceful manner before finally arriving at the centennial centre where they gathered.

Terry-lynne Jewell, SlArc committee member, welcomed everyone, followed by traditional teacher ralph Johnson who introduced Victor lyon who sang the creator

Song, accompanying himself on his traditional drum. He sang of how we are never alone as the creator is with us wherever we might be.

Johnson came back on and spoke in ojibwe which he translated as he went along into English of how he was inspired by some of the events that had happened in the past week and of the pride he has in passing on the teachings of his grandfathers and grandmothers.

“We need to understand each other as human beings and our relationship with the land,” he said.

Jewell concluded the

afternoon by explaining what SlArc is about and finished by saying, “i think our indigenous culture is so rich in northern ontario and we need to understand it if we are to work together.”

Afterward Johnson

shared, “it’s good to see all the students from two high schools coming, all the young people, because they are the ones who are going to shape our future.”

He continued, “i liked the signs the students made. it is a big part

bringing the teachings out and bringing light from the darkness. it starts from people not knowing each other and the more we come together and share, we are in a better position to understand each other.”

Playoff hockeyThe playoffs are now underway in the six team Sioux Lookout Hockey League. On March 19 the Knuckles beat Pelican Falls 15-7. On March 21 (pictured) the Steelheads defeated the Sioux Lookout Mayhem 9-4.

The Knuckles also beat the SkyCare Turbos 12 – 11 March 23.

The Steelheads and Knuckles have now advanced to the semi-finals.

Blanket exercise seeks to inform and educateTim Brody

First nations people in this country was the focus of a special exercise which took place March 22 at the centennial centre.

Prior to the start of the exercise, renee Southwind showed a power-point presentation she and her partner Pierre Parsons created. The power-point shared the history of the flooding of Lac Seul First nation in the 1930s when the hydro-electric dam in Ear Falls began operation.

“it’s the story of the flooding of the lac Seul traditional territory as told by our Elders before, during and after the flood,” Southwind said.

Homes were lost in the flood along with traditional hunting and gathering areas and graves.

“This presentation was put together with

the intent of educating all canadians about what happened,” Southwind said.

She added, “People may wonder sometimes why they see stumps sticking out of the water in lac Seul.”

She emphasized, “it’s not a shame, blame exercise whatsoever. it’s about telling the story, making it known. it’s something we don’t read about in text books.”

lac Seul First nation is still working for a flood claim settlement.

Participants in the exercise were told that this project reflects the need to conduct an interactive lesson in canadian history that was never taught in school.

The blanket exercise was developed by KAiroS, a social justice organization.

The KAiroS website explains, “The exercise uses blankets to represent the lands of what is now called

canada, and the distinct cultures and nations which live on those lands to this day. Participants represent the First Peoples; when they move onto the blankets, they are taken back in time to the arrival of the Europeans. The narrator and a European (or two) work with the participants to read a script while the exercise goes through the history of treaty-making, colonization and resistance that resulted in the nation we today call canada.”

The exercise begins with a floor filled with blankets representing land available for First nation people to use and participants taking on the role of Aboriginal peoples. A few settlers who are assisted by the First nations people are introduced.

over time the settlers grow more numerous than the First nation people, expose First nation people to new diseases they have no immunity to, and take

land and rights away from them.

Eventually the people taking part in the exercise are left with only small folded blankets to stand on, representing reserves. The exercise continues through to the apology in 2008 by Prime Minister Stephen Harper for the indian residential School system.

Terry lynne Jewell and Aileen urquhart coordinated the blanket exercise.

Jewell stated, “it went really well. We were a small group but i thought it was okay. i felt that it went well and that people were really engaged in what was happening.”

She added, “We’ve had some conversation that we would like to see it continue to be updated because we feel there have been some positive changes that are continuing to happen.”

Jewell said such positive developments in the history of First nation people in canada

include the idle no More movement as well as the Friendship Accord among Sioux lookout, lac Seul, Slate Falls and cat lake.

urquhart said Southwind’s presentation was a great way to start off the exercise.

She said it perfectly illustrates the history the blanket exercise is trying to portray, such as lac Seul not getting electricity until 1980 in spite of the flooding to supply electricity

said they would be available to conduct the exercise again in the future with schools, organizations or any group of people if there is interest.

Bill was predeceased by his parents

Bill and Ida Lemmon, brothers Reg and Bob and sister Jacqueline. He is greatly missed by his siblings Rich, Ron (Pat), Connie (John) and Clara (Terry).

Bill is also survived by nieces and nephews Jim (Connie), Linda (Jim), Steve (Sheila), Jocelyn (Matt), Denise, and Terri-Lynn (Wayne) and several great nephews

and nieces and their partners.

Many cousins also survive.

After completing high school in Sioux Lookout, Bill graduated from Lakehead University in Thunder Bay with a Bachelor degree in History. While in Thunder Bay he forged many friendships that would last him his lifetime.

Bill had a variety of careers but his true love was history and he ran his antique store “Before My Time” for several years with business partner and friend Gordon Keith.

Bill loved the city of Toronto and all of its opportunities and diverse politics and culture, but he never forgot his roots and the natural beauty of the forest and lakes surrounding Sioux Lookout.

Let’s Just say see you Later,…

It’s been quite the 60-some year journey since I arrived in sioux Lookout as a young woman. Bringing up six children and enjoying a career in hairdressing and hotel management, sioux Lookout provided a welcoming community for me and my family. I am grateful for the many friends that have shared my life with me. to the Catholic Women’s League, thank you for including me in your projects. to my sally ann family, I will miss you all dearly and the difference we make in this community. and, finally to my closest and dearest friends who have been amazing support to me throughout the years, thank you for your love, forgiveness and friendship. The decision to move to Thunder Bay will allow me to be closer and more accessible to my children and their families. to you all, I am not saying a good-bye, but simply a ‘see you later’….

Potluck Feast marks the end of Racism Awareness Week

THE Multicultural Potluck Feast was held at the

legion on Sunday evening, March 23. it ended a week of

events sponsored by the Sioux lookout Anti racism committee to commemorate racism Awareness Week.

Participants were invited to bring a dish to the feast. A large and

varied mixture of dishes, including Mediterranean and vegetarian, were on offer, plus desserts and hot and cold beverages.

The evening started with a prayer to the creator followed by

a traditional song by romaine Wesley asking for everyone to enjoy each other. She sang four times to honor the four directions.

Elders were served first, after which, table

by table, everyone was invited to go and make selections from the laden food tables.

SlArc committee member Terry-lynne Jewell made a brief speech during the dinner

about the work SlArc does and described how people could get involved by volunteering to work with the organization.

She touched on the week’s events and made special mention of the good work of the late Harvey Friesen who was a founding member of SlArc.

Jewell thanked all the sponsors and the Municipality for the support they had given to make the week possible.

At the end of the evening a door prize was drawn for a bouquet of flowers. The winner was Priscilla Quoquat who commented on the evening, “it was very good, different cultures coming together to enjoy a meal for racism Awareness Week.”

Jewell summed up the event. “The food was very delicious and we had a very nice mix from different cultures. i always have a good feeling with the kids and families. There is good conversation and a wonderful sense of community.”

The children enjoyed themselves. A large variety of food was available.Terry-Lynne Jewell was one of the SLARC organizers.
