Louisiana Constitution, that on May 15, 2013, Entergy Louisiana, LLC(“ELL”) an electric public utility providing retail electric service to customersin forty-three (43) Parishes of the State of Louisiana, filed with the LouisianaPublic Service Commission (“LPSC” or the “Commission”) in LPSCDocket No. U-32764, pursuant to Article IV, Section 21(D)(3) of theLouisiana Constitution and Title 45, Section 1163.1 of the Louisiana Re-vised Statutes, a new Rider Financed Storm Cost III (“FSC III”) rider sched-ule, and a new Rider Storm Cost Offset III (“SCO III”) rider schedule, thatimplement, effective the first billing cycle of September (August 28) variousrate changes for recovery in rates of costs related to Hurricane Isaac financedpursuant to Act 55 of the Louisiana Legislature’s Regular Session of 2007.

In order to pursue financing authorized by Act No. 55, ELL and theLouisiana Utilities Restoration Corporation (“LURC” or “Corporation”)have received pursuant to LPSC Order U-32764-A: (1) approval and au-thorization for the LURC to finance, through the issuance of “system restora-tion bonds” by the Louisiana Local Government Environmental Facilitiesand Community Development Authority (the “LCDA”), a non-shareholdercontribution to ELL’s capital; (2) approval to create system restoration prop-erty in favor solely of the Corporation, including the right to impose andcollect system restoration charges sufficient to pay the system restorationbonds and associated financing costs; and (3) approval of a tariff to imple-ment the system restoration charges on behalf of the Corporation. Further,the Corporation and ELL have received Commission authorization for theissuance of system restoration bonds in one or more series in an aggregateprincipal amount equal to the sum of: (a) $225,772,589 of system restora-tion costs, plus (b) the costs of partially replenishing storm damage reservesfor ELL’s Louisiana operations that are subject to the jurisdiction of theCommission in the amount of $12,993,258 in a restricted escrow account,plus (c) upfront financing costs of $5,084,153. ese components result ina total issuance of $243,850,000.

To finance these costs, ELL will implement Rider Financed Storm Cost III(Rider “FSC III”) Rates, on behalf of LURC, effective by billing on the firstday of the first billing cycle of the next revenue month following the issuancedate of the system restoration bonds. Based upon a system restoration bondissuance date of August 6, 2014, Rider FSC III will be implemented withthe first billing cycle of September 2014 (August 28). e FSC III Rates, asperiodically adjusted, will continue in effect until all system restorationbonds shall have been paid in full and all financing costs of the system restora-tion bonds shall have been recovered in full. Consistent with the LPSC’sdetermination in Order Nos. U-32764-A and U-32764-B, the calculationof the FSC III Rates will apply to all rate classes, including the Special Con-tracted Rate customers and will be non-bypassable, which means that, withlimited exception, all existing and future LPSC-jurisdictional ELL customerswill be responsible for these charges.

Any insurance proceeds or governmental grants or aid reflecting perma-nent recovery of system restoration costs received aer issuance of the Fi-nancing Order, together with any interest earnings associated with thoseinsurance proceeds or governmental grants or aid reflecting permanent re-covery of system restoration costs received aer the issuance of the Financ-ing Order will be returned to customers of ELL through the Rider StormCost Offset III (Rider “SCO III”). Other adjustments required to com-pensate for certain costs or benefits relating to elements other than those re-lating to the financing transaction, including accumulated deferred incometaxes and other savings pursuant to Act 55 Financing as provided for inOrder U-32764-C, will be reflected in the Rider SCO III.

Using the method of allocation and rate design approved by the LPSC, thesystem restoration charge, billed on behalf of the LURC, on the monthlyelectric bill through Rider FSC III for one of ELL’s LPSC-jurisdictional res-idential customers using 1,000 kWh will be $1.29 per month. e systemrestoration charge, billed on behalf of the LURC, on the monthly electric billthrough Rider FSC III for one of ELL’s LPSC-jurisdictional Small GeneralService customers using 50 kW and 12,500 kWh will be $18.45 per month2and for one of ELL’s LPSC-jurisdictional Large General Service customersusing 1,000 kW and 500,000 kWh will be $419.11 per month.
