M E S S A G E F R O M T H E C H A I R

The complete story of Municipal Board activity is played out with Manitobans presenting argument in hearings hosted in community halls, church basements, and council chambers around the Province, or in the more formal hearing rooms of our Winnipeg office. It is played out with Board panel members considering what they’ve heard and as a panel writing with clarity the Board Orders, framed by the legislation that defines the issue in dispute. The statistics of Board activity that make up this Report, of course, represent only the bare bones of the story. In 2014, the Board’s goals as outlined on page 6 of this Report, remained clearly in the forefront of its governance. With the advice of its Executive Council made up of the Chair, Vice Chair, and four Acting Chairs supported by the Board Secretary and the Board Administrative Officer, the Board continued its review and adjustments to Hearing procedures. Meetings with the executives of the Association of Manitoba Municipalities and Public Utilities Board examined possible efficiencies in the approvals process for municipal infrastructure projects. The Chair, Vice Chair, Secretary, and Administrative Officer were involved variously in:

Presenting to the Manitoba Planning Conference in February and the Manitoba Municipal Administrators Conference in April on “What you need to know about The Municipal Board”.

Establishing an information booth at the Association of Manitoba Municipalities Municipal Officials Seminar in April.

Participating in a Mock Hearing in May at the Assessment Association of Manitoba Conference.

Attending the Association of Manitoba Municipalities Annual General Meeting in November as observers.

The Board Chair wrote an article for the Fall edition of The Municipal Leader entitled “Don’t Hang Your CAO Out To Dry”. To say that the matters that come before The Municipal Board are complex is an understatement. It is important to report that all Members of the Board meet these challenges with enthusiasm, strong commitment, and timely decision making. The Board’s operation is remarkably efficient and it must be said that the members of the Board staff – General Secretary Rose Gibbons, Administrative Officer Brenda Loewen, Elaine Pociuk, Adrienne Newbury, and Helen Kilborne – are, by any measure, the best. Thanks to all.

L’ensemble des activités de la Commission municipale se déroule ainsi : des Manitobains et des Manitobaines font valoir leurs arguments lors d’audiences qui se tiennent dans les salles communautaires, les sous-sols d’église et les salles du conseil dans la province ou dans la salle d’audience plus officielle de nos bureaux de Winnipeg. Les membres du comité de la Commission tiennent compte de ce qu’ils ont entendu et rédigent clairement en tant que comité les ordonnances de la Commission d’après les dispositions législatives qui encadrent les questions en litige. Les statistiques sur les activités de la Commission que contient le présent rapport ne représentent, bien sûr, que les grandes lignes. En 2014, les objectifs de la Commission tels qu’ils sont énoncés à la page 6 du présent rapport sont manifestement demeurés au premier plan de la gouvernance. Avec les conseils de son conseil exécutif constitué du président, de la vice-présidente et de quatre remplaçants soutenus par la secrétaire et l’agente administrative de la Commission, celle-ci a poursuivi son examen et ses ajustements des procédures d’audiences. Les réunions avec les dirigeants de l’Association des municipalités du Manitoba et la Régie des services publics ont permis d’examiner des façons de rendre plus efficace le processus d’approbation des projets d’infrastructure municipale. Le président, la vice-présidente, la secrétaire et l’agente administrative ont participé de manières diverses aux activités suivantes :

présentation d’ateliers informatifs sur la Commission municipale à la Conférence manitobaine sur l’aménagement du territoire en février et à la Conférence de l’Association des administrateurs municipaux du Manitoba Inc. en avril;

mise en place d’un kiosque d’information au séminaire organisé à l’intention des fonctionnaires municipaux par l’Association des municipalités du Manitoba en avril;

simulation d’audience en mai à la conférence de l’Association des évaluateurs du Manitoba;

participation à l’assemblée générale annuelle de l’Association des municipalités du Manitoba en novembre (à titre d’observateurs).

Le président de la Commission a écrit un article intitulé « Don’t Hang Your CAO Out To Dry » pour le numéro d’automne du bulletin The Municipal Leader. Les affaires présentées à la Commission municipale sont complexes, c’est le moins qu’on puisse dire. Il est important de rappeler que tous les membres de la Commission relèvent ces défis en faisant preuve d’enthousiasme et de grande motivation et en prenant des décisions au moment opportun. Le fonctionnement de la Commission est remarquablement efficace. Nous devons souligner que les membres du personnel de la Commission — c’est-à-dire Rose Gibbons, secrétaire générale; Brenda Loewen, agente administrative, ainsi qu’Elaine Pociuk, Adrienne Newbury et Helen Kilborne — sont, sous tous les aspects, les meilleurs qui soient. ROLE

Section 15(2) of The Municipal Board Act states: “The board shall sit at such times and places within the province as the chairman may designate; and it shall conduct its proceedings in such manner as may seem to it most convenient for the speedy and effectual dispatch of business”.

MISSION STATEMENT

To deal with matters that come before the Board in a fair, impartial and timely manner.

GOALS

To process appeals, applications and referrals as expeditiously as possible. To conduct hearings in accordance with legislative procedures and natural

justice for all parties involved. To render readable, reliable and quality decisions in a timely manner. To communicate with the general public on the role of the Board and the

appeal process. To review and update Board policies and procedures to ensure service is

provided in a timely manner and in accordance with the applicable legislation.

The interest rates payable by municipalities on debentures issued in 2014 have decreased with 2013 rates. A comparison of average interest rates, weighted according to each class of purchaser is summarized as follows:
