THE FORESTSOF THE CONGO
BASIN
Crossing 11 borders, covering around 50 %
of Central Africa, the Congo Basin forest
ecosystem allows more than 70 million
people to live on these lands. Essential in
climate establization, it is thanks to the
Basin that the world, and Africa in particular,
can mitigate climate and contribute to
adapation. Thus the need for REDD.

Before REDD
THE FORESTSOF THE CONGO
BASIN
1. Harmonization of forestry policies and taxation systems
2. Fostering knowledge of the natural resources (inventories and geospatial monitoring)
3. Management of forest ecosystems
4. Conservation of biological diversity
5. Promotion of sustainable uses of forest resources
6. Development of activities and poverty reduction
7. Capacity development and stakeholders participation
8. Research and Development
9. Development of a financial mechanism
10. Cooperation and partnership
PLAN DE CONVERGENCE

Need to adapt the regional « plan de convergence » to the REDD context
Must take into account national circumstances
Studies to define the convergence points and, consequently, the
specific points in each country

REGIONAL APPROACH
1- VISION
« The Congo Basin countries consider that REDD and its implications are an essential and structuring part of their approach to
social and economic development»

THE FORESTSOF THE CONGO
BASIN
2 - ENGAGEMENT
« The countries of the Congo Basin respect the principle of common but differentiated
responsibilities »
Submission sent in February 2009

3 – Pre requisites
«the achievement of these objectives entail necessarily a coordination of all activities… with the goal of assuring the coherence of
the process »

THE FORESTSOF THE CONGO
BASIN
A Regional Approach has many advantages:
Capacity building
Economies of scale in the implementation of REDD
Increase in Effectiviness
Experience exchange
Integrated and coherent ecosystem management
