DESCRIPTION

Environmental Product Declarations (EPDs) are essential for the competitiveness of building products: for tender offers, supplier evaluation, as a service to architects and planners and for the building certification process.

Environmental Product Declarations EPD

An Environmental Product Declaration EPD describes a product throughout its entire

life cycle – all relevant environmental information from cradle to grave

EPDs are independently verified and guarantee reliability of manufacturers’

information

Rules for EPDs are defined by EPD program holders – for building products the new

EN 15804 is introduced as respective standard

EPD program holders worldwide

ECO Platform = European Construction

Product Organisation

Platform for EPD program holders

Includes 25 organizations representing

17 countries

Aims at creating a common framework

for EPDs in Europe

IBU Principles and normative background

Construction Product Regulation (CPR) = CPD+

• CPR** replaces the Construction Products Directive (CPD)*

• Clarifies and precises CPD

• In CPR the former “essential requirements” become “basic work

requirements” with some adjustments:

• “Hygiene, health and environment” to include construction,

demolition and wider environment.

• Sustainable use of natural resources

• CPR contains a link to EPDs in amendments:

Legislative aspects From CPD to CPR

“(56) For the assessment of the sustainable use of resources and of

the impact of construction works on the environment

Environmental Product Declarations should be used when available.”

*CPD was the driver for the development of harmonized standards, which enable CE marking of products.

** Under CPR, where there is a harmonized standard CE marking is mandatory. CPR is effective as of mid-2013,

Summary

Environmental Product Declarations…

are used in some building labelling schemes

but with fast uptake in others

require explanations for end-users but are reliable documents for environmental

communication

do not rate products good or bad but support transparency and decision making

are standardized

but currently mainly in the building products sector

are voluntary but provide necessary environmental information for European

Construction Product Regulation (CPR)

TRANSPARENCY

is key for reliable communication

Is basis for differentiation from competitors
