On the March 5, 2002 voter ballot.Placed on the ballot by a bi-partisan vote of the legislature and signed by Governor Davis.Balanced approach to protecting land, air and water while maintaining strength of California economy and protecting public health and quality of life.

Overview

$2.6 Billion to: Provide safe, clean drinking water and protect rivers, lakes

and other water sources from potential contamination by toxic substances.

Fund programs to provide cleaner air and protect from air pollution.

Protect our coastal areas from pollution and over-development.

Promote the development of safe neighborhood parks and recreational facilities for children and families in every community.

Help California plan for growth in a responsible way, while protecting our natural resources, wildlife and farmlands.

Strengthen California’s multi-billion dollar tourism industry by improving our State Parks, beaches and other natural resources and making California a more attractive place to live, work and play.

Prop 40 contains strict accountability provisions including independent fiscal audits and citizen reviews.Interest and bond rates are at historically low levels: now is the best time to invest in our future generations.Paid for entirely out of existing general fund revenues and does not include any new taxes or tax increases.

Water Quality Benefits

Prop 40 will support projects throughout the state that will protect our rivers, lakes, groundwater and coastal areas from potential contamination by toxic substances.

River Parkways and Urban StreamsRestoration Program

Funding for the improvement or acquisition and restoration of riparian habitat, riverine aquatic habitat and other lands in close proximity to rivers and streams for river and stream trail projects.

Also provides funds for projects in San Bernardino, Los Angeles and San Francisco Counties, and funds for conservancies that cover urban areas in Southern California, the San Francisco Bay Area, and the Central Valley.

Air Quality Benefits

Clean Air Improvement Programs Provides funding to improve air quality

through the development of less-polluting technologies and replacing older, polluting cars and buses with cleaner burning vehicles.

Funding to the Department of Forestry and Fire Protection for urban forestry program, providing for the purchase, planting and up to three years of care for trees that provide greater air quality.

Coastline Protection

Funding for the Coastal Conservancy Supports programs to protect California’s beaches

and coastlines from potential pollution and contamination.

Safe Neighborhood Parks

Prop 40 will promote the development of safe neighborhood parks and recreational facilities for children and familiesMuch of Prop 40 funds distributed on a per capita basis Grants are for acquisition, development,

improvement, rehabilitation, restoration and enhancement of local park and recreational lands and facilities.

Particular focus on urban and “park poor” communitiesRoberti-Z’berg-Harris Urban Open-Space and Recreational Program

Block grants (per capita) to jurisdictions that are urbanized or heavily urbanized

Urban Parks and Park Poor Communities Allocation Funding for the acquisition and development of urban

parks, recreational areas and facilities

Assistance and grants to local agencies and community-based organizations to fund and foster the development of new youth soccer, baseball and basketball recreational opportunities.Funding for environmental education, outdoor recreation, after school programs and park opportunities for school-aged children

Wildlife BenefitsBenefits to California’s Wildlife Provides funding to the

Wildlife Conservation Board for acquisition, development, restoration and rehabilitation of habitat

Funding to protect wildlife that live in wetlands and riparian zones along rivers

Funding to Improve California’s State Parks

Farmland Preservation

Prop 40 includes funding for the “preservation of agricultural lands and grazing lands” to protect key farm lands from development. Respects the rights of property owners by requiring that all land purchased with Prop 40 funds be acquired from willing sellers.

Historical & Cultural Benefits

Supports programs for the acquisition,restoration and preservation of historic buildings, structures, sites, places and artifacts.

Economic Benefits

Prop 40 will provide direct and immediate economic benefits to our state. Prop 40 preserves the natural attractions that

make California an attractive place to do business. Prop 40 will help support California’s tourism

industry that employees 700,000 and contributes $55 billion to our economy each year.

Funds will be distributed on a per capita basis, meaning every community is guaranteed funding and every community will see a direct benefit to their local economy, job base and quality of life.
