1. Introduction

In the context where Mauritius is aspiring to become a high income economy with the higher

education as a key driver, the higher education system is expected to respond effectively to the

country’s human capital needs. Hence, the necessity to keep track of the number of students

pursuing tertiary studies. This nineteenth edition of Participation in Tertiary Education, an annual

publication of the Tertiary Education Commission (TEC), reports on the state of tertiary education

in Mauritius as at December 2017.

2. Methodology

Different avenues exist for Mauritian students to pursue tertiary level studies. They can join either

a Publicly-Funded Institution (PFI) or a Private Post-Secondary Educational Institution (PSEI); or

engage in self-study through distance education and open learning locally. Alternatively, they can

opt to go overseas.

Enrolment data is secured through a return that all PFIs submit to the Commission annually, as

well as a survey directed at PSEIs registered with the TEC. Out of the 45 private institutions that

were targeted in 2017, 42 participated in the survey.

Enrolment through Self-study is, on the other hand, gauged from the examination statistics

collected from the examination centers across the country. These centers, including the Mauritius

Examinations Syndicate (MES) and the British Council, the two most important ones in the

country, organised examinations for a total of 85 overseas awarding bodies in 2017. In order to

derive a best estimate of the number of students on Self-study i.e. those enrolled directly with an

awarding body overseas, the enrolment data from the PSEIs was reconciled with the statistics

collected from the examination centers.

Data relating to Mauritians pursuing higher studies overseas is derived from different sources

including foreign embassies and High Commissions based in Mauritius. For the present report,

statistics on the number of student visas issued was received from the French Embassy through

Campus France, the Australian Embassy through the Australian Trade and Investment

Commission, the High Commission of Pakistan, the Higher Education Statistics Agency (HESA)

in UK and the Russian Embassy. Secondary data sources were also consulted, namely the

Employees Welfare Fund, the Scholarships Section of the Ministry of Education & Human

Resources, Tertiary Education and Scientific Research and private recruiting agents. In parallel,

references were made to international databases on higher education.

3. Higher Education Providers

The higher education providers operating in Mauritius can be categorised into two groups; the

Publicly-Funded Institutions (PFIs), and the Private Post-Secondary Educational Institutions

(PSEIs).

3.1 Publicly Funded Institutions (PFIs)

As at December 2017, there were ten publicly-funded institutions operating in Mauritius. These

include four public universities, namely, the University of Mauritius (UoM), University of

Technology, Mauritius (UTM), Open University of Mauritius (OU) and Université des

Mascareignes (UdM), as well as the Mauritius Institute of Education (MIE), Mahatma Gandhi

Institute (MGI), Rabindranath Tagore Institute (RTI), Fashion and Design Institute (FDI),

Mauritius Institute of Training and Development (MITD) and Mauritius Institute of Health (MIH).

Most of the PFIs award their own qualifications although some run programmes of other awarding

bodies or both. These institutions vary in terms of their mandate, size, student population, and

programmes offered.

3.2 Private Post-Secondary Educational Institutions (PSEIs)

In line with the Regulatory Framework for Post-Secondary Education, all PSEIs are required to

register themselves with the Tertiary Education Commission and have their programmes

accredited. In 2017, a total of 45 private institutions were registered of which 37 were fully

operational and delivering tertiary education. Two of these institutions were newly registered

(Polytechnics Mauritius Ltd and Pronumeris Training Centre Ltd) and had not yet enrolled

students. The PSEIs were offering courses in diverse fields and at levels ranging from Certificate

to PhD and DBA, with the awarding bodies mostly based overseas.

Three PSEIs had the status of International Branch Campuses (Middlesex University and

Aberystwyth University, UK and Greenwich University, Pakistan), and 2 PSEIs had Awarding

Power- 1 Degree (Charles Telfair Institute), and 1 Sub-Degree (Rushmore Ltd); the remaining

institutions were franchising programmes of awarding bodies based either locally or overseas or

both. Table 43 shows a list of PSEIs registered with the TEC as at December 2017.

A total of 85 overseas awarding bodies were present locally in 2017. These awarding bodies were

from the following countries: United Kingdom (57), France (8), South Africa (7), Australia (4),

Malaysia (2), New Zealand (2), India (1), Europe (1), Canada (1), Reunion (1) and Pakistan (1).

It is worth noting that many PSEIs with awarding powers also ran programmes of one or more

other awarding bodies concurrently.

4. Overall Participation in 2017

4.1 Total Enrolment: Total enrolment in tertiary education fell by 0.2 % in December 2017, representing a decrease of 82 students compared with the same period last year.

Figure 1 shows the evolution of enrolment by source for the period 2005-2017. After attaining a

peak of 50,608 in 2014, total enrolment has been on a declining trend in the last 3 years, falling to

48,007 in 2017. As can be observed, enrolment in PFIs increased from 20,966 in 2016 to 21,902

in 2017. For year 2017, the share of PFIs in the total tertiary enrolment was at 45.6 % while, it

stood at 35.3 % for PSEIs (including Self-study), while that of overseas enrolment was at 19.1 %.

In 2017, 9,157 (19.1 %) students were pursuing their studies overseas and 38,850 (80.9 %) locally

(Table 1). Of those based locally, 34,127 (87.8 %) were enrolled with a Tertiary Education

Institution (TEI), that is, either a PFI (21,902; 64.2 %) or a PSEI (12,225; 35.8 %); and 4,723 (12.2

%) were undertaking Self-study.

The distribution of total tertiary enrolment by source and field of study both locally and overseas

is given in Table 1. Total local enrolment increased by 1.8 % from 38,178 in 2016 to 38,850 in

2017, with an increase of 4.5 % (from 20,966 to 21,902) for the PFIs and a decline of 1.5 % (from

17,212 to 16,948) for the PSEIs/Self-study respectively. The number of Mauritians going for

higher studies overseas registered a drop of 7.6 % to 9,157 in 2017, down from 9,911 in 2016.

4.2 Gross Tertiary Enrolment Rate: The Gross Tertiary Enrolment Rate (GTER) which is an

indicator of the participation level of Mauritians in tertiary education remained constant at 46.6 %

in 2017. It is to be noted that the GTER is computed as a percentage of the total number of

Mauritian students pursuing higher studies, locally and overseas to the population in the age group

20 to 24 years. In 2017, out of a total tertiary student population of 48,007, 95.7 % or 45,920 were

local students and 2,087 were international students.

4.3 New Admissions/Intake: Student intake for 2017 amounted to 14,519 (30.2 % of the total

tertiary enrolment): 7,367 students were admitted to the PFIs, 4,265 to the PSEIs/Self-study and

2,887 in institutions overseas.

Compared to the previous year when student intake stood at 14,169, an increase of 350 (2.5 %)

students can be noted in 2017. Table 2 shows the distribution of new admissions by source and

field of study.

4.4 Enrolment by Field: Accounting remained the most popular field of study, with a student

population of 10,543 (22.0 %), followed by Administration/Management – 6,902 (14.4 %),

Information Technology – 3,697 (7.7 %), Engineering– 3,192 (6.6 %), Education– 2,875 (6.0 %),

Medicine– 2,532 (5.3 %), Banking/Finance– 2,244 (4.7 %), Business/Commerce/Marketing–

2,190 (4.6 %), Law– 1,770 (3.7 %), Travel/Hotel/Tourism – 1,567 (3.3 %), and Languages– 1,354

(2.8 %).

Science & Technology-related subjects with 27.3 % overall enrolment in 2017, have consistently

been below the 30 % mark in the last 5 years (2011- 29.7 %; 2012- 27.3 %; 2013– 27.9 %; 2014

– 29.3 %; 2015 – 29.3 %; 2016 – 28.5 %). Amongst those fields which witnessed a decline in

2017 were Dentistry (- 40 %; 153 to 92), Textile (-36 %; from 147 to 102), Pharmacy (-27 %; from

100 to 73), and Science (- 21 %; from 968 to 765). Health Sciences, on the other hand, registered

an increase of 31 %; from 770 to 1,009.

4.5 Enrolment by Mode: In 2017, 60.9 % (29,218) students were studying full time, 18.5 %

(8,892) part time and 20.6 % (9,897) through the distance education mode. The corresponding

figures for 2016 were 61.6 % (29,602), 19.0 % (9,117) and 19.4 % (9,370) respectively. As a

share of total enrolment, PFIs enrolled twice as many students on the full-time mode than do the

PSEIs or 28.0 % as opposed to 13.8 %. It is worth noting that all students on self-study were

studying through the DE mode. Likewise, all those studying overseas were counted as full-time.

4.6 Enrolment by Gender: Female students continued to predominate in 2017. Out of a student

population of 34,127 in the TEIs (PFIs and PSEIs), 57.7 % were female. The corresponding figure

for 2016 was 56.6 %.

4.7 Enrolment by Level: The share of students enrolled at sub-degree level in the PFIs stood at

14% in 2017 as opposed to 67.2% at bachelor level, 3.3% at PG Certificate/Diploma, 13.1% at

Masters and 2.2 % at MPhil/PhD/Doctoral level.

Wide differences exist in terms of enrolment by level between public and private institutions, with

enrolment in the PSEIs concentrated on Professional (49.2 %) and Degree (37.6 %) courses and

much less on Higher Degree (8.4 %) and Sub-Degree (4.9 %) courses. (Table 5 and 45).

4.8 Enrolment in PFIs: Enrolment in the PFIs constituted 45.6 % of total enrolment in 2017

compared with 43.6 % in 2016. Although there are 10 institutions offering tertiary-level

programmes in this sub-sector, the 4 public universities, namely the UoM, the UTM, OU and the

UdM accounted for the majority of enrolment or some 83 % (18,076 out of 21,902). Figure 4

depicts the enrolment trend in each of these universities for the period 2010-2017. As can be

discerned, OU registered robust growth (+31.7%) in 2017 while enrolment in UTM rose by 14.3%

and UdM by 1.7%, respectively. It is to be noted that the flexibility that characterised OU

programmes and its modes of learning has sustained its good performance vis-à-vis the other PFIs

in the last 5 years.

Despite a slackening of enrolment in the last 3 years, with a contraction of 9.8 % in 2017, the UoM

still remained the most important provider of tertiary education in the country. Of the remaining

PFIs, the MIE witnessed a growth of 13.8 %, from 2,144 to 2,439. On the other hand, enrolment

at the MGI/RTI went down by 12.1 % from 645 to 567 while the FDI witnessed a decrease in their

student number from 250 to 222 (-11.2 %) (Table 2).

4.9 Enrolment in PSEIs: Enrolment in the PSEIs stood at 12,225 in 2017 as opposed to 12,303

in 2016, representing a drop of 0.6 %. Some 53.7 % of PSEIs enrolment were female; while 54.1

% were studying full-time (6,612), 41.8 % part-time (5,116) and 4.1 % through the distance

education mode (497).

The total number of programmes offered by the PSEIs in 2017 are shown at Table 47. Some 49.2%

students were reading for a Professional award, 37.6 % for a Bachelor Degree, 8.4 % for a Higher

Degree (Postgraduate Certificate/ Diploma, Masters, PhD) and 4.9 % for a Sub-Degree

(Diploma/Certificate) (Table 45).

Significant variation could be noted in the size of institutions with the student population ranging

from 8 to 4,057. An analysis of the distribution of PSEIs by size shows that: 8 out of 35 (22.9 %)

institutions had less than 50 students, 6 out of 35 (17.1%) between 50 and 100 students, 16 out of

35 (45.7 %) between 100 and 500 students, 1 out of 35 (2.9 %) between 500 and 1000 students

and 3 out of 35 (8.6 %) more than 1000 students; 3 new institutions had yet to enrol students.

4.10 Enrolment through Self Study: In 2017, 4,723 students were enrolled directly with an

awarding body overseas, compared with 4,909 in 2016. They were following their courses

exclusively through the distance education/e-learning mode, with a vast majority studying in a

non-Science & Technology related field (96.7 %), such as Accounting (62.7 %), Banking and

Finance (8.0 %) and Communication (3.2 %). Amongst the S&T fields, IT (2.4 %) was the most

popular (Table 48).

4.11 Distance Education: Overall, a total of 9,897 students were pursuing their study through

Distance Education or mixed-mode in 2017, representing 20.6 % of the tertiary student population.

Besides the totality of students on Self-study, 4,677 DE students were based in the PFIs and 497

in the PSEIs. Some 3,175 students (32.1 %) opted for Accounting, 2,059 (20.8 %) for

Administration/ Management and 945 (9.5 %) for Business/ Commerce and Marketing. Tables 48

to 50 show the DE enrolment by source and field of study.

4.12 International Students Studying in Mauritius: The number of international students in

Mauritius followed an upward rising trend over the past 10 years and has for the first time in 2017

surpassed the 2,000 mark (Figure 5). A total of 2,087 international students (46.7 % female; 53.3

% male) were registered in 2017 as opposed to 1,736 in 2016, which represented an increase of

20.2 %. The majority of the international students were enrolled in the PSEIs (1,875; 89.8 %).

Some 1,799 (86.2 %) of the international students were studying at undergraduate level and 207

(9.9 %) at postgraduate levels, including MPhil/PhD. Medicine tends to be very popular amongst

the international students (842; 40.3 %). Tables 51-55 show the enrolment of international

students by institution, programme of study, mode of study, gender as well as country of origin;

while Table 56 shows the enrolment of Mauritian and international students in the PFIs and PSEIs

in the field of Medicine and Biomedical Science.

The international students emanated from 71 different destinations (Table 54) with the main source

countries being India- 758 (36.3 %), Madagascar- 194 (9.3 %), South Africa- 176 (8.4 %), Nigeria-

145 (7.5 %), France- 119 (5.7 %), and Kenya- 90 (4.3 %).

4.13 Mauritian Students Studying Abroad: The total number of Mauritian students overseas fell

for the second year running to reach 9,157 in 2017. Australia emerged as the most preferred

destination overall with 2,163 students (23.6 %) followed by France/La Reunion- 1,920 (21.0 %),

United Kingdom- 1,500 (16.4 %), and China- 1,253 (13.7 %).

The most popular fields of study for Mauritians studying abroad included inter-alia Medicine-

1,368 (14.9 %), Engineering- 1,314 (14.3 %), Administration/Management- 834 (9.1 %),

Business/Commerce/ Marketing - 646 (7.1 %), and Law- 510 (5.6 %).

It can be noted that for 2017 the number of Mauritian students going overseas for higher studies

went up slightly by 11.1 % to 2,892, as opposed to 2,604 in 2016 (Table 57). The number of

students going to study in the UK increased by 62.5 % from 400 in 2016 to 650 in 2017. Australia,

which ranks first also registered an increase (+ 8.2 %), with 1,084 students going there for studies

in 2017 compared to 1,002 in 2016.

DEFINITION OF TERTIARY EDUCATION AND TERTIARY EDUCATION ENROLMENT RATE

According to UNESCO, the Gross Enrolment Rate at the tertiary level (GTER) is defined as the

number of students enrolled in tertiary education (ISCED level 5 to 8), regardless of age,

expressed as a percentage of the population in the theoretical age group for that level of

education, that is the five-year age group following official secondary school graduation age

(taken in our case as 20 to 24 years)

i.e, GTER= (Enrolment in Tertiary Education/population aged 20-24 years) * 100

UNESCO defines tertiary education to include universities, teachers’ colleges, and higher

professional schools, requiring as a minimum condition of admission the successful completion

of education at the secondary level, or evidence of the attainment of an equivalent level of

knowledge.

TEC’s definition of tertiary education aligns itself with that of UNESCO and encompasses all

post-HSC/ A Level or equivalent programmes leading, upon completion to the award of either a

Certificate- 1 full academic year; or a Diploma- 2 full academic year; or a Degree– 3 full

academic year; or Postgraduate Degree or any other qualification recognized by the TEC.

However, the computation of GTER by UNESCO and TEC differs, as follows:

For UNESCO, the number of students enrolled in tertiary education includes all students,

local and international, enrolled and based locally and excludes all local students studying

overseas

i.e GER = Total Local Enrolment including international students divided by Population

aged 20-24 yr multiply by 100

= (38,850/98,502)*100

= 39.4%

For TEC, on the other hand, the number of students enrolled in tertiary education refers to

Mauritian students only, irrespective of whether they are studying locally or overseas.

As a result, our GTER reflects the participation rate of the local population in tertiary education

as opposed to that of UNESCO which gauges the local supply capacity with regard to tertiary

education.

Our GTER for 2017, accordingly, works out at 46.6%, as follows:

GTER= (Total Enrolment minus International students divided by (Population aged

20-24 yr) multiply by 100

= ((48,007-2,087)/ 98,502)* 100 =45,920/ 98,502* 100 = 46.6%

The attention of users is drawn to the fact that the GTER and not the Net Tertiary enrolment Rate

(NTER) is the most widely adopted indicator internationally, for obvious practical reasons. The

GTER refers to the number of students enrolled at the tertiary level, whether or not they belong to

the relevant age group for that level. The NTER, on the other hand, is the number of students

enrolled at the tertiary level who belong in the relevant age group as a percentage of the

population in that age group.
