Mission of TBDR

• Tennessee Baptist Disaster Relief is a cooperative, volunteer ministry of the Tennessee Baptist Convention and its affiliated churches.  It is totally dependent upon volunteers who give of their time, energy, talents and finances to assist others in a time of disaster.  The ministry is led by the State Director, an employee of the Executive Board of the Tennessee Baptist Convention.  He and one administrative assistant are the only employees working primarily with Disaster Relief.

• Mass Feeding• 1 state unit capable of preparing up to 50,000 meals per day • 2 associational units capable of preparing 10,000 – 20,000 meals per day • 2 associational units capable of preparing 5,000 – 10,000 meal per day • 5 associational units capable of preparing up to 5,000 meals per day• • Childcare Services• 1 state unit with equipment to utilize in caring for 80 children at one time

Volunteer Requirements• Because of agreements with national agencies and organizations, Tennessee

Baptist Disaster Relief has the following requirements for volunteers:

1) Must be a member of a cooperating Tennessee Southern Baptist Church.

2) Must be at least 18 years of age. 3) Must have satisfactorily completed the training course,

“Introduction to Southern Baptist Disaster Relief”  and specialized training.

4) Must complete an application and be approved for service. 5) Must have a servant heart. 6) Must be ready to show Christ’s love in action 7) Must be flexible. 8) Must be trained by TBC-certified instructors. 9) Certain units may require criminal background checks (e.g.

Childcare unit). 10) Certain responsibilities may require background checks, motor

vehicle checks and special licensing requirements.  (e.g. driver for any state equipment)

Volunteer Responsibilities:

• Responsible for own insurance coverage and medical expenses if injured or ill during activation.

• Responsible for own transportation to and from

activation site. • Must be able to follow instructions and

guidelines from DR officials during a response.  Failure to do so will result in volunteer being instructed to return home.

What is Site Security?

• Site Security is tasked with the mission to provide for the safety of volunteer team members as they serve on disaster relief assignments and to safeguard the equipment and assets assigned to Disaster Relief by the Tennessee Baptist Convention.

What is expected of Security

• To enter this ministry with prayer and God’s leadership

• To follow leadership of TBDR and Site Supervisor

• To work with other volunteers to support their mission and duties

• To be diligent in the performance of tasks

• To be a supportive member of a team

• Accept tasks and perform duties

Purpose of being armed at a site

• Defense of yourself and others only! Only if life and limb are in jeopardy.

• Weapons will not be withdrawn from a holster unless in defense and with intent to use

The issue of Commission or License

• POST certified LEOs are recognized across the nation

• Armed Security Licenses are recognized in the state of issue only

• Retired POST certified LEOs are not recognized unless they have had their commissions remain active by an LEA

Security Patrol AuthoritySecurity Patrol Authority(Unarmed)(Unarmed)

• No more authority than a normal citizen

• Commissioned LEO may make arrest

• Citizen Arrests are subject to laws of the local governmental agency and the state where the arrest is made

• Subject to legal action for unreasonable search and seizure, detaining, restraining, or unlawful arrest.

Limits to Armed Authority• A citizen is legally justified in using deadly force A citizen is legally justified in using deadly force

(A) The citizen actually believes deadly force is necessary to prevent an imminent threat of death, great bodily harm, or sexual assault and

(B) The facts and circumstances prompting that belief would cause a person of ordinary firmness to believe deadly force was necessary to prevent an imminent threat of death, great bodily harm, or sexual assault, and

(C) The person using deadly force was not an instigator or aggressor who voluntarily provoked, entered, or continued the conflict leading to deadly force, and

(D) Force used was not excessive - greater than reasonably needed to overcome the threat posed by a hostile aggressor.

exception such as those listed below applies, a citizen must retreat before using deadly force if retreat is possible.

Exceptions

A. There is no duty to retreat before using deadly force if the assault threatens imminent death or great bodily harm - a murderous or felonious assault or sexual assault.

B. There is no duty to retreat before using deadly force if the victim is on his or her own premises, or on his or her business premises, or is at home.

Deadly Force in Defense of Others

A Citizen may intervene and use deadly force in defense of another person when,

under the facts and circumstances, it reasonably appeared necessary to save the

other person from imminent threat of death, great bodily harm, or sexual assault but only to the extent the other person was entitled to

use deadly force in self-defense.

Deadly Force MAY NOT Be Used(A)To Stop a Simple Assault. (The exact point

in time a simple assault becomes deadly is often unclear. Repeated blows to vital body areas, choking, continued beating on a helpless or weakened victim, are some indicators).

(B) Because of the Use of Violent Language and Communicating threats.

(C) Because a Trespasser Refuses to Leave

(D) To Arrest a Criminal or to Prevent a Criminal's Escape

Use of force to protect property

The law does not permit the use of deadly force solely to protect property, or to prevent theft, or to regain stolen property. An owner CANNOT shoot at a thief - before, during, or after a theft. The same rule prohibits deadly force to prevent injury or vandalism to property.

A different rule applies if life is imminently threatened at the same time property is threatened. Deadly force used to prevent an armed robbery is force used to protect life, not to protect property.

• The Tennessee Baptist Disaster Relief has established that all volunteers are limited to one week service for a tour of duty.

• Volunteers may return after a reasonable time away from the site.

Standing DownStanding Down

• Release from deployment will be the authority of the Director of Tennessee Baptist Disaster Relief

• Duties required in a draw down of service will be assigned as needed

Leaving SiteLeaving Site

• Security will need to be one of the last units to withdraw from a site.

• It will be the duty of Security to comb the grounds and facilities for anything left behind. Articles will be tagged and stored

• Security should convoy with other units until within proximity of the home base.
