GENERAL TECHNICAL RULES

1. Time and DurationThe 52nd International Children’s Games will take place from July 29 to August 3rd in Jerusalem, Israel.

2. ProgramThe programme of the 52nd International Children’s Games includes the following disciplines:2.1 Summer Sports • TEAM SPORTS: Basketball, Streetball,

Football(Soccer),Volleyball • INDIVIDUALSPORTS:Athletics-Track

& Field, Judo, Swimming, Tennis, Fencing

3. Participants (Delegates: Up To 24) • Participating athletes must reside or

attend school in the city in which they represent.

• Athletesmustbe12yearsoldbyJanuary1theyearoftheGamesandmuststillbemaximum15 years old, onDecember31 the year of the Games.

4. Identity Card, Control and Sanctions

• All participants of the Games (athletes, coaches, other participants) need to have identificationcards,madebytheorganizeroftheGames.TheID card has to include the Participant’s photo, sports, the First and last name, City and Country.

• TheHeadofthedelegationisobligedtogivethe accurate data for the ID cards.

The Head of the Delegation needs to assure the insight into the legal documents of the participants inthecaseofanycomplaint,thereforeitisadvisabletobringthecopyofthedocumentstotheGames.• Inthecaseoffraud,theCitywillbeobligedto

payallpenaltyexpensesandfinesimposedbytheExecutiveCommitteeofICG.

• The Referee of appointed discipline as well as the Head of Competition must inspect the athlete's ID card before commencingthe competition.

5. Technical Meetings• Joint technical meeting for all disciplines will

takeplaceatleastadaybeforethetechnical

meeting of individual disciplines. At the meeting the Heads of Competition and the membersofICGTCwilltakepart.

• Before the beginning of competition, thetechnical meeting of individual disciplines is summoned. At the meeting the Heads of CompetitionandthemembersofICGTCas well as the coaches will take part.

6. Authority and Jurisdiction• A Head of Delegation may file a sport

protest. To do so they will follow the Sport Protest procedure for the International Children’s Games.

• Allsportprotestswillbeheardandeitherdeniedor investigatedby the ICGProtestCommittee.

• AlldecisionsbytheProtestCommitteearefinalandbinding.

• Sportprotestsmustbeinitiated,inwriting,by thecity’sHeadofDelegation33hoursafter the occurrence which is the subjectof the protest. The protest must provide the details necessary for the Committee’s review and should be submitted to the

submitted to the head referee for eachsport or anyone of the Protest Committee members.

• All protests require a 100 Euros (or equivalent other currency) protest fee to bepaidtotheICGbeforeaprotestwillbeheard.Onlyoneprotestbyacity’sHeadofDelegationcanbefiledpersportincident.

• IftheHeadofDelegationrefuses,orisunableto submit aprotest inwriting, theProtestCommittee may exercise its discretion and investigate the protest.

• Subjecttoanylimitsimposedeitherbylaworbythisprocedure,information(whetheroral or written) which is created, gathered, received, or compiled through the course of aninvestigationwillbetreatedasconfidentialby all involved in the investigation andadjudicationoftheprotest.

7. Others• No changes can bemade to any part of

the ICG THs without the consent of the Technical Commission

The 52nd International Children’s Games will take place from July 29th to August 3rd in Jerusalem, Israel.

1. VenueVenue - The new Stadium of Givat ram, Jerusalem

2. Identification All athletes must show their accreditation cards with a photo; without this card an athlete cannot compete.

3. Competition Rules • Eachcitymayregisteramaximumnumber

of8girlsand8boysandaminimumof2girlsand2boys.

• Maximum 2 athletes from each team are allowed to participate in one event.

• Each athlete may compete in two events and in the 4 x 100m Relay.

• Girls running 800 m and boys running1500m are not allowed to compete in any other discipline the same day of their middle distance competition.

• Athletics events: 100m, 400m, 800m (girls only),1500m(boysonly), long jump,highjump,shotput,4x100mrelay.

• Number of coaches: One for each boy’steam, one for each girl’s team.

• Personal best performance from eachathletewillberequiredduringregistrationfor seeding purposes.

• Uniforms: Athletes must wear the uniform of their city.

• Competition numbers will be given toTeam Managers/Coaches, who will beresponsible for issuing bib numbers to allathletes in their team. The competition numbersmustbewornfirmlyattachedtothefrontandthebackoftheuniformwithno less than four (4) pins so that the entire number and logo canbe easily seen.Nopartofthenumbercanbefolded.

• Hipnumberswillbeprovidedbyanofficialat the start of events requiring them.

• If an athlete fails to scratch from an event after confirmation, she/he may not bepermitted to compete in any other event in the Games including relays (See IAAF Rule 142.4)

• The competition will take place according to IAAF Rules and ICG Rules.

4. Call Room • Therewillbeacallroominoperation.

• All athletes must report to the call room on time with their competition numbersattached to their uniform.

• Inthecallroomathleteswillbeexpectedto demonstrate that their competition uniform, singlet and numbers, shoesand other equipment comply with the completion rules.

• Please do not take unnecessary items into thecallroomlikemobilephones,ipodsetc.

• Athletes will proceed to the start of their event from the call room ACCOMPANIED BY A CALL ROOM JUDGE OR FIELD EVENT OFFICIAL. Athletes who proceed totheeventnotaccompaniedbyajudgeorofficialmaynotbeallowedtostart.

• The closing Call Entry Times at the call room are: (prior to scheduled event starting times)

• Jumpingandthrowingevents:40min. • Runningevents:30min.• The composition of a team and the order

of running for a relay shall be officiallydeclared 90 minprior to relay scheduled event starting times.

• This time allows for marshaling and movements to the competition site. The remainder of the time may be used tocomplete the warm up at the competition site where the competition site is not in use (undersupervisionoftheofficials).

• If an athlete is already, or is likely to

be, competing in another event at thedesignated call time, the athlete or his/her teamofficialmustnotifytheCallRoomofthis circumstance prior to the designated call time.

• Athleteswhowillfailtobeatthecallroomontimewillbesuspended!

• Warm up: Athletes may warm up in the designated area.

• StartingBlocks:mustbeusedbyallathletesinthe100m,400mandrelay.Thesewillbesupplied by the venue.Noprivate blockswillbepermitted.

• False start: Each athlete responsible for afalsestartwillbedisqualified(IAAF162.7)

• Shoes:Thesoleandheeloftheshoemaybeconstructed so that they can accommodate up to 11 spikes. Any number of spikesbetween 0 and 11may be used, but thenumberofspikepositionscannotexceed11.The protecting portion of the spike should notbelongerthan9mm.ExceptionishighJump, where the length of more than 12 mmisnotallowed.Thespikepointmustbeso designed, that at least half of the length measuredfromthetipofthespike,fitsintoa square mold with straight sides of 4 mm.

5. Qualification 5.1 100m: • Qualification:8 heats, the first place of

each heat and the 16 fastest runners for semi-final.

• 24runnerswilladvancetothesemi-final.Advancement procedures will be setuponreceiptoffinalentries.

• Semi-final:3heats, thefirst twoplacesfrom each heat, and the two fastest runnerswillprogresstotheAfinal,and

the second eight fastest runners will progresstotheBfinal.

• MEDALSWILL BE GIVENONLY INTHE A FINAL.

5.2 400m: • Qualification: - If the total number of

participating is less than32, thenfirstplace of each heat and the 4 fastest runnersforfinalAandthenext8fastestrunnerswillprogresstothefinalB.

• Ifthetotalnumberofteamsparticipatingis greater than 32, then 8 fastest runners forfinalAandthenext8fastestrunnerswillprogresstothefinalB.

• MEDALSWILL BE GIVENONLY INTHE A FINAL.

5.3 800m (girls only): . • Qualification: 6 heats, the first place

of each heat and 2 fastest runners will progress to the final A, and the nexteight fastest runners will progress to the finalB

• Girlsparticipatinginthe800mrunarenot entitled to participate in another event on the same day.

• MEDALSWILL BE GIVENONLY INTHE A FINAL.

5.4 1500m (boysonly): • Qualification: 5 heats, the first two

places of each heat and 2 fastest runners willprogresstothefinalA,andthenexteight fastest runners will progress to the finalB.

• Boysparticipatinginthe1500mrunarenot entitled to participate in another event on the same day.

• MEDALSWILL BE GIVENONLY INTHE A FINAL.

5.5 Long Jump: • Qualification standard: Girls 5.00m,

Boys 5.80m

• Qualification: each athlete has threeattempts. All competitors who reach or exceed the qualification standardwillprogresstothefinal.Iflessthan12athletesreachthequalificationstandard,the12bestperformancesofqualificationgroupswillprogresstothefinal.

• Final: the best 8 athletes after threeattempts will have three further attempts.

5.6 HighJump: • Qualification standard: Girls 1.55 m,

Boys 1.65 m

• Qualification: All the competitorswho will clear the above-mentionedqualifyingstandardreachthefinal.Iflessthan12competitorsjumpthestandard,the next best athletes in order willprogress the final (until number of 12competitors is reached).

• Theheightsforthequalifications: Girls: 1.30, 1.35, 1.40, 1.45, 1.50, 1.55 Boys: 1.45, 1.50, 1.55, 1.60, 1.65

• Theheightsforthefinal: Girls: 1.40, 1.45, 1.50, 1.55, +3 cm Boys:1.55,1.60,1.65,1.70,1.75,+3cm

5.7 Shot Put: • Theshotweightsare: Boys: 5 kg Girls: 3kg

• Shotswillbeprovidedbytheorganizers.For athletes wishing to use their own shot, the implement must be lodgedwith the Technical Manager at the equipment room by 9:00am on theday of competition in which your event

is to be held. The implementswill beimpounded until after the competition when athletes may collect them from the equipment room. Any competitor may use all implements in the pool.

• Qualification standard: Girls 10.00m,Boys 12.00m

• Qualification: each athlete has threeattempts. All competitors who reach or exceed the qualification standardwillprogresstothefinal.Iflessthan12athletesreachthequalificationstandard,the12bestperformancesofqualificationgroupswillprogresstothefinal.

• Final: the best 8 athletes after threeattempts will have three further attempts.

5.8 4x100m RELAY: • Ifthetotalnumberofteamsparticipating

in 4x100m Relay is less than 32, semi-finals be not organized and the firstplace of each heat and the 4 fastest runnersforfinalAandthenext8fastestrunnerswillprogresstothefinalB.

• Ifthetotalnumberofteamsparticipatingis greater than 32, then : 24 teams will advancetothesemi-final-thefirstplaceof each heat and the fastest runners.

• Semi-final:3heats,thefirsttwoplacesfrom each heat, and the two fastest runnerswillprogresstotheAfinal,andthe second eight fastest runners will progresstotheBfinal.

• MEDALSWILL BE GIVENONLY INTHE A FINAL.

6. Disputes • Anydisputeswillberesolvedincompliance

with IAAF rules and the clauses included in the ICG Sports Rules.

• AnydisputeswillbeheardbytheProtestCommittee.

• Protestsmust be lodged initiallywith theReferee at the event as per IAAF rules. Appeals to the Jury are to be made inwriting,signedbyaresponsibleofficialonbehalfoftheathleteandsubmittedwithin30minutesaftertheofficialannouncementof the decisionmade by the referee andlodged with a deposit of USD 100, not returned if the protest is unsuccessful.

7. Disciplinary Rules • TheICGCodeofConductmustbeadhered

toatalltimes.Athletesandcoacheswillbeexcluded from the Games for indecent behavior,offencemadethroughwordsand/or actions, violent behavior, and abusivelanguage.

• All delegations have to comply with any instructiongivenbythevenuestaff.

• Coachesareresponsibleforthewell-beingandbehavioroftheirathletesatalltimes.

8. Presentation of Medals • ThefollowingMedalswillbeawarded:

Gold: For individuals and relay teams rankingfirstplaceinthecompetition.

Silver: For individuals and relay teams

ranking second place in the competition. Bronze: For individuals and relay teams

ranking third place in the competition.• Medals will only be awarded to the first

three athletes/teams in the A Finals.

• Medal presentations will be made atdesignated times as per schedule. Athletes must wear their competition uniform or team tracksuit for the ceremony. Team coaches are requested to assist in ensuring athletesarereadilyavailableandcorrectlydressed.

9. Pre competition training Practice is on July 30.

10. Medical • First aid will be available on site. At this

firstaidstation,adoctor,anurse,aphysicaltherapistandanambulancewillbepresentandavailableforallparticipants.

• Seriouscaseswillbereferredtooneofthehospitals in Jerusalem.

11. Technical Meeting TechnicalmeetingwillbeheldonJuly30,9amatBait Vagan Guesthouse.

12. Competition Schedule Willbepublishedonthewebsite.

4.3 Basketball apparel • BasketballTeamsmusthaveaminimum

oftwosetsofshirtsaswellasbasketballshoes, socks, shorts, t-shirt. All equipment used by players must beappropriate for the game.

• Any equipment that is designed toincrease a players’ height or reach or in any other way give an unfair advantage is not permitted.

4.4 Ball size • 7forboysand6forgirls

4.5 Playing time/Winner of a Game

• Eachgamewillconsistof4quartersof8 min include stopping time. Last two min on the last quarter include stopping time.

• Halftimeduration:8minutes • Durationbetweenthequarters:2min • Warmupduration:10minutes • If two teams involved in a tie score

at the end of playing time the game shall continue with as many extra time periods of two (2) minutes as is necessary tobreak the tie. Extra timeperiod for thefinalsonlywillbe three(3) minutes, include stopping time.

4.6 Fouls by Player/Fouls by Team • A player who has committed five (5)

fouls personal or technical shall beinformed thereof by the referee andmust leave the game immediately.

• Each team shall do its best to securevictory, but this must done in thespirit of sportsmanship and fair play.

Any deliberate or repeated non co-operation or non- compliance with the spiritofthisruleshallbeconsideredasatechnical foul.

• A teamshall loseagamebydefault if,during the game, the team has fewer than two players on the playing court ready to play.

• Ateamfoulwillbe7eachquarter,after7twofreethrow.

4.7 Game lost by forfeit: • Thegameisawardedtotheopponents

and the score shall be twenty to zero(20-0).Athleteswill beexcluded fromthegamesforindecentbehavior,offenceprovided by words or actions, violentbehavior,abusivelanguage.

4.8 Twentyfourseconddevice • The team must attempt a shot for a

fieldgoalwithin24seconds.

4.9 Substitutions • Teams are allowed to proceed to

unlimited number of substitutionsaccording the FIBA regulations. During a

4.10 Time-outsTeam have one time-out each quarter and one in over time.

4.11 Groups • Thetournamentwillbeginwithfour(4)

groupsforboysandtwo(2)groupsforgirls on July 31 and will end on August 2nd with the final four at the MalhaSports Center. Each group will consist of four (4) (or more) teams into which competing cities have been randomlyassigned.

• The top two teams (higher position)from each of the four groups will play inthequarterfinal.Thewinner’steamsfrom the four games will play for the semifinal.Theteamsthattheyloseplayfor 3rd and 4th place and the winners forthegoldmedalinthefinalgame.

• In the group phase that two ormoreteamshavethesamenumberofpointsthen the winner (top team) will bedecidedbythefollowinginthisorder:

1. Head to head games 2. Points difference 3. Numberofpointsscoreddividedby

the points conceded (points ratio) • For the needs of training, the athletes

willbeabletousethesamevenue(orany other) on July 30.

5. DisputesAnydisputeswillberesolvedincompliancewithFIBA rules and the clauses included in the ICG SportsRules.AnydisputeswillbeheardbytheBasketballAppealsCoordinatorandtheProtestCommittee.

6. MedicalAFirstAidServicewillbeavailableonsite.FullMedical Service will be available at one of thehospitals in Jerusalem.

7. Technical meetingThetechnicalmeetingforBasketballcompetitionwillbeheldon the July30,9amatBaitVaganGuesthouse. If it’s necessary, we will proceed to another technical meeting in order to ensure the quality of the Competition.

The FIBA website www.fiba.com provides acopy of the latest FIBA Constitution, Laws and Regulations for competition.

8. Essential information• All the teams must be at the court 45

minutes before the designated fixture.Teams

• (Coaches,Players)shouldarriveatbasketballvenue with the necessary accreditation. All delegation must to comply with any indicationmadebythevenuestaff,withoutcreating any kind of problem to otherteams. For any issue or protest, the Head of Delegation has to contact the competition manager immediately. If anything negative isobserved,werequestimmediatereporttothedepartmentresponsibleperson.

9. Disciplinary Rules • TheICGCodeofConductmustbeadhered

toatalltimes.Athletesandcoacheswillbeexcluded from the Games for indecent behaviour, offence made through wordsand/or actions, violent behaviour, andabusivelanguage.

• All delegations have to comply with any instructiongivenbythevenuestaff.

• Coachesareresponsibleforthewell-beingandbehaviouroftheirathletesatalltimes.

cards with photos - without that card athlete cannot compete.

3. Competition information3.1 Individualcompetition • The competition might consist

simultaneously 63 competitors on the first round thatwill last approximatelyone and a half hours. If number ofparticipantswillbehighermayaddonemorepiste and let 70 competitorsonone round of pools.

• The fencerswill be divided into poolsofabout7fencersthatwill fenceeachotheronboutsto5hits.

elimination. Teams will fence for each place.Medalswillberewardedforthebest3teams.Eachteamgettingamedal,medalswillberewardedfor4fencers+the coach.

• Accordingtotheresultsoftheindividualcompetitionthebest3fencersofeachteamwillbetakeninaccountCalculated

the places reached on the individual competition. If a team does not have 3 fencers fenced in the individual competition, each one of them until the maximumof3,willbedeclaredasthelast+1.Thelowestnumber,thehighestranked. If 2 or more teams reaches the sameamountofpointstherewillbeadraw to decide the highest ranked.

• The competitionwill run according tothe FIE rules for team competitions.

name and logo printing required. • The organizers will provide referees.

Each team is invited to present referees of national level and higher. (Not obligatory) they will be appointed asreferees of the competitions.

4. MedicalAFirstAidServicewillbeavailableonsite.FullMedical Service will be available at one of the

hospitals in Jerusalem.

5. Technical meetingThe technical meeting for fencing competition will be held on July 30, 9 am at Bait VaganGuesthouse If it’s necessary, we will proceed to another technical meeting in order to ensure the quality of the Competition.

6. Essential information• All the teams must be at the court 45

minutes before the designated fixture.Teams

• (Coaches, Players) should arrive at Fencing venue with the necessary accreditation. All delegation must to comply with any indicationmadebythevenuestaff,withoutcreating any kind of problem to otherteams. For any issue or protest, the Head of Delegation has to contact the competition manager immediately. If anything negative isobserved,werequestimmediatereporttothedepartmentresponsibleperson.
