Social and Economic status of the rural poor of Odisha in a phased manner through
development of self-sustained and community managed institutions.2. OBJECTIVE:a MKSP project's main objective is to enhance livelihoods of tribal/rural people through
collection, cultivation and commercialization of medicinal plants from eleven blocks in
six districts of Odisha State. MKSP have been focusing on Non-Timber Forest Produce(NTFP) which have medicinal value for creating sustainable livelihoods of the women.
b. ln order to coordinate between MART and OLM and further to coordinate between
different districts. OLM is seeking to hire a Project Coordinator who will be in charge ofassisting our team members in organizing our ongoing activities of the MKSP-
Medicinal Plant project.
c. The lndividual Consultant will be selected in accordance with lndividual Consultant
Selection (lCS) method set out in the Consultant Guidelines (NRLM Procurement

1. TNTRODUCTION:
Odisha Livelihoods Mission (OLM) is a registered society working under Panchayati Raj

sponsored scheme "Deendayal Antyodaya Yojana - National Rural Livelihoods Mission" (DAY-
NRLM) The project's aim is to enhance Social and Economic status of the rural poor of Odisha

2. BACKGROUND:
The project entitled "Value chain interventions and marketing linkages of medicinal plants in
Odisha' is operational over one and half year in Raygada, Koraput, Bolangir, Bargarh,
Kalahandi and Koraput districts of the State. The project is sanctioned by Ministry of Rural
Development, Govt. of lndia under its Mahila Kisan Sashaktikaran Pariyojana (MKSP)
programme with broad objective to enhance the household income through collective collection
& cultivation, aggregation, primary processing and collective marketing of medicinal plant parts
through establishment of community institutions like Producers' Group.
MKSP project's main objective is to enhance livelihoods of tribal/rural people through collection,
cultivation and commercialization of medicinal plants from eleven blocks in six districts of
Odisha State. MKSP have been focusing on Non-Timber Forest Produce (NTFP) which have

Produce theme of the MKSP.
3. DELIVERABLES:
ln order to coordinate between MART and OLM and further to coordinate between different
districts. OLM is seeking to hire a Project Coordinator who will be in charge of assisting our
team members in organizing our ongoing activities of the MKSP-Medicinal Plant project.
1. The Project Coordinator will closely work with the Livelihoods vertical of OLM and
team members.
2. Maintaining and monitoring project plans, project schedules, work hours, budgets and
expenditures of the project.
3. Organizing, attending and participating in stakeholder meetings.
4. Documenting the minutes and following up on important activities and decisions from
meetings at DMMU & SMMU level. Preparation of progress & others essential reports
in time.
5. Ensuring project deadlines are met. Executing operation of the programme within
approved budgets with support of TSA team.
6. Providing administrative support as and when required.
7. Undertaking project tasks as required. Support DMMU team members in effective
project planning & implementation mechanism.
8. Developing project strategies to make project fast and profitable to beneficiaries.
9. Undertaking Field Visits and interaction with project staff to review of progress.
10. Ensuring projects adhere to adhere to frameworks and all documentation is maintalned
appropriately for each activity. Regularly follow up the financial expenses and prepare
narrative reports of project.
11. Better Coordination with TSA & project staff for carry out the project activities.

12. The task involves preparing annual work plan and budget, monitoring programme activities,
coordinate with the TSA, preparing monthly/half yearly/annual progress reports coordinating
with districts, facilitating buyers-sellers meet, conducting meeting etc.
4, PERIODOF CONTRACT:
lnitially, the contract shall be for a period of 1 year. The conlract may be terminated by either
pa(y by giving a prior notice of one (1) month.
5. ELIGIBILITYCRITERIA:
A. Essential Educational Qualification:
Minimum M.sc. Agriculture/ Forestry/Agro Forestry/ PGDM (Forestry Managemenu Agri.
business M a n ageme nt/R u ra I Management)
N.B. All above mentioned degrees are valid subject to the courses must have Registration in
respective councils like ICARA/CI/AICTEiUGC/ICFRE and any affiliating body valid in lndia and
abroad.
B. Working Experience:
1. Minimum 3 years of working experience in agriculture either in implementation, training,
teaching or research.
2. Experience in agri product promotion and marketing
3. Experience in conducting research study in the areas of agriculture/ NTFP/ Medicinal plants
etc.
4. Has served in any Government Organization earlier for a period atleast for a period of 2years.
N.B. Experience may be calculated based on the experience attained after minimum
qualification as mentioned above.
C. Age Limit:
Age should not be more than 40 years as on 1.01 .2020

6. PLACE OF POSTING: Consultant will be designated full time in SMMU, Odisha
Livelihoods Mission, Bhubaneswar, as per the working hours. The Consultant has to vrsit
DMMU and BMMU of OLM as and when required.
7. The Odisha Livelihoods Mission (OLM) now invites eligible lndividual Consultant to
indicate their interest in providing the Services. lnterested Consultant should provide
information demonstrating that they have the required qualifications and relevant
experience to perform the Services in the prescribed format at ToR at Annex-A.

1 . lntrod uction :

enhancing the socio-economic condition of the rural poor through promotion of
sustainable livelihoods. The society has been implementing the centrally
sponsored scheme of Govt. of lndia, Deendayal Antyodaya Yojana - National
Rural Livelihoods Mission (DAY-NRLM). The Mission's aim is to enhance social
and economic status of the rural poor of all the blocks of 30 districts of Odisha
through development of self-sustained and community managed institutions
2. About the Assignment:

4. Duration of Assignment:
The duration of the assignment will be initially for a period of one year
(extendable based on performance) from award of the contract.
5. Eligibility Criteria:
A. Essential Educational Qualification:
Minimum M.Sc. Agricutture/ Forestry,'Agro Forestry/ PGDM (Forestry
Management/ Agri. business Management/Rural Management).
N.B. All above mentioned degrees are subjected to valid as per the Registration
in respective councils like ICAR/VCl/AICTE/UGC/ICFRE and any affiliating body
valid in lndia and abroad.
B. Working Experience:

. Sound knowledge in documentation, data management and execution of project.
o Previous experience of working with program implementation on livelihoods especially in
the agriculture and allied sector
. Prior experience of developing a pool of community resource persons in the
agriculture, NTFP and allied sector.
c previous experience in capacity building of project staffs and community
professionals at state district and block level in the agriculture, NTFP and allied
sector.

9. RePorting:
SMD-cum-CEO of oLM will designate one officer as Team leader to liaise with and
provide the consultant with necessary support to carry out the assignment' The
project Coordinator will submit work done report on monthly basis. The work done
report will be reviewed on monthly basis by a committee to be formed for this
purpose.
10. ptace of posting: Consultant will be designated full time in SMMU, odisha
Livelihoods Mission, Bhubaneswar, as per the working hours. The Consultant has
to visit DMMU and BMMU of oLM as and when requrred.
