The INIS Secretariat carried out a comprehensive effort to encourage Liaison Officers toparticipate more actively in INIS. During 1997 FIBRE was used by 76 Members, fourteen more than in the previous year. A fewMembers use FIBRE for checking input data only, but the majority use the software for creating andchecking of input records.

E. INPUT PROCESSING SUPPORT

E.1 Authorities

E.1.1 Maintenance of the Corporate Authority

In accordance with the decisions and recommendations of the 25th Consultative Meeting of INISLiaison Officers (Vienna, 21-23 May 1997), the centralized checking of corporate entries as well as thecentralized maintenance of the Corporate Authority ceased with the end of Atomindex Volume 28 (end of1997). During that Meeting, a number of further bibliographic rule changes were discussed and agreedupon which were sent to the entire INIS membership as INIS Circular Letter No. 154 dated 1997-07-09. As requested by the Liaison Officers, the INIS Secretariat developed a support tool within FIBRE toallow National Inputting Centres creation and maintenance of their own corporate lists. The new version ofFIBRE comprising this facility was distributed to all registered recipients in December 1997.

E.1.2 Corporate Entries and Report Prefixes, Journal Titles; Standardization of Corporate Bodies

The 28th and last Revision of IAEA-INIS-6: INIS: Authority List for Corporate Entries andReport Number Prefixes and its Supplements were published containing 31,475 entries. The publicationsIAEA-INIS-6 as well as IAEA-INIS-21: INIS Guidelines for Standardized Entry of Corporate Bodieshave been discontinued. “Simplified Guidelines for the Allocation and Formatting of Corporate Entries”was distributed to all INIS Liaison Officers as an attachment to INIS Circular Letter No. 154; it will beused instead as reference.

The 24th Revision of IAEA-INIS-11 INIS: Authority List for Journal Titles (IAEA-INIS-11)and its Supplements were published containing 11,928 titles.

E.1.3 INIS Thesaurus

Revision 37 of the Thesaurus, printed in January 1998, contains 18,966 accepted terms(descriptors) and 6675 forbidden terms (non-descriptors). Since the publication of Revision 36, 250accepted terms and 14 forbidden terms have been deleted or changed and 38 accepted terms and 26forbidden terms have been added. The changes are in accordance with the recommendations of previousConsultative Meetings of INIS Liaison Officers to reduce the number of accepted terms in the INISThesaurus by deleting infrequently used terms. Terms that had never been used were deleted withoutbeing made into forbidden terms; terms that had been used at least once were made into forbidden terms

with a scope note to indicate the period for which they were valid descriptors and with appropriate USE orSEE references to indicate how the concepts they represented should be treated.

Work also continued on the reconciliation of the INIS and ETDE Thesauruses. A number ofcontentious terms were resolved, either by deletion from the ETDE Thesaurus or by addition to the INISThesaurus. The vast majority of the terms used to index literature within the INIS scope are now commonto both authorities and work on reconciling the two books has restarted.

E.1.4 Subject Categories and Scope Descriptions

In accordance with the decision of the 25th Consultative Meeting of INIS Liaison Officers, revision8 of IAEA-INIS-3 was published in October 1997 and implemented with the first issue of Volume 29. The main objectives of this revision were to redefine the scope descriptions of categories dealing with basicscience, especially in the B and G groups, in order to concentrate on actual or potential nuclear applicationsor on radiation effects, and to better reflect the IAEA’s new areas of interest .

E.1.5 Manual for Subject Analysis

Simplification of Subject Analysis Rules and Procedures

In accordance with the decisions and recommendations of the 24th Consultative Meeting of INISLiaison Officers (Kyoto, Japan, 28-31 May 1996) and the 2nd and 3rd Joint INIS/ETDE TechnicalCommittee (Oak Ridge, USA, 28-30 October 1996 and Vienna, 28-30 October 1997), the assignment ofmain heading (M) and qualifier (Q) labels to descriptors was abolished with the cessation of the productionof the printed INIS Atomindex and was implemented with the first update of the INIS Database for 1998(Vol. 29).

An updated version of the Manual for Subject Analysis, reflecting the changes in subject analysisas well as the update of the subject scope, was made available on the INIS FTP server.

E.2 Database Quality Assurance

In order to assure the high quality of the common database, the INIS Secretariat, acting on behalfof its Members, carefully considers the major quality aspects of input with regard to:

As a result of checks performed by the INIS Secretariat to identify items relevant to the INISsubject scope but not included in the INIS Database, 109 letters were sent to INIS Liaison Officers asking for the submission of the missing publications. Special attention was devoted to the coverage of NCL bycomparing the INIS Database with the EAGLE/SIGLE Database, which includes NCL bibliographicreferences provided by Belgium, France, Germany, Italy, Luxembourg, Latvia, Netherlands, UnitedKingdom and the European Commission.

E.2.2 Timeliness

Although the figures in the above table do not suggest that the timeliness of journal articles hasimproved, for some major inputters, however, the time lag for the inclusion of journal article records hasdecreased by 1-2 months (or remained unchanged). Additional actions are desirable to identify ways ofimproving the timeliness of journal article items.

E.2.3 Consistency

Because of the high degree of decentralization, special efforts are devoted to the consistency ofINIS and its Database. The INIS Secretariat therefore publishes and updates the Reference Series withtwenty-three manuals on INIS rules, standards, guidelines, etc. Seven manuals from the INIS ReferenceSeries were revised, supplemented or updated during the reporting period as indicated in Section A of thisReport.

E.2.4 Quality Check of Subject Analysis and Bibliographic Description

In 1997, 16,161 items of input were checked for quality of subject analysis and, if necessary,corrected by the subject specialists. The Expert System checked 77 775 input records and selected 8 005items as having a high probability of being incorrectly categorized or poorly indexed (or both). As a resultof manual checks of these items by the subject specialists, 1 736 were withdrawn (out of INIS scope), 5616 were changed and the remaining 643 records entered into the Database unchanged. The main subject

analysis problems identified on these input items by the subject specialists were communicated to theinputting centres as Quality Checks. Quality Checks were also performed at the request of INIS inputtingcentres, as well as for the first input received from new inputting centres. A total of 129 Quality Checksletters were sent to the inputting centres based on 1 035 input items.

F. OUTPUT PRODUCTS AND SERVICES

The two-millionth record reached the Database with Issue 20 of Volume 28 (October 1997).The record RN 28:060094, was submitted by Japan and described a chapter in the Proceedings of the16th Annual Meeting (which was also the 20th Anniversary Meeting) of the Japan Chapter of the Institute ofNuclear Materials Management.

F.1 Printed INIS Atomindex

1997 was the last year in which INIS Atomindex was published in print. The last printed issue,Issue 24 of Volume 28 with a cover date of 15 December, was the largest in INIS history, containing10,177 references in two physical books. The last set of indexes, cumulating the 1997 data, came off pressin March 1998. In its last year, paid subscriptions to INIS Atomindex numbered 130.

Toward the end of 1997, the recipients of INIS Atomindex were informed of the cessation of theprinted product and encouraged to subscribe to the INIS Database on CD-ROM.

F.2 INIS Database Online Under STAIRS

Starting with Update 1 of Volume 29 (January 1998), the INIS Database is updated weeklyinstead of semi-monthly. The execution of stored SDI queries is likewise performed weekly.

The total connect hours of individual Members, including the IAEA, are given in Table 1 (page 32),followed by the connect hours by modes of connection and the use of related services in Table 2 (page33). Charges for database services remained unchanged in 1997.

Cessation of Partnership with ESA-IRS: the European Space Agency’s Information RetrievalService (ESA-IRS) phased out their commercial activities at the end of 1997. As a result, on 31 December

1997, the agreement for Distributed Database Operation between IAEA and ESA-IRS expired. Thisconcluded the long co-operation between the two agencies whereby the INIS Database on the IAEA hostwas accessible to ESA-IRS users.

Retrieval Service for Non-Registered End-Users: the INIS Secretariat continued to offer afree ad-hoc retrieval service for staff of the VIC organizations and the Permanent Missions, for Fellowsand Scientific Visitors at the IAEA, for organizers and participants of IAEA meetings, for UNorganizations, and for requestors in developing countries. In 1997, a total of 120 such searches weremade.

Additionally, the INIS Secretariat continued to provide an SDI service (automatic scanning ofstored queries against every update of the Database) for IAEA staff. At the end of 1997, INIS staffmembers had 27 stored SDI queries being processed on behalf of IAEA staff.

F.3 INIS Database Online under BASIS via the Internet

The INIS Secretariat reached a milestone in the implementation of BASIS as the platform andretrieval software for the INIS Database on the Web. It will replace STAIRS, the current retrieval system.The INIS Database using the new retrieval software will be launched by the end of the second quarter of1998. Several types of interfaces have been made available to accommodate the different userrequirements and levels of expertise. A link will be established between the INIS Home Page and theDatabase.

At the time of this writing, over one million INIS records are loaded on the IAEA’s computer andin-house user testing had been performed, with positive feedback. The Secretariat plans to make thisportion of the Database available on a free trial basis externally, first to selected Liaison Officers and thento other external users, before launching the new service on a paid subscription basis.

Through INIS Technical Note 132, the Liaison Officers were asked to indicate their decisionconcerning access authorization for prospective subscribers within their national boundaries, ororganizational confines, in the case of an international organization. At the time of writing, 91 responseswere received. They are summarized below:

Option 1: Liaison Officer gives blanket authorization:chosen by 39 Member States and 8 international organizations.

Option 2: Liaison Officer to authorize each individual subscriber:chosen by 36 Member States and 1 international organization.Of these, 24 Liaison Officers also wish to authorize access in the free trial period.

Option 3: Access requests to be referred to the Liaison Officer:chosen by 6 Member States and 1 international organization.

As implied by the polling the Liaison Officers by means of Technical Note 132, the exclusive rightof Liaison Officers to offer services based on INIS products to users within their national boundaries or

organizational confines will, of course, continue to be respected. Depending on which of the above Optionswas chosen by individual Liaison Officers, users will be provided with passwords only with the priorapproval of the relevant Liaison Officer.

During the Liaison Officers’ Meeting there will be a presentation of the INIS Database underBASIS, and the Liaison Officers will be informed on the status of the implementation. See also thediscussion paper for Agenda Item 5.

F.4 INIS Database on CD-ROM Free copies

At the time of writing, 62 Member States and 6 International Organizations are licensed to receivethe free subscription to the INIS Database on CD-ROM. (Other Member States and InternationalOrganizations have not so far submitted the new License Agreement and sending of futureupdates will be pending the receipt of the signed License Agreement. Those INIS LiaisonOfficers who have not yet submitted the License Agreement are kindly asked to act on this andsend it to the INIS Secretariat.)

The INIS Secretariat would appreciate the Liaison Officers’ preparing their statistics on their usageof the free subscriptions, covering the previous calendar year, for sending to the INIS Secretariat everyyear in February for inclusion in this Report. The Secretariat will naturally continue to remind the LiaisonOfficers of this task at the beginning of each year.

Paid subscriptions

The new procedure for the production, distribution and sale of the INIS Database on CD-ROMhas been introduced as of January 1997, when the INIS Section started distributing the product fromVienna. The INIS Section has received 97 responses to the INIS Technical Note 122 Distribution andSale of the INIS Database on CD-ROM from the INIS Liaison Officers indicating their options for thesale of the product.

F.5 Distribution of INIS Atomindex Files via FTP Server and the INIS Output on In-houseProduced CD-ROM

During 1997 80 INIS Liaison Officers who have provided the Secretariat with their e-mailaddresses were informed twice a month of the availability on the IAEA FTP Server of the new INISAtomindex ASCII files in the standard ISO-2709 format. To reduce transfer time, all the files arecompressed with PKZIP/UNZIP Utilities 2.04g, which are also available on the server.

In 1997 the INIS Section started producing the INIS Output on In-house Produced CD-ROM. During 1997 10 recipients of INIS output tapes/cartridges replaced them with the CD-ROM. At the timeof writing (March 1998) there are 21 recipients of the INIS Output on In-house Produced CD-ROM.

Many INIS Members have positively responded to the FTP Service as well as the INIS Output onIn-house Produced CD-ROM; most have plans to use these services in the near future.

Table 4, in four parts, contains the statistics received from INIS Members on services they haveprovided from the INIS data they have obtained either from the FTP Server or INIS Output on In-houseProduced CD-ROM in 1997.

At the end of 1997 the ILO of the Czech Republic provided the INIS Section with a PC softwaretool, RESGEN, for performing SDI search and retrieval from the INIS ASCII Atomindex files. RESGENSoftware is provided with a manual. Although the commands are in Czech language, they are explained inEnglish in page 4 of the Manual. INIS Liaison Officers were duly informed about this product through theINIS Information Letter No. 146. The new RESGEN Software along with the Manual is included on eachIn-house Produced CD-ROM and is also available on the IAEA FTP Server.

The INIS Liaison officers were informed through INIS Information Letter No. 148 that startingwith Volume 29, 1998, the INIS Database will be updated weekly, and that a new update of the INISAtomindex will be made available on the INIS FTP Server every week for download, instead of twice permonth. However, the INIS Output on In-house Produced CD-ROM will continue to be produced everytwo weeks and will include the latest two INIS Atomindex updates in addition to the full updatedAuthorities files.

The INIS Secretariat would appreciate the Liaison Officers’ preparing and sending their statisticson the usage made of the INIS database to the INIS Secretariat every year in February. Liaison Officerswill naturally continue to be reminded of this task at the beginning of each year.

Statistics on the usage of the INIS Database on CD-ROM follows in Table 3.

In addition to INIS microfiche, the INIS Clearinghouse also produces, with lower priority, fichesfor in-house customers (UNIDO) on a cost-recovery basis. The total volume of production during 1997amounted to US$4,775.

F.10 Clearinghouse Imaging Project

The INIS Clearinghouse began operational imaging in mid-1997, starting with full text cited inVolume 28. Full text reports that were previously filmed are now scanned and converted to images anddisseminated on CD-ROMs. These images are also converted to microfiche by a raster scan com process.During 1997 the Clearinghouse imaged 2,825 reports (189,556 pages). These were disseminated on 15CD-ROMs. Approximately one half of the images were received electronically from the U.S. By March1998, the Clearinghouse had processed 5,075 reports (372,711 pages) on 28 CD-ROMs. See AgendaItem 4 for a discussion of this project.

G. PROMOTION, INFORMATION AND OTHER SERVICES

G.1 Promotion and Information

The following promotional materials were produced by the INIS Section for use at training events,exhibitions, seminars, conferences and for the use by INIS Member States for their own promotionalactivities, and for ad-hoc distribution.

1. INIS Annual Report 1996;2. INIS Fact Sheets (updated);3. Presenting INIS (Russian and Spanish translations released);4. INIS Newsletter (issues No. 52/October 1997 and No. 53/January 1998 released).5. Promotional NCL CD-ROM with enhancements.6. produced and distributed to INIS Members);7. INIS Poster - produced in two sizes: large (65x98 cm) and medium (34x49 cm). A miniature of the

poster is also available as a postcard and as a complimentary card;8. Some Things Just Belong Together is the title of the latest INIS brochure. The brochure describes

the connection between the INIS Database on CD-ROM and INIS Non-conventional Literature(NCL) on CD-ROM. It contains a subscription form to free sample CD-ROMs, as well as to thestandard products on CD-ROMs. 5,000 copies have been distributed to INIS Liaison Officers, CD-ROM dealers and potential INIS users;

9. INIS Promotional Paperweight - made of uranium glass.

In addition, the following promotional materials are under development:

In addition, the INIS Home Page continued to be updated regularly. Updates on INIS related datawere sent to the publishers of various database directories (Gale Directory of Databases, The Multimediaand CD-ROM Directory, European Multimedia Yearbook 1997, CD-ROM Handbook 1997, Yearbookof International Organizations, Directory of Professional Databases, etc.).

Advertisements on INIS CD-ROM products were sent to eight scientific and information journals,i.e. Information World Review, Nuclear Engineering International, Nuclear News, Online &CDROM Review, Radiation Protection Dosimetry, Radiation Research, Radwaste Magazine, andScientific Computing World. INIS Liaison Officers were informed through a letter of the availability ofthese advertisements in electronic form and those who expressed interest were supplied with a CD-ROMcontaining these advertisements.

INIS External Promotional Events:

The INIS Secretariat participated in the following events:

1. Promotion of INIS at the “IDT’97 Electronic Conference and Exhibition” (jointly with the FrenchNational INIS Centre), Paris, 3-5 June 1997.

2. Promotion of INIS at the Frankfurt Book Fair, 14-20 October 1997 and at the Regional PublicInformation Seminar: Nuclear Safety and the Media”, organized by the IAEA and the NuclearRegulatory Authority of the Slovak Republic, Bratislava, 30 March - 1 April 1998.

3. Claudio Todeschini, Head of the INIS Section, presented a paper entitled “The InternationalNuclear Information System: Present Status and Planned Developments” at the InternationalCongress of Information (INFO ’97) in Havana, Cuba, in October 1997.

4. Juan Galan, IAEA Liaison Officer at the OECD/NEA gave a presentation on INIS at a seminarorganized for universities and research institutes by the Instituto Technológico e Nuclear in Lisbon,Portugal.

G.3 INIS Electronic Information Exchange

The INIS Liaison Officers may download the latest updates of INIS Atomindex, the latestrevisions of INIS manuals, and software related to INIS activities from the IAEA’s FTP server.

Starting with Update 1 of Volume 29 (January 1998), the latest INIS Atomindex file is loaded onthe server at a new weekly frequency; the double (merged) files are loaded every two weeks. ThoseLiaison Officers who have given the Secretariat their email addresses are informed by email on theavailability of each new file.

The Liaison Officers may also transfer their input files directly to the subdirectory for INIS input onthe server (in which case, an email informing of the new file and providing information about it should besent to the Secretariat at the same time).

The server’s address is ftp2.iaea.org (ftp2.iaea.or.at is also valid). To access this server, it isnecessary to have FTP software installed on your PC. Access to the INIS directory is password protected– the passwords for both the input and output directories are supplied, on request, to Liaison Officers. Anexample of an FTP transfer session can also be supplied.

H. OECD/NEA DATA BANK’S COMPUTER PROGRAM SERVICE TO NON- OECD MEMBERS THROUGH IAEA: REPORT FOR 1997H.1 Introduction

As part of the co-operative arrangement between IAEA and OECD/NEA, the NEA provides itscomputer programs to IAEA Member States that are not Members of OECD. The liaison functionbetween OECD/NEA, IAEA and Member States is vested in the INIS Secretariat.

The agreement takes the following forms: assisting new organisations to participate in the ComputerProgram Service; publicising OECD/NEA benchmarks, conferences and seminars to these and otherorganisations; nominating their scientists to attend and channelling the participation forms to OECD/NEA.Based at Issy-les-Moulineaux (France), the Computer Program Service serves scientific users authorisedby Member Countries and belonging to over 500 organisations: national laboratories, universities, andsafety authorities.

NEA Data Bank services are financed by contributions from the Data Bank’s Member Countries,and no direct service charge is made to users.H.2 Acquisition of New Programs

During 1997 eight computer programs from non-OECD Members were received (out of a total of92 programs received). The contributors are shown in Table 1.

In all, 227 packages out of a total of 2,287 were distributed to 23 non-OECD countries. Thisnumber does not represent the number of requests received because a not negligible backlog of requested

codes exists, for which authorisation for distribution has been sought, mainly the new version of WIMSD5.The authorisations are expected to be forthcoming. Another point is the workshop in Trieste thatcontributed with almost 300 requests last year. Disregarding the requests submitted during this workshop,the number of packages distributed through the usual channels during 1997 increased slightly comparedwith the number of packages distributed during 1996 (497 in total).

Another workshop will be held in Trieste in 1998, and an increase in requests is again expected.This workshop is organised every two years by the Nuclear Data Section of the IAEA and the ICTP. Aspart of the co-operative arrangement with IAEA, the Data Bank provides the computer programs usedduring the workshop. Table 2 shows the number of programs sent to each non-OECD Member Countrythat placed requests in 1997. Figure 1 shows the program dispatch by subject category.

I. TRAINING, TC FELLOWSHIP AND TC PROJECT SUPPORT

The INIS Computer Support Group is working in accordance with the recommendations made bythe Liaison Officers and based upon the approved Action Plan of the INIS Section for 1997/1998.

At present the Group consists of four programmers plus one Temporary Assistance staff workingon the new INIS Data Processing System (IDPS) project. For the period under review the Group hasprovided support for the majority of the INIS development projects, in particular - the new INIS DataProcessing System, FIBRE Enhancement, INIS Database online under the new retrieval system, INISHome Page, Clearinghouse Imaging System, Electronic Information Exchange, INIS Electronic ReferenceSeries etc. The Computer Support Group has supported all INIS production systems and has ensuredsmooth INIS operations for this period.

In addition, the IAEA Systems Development Section staff are providing computer support forINIS development projects and data base administration of the order of 300 staff days. The INIS DataProcessing System project accounts for 99% of their time.

The main development computer projects were the following:

J.1 Development of the INIS Data Processing System (IDPS)

It remains the primary development project for INIS. The first version of the main subsystem ofIDPS, the INIS Record Processing Subsystem (IRPS), was rejected by INIS staff at the beginning of1997 because of the poor performance of the system and lack of several important functions. The IRPSarchitecture as well as the IRPS interface has been substantially re-designed and the new version of IRPS

is based on the Client/Middle-Tear/Server architecture. The new interface is based on five INIS specialistroles, namely non-conventional literature specialist role, bibliographic specialist role, journal specialist role,subject specialist role and production specialist role.

By the end of February 1998 the development of IRPS has been completed and now the newversion of IRPS is being tested. IRPS could not be implemented according to plan because of remainingproblems of instability.

J2. FIBRE Enhancement

The new release of a Windows version of FIBRE, WinFIBRE 2.0, has been developed. The newversion of WinFIBRE has been fully written on C++ and is much more reliable and stable in comparisonwith the previous version of WinFIBRE that used C and Visual Basic. The major change over the previousreleases is that the new WinFIBRE includes the new database module that allows the user to create andmaintain his own list of corporate entries. This solution allows in the future to have an unlimited number ofuser defined databases under WinFIBRE.

J.3 INIS Database Online Under New Retrieval Software

The BASIS document management system has been selected as the new retrieval system for theINIS online Database. It has been decided to develop the new INIS Database online system on the basisof the Internet BASIS solution in order to give the end-user more flexibility and simplify accessing andretrieving procedures. The new structure of the INIS record and several retrieval interfaces have beendeveloped and implemented as well as all necessary programs and procedures for database updating. Thenew database has a link to the INIS Thesaurus and allows establishing in the future a direct access to fulltext of NCL documents.

The Liaison Officers:

Agenda Item 6: Distribution/Sale of INIS Database on CD-ROM

1 . congratulated the INIS Secretariat on its work in making the INIS Database on CD-ROMavailable at a significantly reduced price and under an agreement that gives the LiaisonOfficers control over its distribution.

2. recognized that successful operation of the new arrangement could only come with significantefforts in promoting the product within INIS Member States and that the Liaison Officers musttake the lead in these efforts.

Agenda Item 7: INIS Electronic Reference Series on CD-ROM

3. commended the INIS Secretariat on the preparation of the INIS Reference Series on CD-ROMbut noted that there was a continued requirement for printed copies of the INIS manuals andauthorities.

Agenda Item 8: Status of the INIS Secretariat imaging operations

4. welcomed the development of the INIS Imaging System and congratulated the INIS Secretariat onthe work performed so far on this project.

5. stressed the importance of keeping abreast with technological developments as they relate toinformation processing and storage and requested the Secretariat to ensure that the high imagequality of the INIS non-conventional literature archive is maintained.

Action:

The INIS Secretariat has recently joined the Association for Imaging and InformationManagement (AIIM) as a Corporate Member. This assures that INIS will receive information on theindustry, standards, professional meetings and reports on a timely basis. IAEA has formed a TaskForce on Imaging which will bring together all levels of skills to share experiences and assist inproblem solving. A specialized digital photocopy machine was obtained in order to improve thequality of certain documents prior to imaging. This is particularly useful to enlarge small type fontsto sizes that can be successfully imaged.

Agenda Item 9: Revision of INIS record structure

6. appreciated the work involved in Phase I of the study to simplify the INIS record structurebut requested more time to consider the implications of the results, especially with regard to thecost/benefit aspects of the proposed changes.

7. suggested that interested Liaison Officers and ETDE Members forward to the Secretariat by theend of August 1997 their comments on the proposals for changes to the INIS record structure andrules for compilation and discussion at the forthcoming Joint INIS/ETDE Technical CommitteeMeeting, which should take a decision on whether to proceed with Phase II of the study.

Action:

A questionnaire was jointly developed by a small group of INIS and ETDE representativesincluding the INIS Secretariat and the ETDE Operating Agent. The questionnaire was mailed to allINIS and ETDE members through the INIS list server. Eight INIS/ETDE members and six INISmembers responded to the survey. The responses were analysed and an evaluation of the resultswas presented by the INIS Secretariat to the Joint Technical Committee, followed byrecommendations for immediate action.

8. asked that the recommendations of the Joint Technical Committee Meeting together with the resultsof Phase II of the study, if it is performed, be made available to the Twenty-Sixth ConsultativeMeeting of INIS Liaison Officers as the basis of discussions on possible changes to the INISrecord structure and rules.

Action:The decisions and recommendations as well as the full report of the proceedings of the 3rd

Joint INIS/ETDE Technical Committee were sent to all Liaison Officers with letter dated 1997-12-09. The results of Phase II of the study are attached to these papers as Attachment No.1 and will bediscussed under Agenda Item 6.

Agenda Item 10: Redefinition of literary indicator E for "Short Communications" (includinginformation on numbers of Figures, tables and references)

9. agreed with the proposal to increase the maximum permitted length of abstracts to 5000 charactersbut felt that there should be no minimum abstract length.

Action:Following the decisions and recommendatoins of the 3rd Joint INIS/ETDE Technical

Committee Meeting, Vienna, 28-30 October 1997, the INIS Secretariat and ETDE Operating Agentdrew up a list of tag changes which require no reprogramming; details were distributed with INISCircular Letter No. 156 dated 11 February 1998.

10. concurred that abstracts should continue to be required for documents longer than 5000characters.

11. recommended that for English-language documents less than 5000 characters in length the full textmay be entered (following the wording, "Full text:") if there are no tables or figures and if doing sois not forbidden by copyright restrictions. Alternatively a shorter, concise abstract may beprepared and entered. If the original short text contains tables or figures a fresh abstract should beprepared.

12. recognised that there will be cases where copyright or other restrictions prevent the use of anabstract and thus concurred with the proposed change in meaning for literary indicator "E", whichwill indicate that no abstract has been prepared.

13. proposed that the "notes" tag, Tag 610, be used to indicate where an abstract has been preparedfor a document that is itself an abstract or a short communication.

14. felt that there was a continued requirement that INIS records include information on references,figures and tables in documents but that this information should be included in Tag 610 rather thanat the conclusion of the abstract in Tag 860.

15. agreed that the above changes should become effective at the start of Atomindex Volume 29, i.e.at the end of 1997.

Action 10-15:

The recommended changes were introduced with Volume 29, update 1, of the INIS Database.The only exception applies to the increased length of abstract (max. 5000 characters) which cannotbe implemented presently due to technical reasons. Details of the rule changes were distributed withCircular Letter no. 154 dated 9 September 1997. The updated version of FIBRE reflecting thesechanges was distributed in December 1997.

Agenda Item 11: Simplified guidelines and mechanisms/procedures for future decentralizedmaintenance of Corporate Entries

16. accepted the proposed "Simplified Guidelines for the Allocation and Formatting of CorporateEntries given in Attachment 2 to the background papers and agreed that the revised rules shouldbecome part of 1AEA-INIS-1 INIS.. Guide to Bibliographic Description while publication ofIAEA-INIS-21 INIS. Guidelines for Standardized Entry of Corporate Bodies and IAEA-INIS-6 INIS.. Authority List for Corporate Entries and Report Number Prefixes should bediscontinued.

17. concurred that the new guidelines should come into force at the start of Atomindex Volume 29, i.e.at the end of 1997, at which time centralised checking of corporate entries would cease and theuse of corporate codes would be discontinued.

18. agreed that from this point the Secretariat will no longer be responsible for maintaining entries in thecorporate file and that all Liaison Officers should take responsibility for maintaining their owncorporate lists.

19. requested the INIS Secretariat to make available as a starting point for decentralised maintenancethe complete list of entries taken from the present Corporate Authority as well as a subsetrepresenting corporates that have been used in the past two years; the two lists should includeentries from all INIS Members.

20. asked the INIS Secretariat regularly to collect lists from Member States containing corporateentries for their countries and to combine these into a single list, to be made available without anychecking or maintenance to all INIS Members via FTP or by other means.

21. suggested that the INIS Secretariat investigate the possibility of gathering ideas from staff ofNational INIS Centres to assist in making developments to the FIBRE software, for example in theintroduction of a facility to allow maintenance of corporate lists within FIBRE.

Action 16-21:

The recommended changes were introduced with Volume 29, update 1, of the INISDatabase; details were distributed with Circular Letter No. 154 dated 9 September 1997. Twocorporate entry files (complete list and past two years list) were made available to INIS Members. Anew facility was developed in FIBRE to allow the creation and maintenance of corporate lists withinthis software.

Agenda Item 12: Revised scope definitions for IAEA-INIS-3 (INIS: Subject Categories andScope Descriptions)

22. offered to send comments on the draft revision of IAEA-INIS-3 to the INIS Secretariat by the endof August and requested the Secretariat to take these into account in preparation of the finalversion, which should be distributed for use at the start of Atomindex Volume 29.

Action:

The comments made during the 25th Consultative Meeting of INIS Liaison Officers and thoseprovided later by Member States were taken into account in revision 8 of IAEA-INIS-3, which wasdistributed in October 1997 and implemented with the start of Volume 29.

23. Supported the proposal to develop a common category scheme for use by both INIS and ETDE.

Agenda Item 13: Coverage improvement

24. Appreciated the INIS Secretariat's continuing efforts to ensure the best possible coverage in theINIS Database of nuclear literature world-wide and hoped that the bibliometric analysis presentedcould be extended to cover all INIS Members.

Action:

Bibliometric information is routinely provided each year as an INIS Information Letter(Production Statistics).

25. Expressed interest in the possible inclusion in the electronic versions of the Database of a list of"key" or "most productive" journals and proposed that this matter be considered in more detail at alater date.

Action 24-25:

While continuing to check the coverage of journals, the Secretariat’s efforts wereconcentrated on the improvement of coverage of NCL based on comparisons with other databases.

Agenda Item 14: Bridging the gap between updates to the INIS Database on CD-ROM

26. welcomed the Secretariat's proposal to use SilverPlatter's ERL technology to cover the"gap" between successive updates of the INIS Database on CD-ROM but noted that access to theupdate files should be password-protected and restricted to current subscribers to the INISDatabase on CD-ROM.

27. requested the Secretariat to investigate with SilverPlatter the possibility that the update files, inERL-compliant format, could be loaded on servers within INIS Member States as well as at theINIS Secretariat.

Action 26-27:

During the fourth quarter of 1997, INIS developed all programmes and procedures toimplement the ERL technology. However, launching this service is pending the receipt of therelevant contract from SilverPlatter, which at the time of writing has not been received.

Agenda Item 15: Copyright and licensing implications for the INIS bibliographic and NCLdatabases

28. acknowledged that the policy statement "Distribution Policy of Full Text of the INIS Non-Conventional Literature" prepared by the IAEA provides a fair reflection of the current

status of this area but felt that it should be updated as developments occur.

29. requested that the INIS Secretariat and INIS Liaison Officers closely monitor developments ininternational agreements governing the electronic distribution of full-text information.

30. recognised that the INIS Liaison Officers continue to be responsible for ensuring that copies ofnon-conventional literature provided to the INIS Secretariat are free from copyright or otherrestrictions or have been freed from such restrictions by proper execution of an appropriaterelease.

31. suggested that the Secretariat consider the possibility of including in the INIS recordstructure a tag containing an electronic address from which the full text of an item of non-conventional literature can be obtained.

Action:

The INIS Database under the new retrieval software is being developed to include anordering functionality. With Technical Note 134 dated 1998-03-30 Liaison Officers were asked toindicate organisations capable to provide full text document delivery of NCL and other literature.This information will be included in future updates of the database.
