7. PUBLIC CONSULTATION 7.0 Introduction

The Ministry of Environment, Forest and Climate Change, (MoEFCC) Government of

India issued Environmental Impact Assessment notification S.O. 1533 dated September

16, 2006 mandating prior environmental clearance for manufacture of agrochemicals

under category A for projects located outside notified industrial area/estate. The

proposed project is located at Sy.No. 45/1 to 45/54 and 46/1 to 46/22, Kovvada

Agraharam Village, Pusapatirega Mandal, Vizianagaram District, Andhra Pradesh.

The proponents obtained the terms of reference from the MoEFCC, which mandated

public consultation. Accordingly the draft Environmental Impact Assessment was

submitted to Regional Officer, Andhra Pradesh Pollution Control Board, Vizianagaram

District for conducting public hearing. The public hearing for the proposed synthetic

organic chemicals manufacturing unit was conducted on 08.02.2017 at 10:30 AM Near

Ramalayam Temple, Opposite Pradamika Patasala, Kovvada Agraharam village,

Poosapatirega Mandal, Vizianagaram District. The public hearing was chaired by Sri

M. Jitendra, District Revenue Officer & Addl. District Magistrate, Vizianagaram District

and Sri K.L.P. Kumar, Environmental Engineer, Andhra Pradesh Pollution Control

Board. Special Invitee Sri. Pativada Narayana Swamy, Member of Legislative Assembly,

Nellimarla Constituency, Vizianagaram District.

7.1 Advertisement

Press notification regarding the date, time and venue of the Environmental public

hearing for the proposed unit was issued in Andhra Jyothi (Telugu daily) and The New

Indian Express (English daily) newspapers on 06.01.2017. Copy of the advertisement is

enclosed.

Minutes of the meeting

The minutes of the public hearing is enclosed along with the attendance sheet. Concerns

expressed by speakers during public hearing and responses of the proponent are

presented in table 7.1. Response to written representations is presented in table 7.2.

While welcoming the proposed project stated that the proposed project shall ensure employment to the locals and there by solving the un-employment problem in the surrounding area.

The Proponent assured that they will provide employment to the local people especially to people from local village, on priority basis as per their qualifications and suitability.

Sri Sri Bangari Naidu, Kovvada Agraharam Village

While welcoming the proposed project stated that, it is happy that the Management is promising to provide job opportunities to the local in the proposed project based on their qualifications un-like Mylan and SMS Pharma Industries. Due to the establishment of the proposed project there is a threat of damage of agricultural lands, health problems to the surrounding villagers.

The Proponent assured that the company will be established and operated as per the Government norms without causing any pollution problems to the surroundings area.

The proponent informed that they are going to establish pollution control measures such as zero liwuid discharge based Effluent Treatment System (ETP), scrubbers, condensers and bag filters as Air Pollution Control Measures (APCM) with an investment of Rs. 2 crores besides recycling the entire treated wastewater.

While welcoming the proposed project he hoped that proposed project will develop the village socially and economically and the migration of people from village to the towns will be decreased. He further requested the management to provide job opportunities to the local people only.

The proponent assured that they will allocate 2% of their profits as part of CSR budget to be spent for the development of surrounding villages for benefit of village development. The proponent agreed to provide employment to local villagers based on qualification and experience.

Sri T.Sombabu, Kovvada Village

While welcoming the proposed project stated that, the proposed project will enhance their livelihood socially and economically. He expressed that this project will provide employment to the villagers. The management has agreed to develop the village under CSR activities. Sri D. Appa Rao Stated that they are not opposing to establishment of the proposed project. It is happy to note that another company is coming to this area. Hitherto the Government has taken back the D. Patta Land given to the villagers and requested the government to provide compensation to their land on par with Bhogapuram land procurement basis i.e. by paying Rs. 12,50,000/-. The existing companies have not been providing regular employment on regular basis to the villagers duly ensuring Rs. 5,000 to 6,000/- income per month. This management should operate their plant duly taking all pollution control measures.

The proponent agreed to provide employment to local villagers based on qualification and experience. The land price was fixed by revenue authorities following the due process.

The Proponent assured that the company will be established and operated as per the Government norms without causing any pollution problems to the surroundings area.

Sri P. Krishna Tulasi Das, Rtd. Teacher

While inviting proposed project he stated that this project will ensure employment to the local people there by reducing unemployment in the area, stops the migration, enhances the panchayat income and hence requested one and all to encourage this company.

The proponent agreed to provide employment to local villagers based on qualification and experience.

Sri Bujji, Kovvada Village

While welcoming the proposed project stated that the management should give first priority to the local people in providing employment under the guidance of District Administration and operate the company without causing pollution problem to this area.

While welcoming the proposed project informed that there will be upliftment of the villages due to industrialization. He requested the Management to provide employment to the locals as well as surrounding villagers.

SriV.Jagannadham, Givindapuram Village , Vizianagaram District

While welcoming the proposed project stated that it is very happy to learn that M/s SVL life science is establishing a bulk drug unit in the area after division of the state in the dire economic conditions. The Government is also inviting the industrialists to setup plants and as such recently the Government also conducted CII partnership summit at Visakhapatnam. The industrialization ensures economic progress, self sustainability besides upliftment of the villages. He requested the management to provide employment to the locals. He appreciated the management for proposing air & water pollution control measures with an investment of around 3.0 Crores. The industry should ensure proper greenbelt in the area to preserve the environment.

The proponent agreed to provide employment to local villagers based on qualification and experience. While welcoming the proposed project he suggested the following to the management:

1) Greenbelt should develop along the periphery of the unit with avenue plantation.

2) The industry has to take welfare activities based on demands through village committee.

While welcoming the proposed project, he suggested that the management shall Improve the roads, provide water, plants in the surrounding villages, provide employment of around 80% to the local people only and shall take up plantation programme as per the Govt. of India and the CSR budget must be spent in the villages surrounding 10 km radius.

The proponent assured that they will allocate 2% of their profits as part of CSR budget and the same will be spent for the development to surrounding villages for benefit of village development.
