According to Sol i -dad’s Attorney Manuel Enage Jr. the charges against him for murder and frustrated murder were dismissed because the provincial prosecu-tor had not signed the charges endorsing the cases against Solidad to

the RTC and that the two charges against the suspect were backed by only one information which was against court procedures. I enjoyed reading your ZOOMLENS story about a provincial VIP who had the road to his beloved’s home cemented. I am sure you will agree that this is a concrete testament to his love for this obviously fascinating woman. After all, how many of our local Casanovas would send a backhoe, a grader, a bulldozer and three dump trucks to facilitate access to his love one’s abode.

Now if we only had 13 more Romeos who will follow his example, at 5 barangay roads each, all our farm to market roads would be as smooth as silk.

May I know the name of this benevolent public servant so I can vote for him in the next election, and the ones after that.

Wishes on Province’s 49th Birthday

To commemorate our beloved province’s 49th anniversary ZOOM-LENS in its quest for better local governance is publishing a few wishes which we hope our public servants will heed.

We wish the critics of Governor Damian Mercado would stop re-ferring to our impressive capitol building as a branch of the Sbarro Pizza fast food restaurant, and the new legislative building as a Seven Eleven convenience store outlet. Bakit yung kulay nang DPWH build-ing hindi nila pinipintasan?

We wish the DOH would stop its advocacy campaign on hand-wash-ing, because it’s almost impossible to implement, since 50 percent of the schools in the country don’t have clean running water. With most of our school toilets clogged and the only option when nature calls is the nearby banana grove; what would the students clean their hands or butts with?

WewishtheDepEdwouldthrowawaytheerrorfilledtextbooksthat their poor students are still using, and improve the English skills of itsteachersbecauseinits2004EnglishProficiencyTest–twooutof fiveflunked.

We have too many students and not enough good teachers to handle them. More than 24 million students are enrolled this year, and this number will increase yearly unless we support the Family Planning Bill sponsored by Congressman Edcel Lagman. We are hoping our elected leaders will support this vital legislation though it’s against the Catholic Bishops Conference’s policy.

We wish that some enterprising graduate student would write a thesisonwhyfishpricesinMaasinCityismoreexpensivethaninManila or Quezon City. We are surrounded by sea water teeming with fish–butthisstaplefoodissoexpensivefewcanaffordit.

We wish Southern Leytenos like Quezon City Treasurer Victor En-drigawouldreturnhereandrunforpublicoffice.EndrigawhohelpedMayor Felicisimo Belmonte transform Quezon City into the richest local government in the Philippines could do wonders for Libagon townwhichcertainlyneedshisexpertise.

We wish that Ms. Ligaya Delute the hard working chief of the LandTransportationOfficeherewouldimposetheLTOrequirementmandating motorcyclists and their passengers to wear crash helmets. The recent death of a popular Barangay Captain in yet another fatal motorcycle accident is another testament on the need for this safety equipment.

We wish the Maasin Water District would break its code of silence and assure its customers that its water reservoirs are now covered as required in other countries, and that it’s no longer using asbestos pipes which are banned worldwide because they are carcinogenic.

We wish the national agency heads assigned to the province would understand that their role is to support the province’s priority pro-grams and not to hinder them through bureaucratic red tape. NIA is agoodexampleof thisbizarrerelationship.It’sbeenseveralyearssincetheNIARegionalOfficepromisedCongressmanRogerMer-cado to complete the irrigation pipe connecting SLSU’s College of Agriculturetoanearbyriverandit’sstillnotfinished. And lastly, we wish the Provincial Disaster Coordinating Council realizes that Climate Change is the “Mother of All Disasters” and that they must prepare an action plan to minimize its impact on our coastal communities where 70 percent of our people live.

PDI Columnist Emil de Quiros thinks Filipi-nos have a flare for the dramatic when it comes to patriotism which they believe is the willingness to die for ones country. He cited the case of the EDSA 1 rebellion when thousands of our country men trooped to Camp Crame and risked the tanks and machine guns of a military dicta-torship gone mad... Yet in daily life, he la-mented, we refuse to pro-test about the congres-sional candidacy of Joc-Joc Bolante, the thievery that is routinely exposed in the Senate, and the killing of reporters that has made us the second most dangerous place for journalists on earth. We also have problems doing something about a legal

system that now rewards the wicked and punishes the good. This phenomenon convinced de Quiros to rethink the meaning of patriotism which he now believes is the willingness to “Live for Ones Coun-try.” In other words, to be willing to fight for what is right, and to rebel against wrong doers in the quite mediocrity and obscurity of day to day life. “We are able in dazzling mo-ments to become larger than life,” he argued “but we are reduced for inter-minable periods to being smaller than life.” He recalled a parable his father used to tell him about three drivers who were interviewed by a rich man. When asked how good

a driver they were, the first answered: “Sir if I were your driver, even if one wheel of your car juts out over the cliff on a mountain road, I would make sure we are saved.” The second answered: “Sir if I was your driver, even if both wheels jut-ted out over the cliff on a mountain road, I would make sure I saved us.” The third answered: “Sir If I were your driver, I would make sure we do not get into that life and death situation.” The lesson of that story is; if we just lived and acted like responsible citi-zens of our country, and fought against the daily wrong doings we witness - then we won’t have to die for it. Happy 49th anniversa-ry to our beautiful prov-ince. May it continue to be as pristine as it is today and remain free of the clutches of open-pit mining companies and their associates at the Mines and Geosciences Bureau.

Charter change is not “the threshold at which all other hopes begin.” Life is. Nor is a politics-gutted constitution the more tell-ing indicator of national advance or setback. Life expectancy is. Today, Filipinos with the longest life spans are in La Union province, says the Philippine Hu-man Development Report 2008/2009. “On average those born in 2006 in La Union are expected to live 74.6 years,” as Ecuador-ians do. In contrast, Tawi-Tawi life expectancy resembles that of Djibouti in Africa: 53.4 years. Bulacan’s 73.4 years is two decades lon-ger. Those expected to live the shortest are in the Autonomous Region in Muslim Mindanao. The PHDR goes beyond usual measuring tools like gross domestic product. It applies “human devel-opment indices.” such as schooling, poverty, health

and life spans. Long lifers cluster in Ilocos Norte, Camarines Sur, Cebu, Batangas, Pam-panga, Cagayan and Albay. Life expectancy in these provinces is in the 70s and climbing.Ifugao, Ka-linga, Apayao, Mountain Province and Agustan del Norte are tail-enders. Life expectancies in these five provinces hover in the 60s, often below. Tawi-Tawi, Sulu, Maguindanao and Lanao del Sur are worst off. Nationwide, “Filipinos born in 2006 will live, on average, about eight years longer compared to those born in 1980,” PHDR notes. Camarines Sur, Leyte and Zamboanga del Norte “registered the biggest improvements,” PHDR found. “More than 14 years were added to life expectancy.” Other gain-ers: Sorsogon, Surigao del Norte, Zambales, Palawan and Pangasinan. Some updated life ex-

pectancies (figures round-ed): Bohol and Iloilo, 71; Negros Occidental and Bukidnon, 70; Nueva Eci-ja and Tarlac, 69; North Cotabato and Ilocos Sur, 68; Negros Oriental, 67, Davao del Norte, South-ern Leyte, Western Samar and Masbate, 66; Rom-blon, 65. “For the country, as a whole, the proportion of high school graduates among adults in 2006 was 55 percent. In Capiz, 48 out of ev-ery 100 drink from open, often contaminated, wells. The comparative figures are 37 in Palawan and 7 in Cavite. The PHDR study which also sets provincial ranking in an international context is more reliable than the old development indica-tors.

MAASIN CITY - This young man has accomplished what no other local businessman has; he won the Ramon Magsaysay award for entrpreneurs when he was only 47 years old and Nathaniel Sansan, the Bucarillo King of the Phil-ippines hasn’t stopped since. Starting with only a P2,000 loan from the Self Employment Assistance program of the Department of Social Welfare and Development “Nat” as he is known to everyone here begun his native delicacy business at his modest home in barangay Ibarra. He admits running a business is not easy, specially when you have no capital. So he again borrowed P5,000 in 1995 from the microfinance program of DSWD so he could expand his bucar-illo, salvaro, otap, camote and banana chip business. Nat also attended skills trainings at the Technical Education and Skills Development Authority (TESDA) to enhance his manufacturing skills. He said his hardwork has paid of and he now has a fully furnished concrete house and his five children are all seek-ing higher education in good schools.

Nat’s wife Jacinta and 5 children are helping him run the business, and today he owns a factory beside his house and employs 22 of his neighbors. Nat’s Bucarillo products are now dis-tributed in Tacloban, Baybay Hilongos and Bato.

MAASIN CITY - The Southern Leyte Electric Cooperative (SOLECO) is plan-ning to raise its power rates to finance its infrastructure projects which they claim would improve their services according to its General Manager Rosello “Yul” Gerong. He said among the improvement’s planned is the upgrading of its distribu-tion system which would cost P13 Mil-lion. Gerong disclosed they planned on buying the Transco transmission

line from barangay Tam-is up to their headquarters at Soro-Soro which would cost P120 Million.The public hearing which discussed the electric cooperatives increased rates was held in coordination with the Energy Regu-latory Commission. Gerong said SOLECO had been pay-ing P 2.9 million a month to Transco for transmission charges or P 34.8 million per annum. If they owned the line, he said, the cost of maintaining it would only be P 11 million a year Gerong added. City Councilor Nestor Sy however requested SOLECO to seek local gov-ernments help in defraying the monthly

increased rates. While City Councilor Rene Hatayna opposed the rate increase because he felt consumers had suffered enough from the global economic depression and that raising electricity rates would worsen their financial plight.. Barangay officials and representatives of national offices however agreed on the power rate increase. Gerong said the current basic rate of 7.55 per kilowatt hour would increase to P 9.00 per kwh under the new scheme.

The Local Government Unit of Silago, Southern leyte, through its Supplement Bud-get No. 2, Series of 2009, intends to apply the sum of One Million Three Hundred Fifty Thousand Pesos (P1, 350, 000.00), being the Approved Budget for the Con-tract (ABC) to payment for the Procurement of PVC Pipes for the Rehabilitation of Waterworks System at Brgy. Hingatungan, Silago, Southern Leyte.

2. The Local Government Unit of Silago, Southern Leyte, now invites sealed Bids from eligible Bidders/Suppliers to apply for eligibility and to bid for the above proj-ect;

3. Bidding will be conducted through Open Competitive Bidding. Only bids from bidders who pass the eligibility check will be opened. The bidder with the Lowest Calculated Bids shall advance to the post-qualification stage in order to finally deter-mine his responsiveness to the technical and financial requirements. The contract/order shall then be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during the post-qualification procedure;

4. All particulars relative to Eligibility Statement and Screening, Bid Security, Per-formance Security, Pre-Bid Conference, Evaluation of Bids, Post-Qualification and Awards shall governed by the pertinent provisions of R.A. 9184 and its Implement-ing Rules and Regulations.
