Q: My 13 years old son is refusing to go to school. I am trying to work

with the Local Authority and the School but he is rarely attending despite my best efforts. The Local Authority is applying for an Educational Supervision Order and I now have to go to court – what does all this mean? I feel like a criminal.

A: You will no doubt appreciate that it is imperative for every child of

compulsory school age to receive a proper education. An ESO is an order which the LA can obtain through the family courts

under provision set out in the Children Act 1989. The proceedings are not criminal proceedings and are not a punishment either to you or your son. However, you need to bear in mind that the order may restrict some of your parental rights, for example, changing schools without LA consent if this is to your son’s benefit.

The order is put in place where the court is satisfied that it would be better to make the order than not and that the child, who is of compulsory school age, is not being properly educated. It usually lasts for one

year but can be extended to three years and is only used when a family is deemed to be cooperating with the LA so you should consider that this could be a positive step forward for your family as it will assist with formalising the nature of the cooperation between you and the LA.

Hopefully, this order will play a supportive role for you and your family. However, if the order is breached then there are consequences to which you should be mindful. Firstly, you could be referred back to the Family Court for further consideration. If your son continues to miss school, in breach of the terms of the order, you could be prosecuted in the magistrates’ court (which is a criminal matter). Children’s Social Care must also investigate the circumstances which may lead to further agency involvement.

Q: I have one child in private day nursery and am pregnant with my

second. When I started my maternity leave, my employer stopped my Childcare Vouchers. Despite my concerns, my employer has said this is standard procedure for anyone on maternity leave and I am not entitled to them until I come back to work. Is this discrimination? My colleagues who are not on maternity leave are still getting their vouchers through the salary sacrifice scheme.

A: Childcare Vouchers are offered by some employers as part a “salary

sacrifice” scheme. Unfortunately this phrase is a little misleading because, rather than sacrificing your salary, you are diverting it. The vouchers are offered by an employer as part of an employee’s benefits because the scheme has

certain tax benefits but in reality they are “remuneration.” “Remuneration” is defined as “sums payable to the employee by way of wages or salary” (reg 9 (3) Maternity and Parental Leave etc Regulations 1999).

If you are on maternity leave you are entitled to either statutory maternity pay, if you meet the qualifying criteria, or pay under your employer’s maternity pay scheme. You are also entitled to all the benefits of your terms and conditions of employment, except remuneration (section 71 and 73 of the Employment Rights Act 1996). This is because “remuneration” is, in many cases, replaced by SMP or maternity pay.

In a recent case in the Employment Appeals Tribunal, the EAT held that Childcare Vouchers were remuneration. As such, an employer did not have to continue to provide the vouchers during maternity leave. The EAT also made the distinction between salary sacrifice and schemes where the Childcare Vouchers are offered in addition to pay. As such, the EAT held that there was no breach of regulation 9 of the Maternity and Parental Leave etc Regulations 1999 in not continuing to provide Childcare Vouchers during maternity leave, although the EAT did point out that it expressed its conclusions “somewhat tentatively.”

Unfortunately, as it stands therefore, you are not able to claim that you have suffered a detriment under section 47C of the Employment Rights Act 1996 or less favourable treatment under section 18 of the Equality Act 2010 and the employer does not have to send you Childcare Vouchers during your maternity leave.

Parents to get a greater say in the school admissions processAdmissions bureaucracy is to be swept away to ensure parents have more of a say in the school admissions process so they can be confident the system works for them.

Under new plans the government wants to ensure every child has access to the good school place their parents expect, and is taking further action to simplify the school admission system and ensure it works for parents by:

unclogging the admissions system •by stopping objections to a school or local authority’s admissions arrangements from outside the local area - this means only local parents will have a say on admissions and helps local authorities to ensure they are fair

stopping vexatious complaints •against faith schools from secularist campaign groups

giving parents and communities a •greater voice in local admissions by requiring admissions authorities to consult on their admission arrangements every 4 years rather than the current 7

Classic Books for SchoolsTexts such as ‘Great Expectations’, ‘Pride and Prejudice’ and ‘Jane Eyre’ should be made available to secondary schools at reduced prices.

Well-known children’s book publishers Penguin have suggested 100 books from their Black Classics that they could make available for low prices, and Scholastic have offered to give schools 26 books for as little as £1.50 a copy.

Schools Minister Nick Gibb said:

Books become free from copyright 70 years after the author’s death - and publishers are being encouraged to make these titles available at low cost to schools.

International surveys show that the reading ability of our 9- and 10-year-olds in England is currently the sixth best in Europe - with the top 18% on a par with the best in Europe.

Since the phonics check was introduced at primary level in 2012, it is reported that 120,000 more children are on track to becoming excellent readers.

1. Château de Castelnaud I think this is one of the most well preserved castles I’ve ever visited, and its views over the Dordogne River are spectacular. During the summer months there is always lots on to entertain the family, including jousting and firing huge trebuchets. The children love it!

Things that aren’t there Children’s Books reviewed by Jo Burch, Words in Walden Festival Director

Most people know a child who has, or has had, an imaginary friend – they can be an important part of a child’s life and a source of delight, bemusement and sometimes frustration to parents. Two recent books explore what happens when imaginary friends assert themselves. In the Caldecott medal-

winning picture book ADvenTuReS oF BeekLe: The unImAgInARy FRIenD by Dan Santat, we discover that there is a place where imaginary friends wait, ready

to take up their roles in the lives of the children who conjure them up. Beekle’s turn never comes so he takes his destiny into his own hands, doing the unimaginable and setting out to find a child for himself. She takes a lot of finding and, even once found, neither Beekle nor she know quite what to do next but all turns out perfectly.

In ConFeSSIonS oF An ImAgInARy FRIenD: A memoIR By JACQueS PAPIeR ‘as told to michelle Cuevas’, things also turn out perfectly,

but for quite a lot of the story there is a great deal more existential uncertainty. I absolutely loved this book which is probably right for bright, thoughtful children of 9+ but is also a wonderfully philosophically challenging read for adults. It deals with the same question with which the White King flummoxed Alice – namely, how can we be sure that we’re not the figment of somebody else’s imagination and what does that say about our chances of survival?

Jacques suspects that everyone hates him because he is ignored by everyone – even his sister Fleur has to remind their parents to set a place for him at the table. He is shocked when he discovers that people don’t hate him but they just can’t see him - he is not Fleur’s brother but is her imaginary friend. He meets other imaginary friends who further undermine his confidence; he finds out that imaginary friends can be reassigned; and the end of the story had me in floods of tears (all ends happily). The book is magnificently imagined, funny, deeply thought-provoking, and simply a complete joy to read.

For example:‘“What would you like for breakfast?” our mother would ask.And Fleur would shout back, “Jacques wants a pancake shaped like Mozart’s Symphony No.40! In G minor!”

The weirdest part? I did want that. I did.The truth is, that’s all anyone wants, to be known that way, to be seen. I don’t mean our hair or our clothes, I mean seen for who we really are. We all want to find that one person who knows the real us, all our quirks, and still understands. Have you ever had anyone see you? Really, truly, the deepest part that seems invisible to the rest of the world? I hope you have.I have.I have always had Fleur.’

A completely different but equally brilliant take on things that aren’t there is the picture book QuICk QuACk QuenTIn by kes

gray and Jim Field. I adore word play and believe that even the youngest children learning about words also find messing them up very entertaining. In this book, Quentin the duck is missing an ‘A’ so he can’t quack but can only ‘quck’. He goes on a search for animals who might be able to lend him the necessary vowel. The dog offer his ‘o’ which gives Quentin a ‘quock’, but leaves the ‘dg’ in trouble. At the zoo, the apes don’t want to be ‘pes’; the snakes don’t want to be ‘snkes’ and so on until (you know where this is going) he finds the aardvark. There’s a final twist which makes me chuckle every time.

I’ve not seen the next book, but like the idea of it. Again about things which, in some ways, aren’t there, it is called

The hoLe SToRy by Paul Bright, illustrated by Bruce Ingman. It is about two holes, Hamish and Hermione, who are

chased out of the cheese in which they live. They search the palace for a new place to call home. But there are many places where holes are unwelcome – bicycle tyres, boats and knickers, to name but three. At last the palace carpenter finds a solution.

Plenty of opportunity here for discussion about where holes are a problem and where they are useful – and I’m intrigued to know how Bruce Ingman illustrates the two Hole characters.

Now I turn to things which are very much there – the five senses, celebrated in SenSATIonAL!, a fabulous collection of classic and contemporary poems chosen by Roger mcgough which capture

vividly and sometimes unexpectedly, the tastes, sounds, smells, sights and touch of things all around us.

I like, for example, the beautifully thought-provoking poem, ‘The Cello’, by Lorena Bruff:To tell youthe truthI neverwanted to beA cello.

Another collection of poetry which caught my eye is PoemS To PeRFoRm selected by Julia Donaldson, whose ear for what works when read aloud is central to the success of her all-time

bestseller, The gRuFFALo. She has chosen, in particular for this collection, poems with more than one voice, which can be performed by children together – poems which are conversations, poems with choruses, poems with sound effects, for example. At the back of the book, she makes suggestions as to how each poem might be performed but she doesn’t want to be prescriptive – part of the creative experience of performance is, of course, developing how you might portray your role. There are poems ranging from playgroup classics like ‘Soldier, Soldier, won’t you marry me?’ to Roger McGough’s poem, ‘Give and Take’:I give you clean airYou give me poisonous gas.I give you mountainsYou give me quarries.…I give you abundanceYou give me waste.I give you one last chanceYou give me excuse after excuse.

Finally for this issue, a parenting book. I’ve not spotted any for a while but this

looks pretty handy. PARenT hACkS by Asha Dornfest is a collection of unconventional solutions to everyday parenting challenges – the sorts of secrets which fellow mothers share with each other over much-needed cups of tea and which make you think, ‘why didn’t I think of that?’ Like, for example, putting the ketchup UNDER the hot dog to minimise mess or hiding your purse and keys in a clean disposable nappy at the beach – no-one is ever going to risk nicking a used nappy (unless they read this book, of course!).

To conclude with things that aren’t there – by the time you read this, there will no longer be a bookshop at Harts on Shire Hill. There will be a glorious new Hart’s Books (www.hartsbooks.co.uk) on King Street with shelf after shelf of books on which to feast. I shall be in the queue on the day it opens and I hope to see you there …

With Father’s Day on June 19th coinciding with Men’s Health Awareness Week from June 13th-19th, it seems like an appropriate issue to break with the usual subject of children’s health and talk about the all-important men in our lives!

It will be no surprise to most men, their wives, partners, parents and children, that on average, men go to their GP half as often as women, and that health awareness and positive action is still something we need to encourage men to engage with.

The startling fact is that British men are paying the price for neglecting their health: more than 100,000 men a year die prematurely and often needlessly, as a result of ignoring the signs and symptoms of ill health.

Prevention is always better than cure so here are the NHS’s TOP TIPS for recognising the signs that something may need attending to, and so positively managing your health and wellbeing.

Take positive action if:moLeS – You notice a change in the shape or colour of your moles, if they bleed or become itchy. Moles checked early can be removed, if necessary, improving your chances of a better outcome.

TeSTICLeS - You notice a lump or a change in your testicles. Although most testicular lumps are benign and not harmful, it is important to eliminate testicular cancer, which is the most common cancer in men aged 20 to 35. Early diagnosis generally means better prognosis.

Men’s health! PRoSTATe – You are having trouble urinating, if there is regular pain or burning on passing urine, or if you are having to wee frequently at night. Prostate cancer is the most common cancer in men in the UK, but again, the prognosis is positive if caught early.

AnXIeTy & DePReSSIon – Men are often less willing to talk about their feelings, and can be inclined to suppress negative emotions, perceiving them perhaps as signs of weakness. As a result of this, the incidence of suicide is higher in men than in women. It is therefore important for men to be more ready to acknowledge these feelings, and to accept that one may benefit from support and help. This may be personal, such as talking to a partner, friend or if relevant, one’s boss. Or professional, be that your GP, counsellor or alternative mental health expert. Anxiety and/or depression are not uncommon, and there are many ways of successfully treating the symptoms. My experience is that anxiety and depression generally have an identifiable cause, and are often accompanied by physical symptoms (headaches, migraine, IBS, eczema etc). Homestart- week to week visits as a volunteer

I always knew I wanted to be a volunteer involved with helping children and I was lucky enough to come across Home-Start Uttlesford. Home-Start is wholly focused on helping families living in our neighbourhood and after completing a 10 week training programme which covered everything I would need to know, I began supporting my first family. I count myself one of the lucky ones in having a solid support system around me to help when times get tough. Many families just don’t have that available to them for many reasons - which is where Home-Start comes into its own. Perhaps a parent is suffering from post-natal depression, isolation or domestic violence or the family are in debt or maybe the children have specific disabilities or behavioural issues. The two hours a week I spend with them gives them that little bit of respite and time they need. We usually arrange to meet at a regular time and day each week. When I arrive, I promptly make a cup of tea for us both

and catch up on things. I’ve always got a listening ear whilst playing with the children and we then spend some of the time talking through any issues that may have arisen that week. Following the visit, I write up my diary sheets to ensure my family file is up to date and how we are supporting remains relevant.Together, we work to implement small changes that make big differences through their ‘journey of change’ and I’m continually liaising with our Family Co-Ordintors in the office, as well as attending various support groups and other activities that ensure we feel part of the Home-Start family. Eventually, we end our support when we feel confidence has been raised and positivity is at the heart of the family, but I feel very honoured that I am allowed to work within someone else’s home. Being a parent sometimes offers no reward and can be monotonous, so offering a listening ear, and reassurance that they are doing well can make such a difference to their self-esteem and confidence and ultimately, gives you the most rewarding feeling.No week is ever the same and no visit typical, so if you’re looking for a challenge with variety and opportunities to learn, look no further…your life experiences can help in so many ways. Child benefit and the state pensionDid you know that claiming Child Benefit could mean you get more State Pension? Despite what you might think, no one automatically gets the full amount of State Pension when they retire. You’ll only get the full amount if you’ve paid, or been credited with, National Insurance contributions for 35 years. Even if you’re not working while looking after your child, you’ll get National Insurance credits when you claim Child Benefit until your youngest child is 12. The credits are automatically added to your National Insurance account when you claim Child Benefit, so you do need to claim.

Child Benefit payments are tax-free as long as neither parent earns more than £50,000 a year. If you earn more than this you have to pay back some or possibly all of the money in the form of extra Income Tax. This is called the ‘High Income Child Benefit Charge’.You may decide to opt out of receiving payments to avoid the tax charge – but you should still complete the claim process to ensure you receive the National Insurance credits towards your pension whilst you are not working. If you don't, then you or your partner may lose out on State Pension income when you come to retire.

Transferring national Insurance creditsIf you’re working and getting Child Benefit, you might be building up more National Insurance credits than you actually need. However, you can transfer them to your partner if they aren’t working or are on a low income and not paying National Insurance contributions. You can make transfer claims on a yearly basis after the end of each tax year.

grandparent creditsYou can also transfer National Insurance credits to someone else in your family, such as a grandparent, sibling or other direct family member, if they look after your child (under the age of 12) for at least 20 hours a week. They don’t need to be registered childminders. These are commonly known as ‘grandparent credits’.

how to get a State Pension statementYou can check how many years of National Insurance contributions you currently have and how much State Pension these may give you. You can also work out how many more years you need to get the full State Pension. Visit www.gov.uk or telephone 0345 3000 168 and ask for a state pension statement.

I often come across articles about work-life balance and whilst we all have a variety of activities in our lives I think it’s pointless trying to impose artificial rules for the sake of some ideal balance. Some things I do are for my professional activities and some things I do are personal, both being made up of things I have to do and things I want to do. The whole mixture makes up who I am and why I do what I do.

I am also told that I need to manage time, something that even Einstein couldn’t do. I can however manage what I do and when I do it in the time I have – 24 hours in each and every day, same as everyone else.

To better manage what I do and when I do it, I plan my week in advance, I make “to do” lists and I prioritise my goals and activities. But most beneficial of all in these modern times, I manage technology. I treat email like mail that comes through the letterbox – deal with it once (OK maybe twice) a day. I check social media once a day for no longer than 20 minutes. I turn off my mobile ‘phone during “personal” time unless I want to reach someone.

This way I keep sane – by my definition anyway! Written from the sofa between sips of coffee – doing what I want to do.

Last year’s they raised £15,000 enabling the employment of an invaluable play nurse at Ward C2, Addenbrooke’s (the children’s cancer ward).This year, the monies raised will be shared with Sophie’s Smile. Sophie’s Smile is a group set up in honour of a young girl who tragically lost her battle

with a brain tumour in December 2012.

Saffron Screen’s Birthday Weekend:Over the weekend of 21 & 22 May Saffron Screen will celebrate its 10th birthday with a host of extra special events for adults and children including a special screening of everybody’s favourite, Paddington, on Saturday 21 May at 3pm when children will be encouraged to bring a bear, tuck into cake and marmalade sandwiches and take part in fun Paddington-related activities. Then on Sunday 22 May at 3pm there will be a special screening of one of our favourite animations from the past 10 years, How to Train Your Dragon, with a chance to make a dragon mask before the film.

Linton children’s book festivalSaturday 21 and Sunday 22 May 2016

10:00am-4:00pm at Linton Village College. With a theme of Magic, Myth and Mystery, our 6th biennial FREE celebration of books and creativity for children aged 2-12 will feature an exciting mix of talks by favourite authors and illustrators, art and writing workshops, storytelling and fun hands-on drop-in activities.

James Mayhew, SF Said, Helen Moss, Candy Gourlay and Steve Antony are just a few of the well-known names in our packed programme.

Children will have the chance to try their hands at science experiments provided by Cambridge Science Centre, or make some fairy crafts. Authors will share the secrets of writing gripping stories, and expert illustrators will help you practise dragon-drawing skills or manga art techniques.

Solve mysteries with Robin Stevens, learn how to communicate with a gorilla, or have a giggle with comedian James Campbell or poet AF Harrold. Shake the paw of our very own mascot, Brian the Linton Bookfest Lion. Refreshments will be available, All events are free, but many require pre-booking

Why are martial arts and self defence important for children?In modern society, children have many opportunities to explore the world around them. Most of the time, this is a positive thing. However, it also brings children into contact with a range of risks and potential threats. Martial arts are an age-old method of dealing with such threats and of coping in stressful situations. Classes help children gain a greater awareness and confidence in their ability to respond, and increase levels of fitness, coordination, focus and self-discipline.

Matt Spriggs, Chief Instructor of Seijitsu Martial Arts Club, began his training aged ten. Of his experience, Matt says, ‘Karate gave me a new perspective on life. It helped me feel empowered, and made me more respectful in my dealings with others. It was, and remains, an invaluable outlet for me – physically, mentally and spiritually’.

Matt is now a 6th Dan Black Belt, as well as a fitness coach and personal trainer. His teaching style is unusual in drawing upon traditional martial arts as well as modern combat methods, and focuses on the useful and practical.

TLC is a campaign to help parents, carers and families to develop children's communication skills through playful learning at home. The website hosts a range of ideas, tips, games and information to support children's language, physical and emotional development to ensure that children start school ready to explore, learn and make friends.
