Course Guide

About Strategic Management Application

The Strategic Management Application (SMA) provides the strategic planning functionality of strategic planning, budgeting and performance management (SPPM). The tool facilitates the creation and maintenance of strategic and programmatic plans, as well as the programmatic aspects of all projects such as: project log frames. SMA hosts all applicable strategies of the organization and individual organizational entities, allowing a bird’s eye view of strategic management. It provides mandatory programmatic frameworks required per established budgetary processes and procedures such as: Annual Peacekeeping Result based budget frameworks and Annual Programme Plan, formerly known as the Biennial Strategic Framework. It also enables the organization's strategic plans and frameworks to link to objectives, outcomes, outputs, projects, and other deliverables.

About this Course Guide

The purpose of this Corse Guide is to supplement the Strategic Planning for Annual Peacekeeping Budget - Creating Component and Adding Performance Planning Measure course, and to detail the steps required to complete the following activities:

• Create and edit a Component

• Add Expected Accomplishment and External Factors to a Component

• Add Indicators of Achievement and Outputs to an Expected Accomplishment

• Add Performance Planning measures to indicators of Achievement and Outputs

About Role and Responsibility

There are two different roles available in the strategic management application: SMA Planner and SMA Approver. The SMA Planner performs the following functions:

• Accesses, the SMA Strategy Definition Application

• Creates and maintains strategic and programmatic plans

• Creates the project log frames for transmission to SAP PPM Also note that the SMA Planner roles are entity-based. Users can only create and maintain SMA data for entities for which they are provisioned. They can maintain all SMA data for their respective entities without restrictions and may be provisioned for multiple entities The SMA Approver performs the following functions:

• Accesses the SMA Approval application.

• Reviews, approves or returns strategies submitted from the Strategy Definition Application Note: “Approval” is meant generically as a workflow step. Moreover, approval levels are defined by entity and strategy types. Up to four approval levels are available per entity and strategy type.

Create Components Process Steps

Create a Component In the example detailed below we will create a Component linked to a Strategy called RBB Framework for UNIFIL.

1. Click the Create Component button.

2. In the screen that displays, write the name of the Component. For this example, we have chosen Component 1: Peace and Security in Southern Lebanon.

Please note that this is a child linked to the RBB Framework for UNIFIL Parent. That is, the Peace and Security in Southern Lebanon is linked to a higher element which is our RBB Framework for UNIFIL.

Add Indicators of Achievement We will now create an Indicator of Achievement for our Expected Accomplishment.

2. A new window opens to Create the Indicator of Achievement for the Expected Accomplishment Restoring international peace and security in southern Lebanon.

3. Enter the Description in the Description text box (e.g. Participation by concerned parties in tripartite meetings and maintenance of liaison coordination arrangements).
