1. Company Overview
Since establishment in 1997, we have provided
geotechnical engineering services for over 4000
projects. Horizon Engineering is a geotechnical
consulting company and member of the Association
of Consulting Engineering Companies of British
Columbia (ACEC‐BC) and provides consulting
services for new construction as well as
renovations/retrofits. Our services include
geotechnical assessments comprising subsurface
investigation, laboratory testing and analyses
followed by design, report and specification
preparation, and field reviews during construction.
Our approach is collaborative and flexible with
regard to working with clients, other consultants,
and contractors in order to develop the optimal
solution for a particular design challenge.

2.3. Excavation Shoring Design
Excavation shoring is typically required to retain
soils adjacent to deep excavations to either facilitate
new construction or other earth retention
applications and to provide a safe work environment
for construction crews. Horizon Engineering has
significant experience in the design and construction
field review of the following types of shoring
systems which are the most common in the Lower
Mainland:
Tie‐back soil anchors with shotcrete panels
(including underpinning, lift‐off test, proof and
performance testing)
Lock Block retaining walls
2.4. Quality Control Testing
Horizon Engineering provides quality control (QC)

2.5. Construction Reviews & Quality Assurance
In accordance with the British Columbia Building
Code 2012 Letters of Assurance program, the
Geotechnical Engineer of Record is obligated to
carry out field reviews in order to verify that
construction is in general conformance with design
and actual conditions encountered during
construction are consistent with design
assumptions.

4. Our Team
4.1. Company Partners
Horizon Engineering’s partners have more than 50
years of combined experience in providing
geotechnical consulting services and are supported
by engineers, technical staff and specialist sub‐
consultants.
Karen Savage, F.E.C., P.Eng.
Karen has been providing geotechnical engineering
services to the British Columbia building industry for
three decades, with emphasis on the Lower
Mainland. Her hands‐on approach and strong
knowledge of local soil conditions has been
appreciated by stakeholders in residential
developments, commercial developments, and civil
infrastructure works. As well as providing traditional
geotechnical design services for foundations,
excavations, shoring systems, and pavements, Karen
also provides insight into stormwater management,
especially as it relates to surface and sub‐surface
drainage, stormwater infiltration, and sediment and
erosion control, especially for LEED projects.
Between 2012 to 2014, Karen served as a Councillor
of APEGBC.
Karim Karimzadegan, M.A.Sc, P.Eng.
Karim’s past 16 years with Horizon Engineering
builds on his extensive and successful geotechnical
engineering career experience with a large
engineering consultancy in Iran. His pragmatic and
rigorous approach is valued by his clients in the
residential, development, First Nations and public
sectors. Karim provides geotechnical design services
for foundations, excavations and infrastructure as
well as stormwater management, sediment and
erosion control. Karim is also a Registered
Professional per the Health Act’s Sewerage System
Regulation.
4.2. Staff
The strength of our team comes from years of
experience in engineering analyses, construction
field review and material testing in the Lower
Mainland. Each person on our engineering team has
regular field responsibilities that keep us ‘grounded’
in the practicalities of construction.
Horizon Engineering has 9 registered professional
engineers who are supported by 11 technical and
