Statement of Qualification Port Authority of NY & NJ Statement of Qualification for Substation Projects Malick & Scherer, P.C. (M&S), is a multidisciplinary engineering firm providing engineering and surveying services for infrastructure projects throughout New Jersey, New York, and Pennsylvania. The M&S team, consisting of Professional Engineers, Professional Land Surveyors, Environmental Scientists, and highly experienced technical support, has been providing design services to major transit agencies for the past 18 years. Services provided by the firm include civil/site engineering, ecological analysis (wetlands, floodplain, etc.), stormwater management design, structural analysis and design, environmental permitting, grading and drainage design, traffic engineering, roadway design, utility engineering, survey, basemapping and ROW, data collection, and access evaluation. M&S has provided these services on various transit agency projects throughout the northeast corridor, including agencies such as Port Authority of NY & NJ, NJ Transit, SEPTA, AMTRAK, and various metropolitan planning agencies (MPO). M&S is certified by Port Authority of NY & NJ as a Minority Business Enterprise (MBE). The following illustrates M&S’s experience and expertise on Port Authority of NY & NJ and similar agency substation projects: PANYNJ, Replacement & Upgrade PATH Substation 8 Kearny, NJ Project involved replacing and upgrading the existing PATH Substation #8 located in Kearny, NJ. The substation provides traction power for track sections between Newark and Journal Square in the PATH system. M&S was responsible for site design, survey, and environmental permitting. M&S prepared a Design Criteria Report Summary and Design Report. Site design included the design of the substation access road, site grading and retaining walls, parking lot layout, security fencing, drainage, and soil erosion design. Environmental permitting included wetlands delineation, NJDEP LOI submission, Meadowlands Commission, and a Waterfront Development permit. Contract Drawings were produced utilizing AutoCAD in accordance with Port Authority CADD standards. M&S prepared construction cost estimates and technical specifications. M&S received Track Safety Training and PA Livelink access while working on this project. Statement of Qualification for Substation Projects PANYNJ, Replacement of PATH Substation 9 Harrison, Hudson County, NJ Project involves replacement and relocation of the existing PATH (Harrison Street) Substation #9 located in Harrison, NJ. Responsible for performing site design for the project, including preparation of site layout, site grading, cross section, erosion and sediment control plan, site details, and utility identification. Also responsible for performing supplemental field survey and prepared base mapping. Contract Drawings were produced utilizing AutoCAD in accordance with Port Authority CADD standards. M&S prepared construction cost estimates and technical specifications. Services Performed: Civil Site Design Utility Identification Supplemental Field Survey

NJ Transit, West Wharton Substation West Wharton, NJ Project involved improvements to the West Wharton substation related to equipment modifications and service upgrade. M&S was responsible for topographic survey and base mapping, the preparation of proposed site plans including grading and drainage design, the preparation of a temporary construction easement across JCP&L property, and the design of a transmission line plan/profile drawing to address the installation of a new laminated wood pole adjacent to the existing substation. The NJDEP permitting requirement included the preparation of a Highlands Applicability Determination (HAD) and a Freshwater Wetlands Transition Area Waiver. Statement of Qualification for Substation Projects JCP&L/FirstEnergy, Rocktown Substation Expansion West Amwell Township, NJ Project involved a proposed substation expansion in Hunterdon County, NJ. M&S was responsible for topographic and boundary survey, performing wetlands delineation, preparing NJDEP Individual Wetlands and Flood Hazard Area permitting plans and riparian zone mitigation, performing grading and drainage design, storm water management, and the preparation of an Environmental Impact Statement (EIS). M&S prepared structural plans for over 1,600 ft of retaining walls and developed roadway construction details for driveway improvements and for the construction of a 1,400 ft temporary construction road, and performed construction support services. M&S was also responsible for the preparation of preliminary and final site plans for submission to the Township of West Amwell Planning Board. The storm water management complied with NJAC 7:8 regulations. M&S additionally obtained Hunterdon County Planning Board, Delaware River Canal Commision, and Hunterdon County Soil Conservation District approvals. JCP&L/FirstEnergy, Lake Iliff Substation Andover Township, NJ Project involved the completion of the Lake Iliff substation in Sussex County, NJ, which will provide additional circuits designed to shorten the duration of outages. M&S was responsible for topographic and boundary survey, base mapping, preparation of minor subdivision plans, grading and drainage design, preparation of easement plans and descriptions, a permit application to Sussex County for driveway access including sight triangle and driveway details, preparation of a wetlands permit, and the preparation of an Environmental Impact Statement as per the Township’s requirements. Services Performed: Site Design, Grading & Drainage Design, SWM Township Approval, County Approval EIS, NJDEP Permitting Survey & Base Mapping

Statement of Qualification for Substation Projects JCP&L/FirstEnergy, Califon Substation Tewksbury Township, NJ Project involved construction of a 34.5 kV substation. M&S was responsible for topographic and boundary survey, base mapping, grading and drainage design, and storm water management design consisting of a detention basin. M&S also prepared an application to the NJDEP Division of Watershed Management for a Highland applicability of exemption determination, an application for a Wetlands Individual Permit (IP) and individual transition area waiver, an Environmental Impact Statement, and soil erosion and sediment control design plans. M&S also provided professional testimony to Township zoning board. Services Performed: Site Design, Grading & Drainage Design, SWM Township Approval NJDEP Permitting Survey & Base Mapping

JCP&L/FirstEnergy, Manchester Substation Manchester Township, NJ Project involved construction of a 34.5 kV substation. M&S was responsible for the preparation of a CAFRA and wetlands permit, the preparation of an Environmental Impact Statement and soil erosion and sediment control plans. M&S also prepared runoff calculations and a drainage report, a conservation plan and easement description for the NJDEP as required for the CAFRA permit. M&S performed the structural design of a 20-foot high masonry firewall, as directed by the township fire official.
