As this year passes into history and we prepare for yet another new beginning, ourthoughts turn to both taking stock of the past and resolving to meet the challengesof the future. As we do, we give thanks for the many blessings we enjoy.

We give thanks this season for the joys of friends and family, and we think of themany members of our extended State Department family working overseas, sepa-rated from their loved ones. Many are serving at dangerous posts, risking their livesfor America’s principles and promise. In this season, we remember our colleague EdSeitz, whose loss we suffered this October. Our thoughts and prayers go out to theentire Seitz family during this first holiday season since Ed’s passing.

The tragedies we have experienced in the past year remind us of how sacred life is and of howessential the cause of liberty is to the well-being of people everywhere. Freedom, democracy andhuman rights are not just American principles; they are universal aspirations. We Americans,who enjoy such good fortune, have a unique responsibility to help others share in these blessings.

In this season of giving thanks for friends and family, we do well to remind ourselves thatAmerican diplomacy is ultimately about enriching the lives of human beings. Strengtheningdemocracy around the world enables people to flourish. Not only do we strive to advance thecause of freedom, we also seek to create opportunities for people to be safe and healthy, well-educated and prosperous. We know that Americans are safer when others live in safety. We aremore prosperous when others enjoy prosperity.

Over this past year, the men and women of the State Department have helped America con-tribute to the global future of freedom and democracy. We have made remarkable strides toadvance these universal goals. In Afghanistan, a nation so recently stifled by tyranny has foundrenewed hope in free and fair elections. What a difference a couple of years can make.

The remarkable accomplishment of the Afghan people stands as an inspiration for the Iraqipeople. We have faced many difficult challenges in Iraq this year. But we have also helped millionsof Iraqis open new and hopeful chapters in their lives. With Iraq’s elections just around the cor-ner, America and its many coalition allies will do everything possible to help the Iraqi people real-ize the democratic future they desire and deserve.

Because of your hard work and dedication, America is reaching out and touching the lives ofpeople in every region of the world. Our new Millennium Challenge Corporation is negotiatingits first contracts with 16 developing countries that are committed to building opportunities fortheir citizens. Our Emergency Plan for AIDS Relief is helping to extend the lives of millions ofinfected people, enabling them to share this time of thanksgiving with those they love.

As this year draws to a close, we take pride in the fact that our great State Department family,which stretches all around the world, is larger, stronger and better connected than it was last year.And thanks to your commitment and sacrifice, we can also say confidently that there is moregood and greater justice in our world than last year. It is our hope, and our challenge, that inanother year’s time, we will look back with the same sense of accomplishment and progress.

This holiday season, Alma and I count ourselves wonderfully fortunate for the opportunity towork with all of you and your families. You always welcome us into your hearts with such warmthand kindness. We are honored and grateful to serve alongside such a dedicated group of men andwomen.

From the Powell family to yours, we wish all of you happiness, health, safety and prosperity inthe new year to come. ■

Diplomacy CenterRaises Questions

October’s article about the diploma-cy center conveyed the one-sided view

that has given the center momentumfor a number of years and did little tohelp our employees understand howthey will be affected. While there maybe merit to a museum that givesAmericans a deeper understanding ofdiplomacy, this doesn’t mean that itshould be in Main State, where space isseverely constrained. Here’s what thearticle ignored:

How many employees that performcore diplomatic and consular func-tions are located outside of Main State?How many of them could be brought

into Main State if the center werelocated somewhere else?

What about security? Will employ-ees be able to enter and exit the area

and would security hinder thecenter’s ability to reach the pub-lic and to achieve its goals?

What will happen if we returnto the budget stringency of the1990s? Will the center be closed,leaving its space in Main Stateunused, or will the Departmentprovide staff and other resourcesto support the center?

As far as I am aware, theseissues were not factored into thedecision to locate the diplomacycenter in Main State and no

effort was made to take employees’views into account.

Lamps with ZapI was happy to read in October’s

issue that the Department has finallydecided to replace the 110-volt lampwith a lamp designed for 220-voltenvironments. Hopefully, this will pre-vent anyone from being injured like Iwas when I arrived at post in April.

When I turned off my bedside lamp, Ireceived a nerve-damaging shock. Ihave continual tingling and pain in myhand and arm and I can no longer gripthings tightly or hold objects morethan a few minutes.

What bothers me most about thisaccident is the post doctor said I wasthe third or fourth person who hadbeen badly shocked by lamps. Thismeans my accident was preventable.To my post’s credit, the general servic-es officer immediately notified all staffabout the lamps and started a programto convert the switches. I imagine thesemodifications work, but I for one willnever use a Department-supplied 110-volt lamp in a 220-volt countryagain—even with modifications.

Commitment, ServiceMark DS Agent’s Legacy

Ed Seitz always served. Raised in Cleveland, he served his city with pride as a police offi-cer, just like his father and brother. Service was also his style—helping others and alwaysoffering his support and concern to those around him, say his family and friends.

So it was no surprise that service and police work on a grander scale lured the Baldwin-Wallace College graduate to the State Department. In 1989 he became a special agent in theBureau of Diplomatic Security, expanding his beat to Detroit and Chicago and then Yemenand China. In July, he joined his colleagues in Baghdad on the cutting edge of law enforce-ment as the assistant regional security officer in

America’s largest embassy. In October, Mr.Seitz died in a rocket attack while preparing

for another day of lifelong service.Remembered for his enormous generos-

ity and empathy toward others, Mr. Seitz,41, never shied from challenges during

his three months in Iraq, accepting thedangerous assignment of working

outside the Green Zone at CampVictory, according to Francis

Taylor, assistant secretary forDiplomatic Security. “He performed magnificently to keep Americans

safe,” said Mr. Taylor. “Ed was a career law enforcement officer and epito-mized the best of our bureau.”

“He was 100 percent into the government and 100 percent into doingwhat he wanted to do to defeat terrorism,” his brother, Billy Seitz,

remarked. “That’s what he did. That’s what he gave his life for.”His wife, Joyce, his parents and a brother survive Mr. Seitz.

SUICIDE BOMBERS, ROCKETKILL FIVE IN IRAQ

A Diplomatic Security agent and four contractors died inseparate attacks, marking the first Department fatalities inthe Iraq conflict. Edward Seitz, 41, died Oct. 23 when a rock-et slammed into the trailer he lived in at Camp Victory,northeast of Baghdad at the international airport.

On Oct. 14, four of the bureau’s security contractors wereamong five who perished when a suicide bomber detonateda bomb inside Baghdad’s heavily fortified Green Zone. Killedin the blast that tore through a café and bazaar were John

Pinsonneault, 39, of North Branch, Minn.; Steve Osborne,40, of Kennesaw, Ga.; Eric Miner, 44, of South Windham,Conn.; and Ferdinand Ilbaboa, 36, of Mesa, Ariz. The fourmen, employees of Virginia-based DynCorp, were contrac-tors for Diplomatic Security and were the first StateDepartment fatalities in Iraq.

Several State Department and Foreign Service Nationalemployees were among the 20 wounded in that attack.

Mr. Seitz, a 16-year Department veteran who was married,served in Washington, D.C., Chicago, Detroit, China andYemen and in July became the assistant regional security offi-cer at the U.S. Embassy in Baghdad. An Ohio native, Mr. Seitzwas a Cleveland police officer before joining the Bureau ofDiplomatic Security.

The Green Zone attack is believed to be the work of suicidebombers who infiltrated the heavily protected area, markingan alarming development in the insurgency. Witnesses sawtwo men carrying large bags into the zone just before theexplosion. According to Cox News Service, it’s feared thatsome Iraqis inside the fortified perimeter are becoming sym-pathetic to the terrorists.

“These heinous acts will not deter us from our mission inIraq,” said Francis Taylor, assistant secretary for Diplomatic

Security. “We made a commitment tothe Iraqi people and that commit-ment remains strong. Rest assured,we will use every means available topursue these terrorists vigorouslyand bring them to justice.

“Ed was a career law enforcementofficer and epitomized the best of ourbureau,” he continued. “He will beremembered as a man of enormousgenerosity, one who was alwaysthinking of others first.”

Secretary Powell praised Mr. Seitzas “a brave American, dedicated to hiscountry and to a brighter future forthe people of Iraq. He died in theservice of his country and for thecause of liberty and freedom for oth-ers. There is no more noble sacrifice.”

Mr. Taylor called the contractors“friends, comrades and partners inprotection” who train to Departmentstandards and work underDiplomatic Security supervision as

part of “our larger State Department family.”He said demands in Iraq, Israel and Afghanistan have

forced the bureau to augment its agents with private securityforces from companies such as DynCorp that “have workedshoulder-to-shoulder with us in some of the most dangerousplaces in the world.”

The deaths were not the first time contractors lost theirlives protecting embassy officials. A year ago, JohnBranchizio, Mark Parson and John Linde Jr. were killed by aroadside bomb in Gaza while escorting a U.S. team travelingto interview Palestinians for Fulbright scholarships.

In May 2003, Brett Thorpe, another DynCorp worker, diedsuddenly of a heart attack while protecting President HamidKarzai in Afghanistan.

The U.S. Global LeadershipCampaign, a coalition of more than 350U.S. businesses and nongovernmentalorganizations, honored Secretary ColinPowell for enhancing the U.S. interna-tional affairs budget and promotingAmerican global engagement at an Oct. 14 tribute dinner in Washington.

James Owens, CEO of Caterpillar, said, “Secretary Powell has been a powerful voice in support of international programs.”Peter Bell, president of CARE, added, “At the end of the day, there is no more effective way to ensure that the United Statesengages consistently with our global partners in the pursuit of a better, safer world than through robust support for the inter-national affairs budget.”

Mr. Owens and Mr. Bell presented the Secretary with the organization’s U.S. Global Leadership Award. Ted Koppel of ABCNews served as master of ceremonies.

In his keynote address, Secretary Powell said, “The Global Leadership Campaign’s passionate advocacy for a strong inter-national affairs budget helps to ensure that the men and women of American diplomacy have the resources we need toadvance the course and the cause of freedom and hope around the world. A healthy international affairs budget is a prereq-uisite for everything that we do in the Department.”

The Campaign’s president, George Ingram, highlighted the role of the international affairs budget in “strengthening oursecurity and prosperity, supporting humanitarian efforts and investing in people to create a more stable world.”

Employee Lands BIG JobDarlene Young, a computer specialist in the Office of International Information Programs,

was elected president of Blacks in Government. A 24-year federal employee, Ms. Youngearned a degree in computer information systems from the University of the District ofColumbia and now designs, configures and installs computer systems throughout the world.

She’s been a member of Blacks in Government since 1997. Founded in 1975 at the formerDepartment of Health, Education and Welfare, the Washington-based organization works topromote opportunities and professionalism among black government employees while advo-cating against racism. Its approximately 10,000 members are represented throughout thegovernment.

Ms. Young is also a member of the NAACP, the National Council of Negro Women and theAmerican Institute of Parliamentarians.

High Schoolers Compete in Africa QuizMain State is usually a quiet

place, but on Sept. 17 more than1,000 enthusiastic teenagersswooped in to participate in an all-day “Teach Africa” seminar, hostedby the Africa Society and theDepartment.

One of the day’s highlights was aspecial “Africa Edition” of It’sAcademic, a televised high schoolquiz program. The overflow audi-ence cheered wildly as three teamsof students representing Maryland,Virginia and the District ofColumbia competed in answeringquestions about Africa’s history,geography, literature and culture.

The team from Virginia won—barely—as all three teams provedvery knowledgeable. Afterwards,Secretary Powell addressed the stu-dents, telling them that a greatfuture awaited them in the ForeignService—provided they keepstudying.

FOREIGN SERVICE CHILDREN CANAPPLY FOR YALE SCHOLARSHIPS

Awards to Yale students, based on merit, will be madeby the foundation in consultation with Yale. Aspirantsmay apply for the award at the time of their application toYale. Awards to undergraduates may be up to $5,000.

Awards to graduate and professional students may be upto $10,000. There is no restriction as to field of study, butpreference will be given to students pursuing a master’sdegree in foreign affairs.

AFSA Calls for Award NominationsThe American Foreign Service Association is asking for help in honoring those willing to take a stand for

what they believe is right. AFSA’s tradition of recognizing and rewarding constructive dissent and risktaking marks its 37th anniversary this year with awards that publicly salute individuals who have promotedcritical and constructive solutions to foreign policy, management issues, consular policies or any area thataffects the work of the Foreign Service.

Foreign Service employees put their lives at risk volunteering for dangerous assignments and acting withcourage and dedication. AFSA wants to honor those who have demonstrated courage and risk taking inother ways: by daring to challenge the system from within, by questioning the status quo or by willingly tak-ing an unpopular stand. Employees can help keep the tradition of intellectual honesty and vigorous debatealive by nominating someone for this year’s constructive dissent awards.

Employee Profile Effort Builds MomentumCandy, crackers and pretzels seemed to be as much a draw

as the program designed to create a database of employeeskills and talents the Department may use when the nextglobal crisis erupts.

But the goodies and other handouts were quickly over-shadowed by the demonstrations on using the new EmployeeProfile Plus system that documents skills and talents notshown on an employee’s record. The Sept. 15 gath-ering in the Harry S Truman exhibit hall also fea-tured exhibits by divisions seeking specializedskills.

Modeled after a NASA workforce planning sys-tem that identifies skill gaps, EP + seeks to improvethe Department’s ability to respond anywhere inthe world by drawing on a ready reserve ofemployee skills. Managers can use the informationto recruit teams for special projects while employ-ees can market themselves throughout theDepartment.

“NASA gave us the framework,” said DaveDlouhy, a special assistant in the Bureau of HumanReources who developed the program for theDepartment.

As the program grows, the skill bank mayinclude family members, Foreign Service Nationalsand employees from other agencies, according toMarc Grossman, undersecretary for politicalaffairs. The program can capture information suchas a Microsoft certification that wouldn’t show upon an employee’s record, he explained.

“We need to know more than what’s in your bio,” saidSecretary Colin Powell, who endorsed the program at aninformation session just before the exhibit hall promotionbegan.

“You want to be there when a problem comes along,” hesaid. “You want to be there for your country, for yourDepartment.”

Without our ForeignService specialists, theDepartment would not beable to carry out its mis-sion of creating a moresecure, democratic andprosperous world.

These professionalsprovide important techni-cal, support and adminis-

trative services at our posts overseas, in Washington, D.C.,and elsewhere in the United States. In addition to their spe-cialties, they also bring to the Department other professionalexperiences that not only enhance our workforce but alsobring fresh perspectives to many familiar tasks.

In 2001, we were short 300 specialists. But thanks to theextraordinary efforts of Secretary Powell and support fromCongress we hired 286 specialists. They joined the ForeignService after 9/11 knowing what a dangerous and unpre-dictable place the world has become. I continue to beimpressed by their courage, competence and unquenchablespirit of service.

Many specialists have volunteered for difficult assignmentsin Afghanistan and Iraq and other nations. Sadly, we recentlylost one of our special agents assigned to our Embassy inBaghdad. Edward Seitz, tragically killed in a rocket attack, wasthe first American Foreign Service employee to die in Iraq.

Our office management specialists, information manage-ment specialists and technicians have successfully and eager-ly taken on new challenges and responsibilities. Here aresome examples.

When a communications tower went down during the cri-sis in Haiti last spring, Meredith Hiemstra, an informationmanagement specialist, put on rappelling and climbing gearand scaled the tower, literally risking life and limb. Because ofher efforts, the system was working the next day.

I was heartened, but not surprised, when our office man-agement specialists in Iraq donated more than 300 DVDsand two DVD players to the Baghdad hospital, providing oursoldiers with some well-deserved entertainment. This gener-ous gift was a great way to say we’re all working together inthe fight against terrorism.

Supporting our work in Iraq is Steve Garrett. This financialmanagement officer set up a support center in Amman toassist our employees in Baghdad. Steve and Foreign ServiceNational employees Wagih Ibrahim, Gulam Dalal and PervaizAnsari built the center from scratch to handle complicatedbudgets, allotment accounting, obligations, disbursements,

voucher audits and payroll. Our new arrivals in Baghdad couldfocus entirely on their work thanks to our team in Jordan.

Facility manager Santiago Rich was one of our first employ-ees in Baghdad to assess our facilities for a possible interimembassy. Other facility managers, such as William Burnsideand Toby Kinnett, provided immediate assistance to the U.S.Embassy in Grenada during the aftermath of Hurricane Ivan—conducting damage assessments, assessing emergency powerrequirements, carrying out emergency repairs to the chanceryroof, inspecting for safety and working to restore basic services.

Also helping out in the aftermath of the hurricane wereDiplomatic Security agents Daniel Baker and Tommy Jonesand Walter Szcesniak, our information systems officer, whoworked around the clock cleaning up the chancery. Theywent far beyond the call of duty in serving the Department.

And let’s not forget our dedicated couriers who fly thesometimes-unfriendly skies performing a tough job withlong and inconvenient hours to support us.

Our general services officers ensure that we have housing,office supplies and equipment as well as seeing that ourhousehold effects and cars are shipped safely and promptly.Our financial managers plan our budgets and pay the bills atour embassies. At Ciudad Juarez, for example, Robert Lovelessand James Moreth, the financial manager’s, transformed thepost’s housing pool in less than two years, converting run-down residences with water and gas leaks and dilapidated fur-niture into modern homes with brand-new furnishings.

Our regional human resource specialists based at hubs inFort Lauderdale and Frankfurt tirelessly service our overseasemployees. We rely on their professionalism and organiza-tional skills as they spend long weeks on the road servicingour posts, especially posts without resident U.S. citizenhuman resource officers.

Our medical specialists—physicians, psychiatrists, nurses,physician assistants and medical technologists—manage postmedical programs. They provide primary and urgent care aswell as ongoing daily health needs. Often, they save lives inaustere settings with little or no local resources. Our medicaltechnologists ensure that the local labs used by our embassiesare reliable and safe.

Finally, our public diplomacy specialists comprise a small,sometimes little-known cadre. They offer the Departmentvaluable services as information resource officers, regionalEnglish language officers and printers.

We must continue to work as a team to meet our foreignpolicy goals of promoting global stability, saving lives, open-ing markets and strengthening democracy around the world.Our Foreign Service specialists do just that. ■

It’s a glorious summer day in Minsk as teenagers strollhand in hand along the embankment of the Svislach River,which meanders through the capital city of Belarus. It seemseveryone is outdoors taking advantage of the beautifulweather. On a stage set up in one of Minsk’s many largeparks, colorfully costumed folk dancers perform. Elsewhere,a brass ensemble plays a lively polka, with older coupleswheeling around in front of them. Farther along theriver walkway, a group of women sits around theremains of a picnic, singing to the accompaniment of aguitar. In the distance, it is possible to hear the rhythmicbeat of pop music.

This typical summer scene reflects the rich culturaldiversity in the ancient country of Belarus, a place fewAmericans know or could find on a map. Long a cross-roads for many different cultures—Belarusian, Russian,Polish, Ukrainian, Lithuanian, Jewish and Tartar—thecountry today stands at its own historic crossroads.Belarus emerged as an independent state in 1991 for thefirst time in its long history, after centuries of incorpo-ration into one empire or another, the last being theSoviet Union. Because of the deep imprint of the Sovietpast on its European roots, Belarus is undergoing a dif-ficult process of self-identification and change. Workingat the U.S. Embassy in Minsk offers a challenging

opportunity to witness and assist the Belarusian people inthis historic process.

Belarus, sitting astride the main routes between east andwest, has been one of Europe’s principal battlegrounds.Mongol horsemen, Swedes, Poles, Russians, Napoleon andtwo world wars passed over Belarusian territory. By the end

of the Second World War, Belarus had been decimated, witha third of its population killed. Belarus also suffered drasti-cally from the Chernobyl nuclear catastrophe, which spreadnuclear fallout over a wide area, ruining prime agriculturalland for centuries and affecting the health of generations ofits people.

Relations between the American and Belarusian people goback a long way, to well before the establishment of formaldiplomatic relations in 1992. Many older people fondlyremember the humanitarian assistance the United States pro-vided immediately after the Second World War. A youngAmerican woman who worked for the United Nations, RuthWaller, lies buried in Minsk’s central cemetery, having suc-cumbed to disease while working with refugees in 1946.Embassy employees gathered at Ruth’s grave this year to com-memorate her mission of compassion.

Belarus has made important contributions to U.S. cultureand history. Irving Berlin was born in Mogilev, now a region-al capital of Belarus. Issur Danielovitch, better known asactor Kirk Douglas, is the son of Belarusian Jewish immi-grants who left at the turn of the century when the countrywas still part of Tsarist Russia. Thousands of other immi-grants came from the lively Jewish communities that domi-nated Belarusian towns and cities before the Nazi Holocaustwiped them out.

Perhaps the most famous Belarusian in American history isAmerican Revolutionary war hero Tadeusz Kosciuszko, whofought alongside George Washington and was a close friendof Thomas Jefferson. He is considered the father of the U.S.Army Corps of Engineers, having designed the fortificationsthat led to victory at Saratoga and the fort that later becamethe Military Academy at West Point. U.S. Embassy financialsupport to restore Kosciuszko’s birthplace as a national mon-ument came to fruition on September 23 when AmbassadorGeorge Krol and embassy colleagues traveled to the smalltown of Kosovo in the Brest region for the home’s officialopening.

Belarus is also associated with a tragedy in U.S. history.President John F. Kennedy’s assassin, Lee Harvey Oswald,lived and worked in Minsk and married a local girl, Marina,before returning to the United States.

The embassy staff has grown considerably from the origi-nal seven Americans who opened the embassy at the HotelBelarus in 1992. Now, almost 40 Americans and nearly 300local staff work in a beautiful but cramped compound in thecenter of Minsk. The public diplomacy section is in Minsk’shistoric “Upper Town,” which is being restored.

U.S. relations with the government of Belarus have longbeen strained because of its actions to curb democratic free-doms. Despite this challenging environment, the embassy,which is composed of many entry-level officers, assistsBelarusians in their efforts to build civil society. The embassyfacilitates the delivery of substantial humanitarian aid; forexample, the defense attaché’s office works with the EuropeanCommand to renovate hospitals and other facilities. Thepublic affairs section is setting up “American Corners” inlibraries and administering educational and cultural

exchanges and one of the largest democracy commissions inthe region.

Although the political climate can be grim and the winterslong and cold, Belarus and Minsk surprise visitors with theirbeauty, cleanliness, cultural riches and friendly people. In thespring, wildflowers bloom in abundance along backcountryroads. Forests of white birch trees provide a backdrop forcampers and fishing enthusiasts at Belarus’ thousands ofpristine lakes and rivers. Minsk offers world-class, affordableopera, ballet, popular music and symphony concerts. Belarus’rich traditions in folk music and dance are celebrated at per-formances and festivals.

Although Belarus may not have prospered economically asmuch as its Baltic neighbors, and the Soviet accent remainsstrong, Minsk offers many European-style amenities. Thanksto improving conditions, it is becoming a post for youngfamilies.

Minsk and Belarus, like the American mission, are youngand growing. Although the challenges of representing theUnited States are great, so are the rewards. The embassy issupporting democratic development. And Belarus offers

countless small treasures to those willing to find them—whether speaking to students about America or persuadingone of Europe’s last indigenous bison to pose for a picture. ■

Located in a quiet section of the city, Embassy Minsk has entranceson Starovilenskaya and Kommunistichnaya streets. The chancery is astately house that was once the home of the Red Army commander ofthe Belarusian military district. It is situated between the Russianembassy and the future home of the German ambassador. During thepast few years, thanks to the hard work of the general services section,the grounds have been transformed from a utilitarian compound intoa garden spot, replete with immaculate lawns, flowerbeds and path-ways leading from the chancery to the annex behind it.

The consular section on the north end of the compound is underrenovation. Expected to be finished in the spring of 2005, it will pro-vide a comfortable and pleasant environment for consular section staffto serve the growing number of Belarusian visa applicants.

During the renovation, workers unearthed an old water pump. Castin 1874, the pump was one of only ten produced by a well-knownMinsk manufacturer. Historians who came to the construction area tosee it showed Ambassador Krol a microcosm of the city’s historythrough the layers of soil exposed during construction. There are lev-els of earth charred from fires and street cobblestones that date backcenturies. The embassy is planning to donate the pump to city histori-ans for restoration and display.

As globalization continues to erode any remaining barriersbetween domestic and foreign policy, the Department’s workoverseas is ever more relevant to government officials at thestate and local level. But where does a mayor in Minnesota gofor information to create a new sister city partnership with acommunity in Iraq? Or who should a lieutenant governorfrom the Midwest contact to arrange a meeting with the U.S.ambassador during his trade mission to Japan? And what ifMaryland Gov. Robert Ehrlich wants to help a Baltimore-area entrepreneur complete a multimillion-dollar sale ofequipment to an Egyptian businessman whose visa applica-tion is delayed?

As the Department’s primarypoint of contact for 55 state andterritorial governors, 7,000 statelegislators, about 1,100 metroarea mayors and officials frommore than 37,000 units of localgovernment, the Office ofIntergovernmental Affairs han-dles these and similar inquiriesdaily. A part of the Bureau ofPublic Affairs since 1988, theoffice educates state and localofficials about how U.S. foreignpolicy benefits their con-stituents. The office also coordi-nates with these officials onissues such as trade and eco-nomic development, U.S. bor-ders with Canada and Mexico,exchange programs and com-munity-based internationalpartnerships.

Although the U.S. Constitution assigns to the President thepower to conduct foreign policy, increasing globalization andeconomic interdependence have fostered international coop-eration at all levels of government. As a result, state, territo-rial and local governments have a vested interest in U.S. for-eign policy. Whether it is an international trade agreementwith local implications, an effort to lure foreign investmentand tourists or the possibility of establishing a new sister citypartnership, governors, mayors and state legislators havetheir own perspectives on international issues and want toinfluence the foreign policy process to the benefit of theirconstituents.

Trade policy is a particular concern. State and local offi-cials want exporters in their jurisdictions to have free and fairaccess to markets overseas. They also want to preserve theirauthority over local issues that international trade agree-ments may preempt. The IGA team works closely with inter-national trade policy experts who serve governors and largeurban jurisdictions as well as the Department’s experts in therelevant regional or functional bureau.

Communities that border Canada and Mexico have specialconcerns. While state and local governments supportenhanced security measures, officials are acutely aware ofconstituent complaints about traffic delays and the resultingeconomic impact at busy border crossings. In such cases, theIGA staff serves as the Department’s main interlocutor withthe state governments and ensures that their views are incor-porated into the policy formulation process.

For instance, IGA has been involved with U.S. federal andstate proposals to build an outlet to relieve flooding at NorthDakota’s Devils Lake that have raised environmental con-

cerns in Canada. Sam Witten, the Department’s deputy legaladviser, praised the office’s “timely and accurate communica-tions with multiple state authorities in connection withsometimes contentious construction proposals at DevilsLake.”

The Department stays informed about the broad range ofinternational activities going on at the subnational level.State legislatures and city councils pass hundreds of resolu-tions and other legislation with an international focus eachyear. In 2002, the states maintained 240 overseas trade offices.Some, like California, have even created standing committeesto deal with international trade.

Such international activities have prompted debates overfederalism and foreign affairs. For example, in 2000 the U.S.Supreme Court struck down a Massachusetts law that wouldhave denied state contracts to companies doing business inBurma. In 2003, the Court ruled that California’s statuterequiring insurance companies to disclose Holocaust-erabusiness interfered with the federal government’s controlover foreign policy.

While most state and local bills and resolutions avoid con-stitutional concerns, the office monitors this legislationbecause it often attracts the attention of foreign govern-ments. For instance, the Vietnamese government in Hanoihas expressed its dismay over resolutions passed in Colorado,Louisiana, Virginia and several dozen city and county coun-cils in areas with large Vietnamese-American communities.These measures have proclaimed the former flag of theRepublic of Vietnam as the “heritage flag” of the Vietnamese-American community. Working with the Vietnam desk andthe legal adviser’s office, the IGA staff informs state and local

officials about U.S. relations with the current SocialistRepublic of Vietnam.

One of the office’s core services is to assist governors, may-ors and state legislators with overseas travel by coordinatingwith embassies and consulates. For instance, in August 2003the staff worked with posts in South Africa, Namibia,Swaziland and Uganda to assist the U.S. Conference ofMayors with a study mission focused on HIV/AIDS in thosecountries. Following his recent trade mission to Singapore,Maryland Governor Robert Ehrlich said IGA “is a key part-ner in Maryland’s outreach to the international community.

We rely on their expertise as we expand our economic andcultural ties globally.”

The office provides one-stop shopping for state and localofficials seeking to cut through the bureaucratic red tape thatcan complicate requests involving multiple offices andbureaus. It handles inquiries from state and local officials andprovides information about sister city relationships, grantcompetitions and protocol issues related to receiving foreigndelegations. Chicago Mayor Richard M. Daley recentlythanked the office for its support of Chicago’s sister city rela-tionships.

State and local leaders are important to U.S. foreign policyfor a number of reasons. Given the leadership role they playat home, they shape the foreign policy views of their con-stituents and their elected officials in Congress. In addition,today’s mayors and governors may become tomorrow’schairman of the Senate Foreign Relations Committee orpresident of the United States. Or they may join theDepartment. Newly appointed U.S. Ambassador to PolandVictor Ashe is the former mayor of Knoxville, Tenn., andAssistant Secretary for Oceans and InternationalEnvironmental and Scientific Affairs John Turner is a 19-yearveteran of the Wyoming state legislature.

The office’s close cooperation with the major national

associations of state and local elected officials, such as theNational Governors Association and the U.S. Conference ofMayors, is a force multiplier in its effort to improve domesticunderstanding of foreign affairs. The office reaches morethan 50,000 officials each year by participating in about 30conferences run by these organizations. Recently, U.S. GlobalAIDS Coordinator Randall Tobias delivered remarks aboutHIV/AIDS before the Conference of Mayors.

Intergovernmental Affairs works closely with other officesof the Public Affairs bureau on outreach efforts such asroundtable discussions, presentations before city councilhearings and media opportunities. Much of this activity ischronicled in the office’s quarterly newsletter, which is post-ed on the Department web site and distributed to state andlocal leaders.

Increasing interdependence and globalization suggest thatthe role of state and local governments in internationalaffairs will continue to grow. An AfghanRefugee’sJourney toDiplomacy

Our drive from Kabul to Herat in 1976 was longand arduous. I recall being cuddled by mymother as we waited for the border police to

return our papers. Documents affixed with an exit stampproved we weren’t in trouble and could continue our journeyinto Iran.

Now with our stamped passports, my mother knew that wewere free from my country of birth and moving on to a bet-ter life. That moment is a fragment of a journey permanent-ly etched into my four-year-old memory as my family des-perately sought a place to live in peace. For me it’s a journeythat became an ongoing adventure.

I was born in 1972 in Kabul, Afghanistan. My father was acivil engineer who passed away when I was only a year old.

Alone and widowed in her mid-twenties, my mother caredfor me, my brother Hasseb and sister Hasseba. Driven fromAfghanistan by political and economic changes, she decidedthat she wanted to raise her children in a different place, aplace like America.

We endured the turbulent times in Tehran, escaping toGermany before the fall of the shah. In December 1979, I sawthe Soviet invasion of my country on television, and with itthe chaos that displaced millions of Afghans. My family offi-cially became refugees and our immigrant visa applicationsto the United States were approved.

In 1981 we arrived in New York. I was eight and beginningto wonder how long our constant uprooting and resettlingwould continue. I remember asking my mother if wewould have to move again. “We are now home,” she saidcomfortably.

My mother and brother worked diligently, saving barelyenough to fulfill our initial American dream: the purchase ofour first home in 1988. That year offered another great mile-stone—my mother and I became U.S. citizens. In 1990, now17, I entered St. John’s University in Jamaica, New York. But Ipostponed my studies and enlisted in the Navy, deciding itwas time for me to give back to the great country that hadgiven us so much. The Navy allowed me to see many won-derful and exotic places in the Pacific and Asia, providing aneducation not found in a classroom.

Discharged in 1994, I returned to New York and soon aftermy brother passed away. After this difficult time, I decided topursue the Navy commission offered to me several years ear-lier. I enrolled at Savannah State University in Georgia, and in

1999 received my degree in political science and a commis-sion as a United States naval officer. My mother was veryproud because her father, a tribal adviser to King Zahir Shahof Afghanistan, had beeb an army officer. I was continuingthe family tradition, in a country that treated its citizens withhonor and dignity.

My first assignment was aboard the cruiser USS Thomas S.Gates, where I traveled to ports in the Caribbean and Europe.My second tour was in Bahrain, where I learned about lifeand culture in the Arabian Gulf and most of the Middle East.

In March I joined the Foreign Service, commencing anoth-er step in my journey from Afghan immigrant to Americandiplomat. ■

Nearly 600 companies, small-business owners, vendorsand contractors vied for State Department work at theOverseas Buildings Operations third annual Industry Day,Oct. 13, at the Ronald Reagan Building and InternationalTrade Center. Participants listened to presentations on every-thing from security clearances to contracting and then metwith representatives of the bureau’s five offices.

By creating a spirited networking environment, potentialcontractors not only compete for Department business, butcompete among themselves, driving bids down, according tospokeswoman Gina Pinzino.

“This creates more competition,” she said. “We get the bestcontractors to do our overseas construction. We get morebang for the taxpayer’s buck.”

For newcomers, the event offers a solid introduction todoing business with the Department. They learn what type ofwork is available, how to qualify and how to properly submita proposal. For established contractors, it puts them in touchwith potential subcontractors, said Ms. Pinzino.

The bureau works mainly with a pool of about 12 contrac-tors for embassy construction projects, according to WilliamPrior who directs the office’s construction and commission-ing division, where qualifying new contractors for 2005assignments is now under way. “It’s a niche market,” he said.

Just locating and managing sites keeps an entire officebusy. About 80 embassies are targeted for replacement, saidPierre Welch, a real estate and property management adviser.The office requires “people who can do site searches” and dealwith sometimes archaic foreign real estate and buildingrequirements. “Every country is different,” he said.

Not all business is big. The facilities management division,for instance, seeks companies to perform minor repairs and

maintenance or specialists skilled in roof and elevator main-tenance. It also establishes repair priorities, responds to envi-ronmental emergencies and ensures that staff, equipmentand materials are efficiently used, said engineer WillieRhodes. “The hardest thing is finding someone with a securi-ty clearance.”

Steven Kenah represented Joseph R. Loring & Associates, amechanical and electrical engineering firm of about 125employees with locations in Washington, D.C., New York andPrinceton, N.J. Although he said the company is alreadydoing subcontracting work in Tajikistan, Mr. Kenah used theevent to network for other subcontractors, particularly archi-tects. “I get to meet extra clients here.”

Then there’s Shelly McMahan. She founded Smart Designfour years ago in Woodbridge, Va., a company specializing ininteriors, exhibits and three-dimensional logos. While shehas designed some interiors at the Pentagon, this is her firstexperience prospecting for Department business. Ms.McMahan, who now employs three others, said she’s “seek-ing anything.” ■

Employees who have lived through civil disor-der, bombings, evacuations and similar events mayhave wondered if they’re the exception or the rule.Was it bad luck or does it come with the career?Well, now it’s official: It comes with the career.

In fact, 87 percent of Foreign Service generalistswith more than 15 years’ experience have experi-enced a crisis.

While there was plenty of anecdotal evidencethat crises in the line of duty were common, noformal data existed until this spring, when theForeign Service Institute’s Leadership andManagement School conducted an online surveyof American and locally employed staff. A ran-domly selected group of 3,286 people received thesurvey and 1,421 responded—a statistically validsample.

Conducted by the school’s Crisis ManagementTraining Division, the survey provides a frame-work for training employees to cope with dangerand stress nearly unknown to earlier generationsof the Foreign Service.

The results show that a Foreign Service careerwill usually involve moments of physical dangerand psychological stress. In fact, the surveyshowed that the number of Foreign Service crisesin the last three years has been noticeably higher.There’s no reason to think the trend will reverse inthe near future.

Ambassador Prudence Bushnell, dean of FSI’sLeadership and Management School, had thisreaction to the survey: “We need to face the facts,be prepared for the facts and celebrate just howwell we do,” noting the frontline role of the

Foreign Service in supporting U.S. national security. “Weneed the respect, recognition and resources that go alongwith that.”

Washington bureaus and posts overseas, said Ms.Bushnell, “can begin to take advantage of the fact that manyof their colleagues have experienced a crisis, have learned alot and have a lot to give.” On the other hand, she said, a cri-sis “leaves lingering and sometimes negative effects.”

Other key survey findings:• The five types of crises most commonly experienced by

Foreign Service personnel were civil disorder (31.7 per-cent), draw down (20 percent), evacuation (15.1 percent),bomb (13.8 percent) and disaster (11.8 percent).

• Nearly two-thirds of Foreign Service generalists experi-enced a crisis.

• Nearly half of all respondents experienced a crisis.• Chemical-biological incidents have become much more

common since 2001.• The Africa Bureau reported the most incidents, but no

regional bureau was immune.One of the survey’s principal conclusions is that training

matters. “We need to be sure that we are training to all kinds

of crises and providing the right kinds of skills,” Ms. Bushnellsaid.“For people who are attending the training, it means youmust show up, you must pay attention and you must put itinto use when it matters most.” About 550 crisis managementexercises have been conducted at U.S. Embassies and con-sulates since the embassy bombing in East Africa five yearsago.

Both new and seasoned Foreign Service officers are nowreceiving crisis management training. The instruction focus-es on communications during a crisis. Mid-level managers,especially those destined for African posts, receive instructionon using the emergency planning handbook and workingwith crisis committees. These managers often take on moreresponsibility because of senior-level shortages, saidDanaDee Carragher, deputy director of crisis managementtraining at FSI. “We’ve never done this before,” she said. “It’sall about taking care of your people.”

The Department has a great record handling crisis logisticsbut needs to pay more attention to the psychological andfamily needs of its employees, she added.

The Office of Casualty Assistance was opened after the1998 East Africa bombings to assist victims of terrorist andother incidents. As news of the office’s existence spread,employees and family members who were injured, are termi-nally ill or have lost a loved one increasingly turn to us forhelp, as well as colleagues who have experienced a kidnap-ping, carjacking or other traumatic incident.

Casualty Assistance works with offices throughout theDepartment and has developed procedures that simplify andease the delivery of support from both government and com-munity sources to needy individuals. The office web siteprovides information on benefits and compensation for fed-eral employees and gives guidance on dealing with grievingcolleagues.

The office also develops new programs such, as an e-maildiscussion group for widows and widowers in the foreign

affairs community. But, most important, it ensures that thereis a cadre of people—crisis support teams—trained to offersupport to those who have experienced a critical incident.

Each year, the office calls for volunteers from the Bureau ofHuman Resources to serve on these teams, and the responsefrom caring individuals has been impressive. There are now73 active volunteers trained to deal with grieving people, thefederal benefits programs and more. The office is also reach-ing out to post management officers and counterparts inother agencies who assist employees.

When a crisis occurs, there’s no time to hesitate. If injuredemployees or grieving family members feel they were not wellcared for in the first few days, that becomes a lasting memo-ry. Through planning and training, this office works towardtimely, effective and compassionate support that leaves mem-ories worth remembering.

It started like any other day—we woke up and turnedon the news. When I heard the newsman say BarbaraGreen and her stepdaughter Kristen had been killed in aterrorist attack in Islamabad, Pakistan, I froze. TheGreens were friends. Milton, an administrator at theembassy, worked with me in Bonn. The family wasattending a Sunday church service in the diplomaticquarter of the capital when terrorists tossed grenadesinto the building. My wife Diana and I wanted to help insome way.

I was a member of an OCA crisis support team thatwas on duty that week. We sprang into action. The nextfew days were long and difficult as we answered phonesand met Barbara’s and Milton’s relatives at area airports.

Diana and I accompanied the family to Andrews AirForce base to meet Milton and son Zachary who wereboth injured in the blast. One of the saddest moments ofmy life was seeing Milt and Zach come out of the C-141in wheelchairs followed by two coffins.

Diana and I visited them at Walter Reed Army MedicalCenter and were pleased to find them in high spirits. Westill had the funeral to deal with but Milt’s relatives,friends and colleagues were there to help. This was one ofthe most difficult weeks I have had but I felt fortunatethat we were able to serve a colleague and friend in need.I was also gratified by the support the family receivedfrom Secretary Powell, Deputy Secretary Armitage andUnder Secretary Green.

But “civil disorder” and “evacuation” conveylittle of the chaos and terror that employees often live through.To bring those words to vivid life, we offer this abbreviatedchronology of the 1997 Sierra Leone military coup and evacua-tion written by Regional Security Officer Jeff Breed.

SUNDAY, MAY 25At 3 a.m., officers of the Sierra Leone military staged a

coup in Freetown…Numbering about 500, they released mil-itary officers being held on sedition charges at a prison…At

MONDAY, MAY 26In the early morning, a

spokesman for the newly formedArmed Forces Ruling Council wenton the radio to ask for calm and areturn to normalcy…The majorityof the population opted to remain athome…The coup leaders asked allexpatriates to remain in Freetownand said the security situation wasnow under control…The diplomat-ic corps stressed that nothing wasunder control and many who want-ed to leave had nothing left—theirhomes, businesses and vehicles hadall been destroyed or stolen…In theafternoon, I went to military head-quarters to discuss evacuationoptions…The headquarters was a

sea of stolen vehicles and hundreds of intoxicated soldiersroamed the grounds, slept or sat in groups counting piles ofmoney…I met with a Major King who said aircraft would beallowed to land…Embassy apartment compounds began toreceive U.S. citizens and other expatriates seeking refuge fromthe chaos…A U.S. Special Forces detachment was orderedinto the city and took up defensive positions on the roofs ofthe embassy apartment buildings…That night sporadicshooting was reported around the city.

TUESDAY, MAY 27At 9 a.m. I drove to the chancery with fresh Marines to

relieve the two who had been on duty since the coupbegan…Most of the offices were littered with glass and otherdebris…A cooling system on the roof and the offices of theAmbassador and DCM had been hit with rocket-propelledgrenades…Nearly all the businesses in the area had theirfront doors broken open and windows smashed…TheCentral Bank and Ministry of Finance buildings were stillsmoldering from fires…Bloodstains on the streets markedareas where bodies had lain before being removed to the

morgue…Embassy staff continued to be confined to thehousing compounds.

WEDNESDAY, MAY 28In late afternoon, I went to defense headquarters to discuss

the landing of U.S. military helicopters at the Mammy YokoHotel the next day in preparation for the evacuation…The Special Forces remained on the roofs of the apartmentbuildings.

THURSDAY, MAY 29The USS Kearsarge arrived off Freetown. The hotel ball-

room was selected as a processing point and the hotel’s heli-copter pad was selected as the landing zone…The evacuationwas scheduled to begin at 6:30 a.m. the next morning…Inlate afternoon, I went again to defense headquarters, wherethe mood was serious and hostile and we were not allowedaccess to our usual contacts…At 9 p.m. we were informed bythe Department that because of the worsening security situ-ation all remaining embassy staff (some had left already on aBritish charter aircraft) would be departing on the Kearsarge.Remaining American citizens were offered the same optionsas U.S. embassy staff.

FRIDAY, MAY 30Throughout the night embassy staff prepared for the

departure…I ordered the Marines to destroy communica-tions equipment…At 6:15 a.m., two convoys under SpecialForces and Marine escort left the residential compounds forthe hotel four miles away…Helicopters and troops from theKearsarge began to arrive at the hotel…Over the next severalhours, helicopters lifted 900 U.S. citizens, U.N. staff and otherforeigners to the Kearsarge.

SATURDAY, MAY 31Overnight, the Kearsarge sailed north to Conakry,

Guinea…In the early morning, the evacuees were airliftedfrom the ship to Conakry…In the early evening, theKearsarge was ordered to return to Freetown for a secondextraction and 350 more evacuees were lifted to the ship anddeparted for Conakry.

SUNDAY, JUNE 1In mid-afternoon, the Sierra Leone military attacked the

Mammy Yoko Hotel…A wing was set on fire and Britishcivilians and soldiers were reported injured…The Kearsargereceived orders to return to Freetown again.

MONDAY, JUNE 2At dawn, Marines from the Kearsarge landed on the beach

just south of the hotel and deployed helicopters and hover-craft to move about 1,000 British and other third-countrynationals. With the exception of a handful of Lebanese busi-nessmen, all foreigners had now departed the country.

How many times have we heard people say that life over-seas is quite different than is used to be?

That’s not so hard to understand. Overseas employees andtheir families face bomb threats, crowds chanting anti-American slogans, threatening letters that sometimes containsuspicious powder and post evacuations. And there are fam-ily concerns: Up to 15 percent of our medical assignments areunaccompanied or in war zones. Just deciding if it’s safe tosend your child to school can be difficult at times.

It’s no wonder the most dramatic change in Foreign Servicelife during the past decade is the increase in crisis situations.Our medical staff experiences these events in two ways.

Like other employees, the increasingly hostile atmosphereat our embassies affects us as well. At the same time, we mustdeliver emergency medical care in both individual and masscasualty situations.

For us, a mass casualty is treating one more person thanour existing health unit can handle. Often we do our plan-ning in countries that lack a functioning ambulance system.Health units are small—perhaps one State Department med-ical professional, a contract nurse and a laboratory techni-cian. There are no shock-trauma surgeons.

Much of what we do involves planning for events we hopewill never happen. Where we once focused on childhood earinfections and managing elevated cholesterol levels, we nowtrain for acute trauma care, emergency triage and treatingcasualties from chemical and biological weapons. We alsoposition additional medical supplies at high-threat and iso-lated posts and establish programs to rapidly deliver antibi-otics and immunizations for deadly diseases such as anthraxand smallpox. Medical works with the Bureau of DiplomaticSecurity to provide escape masks, antidote injectors andtraining to survive a chemical weapon attack against a U.S.mission. PH

Medical hasn’t managed an actual mass casualty since thebombings in Nairobi and Dar es Salaam, but our staff has awell-prepared emergency plan with access to whatever’sneeded, including military medical evacuation aircraft andcivilian mobile trauma hospitals. We also deal with basictrauma and first aid experts from the local community whocan fill the gap until relief arrives.

The American communities at the embassies in Baghdadand Kabul rate special attention. Potential attacks, longhours, limited opportunities for recreation and isolationfrom friends and family create high stress.

Unlike other Foreign Service assignments, this situationjustifies a full-time physician specializing in disaster and cri-sis psychiatry. Before departure, employees going to Baghdadand Kabul are briefed on the conditions they’ll face and thebest way to cope with these challenges. They receive a special

out-briefing designed to smooth their adjustment back to anormal American lifestyle upon returning. Guidance onresuming relationships with their spouses, family and friendsis also included.

Despite considerable obstacles the medical program func-tions surprisingly well. Adults have heart attacks, children fallfrom swings and there are automobile accidents. The mostserious problems seem to occur at night or on holiday week-ends. Still, most patients get excellent local emergency careand, if needed, are transported by commercial aircraft or anair ambulance to a modern medical facility in a developedcountry.

Our medical officers manage most of these emergencies.Recently, one of our regional psychiatrists flew to Tashkentafter a suicide bomber blew himself apart outside theembassy front gate.

From scratches to body parts—none of this occurs withoutsome anxiety for both patient and health provider. Generally,there’s a happy ending. Besides, Foreign Service families aremade of sturdy stuff.

Life in the Foreign Service indeed has changed. We all haveconcerns about the long-term impact of placing our staff inwar zones such as Baghdad, Kabul and, to a lesser extent,posts such as Monrovia and Karachi. Despite that, theForeign Service will still attract people who want to servetheir country through an exciting and rewarding career.

Being posted in a foreign country can be difficult and chal-lenging but never more so than when you’re ordered to evac-uate. It’s certainly not a vacation or a free trip back to theUnited States to see family and go shopping. Any evacuation,especially a long one, tests a family’s ability to endure separa-tion from loved ones back at post. It’s an emotional rollercoaster with lots of ups and downs.

I was the community liaison office coordinator for the U.S.Embassy in Jakarta in October 2002 when, after the Bali

bombing, 350 American employees and families wereordered to leave and didn’t return until the following April.We had no idea we’d be separated from our families and jobsfor more than six months.

The evacuation took an enormous emotional toll. Wespent the holiday season away from our loved ones, thenwrote off Valentine’s Day and Easter. By months five and six,the separation was getting more and more frustrating. Postmanagement did an outstanding job communicating witheveryone and providing support, including special time offand danger pay. But it was still difficult.

The biggest challenges were the uncertainty and lack ofcontrol over our lives. Imagine living in a hotel room for 198days with children and dealing with their problems adjustingto new schools. It was a challenge being separated fromspouses and, when reunited, feeling like strangers. It was achallenge floating around the Department feeling discon-nected, not knowing when we would return to our jobs andwondering how the evacuation might hurt our careers.

Crisis often brings out the best in people and we were for-tunate that those who coped well immersed themselves in

what they did best and volunteered to help others who werenot doing as well. They realized there wasn’t much they coulddo about the evacuation, so they focused on travel, family,hobbies and other interests.

At 180 days, the post was declared unaccompanied, mean-ing families couldn’t return. That move caused some to buyhouses and cars or accept job offers. Some employees wantedto curtail their assignments. As allowances were cut we could-n’t afford our temporary residences. Morale hit bottom.

Then, two weeks later, we got word to return to post. Therewasn’t any sense of elation, just genuine relief that all thewaiting was over.

But not quite yet.Our regional medical officer said there would be a difficult

readjustment after returning to post. He was right. Unitingfamilies and community was much more difficult than antic-ipated. Some faced marital issues. Those who remained atpost and those who were evacuated had their own uniquestresses and it was challenging to understand the other’s per-spective and expectations.

From the experience, I offer the following tips on copingwith an evacuation:

• Keep in touch with your community or family liaisonoffices. They’re vital resources for dealing with the issuesyou’ll face.

• Accept uncertainty as an absolute certainty duringevacuations.

• Control what you can and let go of what’s beyond yourcontrol.

• Focus on the good things in life, keep things in perspec-tive and stay busy.

• Plan for the long haul, yet live day to day. It’s a tough bal-ancing act.

• Address marital stress. Talk to your spouse and get pro-fessional help if necessary. Take time to communicate anduse your time off to see each other.

• Turn to sources of strength, faith and hope—God, familyand friends. ■

Annis Sandvos showed signs of being an excellent diplo-mat early in her career.

As a professor at Columbia University from 1946 to 1951,she taught English to a lot of foreign students visiting herefor the first time.

“I was so aghast at the ideas they had about the UnitedStates, its policies and what it had done,” recalled the 89-year-old Chevy Chase resident. “I felt they were so wrongon so many things and so critical, that I knew I had to helpthem understand things better.”

Ms. Sandvos not only taught her students English, sheencouraged them to use their new linguistic skills to expresstheir opinions. The dis-cussions enabled herstudents to apply theirlessons while giving thislifelong public servantan avenue to promoteAmerican values andunderstanding. Thosedialogues forged friend-ships she treasures tothis day.

She made the logicalprogression to theUnited States Infor-mation Agency becausethe idea of going abroadand working with peo-ple excited her.

When she was aboutto embark on her firstassignment to Athens,Greece, Ms. Sandvosasked her briefers inWashington what theyexpected of their cultur-al affairs officers. “Theysaid, ‘We don’t know.You go find out what itis’. ”

So she went to Athens in 1951 as one of the first culturalattachés and one of the few women Foreign Service officers.She and a few colleagues intrepidly devised and shaped thenew cultural affairs position at the embassy.

Ms. Sandvos also taught American literature and Englishat the University of Athens. In fact, she was the first profes-sor there to teach English.

Just as she did at Columbia, Ms. Sandvos engaged the stu-dents with such a dynamic classroom style that somebecame lasting friends.

“You don’t anticipate that in the courses that you’re

teaching that you’ll somehow or other acquire real solidfriends,” she said.

As a cultural officer, she put her doctorate in dramaticarts to good use, working with artists, writers, musiciansand actors. “I had lots of contact with the cultural elite inAthens,” she said. “I was interested in theater, and to havethese actors coming to my office to work things out waswonderful.” Dorothy Gish and John Steinbeck were amongher associates.

Ms. Sandvos remained in Athens for five years. Herdeparture was postponed because the agency couldn’t findanyone to replace her. She was assigned to Germany, but

those plans changed because she was need-ed in Washington as the chief of Englishteaching.

In addition to working in Greece and theUnited States, Ms. Sandvos was

sent on specialprojects to Egypt,Turkey, Yugoslaviaand the UnitedN a t i o n sE d u c a t i o n a l ,Scientific andC u l t u r a lOrganization.

She considers herrole in helping tobring the Temple ofDendur, a Romanstructure built in thefirst century, to theM e t r o p o l i t a nMuseum of Art inNew York as her great-est accomplishmentbefore retiring in 1971.The building was a giftfrom Egypt to the citi-zens of the UnitedStates for their contri-

bution in saving many ancient temples and structures frombeing flooded by the Nile’s Aswan dam.

Ms. Sandvos’ interests include keeping in touch withfriends and getting outdoors whenever possible. “I do a ter-rific amount of walking down Wisconsin Avenue.”

Her advice to people joining the Foreign Service today:“You surely have to enjoy people and not be timid andshy.” ■

the Foreign Service: the Washington Park residential compound inRangoon. The historic homes, the sense of neighborhood and the park-likecompound—trees, flowers, birds, lawns and lake—make life pleasant here.

However, the U.S. government-owned compound was chosen as the bestavailable site on which to build a new, secure embassy, given the constraintsimposed by local law and our bilateral relationship.

Washington Park sits on 14 acres of land on a small penin-sula of Inya Lake. The buildings include eight two-storyhouses (including the Marine House), two one-story houses,the Marines’ “Hard Corps Cafe,” the health unit, the consularsection and the historic 19th-century Teak House, which maybe the first house built in the area.

The other houses were probably built between 1925 and1930 for Europeans by an Indian developer. Japanese officersare believed to have occupied them during World War II.After buying Washington Park in 1948, the embassy gradual-ly modernized it. The once-open main road is now gated.Screened porches were enclosed and air-conditioned.Outdoor passageways linking houses and kitchens wereincorporated into thehouses. Retainingwalls were built to ter-race the land and cre-ate access to the lake.The compound’s soletelephone at the guardpost gave way tophones in each home.Native teak is show-cased throughout thehouses in floors, stair-cases, doors and win-dow frames.

The lush vegeta-t i o n — f r a n g i p a n i ,flame trees, palms,banana trees, aca-cias—adds fragrance,color and grace to thecompound. While theflora are welcome,some of the fauna arenot. Burma has theworld’s highest rateper capita of death bysnakebite and thesereptiles are nostrangers to Washing-ton Park. The healthunit displays a long row of jars containing past trespassers asa reminder of the danger. Thankfully, the local guard force isexperienced in killing snakes. In 2003, a large python wasfound on the compound—presumably the descendant of apet released into the lake some time ago by a resident.

Washington Park is always alive. The songs of many birdspecies fill the air. Butterflies are abundant, adding color andmovement to the warm days. Breezes off the lake gently swaythe towering trees. The lawns glisten after the monsoon rains.When full moons rise over the compound, the evenings arepure magic.

The compound is on University Avenue Road, named forthe University of Rangoon, built in 1920 on either side of theroad. Today the university is quiet. Following disturbances in

1988, students were removed to new campuses created out-side the city. Many of the buildings are now abandoned andovergrown.

University Avenue Road is home to several famousBurmese, including world-renowned democracy advocateand Nobel Peace laureate Aung San Suu Kyi. “The Lady,” asshe is affectionately called, remains under house arrest not aquarter of a mile from Washington Park. The barricaded roadprevents foreigners from getting close, but embassy staff hon-ored her on her birthday on June 19 by releasing 59 balloonsthat floated over the lake and past her house.

With the demise of Washington Park, the mission is losinga special place where neighbors chat, kids ride bikes, dogs run

on the lawns, the Marines throw parties and budding tennispros get their start. Demolition of all the houses—except theTeak House, which will be used for social functions—willbegin before year’s end.

The occupants of the new embassy, scheduled for com-pletion in 2007, will have wonderful views over Inya Lake.Hopefully, some of the centuries-old trees will remain andthe cattle egrets will return to roost during mating season.Otherwise, the Teak House will stand proud as the onlyremaining link to the compound’s colorful and cherishedpast. ■

The Department has long known that the universal lan-guage of sports can be a great public diplomacy tool.

So it’s sending former Georgetown Hoyas basketball starsCourtland Freeman and Omari Faulkner around the worldfor eight months to run basketball clinics, visit schools andspeak with people aged 12 to 25 about sports, educationaland social issues.

They’re “basketball cultural envoys,” part of the Bureau ofEducational and Cultural Affairs’ CultureConnect program,in which dedicated Americans connect with youth aroundthe globe who have had little or no contact with Americans.

“The cultural envoy program draws on the energy, skillsand enthusiasm of talented Americans to illustrate positiveaspects of American culture, such as teamwork, free expres-sion and hard work,” said Patricia S. Harrison, assistant sec-retary of the bureau.

The Georgetown duo, who graduated in May, were bothscholar athletes and played four years of Division One NCAAbasketball. Courtland, of Myrtle Beach, S.C., was the firstplayer in Georgetown history to serve three seasons as bas-ketball co-captain. He was also an intern for DeputySecretary Richard Armitage in 2003. Omari, from Memphis,Tenn., has mentored young people as an academic adviserand coach at various basketball camps.

So far, the pair has traveled to Bosnia, Romania, Albania,Turkey, El Salvador, Mexico, Brazil, Malaysia, Bangladesh, SriLanka and India. The program is focused on smaller townsand cities that have had less contact with Americans.

Each program has attracted more than three times as manyyouth as expected. In Gazientep, a small Turkish city on theSyrian border, more than 500 young people showed up just towatch Courtland and Omari work with 100 participants ondribble, dunk and pass drills.

Because they’re also young, Courtland and Omari are ableto relate as peers to many of the students they meet. “It’s notjust about basketball,” Courtland said. “We talk about music,about what college is like. We tell them to feel free to ask usquestions about anything they want. They’re dealing with alot of the same issues we deal with: peer pressure and drugsand [the appeal of] criminal lifestyles. So we share our lifeexperiences with them and tell them to listen to their parentsand teachers and coaches and stay away from that route.”

The most inspiring part of the program, they find, isengaging young people about their perceptions of the UnitedStates. They continually stress that America is a diverse coun-try, but despite our different races, religions and ethnicitieswe still work together.

“Many of them have the view that the U.S. is perfect andeverything here is the best—the best basketball facilities, thebest equipment,” Omari said. “So we let them know that inAmerica we have our problems with discrimination and thatthere are kids in Memphis who play basketball on dirt courts

and kids in California who have to use a crate instead of abasketball hoop.” Courtland added: “We help them realize

that Americans don’t have everything handed to them. Youhave to pay your dues, work hard, study hard, do the right

thing in order to succeed, and that holds true nomatter what country you’re in.”

Jamari Salleh, cultural affairs officer at the U.S.Embassy in Kuala Lumpur, who coordinated theMalaysian tour for the envoys, said, “Courtlandand Omari are opening doors for us with thefuture generations of Malaysia. This programneeds to be continued if we are going to reap itslong-term impact.” Added Assistant SecretaryHarrison: “We are reaching out beyond elites tothe successor generation.”

The jet-lagged envoys aren’t done yet. By nextMarch, Courtland and Omari will have circledthe globe and conducted clinics in more than 30countries. ■

It wasn’t until officials in Bombay threw her in jail in 1948that Texas-born Una Chapman Dowd met the young viceconsul who went beyond the call of duty to help her.

Concerned for their safety, the cruise ship’s captain hadrefused to give any passengers their travel documents to goashore. The strong-willed heiress disembarked anyway toexplore Bombay and quickly found herself behind bars. Hersole advocate and source of counsel was the Foreign Serviceofficer who promptly responded to her plight. He broughther books, sandwiches and a bottle of wine and arranged aflight for her to rejoin the ship.

Little did he know that his sincere act of kindness wouldlater be generously rewarded.

Although his identity is unknown, the woman fromCorpus Christi never forgot what he had done for her. Mrs.Cox had a soft spot for Foreign Service personnel who dothings most people never hear about. It came as no surprisewhen she announced that she would leave farmland and oiland gas rights from her share of the Chapman Ranch, valuedthen at $5 million, in a trust to benefit the Foreign Service. In1980, she chartered the first nonprofit foundation to pro-mote the effectiveness and professionalism of the ForeignService.

A year before she died in August 1982, Mrs. Cox beganfunding the Cox Sabbatical Leave Fellowship. The oldest ofthe foundation’s grants, the fellowship sponsors mid-levelofficers with demonstrated potential on one-year sabbaticalsto reconnect with American society, recharge their batteries

and renew their commitment to the service. Applicants sub-mit proposals and are chosen through a competitive process.

One of 49 chosen to date is Mark Bezner, a 2002 to 2003sabbatical fellow who had spent 15 years abroad. He exploredthe United States on the historic routes that built America.The trips, along with a long and eclectic set of readings, deep-ened his appreciation of the history, geography, culture andecology of America and gave his Japan-born spouse a betterunderstanding of her adopted country.“I would estimate thatthe sabbatical has allowed me to attain the equivalent of amaster’s degree in American studies,” Bezner said.

Another benefit of the sabbatical is that recipients recruitfor the Foreign Service and promote public awareness of ournation’s diplomacy. With plans for spending the next yearworking on a series of Habitat for Humanity projects aroundthe U.S., LynnDonovan looks for-ward to talkingwith people whomight otherwiseunderstand littleabout the relevanceof the ForeignService to theirlives. “As an organi-zation with a verynarrow constituentbase, the more whounderstand whywe’re out there andwhat we do, thebetter,” she said.

The foundation’ssecond oldest ini-tiative, establishedin 1983, is theAspen Institute’sExecutive Seminar,renamed the AlfredAtherton Jr. Exe-cutive FellowshipProgram at AspenInstitute in honor of the former director general of theForeign Service and Cox Foundation executive director. Eachyear, the foundation sends two senior Foreign Service officersand their spouses to this seminar, which challenges partici-pants to engage in a philosophical and historical dialoguewith counterparts from the private and public sectors. “Theseminar helped build bridges of understanding between gov-ernment and the private sector,” said Assistant Secretary forAdministration Bill Eaton, who attended this year.

Each year the foundation co-funds with the Departmentthe annual awards for excellence in foreign language instruc-tion. This year, the foundation provided $40,000 in travelcosts, research and book support for an anticipated book onthe Foreign Service in an age of terrorism by Nicholas Kralevof the Washington Times. Most recently, the foundation

approved a proposal by the Bureau of Administration tospend up to $30,000 to send mid-level management officerson short details to learn best practices at top private sectorfirms, municipalities and other organizations.

Past projects have included funding the 1991 documen-tary “Profiles in Diplomacy: The U.S. Foreign Service,”which aired on many public television stations; the 1999report “Equipped for the Future: Managing U.S. ForeignAffairs in the 21st Century” and the initial design of the U.S.Diplomacy Center and Museum in the Harry S TrumanBuilding’s George C. Marshall wing.

Mrs. Cox designated her friend and attorney, HarvieBranscomb Jr., as foundation trustee, and he continues toserve as chairman of the board, implementing Mrs. Cox’sdream. All foundation projects and efforts—totaling more

than $5 million to date—are devoted to improving publicawareness and understanding of the Foreign Service, recruit-ing the best possible people into the service and enhancingprofessionalism.

“The Cox Foundation’s vision will be fulfilled if we cansuccessfully support the Department of State in ensuringthat our foreign affairs function is staffed, trained, organ-ized, cared for and funded so it’s highly professional andeffective in responding to and anticipating tomorrow’sexciting challenges,” Executive Director Clyde D. Taylorsaid. ■

Recent noontime concerts hosted by the Foreign AffairsRecreation Association and the State of the Arts CulturalSeries have included pianists, a cellist and an orchestra.

Ecuador native Washington Garcia, winner of theInternational Young Artist Competition, wowed the audi-ence with selections by Haydn, Chopin and Ginastera thatspanned the centuries from the 1730s to the 1980s. A gradu-ate of the Peabody Conservatory, he played with great sensi-tivity and aplomb.

Cellist Lukasz Szyrner played Johann Sebastian Bach’sUnaccompanied Cello Sonatas. He displayed passion, lyricismand soulfulness in this deeply satisfying performance. Hisbowing exhibited beautifully etched strokes and a bit ofromanticism, which seemed to work well, even for Bach.

The Washington Balalaika Society Orchestra had only fivemusicians but rendered an outstanding performancemarked by professionalism and great enthusiasm. Theirbeautiful costumes enhanced the music. They playedRussian, Ukrainian and Eastern European folk music withverve, poetry and humor. This was one of the highlights ofthe 2004 series.

Andrew Zatman, pianist and composer, offered a freshlook at some well-known songs from the rich heritage ofAmerican folk melodies. He took familiar tunes like OSusanna, Yankee Doodle, Red River Valley and Shenandoahand played them in a fresh and engaging style of his own. He

also played arrangements of well-known pop tunes by ColePorter and George Gershwin. ■

When they settled into their seats at the state play-off gamein November 1993, Samuel Washington, a project manager inthe technology office for the Bureaus of InternationalInformation Programs and Education and Cultural Affairs,and his wife Wanda, an acting director for blind rehabilita-tion service in the Department of Veterans Affairs, had noidea this high school football game would be a defining eventin both their lives.

On the opening kickoff, Sam’s stepson Dion Johnson, ajunior linebacker for Frederick Douglass High School inUpper Marlboro, Md., collided helmet-to-helmet with theball carrier and two players on his own team. With his feetfirmly planted, Dion’s neck absorbed the jarring force of thecollision, traumatizing his spinal cord and leaving the16-year-old a quadriplegic, paralyzed from the neck down.

A helicopter carried him to the Washington HospitalCenter and, three weeks later, a paralyzed but stabilized Dion

was transferred to the nearby National RehabilitationHospital for physical therapy and instruction on operatingequipment that would help him live a meaningful life.

While there, Dion met LaShonne Fraley, whose spinal cordhad been injured three years earlier by a random bullet firedin a drive-by shooting outside her Southeast Washington,D.C., home while she was sitting in her living room watchingtelevision. LaShonne was the perfect model for Dion, buoyinghis spirits and inspiring him to stretch himself to his physical,mental and emotional limits in his struggle to return to asnormal and productive a life as possible. Today, she remem-bers telling Dion, “The doctor doesn’t always have the last say.Your own body will tell you when you’re at your limit.”

With an unbelievably positive attitude and unwaveringdetermination, Dion made progress even the most optimisticobserver would have judged impossible. He graduated fromhigh school on time with the help of tutors and academicnote takers and won a scholarship to Bowie State University.A communications major, he served an internship at Chan-

nel 7 News and so impressed the station’s staff that theyoffered him a job as a freelance reporter after he graduated.Dion was most proud of interviews he conducted withsportscaster Howie Long and Big Daddy Wilkinson and astory he did on accessibility for the disabled, demonstratingthe challenges of navigating offices, streets and home in hisown power-chair. An independent and determined DionJohnson was proving he could overcome adversity.

He was so skilled as a speaker and writer that, when one ofhis favorite uncles died in the summer of 1999, Dion was thefamily’s natural choice to deliver the eulogy. On a blazinglyhot August day, without telling anyone where he was goingand without taking his cell phone, Dion drove in his power-chair to a secluded neighborhood park to prepare hisremarks in solitude. It was a fateful decision. Hours later,Dion was found dead from heat exposure and dehydration,his chair stuck in the sand. He had clearly tried his hardest todislodge the battery-operated chair, but it had only sunkdeeper in the sand.

Sam, Wanda, their family and friends were devastated. But,inspired by Dion’s own example and by the tremendous out-pouring of concern and support from Rich Daniel fromChannel 7; Richard Kell from Kell Communications; SteveBassett from Bassett Communications; Susan Deplachett,Dion’s former principal; the Washington Redskins; friends

and family, Sam and Wanda were determined to create afitting legacy for their brave son.

They established the Dion Johnson Foundation, Inc., tofund a patient education center at the NationalRehabilitation Hospital where patients with spinal injuriesand their families could learn more about their illnesses,search for treatments and network with other patients,researchers and therapists.

Sam and Wanda devoted themselves to raising fundsthrough golf and bowling tournaments. In 2002, the DionJohnson Patient Education Center opened its doors in thebasement of the NRH with nearly $200,000 worth of com-

puter and audiovisual equipment and a friendly LaShonneFraley guiding patients in its use. The foundation funds theDion Johnson Foundation Communication Center atFrederick Douglass High School and an annual $1,000 schol-arship in Dion’s name for two of the school’s graduates.

Sam Washington, who recently returned from six months’active duty in Operation Iraqi Freedom with the District ofColumbia Air National Guard, volunteers as FrederickDouglass’s junior varsity football coach. “If I can teach youngplayers how to prevent injuries like Dion’s from happening toothers,” he says, “I will consider myself successful.” He teach-es players not to lead with their heads when tackling, but to“put their number on the other player’s number” and avoidhelmet-to-helmet contact.

“The best measure of people’s lives is the legacy they leavebehind,” said James Rogers, NRH’s director of media rela-tions. “This center is Dion Johnson’s legacy of hope to thosewho suffer from ailments similar to his own. Sam and WandaWashington have moved beyond their loss and have dedicat-ed themselves to helping others. Their legacy is a great one.”

When we retired in 1997, my wife Sandy and Iwanted to stay reasonably close to Washington, D.C.Our grown children are nearby. We enjoy the cityand old friends in the area. At the same time, after 32years living abroad and in Northern Virginia, welonged to try life in small-town America. The answerfor us was Winchester, Va., a picturesque town of23,000 located at the head of the Shenandoah Valleyabout 75 miles west of Washington.

We love history and community involvement.Winchester’s early-18th-century origins, its role as atraining ground for the young George Washingtonand its bloody trial by fire during the Civil Warrekindled my undergraduate interest in Americanstudies. As for community, we found the city justlarge enough to support all sorts of cultural andsocial activity, but small enough to need new handsand new ideas.

Winchester is conservative, but its long traditionas a regional center and crossroads helps make it rel-atively open to newcomers. We’ve worked on down-town revitalization—Sandy helped start a downtownfarmers’ market and I organized a nonprofit filmsociety. We also became active in the Unitarian-Universalist church, the historical society and socialaction efforts such as the city’s Coalition for RacialUnity. Service on Winchester’s Board of Architec-tural Review makes me appreciate the delicatebalance between historic preservation and home-owner concerns. Who says that a diplomatic careerends with retirement?

Small American cities are not small in the way theyonce were. On the Internet I can read the New YorkTimes every morning, not to mention the papersfrom Brazil, my last overseas post. Also, like manyregional centers, Winchester has benefited from thedispersion of facilities that were once only availableto larger communities. The city’s new medical centeris one of the largest in this tristate region.Shenandoah University has both an excellent musicconservatory—eat your heart out, KennedyCenter!—and good adult educational opportunities.Such institutions bring a cosmopolitan touch to life here. Most recently, he wasconsul general in Milan and prior tothat he was deputy chief of mission atthe U.S. Embassy in Paris. His otheroverseas assignments include Lisbon,

Brussels, Cairo, Rome and the U.S. Mission to NATO, wherehe was deputy permanent representative.

U.S. Ambassador to the Kingdom ofBahrain. William T. Monroe ofVirginia, a career member of theSenior Foreign Service, class ofMinister-Counselor, is the new U.S.Ambassador to the Kingdom ofBahrain. He was deputy chief of mis-sion at the U.S. Embassy in Islamabadfrom 2002 to 2004 and, before that, atthe U.S. Embassy in Kuwait. He hasalso served in Egypt, Iraq, Burma,

Oman, China, Singapore and Pakistan. Before joining theDepartment in 1978, Mr. Monroe served as an internationaltrade specialist at the Department of Commerce. He is mar-ried and has three children.

U.S. Ambassador to the Kingdom ofLesotho. June Carter Perry of theDistrict of Columbia, a career mem-ber of the Senior Foreign Service,class of Minister-Counselor, is thenew U.S. Ambassador to the Kingdomof Lesotho. She directed the Office ofSocial and Humanitarian Affairs inthe Bureau of International Organi-zations and was diplomat in residenceat Howard University. She was deputy

chief of mission at the U.S. Embassy in Bangui and inMadagascar. She has also served in Paris, Zambia andZimbabwe. Ms. Perry is married to retired Foreign Serviceofficer Frederick Perry. They have two sons.

U.S. Ambassador to Greece. CharlesP. Ries of the District of Columbia, acareer member of the Senior ForeignService, class of Minister-Counselor,is the new U.S. Ambassador to Greece.He served as principal deputy assis-tant secretary for European andEurasian Affairs from 2000 to 2004and was responsible for theU.S.–European Union relationship.Mr. Ries headed the economic sec-

tions at the U.S. Embassy in London from 1996 to 2000 andthe U.S. Mission to the European Union from 1992 to 1996.He was deputy assistant U.S. Trade Representative for NorthAmerican Affairs and a member of the NAFTA negotiatingteam from 1990 to 1992. He has also served in Ankara andSanto Domingo. Mr. Ries and his wife Marcie have twochildren.

Marie R. Arena, 83, of Malden, Mass.,a retired Civil Service employee, diedsuddenly from a vehicular accident onSept. 7. After working for the Army inJapan, she joined the Department in1954 and worked at the ForeignService Institute until 1980. Afterretirement, she was a hospital volun-teer. She loved opera and the arts.

Donald F. Barnes, 73, a retired CivilService employee, died Nov. 12, 2003,in Nokomis, Fla. He served in the AirForce before joining the Department.He was senior diplomatic interpreterand chief of the interpreting branchof the Office of Language Services,working for nine secretaries of state,until his retirement in 1985.

James Foglesong Brooks, 75, a retiredState Department employee whoworked in the Passport Office and asan attorney, died June 9 of lung cancerin Blacksburg, Va. Prior to enteringthe Department, he served in theNavy during the Korean conflict. Afterretirement, he taught business law atVirginia Tech and was active in hischurch.

Eleanor B. Clark, a former Foreign Service employee and wifeof retired Foreign Service officer Robert A. Clark Jr., died ofa stroke Jan. 13 in Woodbridge, Va. She served in Ankara,Tangier and Berlin before marrying Foreign Service officerPaul J. Plenni and accompanying him on postings toLiverpool, Florence and Budapest. In Budapest, she was aninterpreter for Cardinal Josef Mindszenty after he tookrefuge in the Legation building in 1956. She taught at collegesin Minnesota and Florida before marrying Mr. Clark.

James R. Clayton, 70, a retired ForeignService specialist, died August 3 inOklahoma City of esophageal cancer.He served in the Navy before joiningthe Department. His overseas post-ings included Moscow, Conakry andNicosia. After his retirement in 1998,he worked as a rehired annuitant inSanto Domingo, Stockholm, Nouak-chott, Sanaa, Bangkok, Karachi,

Taipei, Ankara and Moscow.

Bernice W. Duncan, 84, a retired Civil Service employee,died Sept. 9, 2003, in Silver Spring, Md., of a stroke. Shejoined the Department in 1941 and, when she retired as avisa examiner in 1988, she was the Department’s second-longest-serving employee. After retiring, she enjoyed gar-dening and antiquing.

Myrtle J. Eckblom, 83, a retiredForeign Service officer, died July 30in Bellevue, Wash., following a longillness. Her overseas postings includ-ed Copenhagen, Frankfurt, Saigon,Santiago, Accra and Mexico City. Sheretired to Palm Desert, Calif., beforereturning to the Pacific Northwest.

Jadalyn “Jada” Oda Flanagan, 20,daughter of Foreign Service special-ist Craig Flanagan, died Sept. 8 in LasVegas, Nev., of rhabdomyosarcoma.She accompanied her parents topostings in Lagos and Riyadh. InRiyadh, she worked part-time for theembassy recreation association andthe consular section.

William Helmer Holm, 85, a retiredForeign Service officer, died Sept. 3in Sharon, Conn. He served in theNavy during World War II. Afterjoining the Department, he was post-ed to Greece, Ethiopia, Mexico,Somalia, Wales, Norway, France,Libya, Iran and Tunisia.

R. Glynn Mays Jr., 83, a retiredForeign Service officer, died Aug. 26of pneumonia in Olney, Md. Heserved in the Army during WorldWar II. He joined the Department asan intelligence analyst and was partof a team that correctly predictedNikita Khrushchev’s rise to power.He served in Berlin, Geneva,Salzburg and Frankfurt. After retire-

ment, he served as executive director of MontgomeryCounty Habitat for Humanity.

James K. Penfield, 96, a retired Foreign Service officer, diedSept. 11 of pneumonia and heart failure in Seattle, Wash. Hejoined the Department in 1929 and was posted to Mexico,China and Greenland before serving as political adviser toAdmiral Nimitz, commander-in-chief of U.S. forces in thePacific during World War II. After the war, he served inPrague, London, Vienna and Athens and as ambassador toIceland. After retirement, he was active in civic affairs in thePuget Sound area. He was a member of the Council onForeign Relations and the Washington Athletic Club, wherehe trained for international swimming competitions.

Donald F. Ramage, 75, a retiredForeign Service officer, died Aug. 9 inRaleigh, N.C., of complications fromParkinson’s disease. He served in theNavy during the Korean conflict.After joining the Department in 1967,he served in Tehran, Brussels andCanberra (twice). In 1989, he retiredto Arizona and later moved to Cary,North Carolina.

Alvin Schlossman, 86, a retired per-sonnel officer with the U.S.Information Agency, died Sept. 8 inScottsdale, Ariz. A native of Russia,he came to the United States, when hewas 2. After retirement, he moved toArizona, where he was active in hissynagogue.
