CT ZOIl HAY - W P 12: 54 Annual Town Meeting Town of Stafford May 3,2017 First Selectman Tony Frassinelli called the Annual Town Meeting to order at 7:02 pm in the Meeting Room of the Stafford Community Center, 3 Buckley Highway in Stafford, Connecticut. Approximately 45 electors and those persons eligible to vote in Town Meetings were present. First Selectman Tony Frassinelli lead the assemblage in the recitation of the Pledge of Allegiance. Beth DaDalt nominated Wendell A very Moderator of the Meeting. Gene Julian seconded the nomination. The motion passed by unanimous vote and Moderator A very was seated. Moderator A very welcomed those assembled and noted that the call of the meeting was posted in the Office of the Town Clerk on April 25, 2017, published in the Journal Inquirer newspaper on that same day, and available as a handout at the Town Meeting. Beth DaDalt made a motion to waive the reading of the call of the meeting. David Walsh seconded the motion. Moderator A very declared the motion approved. Moderator Avery presented the following resolution unanimously approved by the Board of Selectmen at their meeting on April 24, 2017 pursuant to Item # 1 of the meeting call: "BE IT RESOLVED BY THE BOARD OF SELECTMAN THAT, pursuant to Connecticut General Statutes Section 7-7, the Board of Selectmen hereby removes item #1 of the call of the Town Meeting properly noticed for May 3, 2017 at 7:00 pm at the Stafford Community Center, Stafford, Connecticut, for submission to the voters at a referendum to be held on May 10,2017 between the hours of 12:00 noon and 8:00 pm in the Stafford Public Library, 10 Levinthal Run, Stafford, Connecticut. Persons qualified to vote in Town Meetings who are not electors shall also vote in the Stafford Public Library. Absentee balJots will be available at the Town Clerk's Office. FURTHER RESOLVED, that said Resolution shall be placed upon the voting machines or the ballot under the following heading: Question 1. Shall the Town of Stafford approve a budget in the amount of $40,820,229 as approved and recommended by the Board of Finance for the fiscal year beginning July 1,2017 and ending June 30, 2018? Voters approving said Resolution will vote "YES" and those opposing said Resolution will vote "NO"."

First Selectman Tony Frassinelli called the Annual Town Meeting to order at 702 pm in the Meeting Room of the Stafford Community Center 3 Buckley Highway in Stafford Connecticut Approximately 45 electors and those persons eligible to vote in Town Meetings were present

First Selectman Tony Frassinelli lead the assemblage in the recitation of the Pledge of Allegiance

Beth DaDalt nominated Wendell A very Moderator of the Meeting Gene Julian seconded the nomination The motion passed by unanimous vote and Moderator A very was seated

Moderator A very welcomed those assembled and noted that the call of the meeting was posted in the Office of the Town Clerk on April 25 2017 published in the Journal Inquirer newspaper on that same day and available as a handout at the Town Meeting Beth DaDalt made a motion to waive the reading of the call of the meeting David Walsh seconded the motion Moderator A very declared the motion approved

Moderator Avery presented the following resolution unanimously approved by the Board of Selectmen at their meeting on April 24 2017 pursuant to Item 1 of the meeting call

BE IT RESOLVED BY THE BOARD OF SELECTMAN THAT pursuant to Connecticut General Statutes Section 7-7 the Board of Selectmen hereby removes item 1 of the call of the Town Meeting properly noticed for May 3 2017 at 700 pm at the Stafford Community Center Stafford Connecticut for submission to the voters at a referendum to be held on May 102017 between the hours of 1200 noon and 800 pm in the Stafford Public Library 10 Levinthal Run Stafford Connecticut Persons qualified to vote in Town Meetings who are not electors shall also vote in the Stafford Public Library Absentee balJots will be available at the Town Clerks Office

FURTHER RESOLVED that said Resolution shall be placed upon the voting machines or the ballot under the following heading

Question 1 Shall the Town of Stafford approve a budget in the amount of $40820229 as approved and recommended by the Board of Finance for the fiscal year beginning July 12017 and ending June 30 2018

Voters approving said Resolution will vote YES and those opposing said Resolution will vote NO

General discussion commenced with officials residents amp taxpayers discussing the budget as presented inability to decipher the Board of Education budget as presented on their website per pupil costs for education town vehicle use and procurement mill rates from surrounding towns versus Stafford controlling spending fixed costs a 4 versus a 5 day work week road conditions

At the conclusion of discussion Moderator A very then stated that the motion to appropriate the funds necessary to administer the Town of Stafford FY 20172018 budget will be tabled until the reconvened Town Meeting following the referendum vote on May 102017

Walter Kovaciny proposed the following motion

I move that the Town of Stafford set the hours for voting at referendum on May 102017 Said hours to be 600 am to 800 pm

Kathy Walsh proposed the following motion

I move that the Town of Stafford approve two semi-annual installments on the Town of Stafford real estate list motor vehicle list and personal property list of October 12016 payment due July 1 2017 and January 12018 Taxes due under $200 to be paid in one installment due July 12017

Beth DaDalt seconded the motion

Hearing no discussion Moderator Avery called for a voice vote on the motion Moderator A very declared the motion passed

Barbara Frassinelli proposed the following motion

I move the Town of Stafford authorize the Tax Collector pursuant to Connecticut General Statutes 12-144c to waive the payment of any property tax due in the amount of $200 or less due to the costs of collecting such tax (including the time expenditure required) are reasonably likely to equal or exceed the amount due

Hearing no discussion Moderator Avery called for a voice vote on the motion Moderator A very declared the motion approved

Paul Bums proposed the following motion

I move that the Town of Stafford approve the Water Pollution Control Facility budget in the amount of$I596541 for the fiscal year beginning July 12017 and ending June 30 2018
