Sri Lanka Civil Society Forum - 7 November 2013 Colombo

IntroductionThis event celebrates the memory of Sunila Abeysekera who

passed away on 9 September 2013. It embraces her passion forfreedom and rights and is our way of saluting her by fearlessly takingforward her vision for a just and inclusive Sri Lanka for all.

As her friends and admirers, this Civil Society Forum will addressthe unresolved and continuing violations of fundamental rights andfreedoms and the undermining of democratic processes in Sri Lanka.Above all, we wish to envision the future we want and our part in it.

This meeting is particularly signicant in light of the upcomingCommonwealths Heads of Government Meeting (CHOGM) that isto be held from 15 - 17 November 2013 in Colombo. Parallel tothis event, under the auspices of the Commonwealth Foundation,a Peoples Forum is being convened from 10 - 14 November inHikkaduwa to give prominence to civil society organisations andcreate opportunities for dialogue and interaction between civil society,the Government and private sectors, and youth.

This Heads of Government Meeting is the rst one the 54 nationassociation is holding after it adopted a brand new Charter in whichHuman Rights, Good Governance and Rule of Law are enunciatedas central organizing principles. In light of this reafrmation of itsfundamental principles the Commonwealths choice of Sri Lankafor its 2013 iconic Heads of Government meeting has raised acontroversial debate over the serious challenges to the Commonwealthprinciples as well as its practices which have been highlighted by bothinternational and local NGOs over the past several months.

Civil Society and CHOGMWe note with regret that only two NGOs are listed as partners from

Sri Lanka in the Peoples Forum organised by the Commonwealth

foundation and the Government of Sri Lanka. There has long been anunderstanding that the Commonwealth is more than an association ofgovernments, yet the Commonwealths structures and processes donot make proper provision for the inclusion of civil society, whetherit be space at Commonwealth Ministerial Meetings, engagementwith the Commonwealth Ministerial Action Group, participation inelection monitoring or access to Commonwealth technical assistance.We see many references to civil society in CHOGM communiqus

and declarations, but these rarely take cognisance of the views of civilsociety. There should be nothing written for civil society without itsinvolvement and engagement.

Civil society adds an essential core to the Commonwealth at a local,national, regional and international level. Yet conditions are requiredto enable it to ourish and contribute. These conditions includepolicies, institutions and capacity. Together, these elements combine

to provide the space for civil society. Across the Commonwealthwe see this space diminishing or under threat. This trend must bereversed if the Commonwealth is committed to national and globalstability and strengthening resilience.

Therefore, it is important to recall the position of the PeoplesForum held in Perth in 2011 which afrmed `Civil Society as Driversof Change in a Dynamic Commonwealth. The communiqu issued inPerth further stated that civil society is central to the contemporary

Commonwealth project.Through this meeting we wish to address the challenges arising

from the above message in the present Sri Lankan context.

ObjectiveThe Sri Lanka Civil Society Forum will discuss what the

Declaration made on 2 September 2011 at the Peoples Forum in

Perth means to us and how we can engage with governments acrossthe Commonwealth to make it real. We hope that our thoughts and

ideas will be heard by all the ofcial delegations that will be present inSri Lanka for the Heads of Government Meeting and the many civilsociety actors who will be present for the parallel meeting sponsoredby the Commonwealth Foundation.
