Fiscal Year 2019 Quarter 2 (Q2) (October 2018 – December 2018)
Traffic Operations Summary
During the Fiscal Year (FY) 2019, Quarter 2 (Q2) between October thru December 2018, the SR
237 Express Lane (EL) served a total of about 732,500 vehicles, including 99,800 Single
Occupant Vehicles (SOV) /tolled and 632,700 High Occupancy Vehicles (HOV) /non-tolled.
The total lane utilization for the FY 2019 Q2 compared to FY 2018 Q2 increased by about
15,000 vehicles (2.1%), the total non-tolled vehicles increased by about 15,100 vehicles (2.4%),
and the total tolled vehicles decreased by about 100 vehicles (0.1%). The estimated toll revenue
collected for the FY 2019 Q2 was approximately $319,300 compared to about $305,000 for FY
2018 Q2, an increase of about $14,300 (4.7%).
Overall, about 60% of the total tolled vehicles were in the westbound direction (from I-880
southbound to SR 237) and 40% in the eastbound direction (from SR 237 to I-880 northbound).
Morning westbound peak period tolled vehicles were approximately 57%, and the afternoon
eastbound peak period tolled vehicles were about 43%.
Toll Rates
The average toll rate for FY 2019 Q2 was approximately $3.20 compared to $3.00 for FY 2018
Q2. The minimum toll rate is $0.30 and the maximum toll rate is $8.00.
Clean Air Vehicles
Clean Air Vehicles (CAVs) that were originally issued white or green decals prior to 2017 are no
longer eligible to participate in the CAV decal program effective January 1, 2019. However,
CAVs with white or green decals issued after January 1, 2017 are eligible to apply for red decals.
The red decals expire January 1, 2022. In addition, starting January 1, 2019, the state will issue
new purple decals that will remain valid through January 1, 2023.
CAVs along the SR 237 EL in the westbound direction during the morning peak hours (8 a.m. –
9 a.m.) were about 43%; and about 23% in the eastbound direction during the afternoon peak
hour (4:30 p.m. – 5:30 p.m.).
HOV Only Operation
The HOV Only operation mode is activated when the EL corridor experiences low speeds due to
downstream congestion beyond the EL project limits. During the FY 2019 Q2, the EL was
restricted to HOV Only operation for a total of about 7 hours. This equates to an average of
about 7 minutes per day for this quarter. Approximately 4 hours occurred in the westbound
direction and about 3 hours in the eastbound direction.

Enforcement (California Highway Patrol)
During FY 2019 Q2 California Highway Patrol (CHP) issued a total of 302 citations, compared
to 453 citations issued during FY 2018 Q2. CHP enforcement hours for FY 2019 Q2 totaled
approximately 180 hours while FY 2018 Q2 were about 262 hours.
Incidents /Traffic collision
During the FY 2019 Q2 there were approximately 16 reported traffic collisions along the SR 237
express lanes corridor between Dixon Landing Road on I-880 and Lawrence Expressway on SR
237.
SR 237 Express Lanes Maintenance Activity Summary
December 4th, 2018 – Express Lanes maintenance staff repaired vehicle detector station (VDS)
along I-880 (Site 1) after it was reported malfunction on December 3, 2018. TransCore repaired
the cable between the VDS device and the cabinet on December 11, 2018. During this the
eastbound toll rates were not based on the dynamic pricing and displayed historical toll rates
(average of previous 12 weeks). Overall, there was no impact to the express lanes operations.
December 10, 2018 – Express Lanes maintenance staff replaced North First Street (Site 7)
camera.

The average Clean Air Vehicle (CAV) counts for the FY 2019 Q2 is based on scheduled monthly
counts during the peak commute hour. The counts were conducted near Zanker Road
interchange.

detector stations (VDS) between I-880 and North First Street, and a total of 9 random
weekdays during the quarter.
• Average speeds for the FY 2019 Q2 SR 237 eastbound is based on an average of three VDS
between Zanker Road and I-880, and a total of 9 random weekdays.
• The data was collected during a typical weekday (Tuesday – Thursday).
