The City of Springville, Iowa, is accepting applications for a part-time As-sistant City Clerk. Duties include, but are not limited to: customer service, writ-ten and verbal communications, data entry, and office duties.

The applicant must have a high school diploma or equivalent; speak and write fluent English; be competent in Microsoft Office, and have some post high school training or work experience in office procedures. Experience in city gov-ernment, assisting customers, and knowledge of general office procedures are preferred.

This is a part-time position for 20 hours per week, Monday – Friday, with limited evening hours required for meetings. Compensation will be based on du-ties and experience.

Do You Remember When...

No one named Cartano has lived in Springville for eight decades, but in the late 1800s, there were many. The last grandchild in this area, Elfriede “Toni” Freshwaters, lived east of Springville. She died over 18 years ago. The family’s story began with a wedding June 30, 1851, in Pottsville, Pa. Anton Cartano, 22, and Sophia Caroline Klein, 21, were from Obermoschel and Bischmisheim in southwestern Germany. Anton’s father was Italian. Caroline gave birth to 16 children, but five died as infants. The first eight children who lived were John (baptized Johannes for his paternal grandfather), Anthony (Dony), Jacob, Elizabeth, Charles, Louise, Daniel, and Anna. In May 1869, when Anna was a month old, the family left Schuylkill County, Pa., for Linn County, Iowa. After a year of living in Waubeek, they moved to a nearby farm. Richard, Mary Terace (Trace), and Lamburtis (Bert), were born. Meanwhile, the older ones started to marry. The first grandchild, Carrie, was born in 1875 at Marion to Eliza-beth and her husband, John J. Buxler. A grandson, John Guy, was born at Anamosa to John and Sarah Elston Cartano in 1878. Also that year, Charles married Elizabeth Cavanaugh. They and the Cartano par-ents moved to Springville. The 1880 Brown Township cen-

sus listed Anton as a saloon keeper, with six children ages 6 through 17 at home. Jake married Lizzie McGonagle; they lived at Ireton, in Souix County, Iowa, and Goodland, in western Kansas. Daniel moved to Idaho, then Washington state. Bert went to Athena, Ore., to play pro baseball, and later lived in Seattle. Richard wed Jennie Campbell of Springville and became a banker in Monticello. (Toni Freshwaters was their daugh-ter.) Trace married Nathan Embree, a creamery worker who became a railroad depot agent. Dony worked at a Springville pool hall; he, Louise, and Anna were single. On Dec. 4, 1901, the father, Anton, died at 73. Anna, 35, took her own life July 8, 1904. She had endured chronic pain since being hurt at 14 in an unknown accident. Louise taught piano lessons and sold Victrolas. The mother, Caroline, was bedfast two years with a broken hip. She died March 27, 1923, at almost 93. Last survivor of the 11 siblings was Trace Embree, 86,

who died Jan. 4, 1960, at Madrid, Iowa. She, her daughter

Irma, and 10 other Cartanos rest in the Springville Ceme-

tery. Today there may be hundreds of living Cartano de-

scendants, but none around Springville.

No SAHS meetings in July, August

The Springville Area Historical Society (SAHS) will not meet in July and August. Meetings will resume Sept. 12. At the June 13 meeting, Rick Heeren reported that an SAHS tour of the Masonic lodge hall might be possible, insurance permitting. Bev Franks showed photos of her maternal grandfather and great-grandfather wearing their Masonic regalia. Springville High School Class of 1947 memories, given by Wava Peck Terry of Dubuque at the June 3 alumni banquet, were read by Karen Taylor, historian. Bev re-ported on her Class of 1957 reunion. Don McShane donated check blanks inscribed Maple

Grove (name of the Butler farm). Others present June 13

were James Crow, president; Jean Schmidt, secretary-

treasurer; Doug Beard; and Phil and Karen Randall.

Remembering Toni Freshwaters

Toni Freshwaters was a petite, charming woman who belonged to Monday Club, was organist and choir director at the Springville Methodist Church, and enjoyed bridge and golf. She dressed styl-ishly, had an impish sense of humor, and wrote letters to the editor. Born Elfriede Lisle Car-

tano in 1902, Toni was the

youngest of Richard and

Jennie Cartano’s three chil-

dren. At age 12 she lost her

mother. Toni married

George Freshwaters in

1930. Their children were

Nancy (Mrs. William Dar-

land) and Jack. Toni sur-

vived “Freshie” (as she

called him) 24 years; she

died Dec. 5, 1998, at 96.

AT LAST, HEADWAY is being made toward obtaining a government memorial for Robert L. Newman, a Springville man who was lost at sea Dec. 26, 1952, in the Korean War. The son of Hubert “Stub” and Elizabeth Newman, he was a 1948 graduate of Springville High School.

Springville American Legion Flag Retirement Ceremony

The Springville American Legion Post 331 held their annual Flag Dis-posal Ceremony on Saturday, June 10th at the Cox Pond Pavilion. There were several members of Legion posts from other communities in attendance. The Knights of Columbus also helped with the cere-mony. Pastor Rick Gail was a guest speaker along with the other 16 members of the Springville American Legion, it takes this many peo-ple to have a successful flag retirement ceremony. The Springville Fire Department members do the actual burning of the flags. There were approximately 3,000 flags that were properly retired that day by fire (not burned). If you have a flag that needs to be retired, you may take it to the Springville American Legion during normal business hours. Flags are for sale at the Legion. Next year’s ceremony will take place on Saturday, June 9th.

Walking Path to take shape in Cox Pond Park.

The parks board is excited to get this project started. There will soon be a walking path, that will take you through this park. This is the start of the trail system through Springville. Donations would be welcomed and appreciated.

Vendors and Crafters Wanted

There will be a craft/vendor show during the Springville Fun Days. The parks board is looking for crafters and vendors to participate in this event. The event will be held on Saturday, August 12th. This will be an outdoor event, the cost is $25 to participate. If you are interested, please contact Sarah Walker at 319-210-9199.

Outdoor Movie Coming to a Park Near You

The parks board is looking to sponsor a family movie night soon. Look for details to follow. It

will be posted on the blue channel and Facebook.

8 am: Springville Extreme 6K Quarry Run Starting Line at the Corner of Broadway & 4th St

Runners will start in downtown Springville, head west of town and traverse a steep descent down into the working Wendling Quarry. While in the depths of the quarry they will travel through a tunnel, blasted through the rock under Highway 151, turn around, come back through the tunnel and back up an aggressive ascent before finishing downtown. Awards will be given for top finishers of the 6K, both overall and age division. Within the race itself, the fastest male and female to run up the hill in the quarry will be crowned King and Queen of the Hill Challenge.

With the gracious support of Wendling Quarries, Inc., this event has been organized as a fundraiser to help support new play-ground equipment for the new Springville Community School Ele-mentary Building.

RULES & SCORING

Double Elimination Tournament. Best 2 of 3 games in winner and losers bracket.

Corn hole boards will be positioned 27’ from front edge to front edge of the boards.

Players at the headboard will alternate pitching bags until each player has pitched all (4) of his/her bags.

Players must pitch all (4) corn hole bags from their designated corn hole pitchers box.

Players must not cross the foul line with their feet before the bag has landed.

Each bag on the box = 1 point. Each bag in the hole = 3 points. Cancellation scoring will be used.

Any bags touching the ground or “bounced” onto the box do not count and are to be removed prior to the next bag being thrown by the opposing team.

The team who scores last will have the first throw of the next round. The 1st team to score 21 points or more will be declared the winner. Extra innings will be required in the case of a tie, until a winner is decided.

This year's 5th edition of the Springville Extreme Quarry Run is going to be just as exciting as years past with funds raised going towards playground equipment for the new elementary school! Runners will travel through beautiful downtown Springville, head west of town, and traverse the steep de-scent into the working Wendling Quarry. While in the depths of the quarry, you will travel through a tunnel blasted into the rock under Highway 151, turn around, and return via the tun-nel. Within the race itself awards will given to the fastest male and female to run up the aggressive ascent coming out of the quarry. The 6K run will finish back in the downtown area where awards will be given to top finishers, and all paid participants have the chance to win door prizes.

SPRINGVILLE CITY COUNCIL Special Meeting Minutes

June 1, 2017 The pledge of allegiance was recited to begin the meeting. Mayor Shebetka called the special meeting of the Springville City Council to order at 6:07 pm in Springville City Hall. Present on roll call: Dennis Thies, Brad Merritt, Patrick Hoyt, and Mareta Ralston. Penny Sindelar was absent. Also in attendance were: Susan Cooper and Acting City Clerk Cynthia Stimson. M/B Thies, 2nd/B Merritt, to approve the consent agenda. Ayes: Ralston, Merritt, Hoyt, and Thies. Absent: Sindelar. M/C. The purpose of this special city council meeting is to interview four applicants for the city clerk’s position. Mayor Shebetka read the following:

According to provisions in Iowa Code Chapter 21.5 paragraph i., the City Council may go into closed session by affirmative vote of two-thirds of the members of the council or all of the members present at the meeting to evaluate the professional competency of an individual whose appointment, hiring, perfor-mance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s repu-tation and that individual requests a closed session.

The first applicant requested a closed city council meeting. M/B Hoyt, 2nd/B Merritt to go into closed session. Ayes: Thies, Merritt, Hoyt, and Ralston. Absent: Sindelar. M/C. Present on roll call: Dennis Thies, Brad Merritt, Patrick Hoyt, Mareta Ral-ston, and Penny Sindelar. Also in attendance were: Public Works Supervisor Todd Wyman, Jennifer Wyman, City Clerk/Treasurer Mark Bloom, Deputy City Clerk Dee Wagaman, Daryl Pearson, Josh Dearborn, Craig Elliot, Vicki Elliot, Tina Allsup, and Cynthia Stimson. M/B Hoyt, 2nd/B Thies, to approve the consent agenda with exception of the D&D Tree invoice. Ayes, Thies, Merritt, Hoyt, Ralston, and Sindelar. M/C. Joe Horaney of the Cedar Rapids/Linn County Solid Waste Agency presented an update to status, services, pricing, and ac-tions of the Agency. A brief discussion was held on the recycling program. A mess from set off fireworks in a public parks was reported. A brief discussion was held on rules regarding fireworks. A citizen sug-gested changes may not be enforceable. Mayor Shebetka sug-gested a year of trial using the new state rules. A brief discussion was held on city liability. Mayor Shebetka closed the hearing at 6:40pm. M/B Sindelar, 2nd/B Thies to adopt the state code pertaining to fireworks. A brief discussion was held that no adoption was necessary. Mayor Shebetka directed the City Clerk to send a let-ter and notify by other means citizens about select state code. Discussion was held on the library’s security system. Tina Allsup reported the bids were not ready yet. The library may use trust money and increased LIC money. Discussion was held on cooperation with school. Discussion was held on employee compensation for FY18. Last years was a 3% increase, while 2.5% was suggested for this year. M/B Merrit, 2nd/B Thies to adopt a 2.5% increase for FY18 employee compensation. Received four ayes, Ralston abstained to avoid appearance of potential conflict of interest. M/C. The resolution to consider authorizing transfers was post-poned until the next meeting. A discussion on staffing at the City Clerk’s office was held. Councilperson Hoyt said that residents spoken with him re-garding making public knowledge that Councilperson Sindelar does not have to resign because her house is for sale, stating that Code 39.27 was being followed. Councilperson Sindelar stated that Linn County Auditors con-tacted the Clerk, Mayor and talked with her personally to discuss major personal hardships at this time. Councilperson Sindelar stated she intends to serve out her term. Public Works Supervisor Todd Wyman reviewed the Mainte-nance Department Report, discussed street maintenance will be complete Thursday, lagoon mowing, spraying, fountain installa-tion, cemetery seeding, and mowing were among accomplish-ments. A sewer discharge at a home had been ended. City Clerk/Treasurer Mark Bloom reported that Banyon soft-ware could provide 2 hour training sessions on accounting soft-ware. Cynthia Stimson gave an update on Hall and Hall engineering services. Cynthia Stimson explained audit or examination and suggest-ed getting quotes. Also in attendance were: Brandon French of Public Works, City Clerk/Treasurer Mark Bloom, Brian and Lori Prucha of Rudd Sanitation, Lyle Andersen, J.D. Koppen-haver, Kyle Baum and Bob Tobin of Shoemaker-Haaland, Treva Davis and Daryl McCall. M/B by Hoyt, 2nd/B Thies, to approve the consent agenda. Ayes, Thies, Merritt, Hoyt, Ralston, and Sindelar. M/C. Bob Tobin presented current plans for the 5th Street project. Mayor Shebetka indicated a special meeting will be held on June 27, 2017 to allow citizens impacted by the project to become in-formed and express their concerns.

The State of Iowa has recently passed a law that allows the sale and use of consumer fireworks to individuals 18 years old and over, on days including June 1st-July 8th and December 10th-January 3rd of each year. This is a very new law and cities were left to wade thru the requirements as they were released. Here in Springville, it has been decided to leave the law as is for the first period because timing left no option to write, pass and legally enforce a new ordinance before the state law took effect. Springville will use this first period of legal sales and use of consumer fireworks as a basis in deciding the future control of fireworks sales and use within the city, basically a trial period before the December sales and use period. Time periods for use are as follows: A. Fireworks can be used or exploded only during the hours of 9am to 10pm on June 1st-July 8th and December 10th- January 3rd of each year. There are 3 exceptions to this rule: 1. On July 4th and the weekend prior and immediately after you are allowed to use consumer fireworks from 9am until 11pm. 2. On December 31st and early January 1st the time is from 9am until 12:30am. 3. On the weekends immediately preceding and following December 31st the time is from 9am until 11pm. B. A person shall not use consumer fireworks on property other than that person’s property or on the property of a person who has consented to the use of consumer fireworks on that property. Use is not allowed on City owned property, including parks. These are some of the regulations enacted by the General Assembly of the State of Iowa, Senate File 489s signed by the Governor. Please be reminded that this initial period of sales and use will determine whether or not additional ordinances will be necessary for the City of Springville. Please be safe, considerate and always use common sense when dealing with fireworks. City of Springville

Lori Prucha of Rudd Sanitation explained the in-crease in costs for recycling of about $1,100 per year. Discussion was held on not raising prices on citizens. Lyle Andersen explained veteran’s markers have been stolen from the cemetery and that insurance to cov-er replacement costs may be needed. M/B Brad Merrit , 2nd/B Dennis Thies that the City of Springville will allo-cate funds to pay for veteran marker replacement insur-ance. A voice vote was taken with all ayes. M/C. Discussion was held on library’s planned security camera additions. M/B Hoyt, 2nd/B Thies to allocate funds from county to help pay for security system. A voice vote was taken with all ayes. M/C. Discussion was held regarding Assistant City Clerk search process. City Clerk Bloom reported that the Assistant City Clerk position needs to be added to the Employee Hand-book pending City Attorney review. M/B Hoyt, 2nd/B Merritt on a RESOLUTION #12-2017 A RESOLUTION SETTING THE SALARIES FOR APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SPRINGVILLE FOR FY 2016-17 as approved by the Library Board. A roll call vote was taken. Ayes: Thies, Merritt, Hoyt, Ralston, and Sindelar. M/C. Discussion was held on the use of fireworks in City parks. Discussion was held on a citizen request to return to a full leash law. The concern was understood and no action was taken. M/B Merritt, 2nd by Ralston to approve RESOLU-TION #14-2017 A RESOLUTION TO AUTHORIZE TRANSFERS. A roll call vote was taken. Ayes: Thies, Merritt, Hoyt, Ralston, and Sindelar. M/C. Discussion was held regarding emergency siren re-placement. Brandon French of Public Works reported on the Maintenance Department’s activities for the week. Mayor Shebetka reported that the RFP for Audit and/or Examination was sent to 8 potential providers. Mayor Shebetka reported that that Senator Grass-ley’s office will hold an open town hall meeting on July 19

th between 10:30AM and 11:30AM at City Hall.

M/B Hoyt, 2nd/B Merritt to authorize the City Clerk to attend training in July. A voice vote was taken, all ayes. M/C. Councilperson Hoyt said that the flag burning by the VFW was very well carried out and complimented them. The next council meeting will be Monday, July 10, 2017. M/B Hoyt, 2nd by Merritt to adjourn the meeting. Re-ceived five ayes. M/C. Mayor Shebetka adjourned the meeting at 7:54PM.

The City of Springville has an Ordinance against open burning. This includes the burning of rubbish, including landscape and gar-den waste, also grass, weeds, trees,

limbs, brush and other natural growth is banned. Litter, gar-bage, junk and building materials are also included. You are still allowed burning for cooking and recreational activities, such as campfires and outdoor fireplaces that burn charcoal or clean wood material. Campfire rings shall be no more that three (3) feet in diameter. Campfire rings ARE NOT TO BE USED IN PLACE OF A BURN BARREL. If a complaint is received and verified, the Fire Department will be contact-ed to put the fire out.

The City has taken many complaints about dog own-ers not picking up after their pets. Nobody likes to walk

around town and have to avoid dog poop, please be considerate of your neighbor’s property and the public property. We love to see all the dogs out walking, but not their remains.

ONLY residents of Springville (those who receive a utility bill) are allowed to use the yard waste site. Yard waste needs to be divided and disposed of in the appropriate bins. Bins are clearly labeled. Grass, leaves, garden waste and small brush up to 1/2” in diameter. Larger brush and tree limbs up to 8” in diameter. No yard waste shall be left at the site in ANY container, such as garbage bags, cans, boxes or other receptacles. The City of Springville reserves the right to manage the amount of by-products kept at the yard waste site and use or dispose of by-products as needed. The City does chip the wood that comes into the site and the mulch is also free to the citizens.
