The shield of British Columbia’s coat of arms was granted by King Edward VII in 1906. The complete coat of arms was granted by Queen Elizabeth II in 1987. The Royal Union Flag, with an antique golden crown in the centre, occupies the upper third of the shield, symbolizing the province’s origin as a British colony. The lower portion of the shield features a golden half-sun, superimposed upon three wavy blue bars cast horizontally on white. The blue bars represent the Pacific Ocean and the sun signifies B.C.’s location as the most westerly province in Canada. The shield is supported by a wapiti stag and a bighorn sheep, representing the colonies of Vancouver Island and British Columbia. The crest above the shield features a lion standing on a crown. The lion wears a garland of Pacific dogwoods and the provincial flower around its neck. Between the crest and shield is the golden helmet of sovereignty, a mark of B.C.’s co-sovereign status in Confederation. Above the helmet are the traditional heraldic elements of a wreath and mantling in red and white, the colours of Canada. The provincial flower is featured a second time by entwining dogwoods around the motto scroll at the base of the arms.

The crest of the Lieutenant Governor of British Columbia features the shield of arms of British Columbia in its centre, surrounded by a circlet of 10 gold stylized maple leaves representing the 10 provinces of Canada. Above the shield is a St. Edward’s Crown, signifying the Sovereign’s representative in the Province.

Message from the Lieutenant Governor

When I was appointed as the 29th Lieutenant Governor of B.C. I accepted a call to serve all British Columbians. During my first year in Office, I have been given the opportunity to travel the province and meet so many people who are dedicated to helping others or are striving to protect the natural beauty surrounding us: the water, grasslands, valleys, forests, mountains and coastline. This land and our people inspire me to work harder on their behalf. As a mother, a grandmother, a rancher and a member of myriad local, regional and provincial committees of dedicated volunteers who help to shepherd us towards the future, I have learned that the three ‘Rs’ of Respect, Relationships and Responsibility are holistic keys to making things happen in sustainable ways. As I apply myself to serving British Columbians, these three ‘Rs’ will help me to shape my goals and the programs that I intend to pursue during my term in Office.

I believe the Crown in Canada is the bedrock that helps maintain the level of civility we enjoy. Her Majesty has reigned for over 60 years; what an incredible record of constancy. It is this stability that allows us to develop our society in an orderly, civil manner and to move forward towards our shared future. As Lieutenant Governor I intend to live up to this ideal and uphold our constitutional framework and fulfill the roles of this Office that celebrate, inspire, connect and profile British Columbians and their achievements.

I intend to take advantage of my own background and my special connection with the land to help shine a spotlight on our shared responsibility to it through a program entitled Stewards of the Future, which will focus on inspiring a respect for the land and lead to healthy land, healthy people and healthy communities. My second program, Leadership, will support developing leaders by linking mentors and emerging leaders from across the province. As a musician involved with my own community

band, I will work to promote Music and the Arts in British Columbia and help to reinforce B.C. as a place of excellence in the arts. Finally, I will continue the work of the Honourable Steven Point on Literacy that builds libraries in isolated communities across the province. This booklet shows how the Office of the Lieutenant Governor has and will continue to serve British Columbians. I look forward to meeting and working with as many of you as I can during the coming years.

Her Honour’s Vision

The Canadian Crown is a distinctive and essential part of Canada’s heritage and character, and thus a focus for national pride. It is an important symbol of unity and stability, serving to bind Canadians together in their common ideals and aspirations. It is a visible symbol of the vitality of our traditions, the permanence of our institutions, and the continuity of national life.

As Her Majesty’s representative in the Province, Her Honour will maintain our constitutional stability through a minimalist approach allowing the Premier and all elected representatives to fulfill their roles. Beyond that, Her Honour intends to visit all corners of the province during her term of Office in order to learn about each region and explain its needs to other British Columbians. Our diversity is our strength.

The Role of the Lieutenant Governor

The Honourable Judith Guichon is the 29th Lieutenant Governor of British Columbia and the representative of Her Majesty The Queen of Canada in the Province.

The post of Lieutenant Governor was established by the British North America Act in March 1867. This Act united the provinces under a central government, with each province retaining its own legislature to preside over matters not under federal jurisdiction. In British Columbia, the Office of Lieutenant Governor came into existence when the Crown Colony joined the Dominion of Canada in 1871. Under section 9 of the Constitution Act 1867, Her Majesty is the Canadian Head of State and thus, The Queen of Canada. There are four main facets to the Lieutenant Governor’s role.

vice-regal role

The Lieutenant Governor represents the Crown in British Columbia. As Her Majesty’s direct representative in the Province, the Lieutenant Governor is first in the provincial order of precedence and as such: represents the Crown as Chief Executive Officer during state and ceremonial events; acts as the vice-regal host for distinguished visitors to British Columbia; perpetuates the traditional bond between the Crown, the Canadian Forces and uniformed services across British Columbia; perpetuates the traditional bond between the Crown and First Nations; and represents Her Majesty at appropriate events and ceremonies.

constitutional role

The Lieutenant Governor upholds the constitutional framework in British Columbia. In this role the Lieutenant Governor personifies the Crown, which is both the apex and the unifying link in the constitutional and political structure of the Province — executive, legislative, and judicial. The Canadian Crown plays a key function in underwriting our constitutional stability while enabling officials, democratically elected by the citizens, to govern. To uphold the constitutional framework the Lieutenant Governor ensures the continued existence of government in the Province of British Columbia; selects a First Minister as Premier of the Province; and summons, prorogues and dissolves the Legislature.

The Lieutenant Governor signs orders-in-council, proclamations and other official documents before they have the force of law. In 2012, the Lieutenant Governor signed 872 orders-in-council, 132 proclamations and gave Royal Assent to 36 Bills.

celebratory role

The Lieutenant Governor celebrates, inspires and connects British Columbians. Every day, people from across B.C. spend their time and energy to make a positive impact on the lives of their fellow citizens. The Lieutenant Governor has an important role in honouring these great British Columbians, celebrating their service and bringing like-minded citizens together to inspire and help others. In this role, the Lieutenant Governor: recognizes distinguished British Columbians by presenting Orders, Decorations and Medals; hosts and attends celebrations and social events to connect British Columbians; inspires and sets an example by focusing attention on worthy causes and by lending support to these endeavours. Above: The Governor General’s Caring Canadian Award recognizes individuals who volunteer their time to help others and to build a smarter and more caring nation. Since the late 1930s, Kathleen Agnes Graham has inspired her community with her creativity. She has knitted, quilted, baked, embroidered and sewed for the benefit of others, either directly or to raise funds for charitable causes.

Above: Each year, the Lieutenant Governor presents awards for valorous and meritorious service at Police Honours Night, an occasion for the Province to recognize members of the RCMP and independent police services who have performed an exemplary service to the citizens of British Columbia. In 2012, Constables James Hudson (pictured) and Dominic Toa of the West Vancouver Police Department received an award for meritorious service for dedication to duty and using their knowledge, skills and abilities to rescue a male stranded on a cliff face.

Inspiring British ColumbiansThe Lieutenant Governor provides patronage to support and encourage worthy endeavours focused on public service, philanthropy, the arts and community volunteerism. Her Honour is currently patron of 73 organizations.

Connecting British ColumbiansIn 2012, the Lieutenant Governor attended over 300 events throughout the province and hosted more than 25,000 people at Government House. Each event allows British Columbians to connect with others working on supporting causes. As they meet and talk, plans are built for a better future for all.

The Lieutenant Governor profiles excellence and promotes the history, culture and achievements of British Columbians. The Lieutenant Governor instills pride in the people, geography and natural resources of British Columbia by profiling their accomplishments and the rich beauty of the land.

The Lieutenant Governor showcases the heritage, art and culture of the province while hosting members of the Royal Family, heads of state, ambassadors, consuls general and other distinguished visitors.

Also, there are currently 13 awards presented in the name of the Lieutenant Governor that profile the accomplishments of British Columbians. Administered by independent organizations, these awards represent the pinnacle of achievement for each organization.

Priority Programs

Each Lieutenant Governor has the opportunity to develop unique programs and initiatives that highlight his or her interests and background. The programs are often provincial in scope and bring awareness to issues affecting British Columbians. The Lieutenant Governor’s programs are administered and supported by the staff of the Office of the Lieutenant Governor and the Government House Foundation.

The Honourable Judith Guichon comes from a background of land stewardship, music and community activism. Her Honour’s priority programs will focus on stewards of the future, leadership, music and the arts, and literacy. Each program is based on respect, positive relationships and the responsibility every person has for the future. Through partnerships, education, outreach and the creation of specific awards, Her Honour will endeavour to bring attention and focus to these areas.

Her Honour will promote the concept of a holistic approach to our endeavours based on respect for the land, positive relationships among its people, and the responsibility we share for the success of future generations. Each citizen is a steward of the future and through healthy land, healthy people and healthy communities, we can ensure the best quality of life for future generations in British Columbia.

Above: Each year, the Lieutenant Governor presents the Silver Medal for Excellence in Public Administration administered by the Institute of Public Administration of Canada (IPAC). This award is presented annually to a B.C. public servant who has demonstrated exceptional achievement and distinctive leadership in public administration. The award pays tribute to public sector practitioners whose careers exhibit the highest standards of excellence, dedication and accomplishment. In the 2013, the medal was presented to Doug Konkin.

Strong leaders help build strong communities. Her Honour will work to instill a sense of duty in all British Columbians to become leaders and mentor our youth.

The leadership program will shine a spotlight on existing programs that teach, connect and inspire leaders, supporting a deeper discussion within the province.

music and the arts

British Columbia is rich in various musical and artistic talent. Her Honour will help to promote and profile music and the arts across the province and help establish a local, national and international sense that British Columbia is a centre of artistic excellence.

Her Honour will continue to build on the literacy program the previous Lieutenant Governor, the Honourable Steven Point, developed with Rotary.

Through the Write to Read Project Rotary clubs throughout British Columbia partner with remote communities and help build libraries and other much needed amenities. With the support of the Government House Foundation, Her Honour will visit these communities and officially open their libraries.

Government House: Preserving the Legacy of the Past

Government House is the office and official residence of the Lieutenant Governor and the ceremonial home of all British Columbians. As the Province’s centre of hospitality, the House and grounds welcome visitors to large public events, as well as ceremonies, receptions and dinners by invitation that honour and celebrate individuals and organizations. The Lieutenant Governor also offers accommodation to distinguished visitors including members of the Royal Family, international royalty, heads of state and other honoured guests of British Columbia.

The Government House grounds are a National Historic Site embracing 14.6 hectares (36 acres), including 8.9 hectares (22 acres) of rare Garry Oak ecosystem, and 5.7 hectares (14 acres) of formal gardens. The formal garden areas are wheelchair accessible and many are maintained and funded by volunteers, the Friends of Government House Gardens Society. The site is a popular attraction for Victoria residents, visitors, and tourists alike and a well-used, much-treasured greenbelt for the community. With occasional exceptions, the grounds are open daily to the public from dawn to dusk, free of charge.

the friends of government house gardens society

What was originally a small group of dedicated volunteers in the early 1990s has evolved into the Friends of the Government House Gardens Society (the Friends). With a membership of over 400, approximately half the volunteers work in the gardens, while non-gardening members work in areas such as archives, photography, flower design, publications, greeting cards, administration, tours, the Cary Castle Mews and special events. Since their beginning, the Friends have volunteered over 250,000 hours in support of Government House.

The Friends operate year round with most gardening occurring between March and October. All money raised through memberships and fundraising events is channelled directly back into garden maintenance and improvement.

The Government House Foundation was created to foster the preservation of Government House and its grounds; to enhance its decor, character, maintenance, historical and cultural values; and to provide funding for the Lieutenant Governor’s programs and awards. Significant programs and projects funded by the Government House Foundation include the Lieutenant Governor’s Awards for Excellence in BC Wines; the Lieutenant Governor’s Award for Literary Excellence; the Lieutenant Governor’s Literacy Program; and ongoing support to the Government House gardens and the Friends of Government House Gardens Society. Donations to the Foundation are eligible for a tax receipt.

Other notable legacy projects funded by the Foundation include:

Right and Left: In 2012, the Cary Castle Mews Interpretive Centre and Tea House opened on the grounds. These buildings have been used as support buildings to Government House since their construction in the 1870s. Thanks to the efforts of the Government House Foundation, some of the buildings have been rehabilitated and are now outfitted for the public to enjoy.

Above: Executive Chef Christophe Letard, supported by a dedicated team in the kitchen, prepared over 5,400 meals for guests in 2012. The Chef works to ensure that the best of British Columbia is represented in each dish.

Above: In autumn, Government House hosts the provincial government’s Long Service Awards, recognizing employees who have worked for 25, 30, 35, 40 and 45 years in the public service. Additional staff, including servers, stewards and chefs, who work on an as-needed basis, is required to run these functions.

The Office of the Lieutenant Governor is headed by a Private Secretary who serves as senior advisor to the Lieutenant Governor and who is accountable for the sound management of all aspects of the Office. Financial support includes federal, provincial and non-public funding.

Financial SummaryThe Lieutenant Governor’s salary is paid directly by the federal government and is taxed. The federal government also provides a grant of $97,000 which is used to fund events in support of federal programs, second language training, travel and hospitality. The Lieutenant Governor does not receive a salary from the provincial government, which is responsible for the Office of the Lieutenant Governor and Government House (102 rooms on 14.6 hectares), the ceremonial home of all British Columbians and a centre of Provincial hospitality. The provincial budget for the Office in 2012/13 was approximately $1,298,000 which was allocated as follows:

The support of the Government House Foundation plays a key role in preserving and enhancing the House and grounds. In addition, the Foundation is taking on an increasingly important role in supporting the Lieutenant Governor’s priority programs. In the first eight months on 2013, the Foundation raised $100,000 for Her Honour’s programs.
