    As the representative of Her Majesty The Queen, I am pleased to be here to deliver theSpeech from the Throne.

    ideas ill serve your country ell.

    Canada succeeds in lar!e part because here, diverse perspectives and different

    opinions are celebrated, not silenced.

    sit. 5or here, in these chambers, the voices of all Canadians matter.

    5irst and foremost, the 8overnment believes that all Canadians should have a real and

    fair chance to succeed. Central to that success is a stron! and !roin! middle class.

    The 8overnment ill, as an immediate priority, deliver a ta# cut for the middle class.

    This is the fair thin! to do, and the smart thin! to do for Canada*s economy.

    The 8overnment has also committed to provide more direct help to those ho need it

    by !ivin! less to those ho do not. The ne Canada Child 2enefit ill do just that.

    And reco!ni9in! that public investment is needed to create and support economic

    !roth, job creation and economic prosperity, the 8overnment ill ma:e si!nificant ne

    investments in public transit, !reen infrastructure, and social infrastructure.

    To !ive Canadians a more secure retirement, the 8overnment ill or: ith the

    provinces and territories to enhance the Canada 4ension 4lan.

    The mployment Insurance system ill be stren!thened to ma:e sure that it best

    serves both the Canadian economy and all Canadians ho need it.

    To create more opportunities for youn! Canadians, especially those from lo/ and

    middle/income families, the 8overnment ill or: ith the provinces and territories to

    ma:e post/secondary education more affordable.

    And to support the health and ell/bein! of all Canadians, the 8overnment ill be!in

    or: ith the provinces and territories to develop a ne Health Accord.

    The 8overnment ill underta:e these and other initiatives hile pursuin! a fiscal plan

    that is responsible, transparent and suited to challen!in! economic times.

    And as part of efforts to restore public trust, the 8overnment ill introduce ne

    environmental assessment processes.

    4ublic input ill be sou!ht and considered. nvironmental impacts ill be understood

    and minimi9ed. ;ecisions ill be informed by scientific evidence. And Indi!enous

    peoples ill be more fully en!a!ed in reviein! and monitorin! major resourcedevelopment projects.

    5ifth, the 8overnment is committed to providin! !reater security and opportunity for

    Canadians.

    Canadians are open, acceptin!, and !enerous people. $e :no that helpin! those in

    need stren!thens our communities and ma:es them safer, more prosperous places to

    live.

    The 8overnment ill stren!then its relationship ith allies, especially ith our closest

    friend and partner, the nited States.

    Internationally, the 8overnment ill focus its development assistance on helpin! the

    orld*s poorest and most vulnerable.

    To contribute to !reater peace throu!hout the orld, the 8overnment ill rene

    Canada*s commitment to nited 6ations peace:eepin! operations, and ill continue to

    or: ith its allies in the fi!ht a!ainst terrorism.

    To :eep Canadians safe and be ready to respond hen needed, the 8overnment ill

    launch an open and transparent process to revie e#istin! defence capabilities, and ill

    invest in buildin! a leaner, more a!ile, better/e-uipped military.

    And to e#pand economic opportunities for all Canadians, the 8overnment ill ne!otiate

    beneficial trade a!reements, and pursue other opportunities ith emer!in! mar:ets.

    Geco!ni9in! that Canada is, fundamentally, a safe and peaceful country, the

    8overnment ill continue to or: to :eep all Canadians safe, hile at the same time

    protectin! our cherished ri!hts and freedoms.

    To that end, the 8overnment ill introduce le!islation that ill provide !reater support

    for survivors of domestic violence and se#ual assaultB that ill !et hand!uns and assault

    eapons off our streetsB and that ill le!ali9e, re!ulate and restrict access to marijuana.
