Is it directed by

Higher authority, to include but not limited to,

work required by law, necessary to meet and

emergent national response, or to execute

congressional Mandates?

Is there a Memorandum

of Agreement (MOA), Memorandum of

Understanding (MOU), or other formal agreement that specifies a national role for

the W/SC to which this work

aligns?

Does it advance the DoN and DoD strategic

visions & direction?

Is the technical work critical to sustaining a

capability assigned to the W/SC?

Is the technical work/capability required for future W/SC mission

success?

Non-Naval Work as a % of Reimbursable Funds

FY14: 75% Naval 25% Non-Naval

▼ Non-Naval work promotes joint/theatre interoperability,

while adhering to mission alignment, advancing technical

capability for the warfighter and technical competency for

the workforce.

▼ SPAWAR Systems Center SES Executive Director reviews

and approves all Non-Naval work.

Non-Naval Work Execution under Overarching Memorandum Of Agreements (OMOAs)

▼ OMOAs are high-level guidance on non-Naval work acceptance with 9 year duration

Signed by Echelon I ASN(RDA) with non-Naval Echelon I counterpart

Echelon III Agreements will become annexes to the OMOA for that sponsor’s organization

DASN(RDT&E) prioritized the order of OMOA development, for staffing and signature at the Echelon I level

5 OMOA’s applied across the NLCCG account for approximately 80% of current Non-Naval work. Status of these OMOA’s:

−DARPA : signed 21 July 14−DHS : staffed, in final legal review−USAF : in staffing at AF HQ−USA : drafted −OSD : drafted
