SPA 3 Water Recycling Facility

The City of Surprise has been named Arizona’s fastest-growing city and was challenged to provide the necessary infrastructure to support this growth. The developers and home builders, knowing it would be years before the City of Surprise could provide water and sewer services for new developments, contracted with PERC Water to design, build, and operate four new regional water recycling facilities to support Special Planning Areas (SPA) 2, 3, 4, and 5. PERC Water commenced construction on the SPA 3 Water Recycling Facility in July 2007 and completed it in September 2008.

The SPA 3 Water Recycling Facility has a design rating of 1.8 MGD and is based on the PERC ASP® hybrid-sequential batch reactor process. A significant advantage of the Facility is that it is designed to treat low initial flows to avoid prolonged vault and hauling costs typically associated with treatment facilities that are built for developing communities.

Key Design Features

The SPA 3 Water Recycling Facility in Surprise, Arizona was honored with the “Best Project-Water” Regional Award from the Western Pacific Region’s Design-Build Institute of America (DBIA) in honor of it exemplifying “the principles of interdisciplinary teamwork, innovation and problem solving that characterize design-build delivery.” PERC Water’s utilization of the design-build-operate delivery approach created a fast-track infrastructure solution for the city of Surprise, one of Arizona’s fastest growing cities.

The Facility’s unique design, whereby all treatment of wastewater occurs in below ground, covered tanks with 7,200 square feet of aesthetically pleasing operations buildings built above the tanks, results in reduced land use, noise, and odors.

• Performance guarantee to meet Arizona Title 18 Class A+ Effluent and Class B Biosolids

• Can support 7,200 homes and 21,000 people in the first phase
