April 2008 – March 2014 Investigator: Investigations Unit – Grade 5.2 (State Government):

The Position Description included:-

“Manage and ensure that complex investigations into allegations ... of fraudulent and dishonest behaviour within VTD-regulated industries are conducted per case management, [etc];

Prepare briefs of evidence for criminal proceedings and documentation for administrative proceedings.”

2008-2009 and 2011 to March 2014: Multi Purpose Taxi Program fraud investigations (fraud by taxi industry participants on that MPTP $60m scheme) – planning investigations, interviewing witnesses, collecting other evidence/exhibits, compiling reports, and presenting collated evidence to Victoria Police for further (limited) investigation, charging and prosecution.Late 2009 to mid-2011: Under the direct supervision of the VTD General Manager, I planned and conducted an

Resume – Steve Prousialkas:investigation and reported on major taxi industry structure failings and corresponding systemic taxi industry misconduct. Senior DOT managers used my investigative findings in their discussions with the State Government relating to taxi industry policy. Those reports were also handed to the subsequent established Taxi Industry Inquiry (a reform Inquiry established by the Victorian State Government in early 2011).

OFFICE OF POLICE INTEGRITY (OPI)

May 2005 – March 2007 Investigations Team Leader / Project Officer

Planned, conducted and reported on Victoria Police long-term missing persons/unidentified remains investigations (a copy of which report can be shown in an interview), resulting in the production of a major OPI report (which was subsequently extensively quoted in several related coronial reviews by the State Coroner).

Conducted a major audit of regional Victoria Police Ethical Standards Department Minor Complaints resolution cases.

Produced Examiner’s Briefs for a number of coercive hearings.
