Yezhov, head of the NKVD during the purges, was arrested, tortured and confessed to anti soviet plots. He was executed in 1940 and also vanished from Soviet history.

Some of those suggest ions inc lude inc reas ing the s i ze o f the Par ty 's Centra l Commit tee , g iv ing the State P lann ing Commit tee leg i s la t ive powers and chang ing the nat iona l i t i es po l i cy which had been implemented by Sta l in .

The c r i t i c i sm of S ta l in and Trotsky:

“Comrade Sta l in , hav ing become Secre tary- Genera l , has un l im i ted author i ty concentrated in h i s hands , and I am not sure whether he wi l l a lways be capable o f us ing that author i ty w i th suffi c ient caut ion . Comrade Trotsky , on the other hand, as h i s s t rugg le aga ins t the C .C . on the quest ion o f the People 's Commissar ia t o f Communicat ions has a l ready proved, i s d i s t ingu ished not on ly by outs tand ing ab i l i ty. He i s persona l ly perhaps the most capable man in the present C .C . , but he has d i sp layed excess ive se l f-assurance and shown excess ive preoccupat ion wi th the pure ly admin is t rat ive s ide o f the work .”

These two qua l i t i es o f the two outs tand ing leaders o f the present C .C . can inadver tent ly lead to a sp l i t , and i f our Par ty does not take s teps to aver t th i s , the sp l i t may come unexpected ly

Len in fe l t that Sta l in had more power than he cou ld handle and might be dangerous i f a l l owed to succeed h im. In a postsc r ipt wr i t ten a few weeks la te r , Len in recommended Sta l in 's removal f rom the pos i t ion o f Genera l Secre tary o f the Par ty:

“Sta l in i s too coarse and th i s de fec t , a l though qu i te to le rab le in our midst and in dea l ing among us Communis ts , becomes in to le rab le in a Secre tary- Genera l . That i s why I suggest that the comrades th ink about a way o f removing Sta l in f rom that post and appo int ing another man in h i s s tead who in a l l o ther respects d iff ers f rom Comrade Sta l in in hav ing on ly one advantage , namely , that o f be ing more to le rant , more loya l , more po l i te and more cons iderate to the comrades , l ess capr i c ious , e tc . Th i s c i rcumstance may appear to be a neg l ig ib le deta i l . But I th ink that f rom the s tandpo int o f sa feguards aga ins t a sp l i t and f rom the s tandpo int o f what I wrote above about the re lat ionsh ip between Sta l in and Trotsky i t i s not a [minor ] deta i l , but i t i s a deta i l wh ich can assume dec i s ive impor tance .”
