‘Prisoners in our own homes’Locals say Marlay gigs are intolerable

Locals living in Rathfarnhamsay they are furious after per-mission was granted for the go-ahead of eight big gigs at thepopular park this summer.

On Thursday night theGrammy-winning artist Mackle-more, who is one half of Mack-lemore & Ryan Lewis, enter -tained 37,000 fans at MarlayPark.

The park was again thevenue when the Arctic Mon-keys played on Saturday nightand last month Marlay hostedperformances by big acts in-cluding Arcade Fire.

Now, locals are up in armsover disruption to residentscaused by the Marlay Park con-certs.

“Originally, there were justa few concerts held each yearand, despite the disruption andanti-social behaviour, we weretolerant enough,” said FionaMurdoch.

“But this year there are noless than eight concerts takingplace, including stand aloneconcerts on June 29 and July 2,4, 10, 12 and the three-dayLongitudinal Festival from July18 to 20.

“So we can't go out those eight eveningsand neither can we invite anyone to our homesas they would have a nightmare time trying toget to us, not to mention returning home.”

Ms Murdoch’s neighbour Veronica O'Dohertyadded: "I love music and concerts and still goto the odd few. I tolerated three every year inMarlay. But eight this year is really awful.

“Apart from traffic disruptions and urinatingand all that side of it, my main issue is the levelof noise for each concert, which seems to lastnow for about eight hours.

“The noise is not pleasurable, as it wouldbe for those at the gigs, but rather it's a con-tinuous loud thudding bass that invades yourhome with no escape.

“I have windows and doors shut and stillcannot hear my TV properly.

“During the day I had my mum up whenthe weather was nice and in the garden wecouldn't even hear ourselves talk.”

NOISEShe added: "Surely I and other people who

live here should be able to live in their homeswithout this relentless invasion of unwantednoise.

“I coped with three a year pretty good-hu-moredly but more than three is doing my headin and eight is intolerable. It ends with threedays of it non-stop from 3pm to 11pm with theLongitude Festival.

"Marley Park is in the middle of a huge res-idential area with hundreds of families withsmall children and older people.

“I don't believe residential areas should beused for large concerts or festivals anyway.They should be held in fields away from wherepeople live or in places like the 02, which arepurpose-built.

“I know lots of people who went to theconcerts and had an amazing time, but theydon't live here, and I'm sure they'd have anequally great time if the venue was changed."

A spokesperson for Dun Laoghaire Rath-down County Council said the council granteda licence for the holding of events in MarlayPark between June 29 and July 20 (inclusive),subject to 51 conditions.

“The Outdoor Event Licence for the concertsis available to view at the Planning PublicCounter, County Hall, Marine Road, DúnLaoghaire and in our Dundrum Office also aswell as on our website, www.dlrcoco.ie,” thecouncil stated.

“Each year, this licence application is adver-tised in the national and local media and onour website and planning weekly lists.

“Submissions/observations are sought andcan be made free of charge within a five weekperiod prior to the licence being considered.

“No submissions/observations were re-ceived from the public regarding the 2014 se-ries of concerts.

LICENCE“The council consults closely with pre-

scribed bodies including An Garda Síochana,Dublin Fire Brigade, the Health Service Execu-tive and Emergency Response unit, HSE and theEnvironmental Health Office, Air and Noise Unitas part of the licence process and receives andincludes their specialist advice/conditions in

the licence.“The council has an excellent relationship

with the local residents’ associations whom itworks closely with to ensure the concerns oftheir members are taken on board.”

The council added: “As with an major eventor events, health and safety both for concertgoers and residents is paramount.

“If it appears to the gardaí that it is neces-sary in the interests of safety or for the purposeof preserving order to restrict the access of per-sons to a place where an event is taking or isabout to take place which attracts, or is likelyto attract, a large assembly of persons, theymay give authorisation to erect or cause to beerected a barrier or a series of barriers on anyroad, street, lane, alley or other means of ac-cess to such a place in a position not more thanone mile there from for the purpose of regu-lating the access of persons or vehicles thereto.

“Decisions to close roads at events such asconcerts, sporting events, rallies and demon-strations are not taken lightly but are taken inthe public interest.

“Gardaí who enforce this order will try toaccommodate residents of the area affected asfar as possible. Gardaí make every effort to dis-perse patrons so that we can reopen accessroutes as soon as possible.”

The council also stated that in accordancewith the licence issued under the Planning &Development Act 2000, the noise level limit forthe concerts should not exceed a certain levelover a 15-minute period.

ARTISTS“Both the HSE and MCD are monitoring

noise levels through daytime sound checks andthe evening concerts,” the council added.

“Artists who breach these levels will befined for each and every occurrence. This year,the stage has been moved from in front of Mar-lay House to the other end of the concert siteand this may be a cause for increased noiselevels for some residents.

“However, readings for all the concerts todate have been well within the limits allowedunder the Planning Regulations.”

The council also stated that the Marlay con-certs bring “much needed revenue which hasand is being used for projects in Marlay Park,which have made the park one of the best ofits kind in Europe, with improved playgroundfacilities, golf course, an extension to Boland’scoffee shop, trim trails and construction of theall-weather pitch.

RENOVATION“Revenue is being used for the new Marlay

Golf Pavilion & Restaurant, the renovation ofTamplins Cottage (which is a protected struc-ture) as well as to assist in the provision ofother DLR Events in Marlay - Samhain, Moviesin the Park etc,” the council stated.

“Revenue is also being used to help in theremoval of laurel – an invasive species - andthis is both time consuming and costly. Futurerevenue is targeted for a proposed runningtrack, grass pitches and renovation of the craftcourtyard.”

The council has set up a complaints phonenumber for the public that can be used on thenight of any particular concert: (089-2067950 -Festival Republic).

“With regard to anti-social activity occurringoutside of Marlay Park, gardaí can be contactedat 01-6666500,” the spokesperson added.

‘Prisoners inour own homes’DÚN Laoghaire Rathdown

County councillors havebacked a call for the imme-diate release of Ibrahim Ha-lawa.

Irish born Ibrahim, whose fa-ther is Imam of the Islamic Cul-tural Centre in Clonskeagh, wasdetained with his two sisters, So-maia and Omaima last August inCairo.

His sisters were later re-leased, but Ibrahim who hassince turned 18, was detained.

No book of evidence hasbeen presented and he has notbeen charged with an offence.

Cllr Michael Merrigan (Ind)proposed a motion at the lastcouncil meeting that the councilwould call for the immediate re-lease of Ibrahim Halawa and forhis early return to Ireland.

He also asked that a copy ofthe motion be forwarded to theMinister of Foreign Affairs and tothe Ambassador of the Arab Re-public of Egypt to demonstratethe council’s solidarity with theHalawa family.

As leader of the Independ-ents’ Group on the council, CllrVictor Boyhan added his supportto the joint motion on humani-tarian grounds and in the inter-ests of justice.

Stillorgan councillor, DeirdreDonnelly (Ind) also welcomedthe move.

“I am distressed that an Irishcitizen, who was a minor at thetime, was detained in an area ofconflict for no reason,” Cllr Don-nelly said. “I have heard aboutthe appalling conditions in theprisons in Egypt. This is com-pounded by the fact that Ibrahimhas not been charged with an of-fence despite the fact that hewas arrested last August.

“I spoke with his sisters, So-maia and Omaima Halawa on

Blackrock Billy cycles 28,000km from Alaska to ArgentinaHE HAS been held-up at gunpoint in Guatemala, trappedin the middle of riots in Colombia and avoided bears inAlaska, but Billy Lavelle (37), has completed his epic28,000 kilometre cycle from Alaska to Argentina.

Almost precisely two yearsafter setting off from PrudhoeBay, the most northern pointaccessible by road in NorthAmerica, Billy, from Blackrock,has safely arrived in the Argen-tinian city of Ushuaia, thesouthernmost city in the world.

His cycle, which raisede12,000 to support Trócaire’swork in Latin America, has seenhim pass through 15 countries.

Reflecting on his amazingjourney, Billy said: “There weresome very challenging mo-ments. The worst was gettingheld-up at gunpoint by threemasked men on an isolated dirttrack in Guatemala. They stolemost of my valuables.

“I arrived into Colombiaduring a nationwide strike andhad to attempt to get throughroad blocks. The first road block

that I encountered was themost intimidating. There werehundreds of masked men withsticks blocking the road. Theyhad taken two policemenhostage and run the rest of thepolice out of the town.

Nobody was allowed topass for seven hours until theUN brokered the release of thetwo policemen.

“In Alaska I had to cycle bya large bear, who stood up onhis hind legs for a better view.Thankfully a car happened tobe passing and the driverkindly waited until I was safelypast the curious animal beforecontinuing on their journey.”

The cycle took Billy throughvaried landscapes and condi-tions.

He recalled: “I got stuck in

a vast salt flat while crossing avery isolated and baron stretchin south west Bolivia. I was pro-gressing about 10 metres aminute into a gale, pushing myheavily loaded bike throughthe salt and muck, cursingand laughing at how comi-cally difficult it was.

“During my first 10days on the DaltonHighway in Alaska Iwas eaten alive byswarms of largemosquitos. I was sodesperate to getaway from themosquitos by the

tenth day that I cycled throughthe night. I fell asleep cycling

and had a small crash!”On finishing his two-year

cycle, Billy said: “I have mixedemotions about finally reachingthe finish line. Part of me doesnot want the trip to end, butwith the weather getting colder

and more severe by the weekI was happy to finally reachUshuaia.

“I am completely skintat this late stage but myfamily gave me somemoney and I plan on

using that to treat myself to agood Argentinian steak. I havebeen dreaming about Argentin-ian steak ever since Alaska! Thethings I miss most are familyand friends and, of course, FairCity. The Latin American soapsjust aren't the same.

“I stayed in the frame ofmind of just taking each day oneat a time to keep me sane. Ihave been helped out by liter-ally hundreds of people from allwalks of life. I have a renewed

sense of the good in people asregardless of what country orbackground we are from, thevast majority of us are goodpeople who are willing tohelp.

“So if I don't helpstrangers, especially touringcyclists, when I return then itwould be seriously badkarma.”

Rip-off Ireland laid bare by Garth Brooks fiasco Tony McCullagh

NOT since JR Ewing was shot in 1980 has a man in a Stetsonhat proved such a talking point in this country.

But despite global coverageof the Garth Brooks Croker fi-asco, I expect the internationalmedia are ready to move onfrom a story that has domi-nated the headlines here forthe past number of weeks(seems longer somehow, does-n't it?).

In true Irish style, no partyto this sorry mess came out ina particularly good light in theaftermath of the shock an-nouncement last week. As theblame game got underway, wehad politicians, the GAA, DublinCity Council, the promoter, localresidents and, darn it, even thegreat country crooner himself,

taking their share of the flak.Notwithstanding the High

Court injunction threat, whichhas since been withdrawn, atleast three sold-out gigs couldhave gone ahead had Brooksnot thrown a strop and takenhis ball back.

Frankly, his "five or none atall" ultimatum was a crass dis-play of brinkmanship that wonhim little sympathy. Similarly,comparing which concerts toplay as being like having tochoose between children wasmawkish sentimentality at itsworst. It's hardly 'Sophie'sChoice', Garth.

As I write, Brooks has just

rejected the latest compromiseproposal which would allowhim to play his five preciousshows, with two matinee per-formances.

Incredibly, the Taoiseachhimself has intervened in thismatter of national importanceand there was even crazy talkof asking Obama to get in-volved (that was the lowestpoint in the whole saga forme).

By the time you read this,the shows will either have beensalvaged or we will be stillreading about the latest pro-posal to convince the world’sfavourite cowboy to grace uswith his presence. Who knows,we may have been invaded byUS forces the way things aregoing!

Regardless of how this playsout, should we be collectivelyembarrassed as a nation, as hasbeen widely suggested? Well,yes and no.

In my view, Dublin CityCouncil management made theright decision in the first placeto only allow three concerts. Abalance needed to be struck be-tween satisfying the residents’legitimate concerns and facili-tating the majority of ticketholders.

A number of politicians didthemselves a disservice by issu-ing populist statements to themedia calling for a solution to

the standoff, while naturallybeing cognisant of the local res-idents' grievances. Correct me ifI’m wrong, but isn't that whatDublin City Council's rulingsought to achieve in the firstplace?

We should rightly be em-barrassed by a system that al-lows 400,000 tickets to go onsale for concerts that have yetto receive a licence. This is aparticularly Irish way of doingbusiness and will no doubt force

a belated review of our licens-ing laws. The army of loyalGarth Brooks fans who boughttickets were caught in the cross-fire and it was hard not to feelsorry for them.

Much has been made of thereputational damage caused toIreland by the controversy. Res-idents were urged to supportthe five concerts in the nationalinterest, with dire warnings thate50 million would be lost tothe local economy if they didn't

go ahead. I certainly had a degree of

sympathy for genuinely strug-gling hotel and pub businessesaffected by the cancellation ofthe concerts. I was also im-pressed at how some hotels im-mediately offered full refundsto their customers owing to theexceptional circumstances in-volved.

But let's cast our minds backto January when the tickets firstwent on sale and a number of

Dublin hotels immediatelyhiked up their rates to cash inon the Garth Brooks bonanza.This type of behaviour smacksof greedy opportunism and laysbare the rip-off culture aliveand well in post-Celtic Tiger Ire-land.

Irish sailors compete in massive sea competitionOVER 250 sailors from 44 nations are currently taking partin the largest international sailing event on the Irish do-mestic calendar.

The Optimist European Sail-ing Championship in DunLaoghaire this week sees ateam of 14 Irish sailors compet-ing for various European titles

alongside participants from asfar afield as Argentina,Bermuda, India, Singapore,Hong Kong and New Zealand.

The sailors will be compet-

ing in Dublin Bay in the Boy’sOptimist European Champi-onship, the Boy’s Optimist OpenChampionship, The Girl’s Opti-mist European Championshipand the Girl’s Optimist OpenChampionship.

This is the second highestentry on record for the world's

most popular junior sailingclass, with over 150,000 boatsregistered internationally.

The great majority of thesailors are aged between 13and 15 years-of-age.

They have been selectedfrom trials and pre-trials involv-ing several thousand sailors.

Unlike at other Optimist

events the girls, just over 100of them, are racing separatelyfrom the boys and this givesgreat emphasis to their event.

Indeed all six of the femaleEuropean Olympic dinghymedalists at the London 2012Games had participated in Op-timist European Champi-onships.

Last year the Chamber Coun-cil took time to reflect on thesekey questions in preparation forour new strategic plan, and toinform our mission, vision, val-ues, objectives, actions and keyperformance indicators and tohelp develop our roadmap forthe next three years.

Over the past year theChamber has concentrated onthe following:

Strategic Plan: The Strategic Plan (2014-

2017) is informed by key stake-holder feedback identifying thestrengths, weaknesses, opportu-nities and threats facing theChamber.

This plan will act as aroadmap for the Chamber overthe next three years, with clearobjectives, actions and key per-formance indicators as metricsfor our quarterly reviews.

Lobbying:Lobbying is core to the work

of the Chamber, as we continueto listen to and consult with ourmembers and to identify the pri-orities and key areas requiring astrategic input and direction atnational level. Over the pastyear, the Chamber has lobbied atnational and local level on thefollowing issues. ● A re-generation plan for theCounty ● Tourism re-generation● The retention of corporationtax for FDI● VAT retention at 9 per cent forthe hospitality and tourism in-dustry● Improved environment forentrepreneurs.● Youth unemployment andYouth Guarantee● Parking● Rent and rate reviews● Water rates● Property tax● Supports for SMES and indige-nous business

I am happy to report thatmost of the items covered in thesubmission were reflected in2013 budget. The Chamber iscurrently working on its pre-budget submission for 2014based on current and future con-cerns of our members and localand national issues.

Networking: B2B is a key service to our

members which we organise forearly morning, lunchtime andevening, depending on mem-ber’s needs and preferences.Our networking events aregrowing from strength tostrength. The feedback suggeststhey are greatly valued by mem-bers for the business opportuni-ties, contacts and networksgenerated.

Growing and retaining ourmembership:

The Chamber is continuallycognisant of our members andfuture members. Our focus is ongrowing our membership acrossthe County, to reflect the indus-trial composition of the County.To date we have achieved signif-icant success while simultane-ously investing in membershipretention. We intend to continueour growth strategy and have in-vested in a CRM system that willrespond to and serve our mem-ber’s needs.

The Chamber businessmodel review involved its de-construction and re-constructionto achieve a more effective andefficient model, resulting in alean, efficient, informed andoutward looking Chamber.

The Chamber welcomes theintroduction of the Local Enter-prise Office, which was formerlythe DLR CEB and we look for-ward to working with the LEO inachieving its objectives of beinga ‘one stop shop’ for local en-terprise support. We also lookforward to collaborating withthe LEO in achieving its eco-nomic brief and the promotionof new business startups andbusiness growth in the County.

In conclusion, the Chamberrepresents in excess of 300businesses of varying sizes fromall sectors of industry across thecounty.

Our mission is to promote

Dun Laoghaire Rathdown as thepremier location for business inIreland, and as an attractivetourist destination, by influenc-ing key external stakeholders insharing and implementing thisvision.

Our chamber is an active, vi-brant, well informed and effec-tive umbrella organisation forDLR business.

Our membership is repre-sentative of the industrial struc-ture of the county and we arewell positioned to engage withlocal and national governmentas the voice of business in thecounty.

THE Dun Laoghaire RathdownChamber of Commerce recentlyhosted a seminar sponsored byLKG Solicitors on the topic ofthe 2014 Companies Act.

The new Companies Act will beenacted over the next few monthsand is the most important legalchange affecting business for over50 years.

While it has been presented asa simplification of company lawand has brought in some welcomereforms in reality it has introducedsignificant new obligations and re-sponsibilities for company direc-tors.

The legislation is likely to beenacted in early Autumn if not be-fore and there will be a six monthperiod before it is commenced andbecomes law. It is expected thatthis will occur in Spring 2015.

It is important that companiesand their Directors prepare for thislegislation and the Companies Reg-istration Office is currently engagedin a lot of preparatory work to im-plement the legislation.

The first decision that compa-nies are going to need to make iswhich of the new types of com-pany they want to register as.

There will be a number of newtypes of companies introduced,most existing companies will eitherbecome the standardised limitedcompany or the ‘designated activ-ity company’ or DAC.

Only companies that convert tothe standardised limited companycan carry the name ‘limited’ aftertheir name with all other compa-nies having titles such as DAC, CLG,ULC or Plc depending on the typeof company that they are.

These companies will need toregister a change of name. Direc-tors have an obligation to registera new constitution within the 18month transitional period with theCompanies Registration Office ifthey wish to convert the company

Companies Act2014 to be

enacted shortly

to a standard limited company andthere can be civil liabilities forthem if they don’t do so.

Alternatively the shareholdersof the company holding over 25%of the shares can require the Direc-tors to convert company to a DACand shareholders and creditors alsohave a right to go to court to re-quire it.

The standard limited companywill not have a Memorandum ofAssociation and cannot be limitedin its activities. It can also have asingle director (but must have aseparate secretary) and doesn’tneed to have annual shareholdermeetings (written decisions willsuffice).

The DAC will be suitable forcompanies where the shareholderswish to limit its activities or whereit is a special purpose company.The law on DACs will apply to ex-isting companies until they convertto standard limited companies (orare deemed to convert after 18months).

The law on DACs will also

largely apply to companies limitedby guarantee which will have to re-register as CLGs, most not for profitorganisations and apartmentowner management companiesare CLGs. Apartment owner man-agement companies will be subjectto this new legislation as well asthe Multi Units Development Act,2011.

Important new liabilities havebeen imposed on Directors such asa statutory provisions that personalassets of Directors can be at risk ifa company does not comply withcourt judgements and for largercompanies the need for Directorsto confirm publicly that the com-pany has satisfactory procedures inplace to ensure compliance withtax obligations and more seriouscompany law obligations. A num-ber of transactions set out in thelegislation are to be implementedthrough a ‘Summary Approval Pro-cedure’ whereby the Directorsneed to give a Declaration of Sol-vency and can be personally liablefor all debts of the company if theDeclaration of Solvency is not givenon reasonable grounds.

Companies will have to have asecretary with appropriate qualifi-cations following the commence-ment of the legislation, this isgoing to increase the overhead oncompanies as a secretary will needto be trained or a professional sec-retary appointed.

There are important newchanges around loans between Di-rectors and companies, if a Directormakes a loan to a company it willbe deemed not to be a loan and tobe interest free if not evidenced inwriting. A loan from a company toa director if unwritten will bedeemed to be repayable on de-mand and a high rate of interestwill apply.

The audit exemption has beenextended and will now be avail-able to corporate groups and todormant companies.

These are just a few of themyriad of important changes thatwill apply in this legislation andcompany Directors should take ad-vice on the steps that they need totake.

Specialised seminarsare also held regularly.● Weekly Business Advice Clin-ics.● One-to-One mentoring,working to improve businessperformance.● Networking opportunities tobuild new business leads andlearn from peers.● Advice and support to accesscouncil services and how to usethe various planning, environ-mental and transportation per-mits and permissions.

The LEO-DLR is also a part-ner in a number of EU-funded

programmes from which smallbusinesses benefit directly.

Through the OutdoorTourism Project, the LEO-DLR isworking with partners fromWales and Ireland to establish alocal outdoor tourism sectorwhere local businesses are sup-ported to provide activities forvisitors such as hill-walking,mountain-biking, sailing, kite-boarding, kayaking and stand-up paddling.

Supports for local providersinclude business developmentand training, joint marketinginitiatives and communitytaster sessions.

Another example is theErasmus for Young Entrepre-neurs Project that supports localentrepreneurs to ‘hook-up’ andspend up to six months withentrepreneurs in other Euro-pean countries.

It also works as a mecha-nism to attract entrepreneurs tothe county.

The LEO-DLR manages ini-tiatives to support local smallbusinesses that the council ap-proved from its own budget.These include:● The Occupation of VacantCommercial Premises IncentiveScheme which allows anyprospective tenant or landlordwho wants to start a business in

DLR County Council actively supporting local small businessIN RECENT years Dún Laoghaire Rathdown County Councilhas significantly increased its supports for small busi-nesses.

a space with a rate valuation ofe40,000 or less and is vacantfor two or more years to applyto council for a financial grant tooffset start-up costs.● The Shop-front ImprovementScheme where the council as-sists retailers who want to im-prove their shop fronts with agrant that covers up to 50 percent of their costs.

The council also continues towork with organised businessgroups to develop and imple-ment local events and other pro-motional activities that will helpto increase footfall to towns andvillages in the county.

The LEO-DLR assists the busi-ness groups to make applica-tions to the annual BusinessPromotion Grants Scheme of thecouncil in which funds are madeavailable to groups to cover upto 75 per cent of their event and

promotional costs.A number of popular local

events have their origin fromthe seed funding providedthrough this scheme.

The LEO-DLR is also manag-ing the very popular Park HousePop-up Shop in Dún Laoghaireand will be opening the council’sflagship new dlr Design Galleryin Moran Park House in the nearfuture.

As a sole trader you do not haveto file accounts or have an annualaudit, both of which add to the costsof operating your business.

On the flipside, you are fully liablefor any debts the business incurs andclaims that customers may haveagainst you.

In this article, we review the ad-vantages and disadvantages of trad-ing via a limited company.

The Advantages of IncorporationLimited Liability

First and foremost, the principalbenefit of trading as a company hasalways been the limited liability be-stowed upon the company's share-holders. Directors or shareholderspersonal assets are not at risk in theevent of a winding up or receivership.

Tax ReliefStart up companies can avail of an

exemption to corporation tax for thefirst three years in certain circum-stances. The relief is limited to theamount of employer’s PRSI that ispaid by the company and only appliesto new businesses.

Taxed on WithdrawalsProprietors of unincorporated en-

tities are taxed on their share of thebusiness’ profits; regardless of whatthey actually withdrew. Companiesare also taxed, but the rate of tax theypay under the current Irish tax regimeis lower than individuals do, plus theypay no PRSI on their profits. The cor-poration tax rate is currently 12.5 percent while the marginal tax rate forindividuals can be as high as 55 percent. Therefore, incorporation mightbe appealing if the intention is to re-tain some of the profits within thebusiness.

StatusSeeing ‘limited’ at the end of a

business’ name gives the businesssome prestige and gives an illusionthat the business is large. In certain

industries this can be particularly im-portant.

InvestorsInvestors prefer to put their

Most people are delighted at thenews. Brian Doyle is not one ofthem. The overweight, unmoti-vated, middle-aged Garda has beengiven the unenviable task of findingConway’s killer. With a suspect list aslong as the Irish census, a uselessidiot for a partner, and absolute ig-norance of the world in which thewealthy live, what chance does hehave?

Soon the killer has taken an-other victim - a high-profile tycoonwith political links and a history of

corruption. The pressure is heapedon Doyle, and he has no idea whereto start.

Journalist Avril O’Neill is one ofthe few people he can turn to forhelp. She’s twice as smart as theGarda, and ten times as sexy. Buttherein lies the problem; she hadused her wit and her womanhoodto manipulate him before, seducinghim to garner information on agangland criminal, printing his sto-ries and ruining his case.

Doyle would rather not have todeal with her again, but he has nochoice.

When Doyle saves her from ahiding at a funeral, she promises tohelp him out in return. She tells him

of a share scandal involving Seánand several other high profile fig-ures, including the financial regula-tor.

Doyle and his partner Flynn startto question those involved, and pre-vent one of Ireland’s most ostenta-tious developers from beingexecuted. But despite this, they getno closer to the identity of the killer.

The investigation starts to get toDoyle. Flak from his superintendent,abuse from the very people he istrying to protect, and incessant mo-ronic questions and wisecracks fromFlynn are driving him to his wit’send.

Luckily, Wi-Fi is easy to findthroughout Europe. Most ac-commodations offer it, usuallyfor free. When you're out andabout, head to a café. They'llusually tell you their Wi-Fi pass-word if you buy something.

Some towns have free pub-lic Wi-Fi hotspots scatteredaround highly populated areas.Keep in mind using a sharednetwork comes with the poten-tial for cyber-attacks.

It's safest to use a pass-word-protected network ratherthan being open to the world. Ifyou’re not actively using ahotspot, turn off Wi-Fi so that

your device is not visible to oth-ers. And save any banking andfinance chores for your returnhome.

Though widely available,Wi-Fi can be spotty: Signals mayslow down or speed up sud-denly, or just conk out everyfew minutes. Data roaming - ac-cessing the Internet over a cel-lular connection - is handywhen you can't find useable Wi-Fi.

Budgeting data isn’t that dif-ficult, bit it can be tricky if youdon't know your way aroundyour device. For example, youcan limit how much you use byswitching your phone's emailsettings from ‘push’ to ‘fetch’.This way, you can ‘fetch’ (down-load) your messages whenyou're on Wi-Fi rather than hav-ing them continuously ‘pushed’to your device.

If you receive an email witha large photo or other attach-ment, wait until you're on Wi-Fito download it.

Also, be aware of apps -such as news, weather, andsports tickers - that automati-cally update. On some phones,you can select which specificapps can use data roaming; toreduce usage, check yourphone's settings to be sure thatnone of your apps are set to

computing skillsOVER 120 Dublin students from 4th, 5th and 6thyear took part in the free computing workshopsprovided recently by the Griffith College Dublincomputing faculty.

Dublin City LEO officially opens PEOPLE thinking of starting or expanding a business inevery part of Dublin city will be able to access the full rangeof State supports provided by different Government bodies.

This follows the officialopening of the new Dublin CityLocal Enterprise Office (LEO)

The announcement comesas latest figures show that morethan 700 entrepreneurs andbusinesspeople across thecountry have made submissionsfor the new Ireland’s Best YoungEntrepreneur competition, with392 completed applicationsreceived.

Given this level of demand,the application date has beenextended by a month to July 31.Information and applicationforms can be found at

LEOs will mean that allcategories of business –including sole traders, microbusinesses and small andmedium sized companies – willhave access to Governmentsupports and advice.
