    SECURITY COUNCIL PRESS STATEMENT ON SOUTH SUDAN

     The members of the Security Council welcomed the formation of the Transitional Government of National Unity (TGNU) in South Sudan on April2 as an important milestone in implementation of the !A"reement on the

    #esolution of the Con$ict in the #epublic of South Sudan% (theA"reement)&

     The members of the Security Council recalled the thousands 'illed theon"oin" human suerin" and the deterioratin" economic situation andcalled upon the recently established TGNU to wor' to"ether to fullyimplement the A"reement and brin" an end to the cycles of violence andsuerin" includin" by adherin" to the permanent cease*re and byur"ently creatin" the transitional institutions envisioned in the A"reementwhich are needed to maintain security and build trust between theparties&

     The members of the Security Council e+pressed appreciation for theeorts of the United Nations ,ission in the #epublic of South Sudan(UN,-SS) the .oint ,onitorin" and /valuation Commission (.,/C) and theAfrican Union throu"h its 0i"h #epresentative for South Sudan former1resident onare to support formation of the TGNU and called on the

     TGNU to e+tend its full cooperation and support to the .,/C Chair former1resident ,o"ae for implementation of the A"reement& The members ofthe Security Council stressed the importance of continued and activeen"a"ement on South Sudan by the re"ion and the international

    community to ensure that peace stability and prosperity are restored inthe country&

     The members of the Security Council underscored the importance of the TGNU to implement fully the A"reement includin" its remainin"provisions on "overnance and elections and on the permanent cease*reand transitional security arran"ements as well as provisions onhumanitarian assistance and reconstruction resource economic and*nancial mana"ement transitional 3ustice accountability reconciliationand healin" and the parameters of the permanent constitution&

     The members of the Security Council underscored the pressin" need foraccountability for violations and abuses of human ri"hts and violations ofinternational humanitarian law in South Sudan includin" on"oin"violations and abuses that have been reported since the A"reement wassi"ned&

     The members of the Security Council recalled the 2&4 million peopledisplaced from their homes and the 5&6 million people in need ofhumanitarian assistance reiterated their "rave concern at the direhumanitarian situation in South Sudan and condemned the severe

    impediments imposed by the parties on the "round to the delivery of

    humanitarian assistance& They called on the TGNU to ur"ently removethese impediments to ensure aid reaches those in need&

     The members of the Security Council reminded the TGNU of its obli"ationsunder the Status of >orces of A"reement with UN,-SS and called upon the

     TGNU to allow UN,-SS freedom of movement to implement its mandate toprotect civilians monitor and investi"ate human ri"hts support thedelivery of humanitarian assistance and support implementation of theA"reement& The members of the Security Council stressed the need tostren"then cooperation between the TGNU and UN,-SS to ensure thesafety and security of peace'eepers and other United Nations andassociated personnel includin" humanitarian personnel&

     The members of the Security Council underscored the importance of theCease*re and Transitional Security Arran"ements ,onitorin" ,echanism(CTSA,,) bein" allowed to move in South Sudan as necessary for thedischar"e of its mandate as envisa"ed under the A"reement&

     The members of the Security Council condemned in the stron"est termsthe attac' a"ainst the UN,-SS compound in ?entiu on 24 April whilestressin" that attac's directed a"ainst civilians UN,-SS personnel andUnited Nations premises are unacceptable and may constitute war crimes&

     The members of the Security Council e+pressed their alarm at reports ofintermittent violence witnessed in several areas of the country& Themembers of the Security Council called upon all parties to cease

    immediately all violence&

     The members of the Security Council reiterated that they stand insolidarity with the people of South Sudan& The members of the SecurityCouncil rea@rmed their stron" commitment to the soverei"ntyindependence territorial inte"rity and national unity of the #epublic ofSouth Sudan&
