INTRODUCTION

Welcome to Sportsdata AG

Sportsdata AG has prepared this handbook to provide you with an overview of the tools and

training needed in order to become a “Soccer Venue Scout”, PLEASE READ IT

CAREFULLY. It is intended to familiarize you with important information about our standards

and the way we work as a company, as well as provide you guidelines for what we expect

from you before, during and after a match.

This is the beginning of your training. After you are familiar with the standards and

procedures, you will be able to train in our platform, if you fail the training, you will receive

feedback and you will have more opportunities to pass until your account has expired; on the

other hand, if you pass the training, you have to go through a Skype Tutorial with us and

then, if you are successful, you will be able to start covering real matches.

For assistance or questions regarding any of these handbook standards, you may contact

our Livescouting Team via “Info Centre New Message” on your SMP account at

www.sportsdata.ag and we will answer as soon as possible. Please note that this is the only

means of communication between you and the company and all your questions will be

answered here.

This handbook is divided into three sections, first, you will find an explanation on how to

communicate with us and the information we need before, during and after match day. Then,

we will give you a detailed explanation of our standards; and finally, we will provide you with

a compilation of important soccer rules that will be needed for your coverage. Additionally, at

the very end you will find a special section with “Frequently Asked Questions” (FAQ) for

Soccer Coverage, General Livescouting, and Invoicing.

When you are ready and know all the standards, you will be able to take the training in your

SMP account and if you are successful, you will start working with us as a Venue Scout

covering real matches.

1. Communication Communication is crucial in order to cover matches successfully, there is certain information

that we need to know for both your confirmed matches as well as your applications.

1.1 Before Match Day

Match Fixtures Changes

You have to inform us whenever there is any fixture change (KO date/time) for matches

confirmed to you or you have applied for.

If you click on a specific match on SMP you will see the “Match Details” window, Please use only “Match feedback for this purpose:

Please write “fixture change” as a subject, and the new Kickoff Time in the content of the message, ALWAYS in Central European Time (CET). We always need official links to confirm the change, write them directly with the message for informing.”

Info Tab in Match Details

You can and should enter a link related to a match through “Info” tab in “Match Details”. This

will ensure an optimized information exchange and will increase your chance of confirmation

of such match.

1.2 On Match Day On match day, we will call you at your mobile phone, but in case there is an emergency, you

can either send an SMS or call the supervisor.

Please send all information regarding the match before the system call via “Emergency

SMS”. You will always be refunded for all SMS expenses for our numbers.

If you don‘t receive a call: Please call the supervisor at +43 1279 3737222

SMS message when you are late: “I will be late by xxx minutes”

SMS message when you haven't received a system call: “No call received”

SMS message when a fixture changed: “Fixture changed”

Please note that all SMS should ONLY be sent from your registered mobile phone number

and not any other number, if you have problems with your registered mobile phone number,

you should ONLY call us.

After sending the SMS: please wait until we contact you.

Important! Please save this numbers in your phone book so that they are handy in case you

need them.

1.3 After Match Result Confirmation We will need you to upload a link with official information about the match (results, statistics, etc.), within 24 hours after the match has ended, please do so through “Info” tab in “Match Details”. Please note that we cannot accept any info from livescore sites. It should only be official from your local federation or from team official website, and if this is not possible, you should post a link from a local sports site. For example: Acceptable link: http://www.lfp.fr/ligue1/feuille_match/76196 Not acceptable link: http://www.lfp.fr/

If official link from local federation is not available you can upload a link from local sport site

or team site etc. You should not upload links from livescore sites.

Tech Feedback

Sometimes, you might experience technical difficulties during coverage, such as

disconnections, wrong system entries, system not accepting inputs, etc. If this is the case,

you should fill out the “Tech Feedback” tab

Further Feedback Any extra feedback that might explain any issue that you may have had during coverage should be entered in the general “Match Feedback” for the respective match.

2. Mute Instructions On match day, you will receive a phone call from our system 15 minutes before Kickoff and

you will stay connected during the whole match. There are a series of things that you should

do as soon as you receive the call.

IMPORTANT! Mute Function

AFTER the kick off you have to switch the microphone of your mobile device to mute and

keep it closed during coverage. Be aware that the mute function is not the same as silent.

In order to mute your phone:

When you are in the middle of a call, you can also mute the cell phone from the "Options"

menu by pressing on the "OK" or "Send" button and selecting "Mute" from the menu. To un-

mute, select "Options" again and choose "Un-mute."

Make sure you can perfectly handle the mute function on your device before attending any

matches. You should always be aware of how to mute and unmute your device at any time.

Important: You have to unmute your mobile if you want to call the SV or if you receive

a supervisor call. Remember that you have to keep the microphone opened until

match start and then you have to close it. Please note that we might ask you to keep

your microphone occasionally. These instructions are very important and should NOT

be ignored.

3. Starting a Match

3.1 Match Information Right after our call, you will be asked to enter your 4-digit code by our system voice, after you

enter it correctly, the voice will welcome you and tell you the match information:

“Welcome Peter!

Home team: Fenerbahce Istanbul

Away team: Galatasaray Istanbul

Match start: 7:00 (always in local time)”

3.2 Before Match Starts There is a strict procedure on how to start each match. Once you are sure that you are at the

right venue and the teams in our system will play, you have to enter weather and pitch

conditions. System Voice will say:

Weather Conditions?

“1” for good,

“2” for medium,

“3” for bad,

“4” for indoors.

Right after you enter Weather Conditions, you will be asked to enter information about the

Pitch:

Pitch Conditions?

“1” for good,

“2” for medium,

“3" for bad.

3.3 Opening the Market Right after entering weather and pitch conditions you will hear the following information: “Welcome Peter! The match has not started. Press “0 0” to open the market, “1” for players on pitch, “2” for players warming up, “3” for match about to start and “8” to start the match.“

Open the market only once you are sure of the fixture. You can open the market always by pressing “00”, (button 0 twice) you don’t have to wait until players come out of the locker room. Once they appear you have to enter “1” for “players on pitch”. Then press “2” players warming up, and finally, when both teams are positioned in their side, press “3” match about to start, even if the players have already warmed up, please follow this procedure.

4. Match Start Procedure After entering Weather/Pitch conditions, and after opening the market and enter “Players on

the pitch” and “players warming up”, you have to start the match. This is divided in 3 stages.

4.1 Pre-start the match The first step is to pre-start the match. You can do this by

pressing “8”.

Important! You should do this exactly when the coin toss

for kick off is done.

4.2 Kick off Information The second step: once you are sure and after the toss,

you have to enter which team has kick off:

Which team had kick off?

“1” for home team

“3” for away team

“2” for unknown

4.3 Match Start The third step is to confirm the kick off entry by pressing

“5”. This will automatically start match time.

Important! This entry should be done exactly at the time

of match kick off (referee’s whistle).

5. Important Buttons Throughout The Match Once you have completed the procedure above, you will be able to start entering inputs for

the match happenings/actions, but before, let’s have an overview of some important buttons

that you will need to use during coverage.

5.1 Supervisor Call “ * ” Once you are connected with our system, you can

always call the supervisor by pressing “ * ”. The

System will connect you with him straight away. This

will not generate any cost for you.

Please use this function for all circumstances where

you are not sure what to do.

Important! Always press betstop (0 0 buttons)

before contacting the supervisor (see 2.3).

In some cases it will be necessary for supervisor to enter information like goals, cards, etc.

for you. Please make sure that supervisor confirms all entries to you, so that you can

continue coverage without risking any double entry. Communication with supervisors is very

important. You should always give clear answers to his questions.

5.2 Match Status “8” Status Button “8” is for match start, change to

halftime, start 2nd half, match end, and

optionally for start Extra Time or penalty

shootout at the end of regular match time.

You can change every match status by

pressing “8”. Any change of match status has

to be confirmed with “5”. Please be aware that

“8” is a sequence button.

Every time you press this button you will switch

to the next match status and you are not able to switch back to the former status. If you

change match status by mistake you should immediately call supervisor by pressing “*” and

inform him.

5.2.1 Exception for “Match Status” (8) button

At the end of each match system will ask you about

further steps in the coverage. After pressing “8” the

system will ask you:

Match end. Press “1” for end match, press “2” for

Extra Time, press “3” for penalty shootout.

If the match has ended, press “1” and you will hear:

“The match has ended, you can now hang up”.

Then, you can hang up and finish the call.

If there will be Extra Time, or Penalty Shootout,

enter the adequate input and then you will have

to change to the following status by pressing

“8” and confirming with “5”.

Important! Please check “Overtime” and “Penalty Shootout” procedure below.

5.3 Betstop / Betstart button “0” During a match, the market could be either open or closed, this means, when the market is

open, we are telling our clients that everything is going normally or smoothly in the match, on

the other hand, when the market is closed, we are telling our clients that an

important/delicate situation is happening on the

pitch.

This procedure is very important and you should

use “0 0” to close and open the market manually.

Please use it only when it is really necessary. We

call “betstop” to the action of closing the market, no

matter if you close it manually or it is closed

automatically; and “betstart” to the exact opposite:

the action of opening the market.

Normally during a match, while you are entering inputs, the market will be open, except in

some special situations when an automated betstop is generated and other cases where you

will have to close the market manually by pressing “0+0”:

5.3.1 Automatic Betstop Events

During the match some events will generate automatic betstops, this means, at the moment

you enter one of the following inputs, the market will be closed automatically:

Goals

Red Cards

Penalties

Important! You don’t have to press betstop for these events because the system closes the

market it automatically, but you DO have to press betstop in the following situations:

5.3.2 Manual Betstop Events

Before Calling the Supervisor

Dangerous free kicks (see below)

Dangerous goal position (see below)

In all situations that are likely to have a red card (fight between players, 2nd yellow-

red) or before a confusing play within the box that could lead to a penalty kick.

The system will ask you the reason of betstop after pressing “0+0”.

What is the reason for betstop?

“1” for dangerous free kick.

“2” for possible goal.

“3” for possible penalty

“4 for possible red card

“9” for another reason.

5.3.2.1 Dangerous free kick

Press “0+0” and select “1” for any free kick in the marked area:

Every time there is a foul or

an action that ends with a

free kick around (or in) the

penalty box (green marked

area), chances are that it

could end with a goal, and

this is why you should close

the market manually.

Once you select “1” for dangerous free kick as reason for betstop, you are then asked if the

dangerous free kick has been awarded for home or away team, or there is no dangerous free

kick but you need to keep the market closed, or if there is no dangerous free kick, but you

want to open the market since the dangerous or unclear situation is over:

1- Press “1” for dangerous free kick home team

2- Press “3” for dangerous free kick away team

3- Press “0” for no dangerous free kick and betstop

4- Press “2” for no dangerous free kick and open market

Please note that dangerous free kick is NOT closing the market. If an important fact as a

goal, penalty or red card is coming after a dangerous free kick you should IMMEDIATELY

enter the event with the usual buttons (e.g. 1+5 goal home team, 3+5 goal away team etc.)

and this will cause automatically the betstop. In case the event is not confirmed by the

referee, you can then reopen the market once the situation is totally clear.”

5.3.2.2 Possible “Automated Betstop” Events (goals, penalties, red cards).

If you are unsure on what is happening on the pitch, or you have unclear understanding

about referee´s decisions, the first thing to do is to press “0+0” to immediately close the

market and with reason.

After selecting the correct event:

- “1” for dangerous free kick.

- “2” for possible goal.

- “3” for possible penalty.

- “4” for possible red card.

- “9” for another reason.

When selecting Dangerous free kick, Possible Goal, Possible Penalty or Possible Red Card

you are asked to enter the team, or if there is no possible event and you want to keep

betstop or open the market:

- “1” for event home team

- “3” for event away team

- “0” for no event and keep betstop

- “2” for no event and betstart

Important! Please keep in mind some vital points related to betstop:

Do not open the market if you are not sure about fixture or venue.

This is, if you are not sure about which team is who on the pitch, or if you arrive to the

venue and find out that the match will not be played, or it was moved to a different

venue, etc.

Do not open the market if, for any reason, you suffered disconnection and we

missed any action.

Sometimes, you might experience disconnection during a match due to technical

reasons. The first thing to do after you get re-connected is to contact supervisor (*) and

report about any happenings during disconnection. Please wait for supervisor

confirmation before opening the market again. During the disconnection the market will

be automatically closed, therefore DON´T open the market if you miss any important

event like goals, penalties, cards and corners, but call the supervisor immediately and

he will update the system for you.

Do not open the market if you are not 100% sure that the dangerous (betstop)

situation is over.

Sometimes, a tricky situation on the pitch might be followed by another one, or a series

of difficult situations (bookings, aggressions, etc.). Only when everything is back to

normal you should open the market again.

Do not hesitate to close the market in all cases you are not sure about the ac-

tions.

Every time you lose sight of the events, or find it difficult to know what is happening on

the pitch, please close the market immediately and press 9 when the system voice

asks the reason.

Close the market before every call to the supervisor.

The first thing you should do whenever you want to call supervisor (*) is to close the

market with “0+0”. This is very important and we need it every time.

Close the market in case you did not enter an important input correctly.

Sometimes, you could miss entering some important inputs such as goals, penalty

kicks, corner kicks, if this is the case, please close the market and try to enter the input

again or call the supervisor right away. Do not try to enter the same event with an open

market by yourself, you risk receiving fee cuts because of delayed entries.

5.4 Information button (#) For any information regarding the current status of the match, press the “#” button. The

system voice will tell you the current status of the match (Time, Score).

You can always “interrupt” the system voice and continue entering your inputs during the

status message.

The Status button “#” has got different levels:

Press “#”

You will hear match time and the current score

Press “##”

You will hear match time, actual score and all actions you did since match start

If you have pressed match status button (“8”) unintentionally, press “#” to return to your

former status of the match.

Important Technical information!

For our soccer basic coverage, we use a DTMF based technology. This means that the

quality of your local phone network has an influence on the quality of our system.

We want to emphasize that some inputs, especially those entered with single digits like

attacks, yellow cards and corner kicks are recognized very slowly. This is because the

system is “waiting to see” if there is a second entry for a more important event. Please don’t

panic if you have the feeling that the system is too slow for these entries.

We have marked all “slow buttons” in our standards.

6. Match Events There are several match events you have to enter during soccer coverage:

Attacks and ball Safes

Corner kicks

Bookings

Goals

Injury time

Penalty kicks

6.1 Attack & Ball Safe (slow entry) We need important match information which is a combination of ball possession and ball

location on the pitch. You have to forward us whether any of the teams is attacking or the ball

is in the so called “safe zone”. We have split the pitch into 3 parts. 2 of these are attack

zones (yellow) and 1 is a safe zone (green).

6.1.1 Attack

An attack happens when the ball is on the

yellow marked and the attacking team has

possession, no matter if the attack is

resolved by a shot on goal. The single fact of

the ball entering in the “yellow area” is

enough to input an attack. Press “1” for every home attack and “3” for every away team

attack.

Attack Logics

There are some logics for attack information:

Logically, every goal and every corner must be preceded by an attack. So please

input this information accurately.

6.1.2 Ball Safe

You have to enter a “ball safe” input in the

following cases:

Every time the ball is being played in

the “ball safe zone” (page 17, 3.1)

When the defending team has ball

possession in their own half of the

pitch.

Ball safe is always an automatic “market open” entry. You don’t have to open the market

after ball safe information.

You have to enter which team has ball possession while the status is “ball safe” by pressing

“2+1” for ball safe home team and “2+3” for ball safe away team. You don’t have to confirm

the ball safe input, you only have to enter if home or away team has posession.

Ball Safe Logics

There are some logics for ball safe entries:

Please forward ball safe information every time the ball enters the green zone in the

middle of the pitch.

You have to enter ball safe information when the defending team has possession or

the goal keeper saves and keeps the ball after an attack.

Every missed goal attempt (goal kick) is a ball safe entry.

Press the “ball safe” entry again when the ball is in the safe zone for more than 30

seconds.

Please enter 2+1 or 2+3 for ball safe home or ball safe away ONLY when the

dangerous situation has completely disappeared. Keeping the attack for a few more

seconds is better than entering “ball safe” if there is still some risk on the pitch. E.g

after a corner or a free kick the defending team may get instant possession of the ball

but if the situation is not 100% clear you shall remain in attack mode.

6.1.3 Rating for Attack and Ball Safe Information

The accurate entering of attack and ball safe information is very important and will be rated.

6.2 Goals (Automated Betstop) Goal information is the most important

information during your coverage. You

should avoid any kind of mistakes

regarding goals.

6.2.1 Goal Procedure

Every time you see that a goal has been

scored, please, follow this procedure:

Press “1+5” for “Goal home team”

This can also be done by pressing “1+1” for “Goal home team”

Press “3+5” for “Goal away team”

This can also be done pressing “3+3” for “Goal away team”

Right after entering the input, the system voice will say:

Goal (name of the scoring team), press “5” to confirm

6.2.2 Double confirmation of goal.

The system will repeat this many times until you confirm the goal with “5”, but be careful!, you

should confirm the goal only when you are sure that the goal was given (when the referee

runs to the center of the pitch. Then you have to confirm the goal a second time when the

match is restarted with kickoff. Never before! Please contact the SV by pressing * if after 1st

confirmation, the goal was either cancelled or there was a red card or any important action

happened in this period of time.

Goal inputs cause an automated betstop.

Confirm goals only once the goal has been scored regularly. You should then press

“5” with the kick off after goal at referee’s whistle. No goal confirmation before

match starts again!

6.2.3 How was the goal scored?

Once you have confirmed a goal, the system voice will ask you how the goal was scored.

6.2.4 Goal Confirmation Procedure – Most Important

We don’t accept any delay for goal information. As soon as an attack seems to end in

a goal, enter goal sequence.

After entering goal sequence it is possible to confirm the goal at least after 5 – 20

seconds. This confirmation procedure depends on the number of your covered

matches and rating.

Confirmation of goals changes match score and does NOT open the market. After a

goal is confirmed, scout still has 3 options:

o Scout has to enter whether match is restarted by kick off (press “5”) or an

event occurred which will cause an automatic betstop:

Cancellation of goal

Booking (red card)

Re Kick off: Scout has to enter this information as soon as the match is restarted after a

goal. This will be the final confirmation that a goal was given and will open the market.

Cancellation of goals and important bookings: Scout has to keep the market closed if a

confirmed goal is cancelled or if there was any red card/yellow red card after goal

confirmation. In both cases the market remains closed and you should immediately call

supervisor to advice.

SV will cancel confirmed goal or enter booking for you while match is still in “status =

betstop.”

6.2.5 Cancelling a goal Sequence

It is quite common that goals are not counted because of offensive fouls or offside decisions.

Additionally, you might press goal by mistake. For all these cases you have to cancel a

possible goal entry. Please keep in mind that even if you see a clear offside or a foul which

could result in a goal cancellation, you should enter the goal anyway, in order to not risk any

fee cut. Referees can make mistakes and confirm the goal anyway, but if you are waiting too

long for entering the goal, this could be considered as a mistake from your side.

Once you get aware that the goal will not be valid or that entered goal information is not

correct you should press “#” (hash key) to cancel the goal. Please note that this procedure

is only to cancel a goal that has NOT been confirmed with “5”.

System will ask you the reason for canceling any goal sequence. Goal cancellation may have

3 reasons:

Goal cancelled: Offside press “1”

Goal cancelled: Foul attacking team press “2”

Goal cancelled: Wrong system entry press “3”

Goal cancelled: Unknown press “4”

You have to confirm this information by pressing “5” and open the market manually by

pressing “0+0” and “5”

6.3 Injury Time Injury time is the time added on by the referee at the end of each 45 minute half to compen-

sate for interruptions during the game. Injury time is commonly added on for substitutions (30

seconds for each one), injuries, time wasting and other interruptions.

When the clock reaches 44’ 30” (first half) and 89’ 30” (second half), the system will start

asking you to enter the added time by the referees. In order to do this, you will have to press

# twice (##) and wait for the system to ask you how many minutes will be added, then enter

the number that was displayed by the referee; for example, if 3 minutes will be added, enter

## and 3. Please note that after pressing ## you have to wait for the system to ask you how

many minutes will be added.

If for any reason, the injury time is not communicated at the stadium, you have to press “9”

as info on “injury time information not available”.

Please note that if Injury Time is greater than 5 minutes (6 or more), you will have to press

betstop ( “0+0” ) and call the Supervisor ( “*” ) to inform.

6.6 Penalties (Automated Betstop) A "penalty kick” is a special type of direct free kick. When a player commits any of the 10

"Direct Free Kick Fouls" within his own Penalty Box, the other team is given a Penalty Kick.

A penalty entry always causes an automated betstop.

Certain matches, when they end with a tie, will have 2 periods of extra time, and, if the tie

continues they will resolve the match in a series of penalty shootouts, please note that this

procedure only applies for such matches. After 2nd period of extra time you have to enter “8”

and selecting “3” to continue with penalty shootout.

Then the system voice will keep repeating:

Please note that you should NOT try to enter the penalties with this status, but you have to

The accuracy of reported data and your reliability is very important for us. We have a rating

system which includes some disciplinary measurements. Please be aware of the following

points:

9. Keep in mind!

Do not try to correct any wrong entries yourself once you have confirmed them with

“5”. In these cases: Stop the market immediately and immediately call the supervisor

with “*”.

After a goal: Wait until the match starts from center again and confirm the goal with

“5” It is a big mistake to confirm a goal which is subsequently invalidated because of

offside, foul etc.

You might have disconnections during coverage. This is not a reason to panic or to

get worried about. In most of the cases there is a technical reason for this. Some of

the disconnections can be avoided if you hang up call during halftime. Please wait un-

til you get a call either from system or directly from supervisor. You don’t have to send

an SMS to get re-connected. The first thing to do after you are re-connected is to con-

tact supervisor and report about any happenings during disconnection. The market is

automatically closed after disconnection, so, in case you missed something important

(goals, penalties, cards, corners) DO NOT open the market and press * immediately.

If nothing happened after disconnection, you can open the market and continue cov-

erage without calling the supervisor.

11. Soccer Rules For Coverage

This part is intended to be a summary of soccer rules, in this case, we will only mention the

ones that are important for us during coverage.

11.1 Bookings When a yellow or red card is given, the referee takes out his "notebook" (actually a match

record card) & writes down the player's name & number.

There are 2 card colors, which the referee will hold up to indicate serious fouls or behavior

that won't be tolerated. He carries these cards in his shirt and/or shorts pocket, so, if he

reaches for his pocket it's a bad sign for the player who committed the foul.

When a card is to be given (it isn't actually given to the offending player, it is actually just

shown to him and to everyone else) the referee will stop the game, call the player over, hold

up the card and write the player's name in his notebook. This is called "booking" the player

and when it happens the player has been "booked", (e.g., "he was booked"). Any time a

Yellow or Red Card is shown, a "direct" or "indirect kick" will also be awarded.

11.1.1 Yellow Cards

A yellow card indicates a formal "warning" for any of the following 7 offenses:

Any "unsporting behavior" - this includes:

Hard fouls

Holding an opponent or deliberately handling the ball for the purpose of preventing

an opponent from gaining possession of the ball

Faking an injury

Saying things that are meant to confuse or distract an opponent

Harassment (such as jumping around, shouting or making gestures to intentionally

distract an opponent)

Jumping in front of a corner kick, free kick or throw-in

Worrying the goalkeeper or trying to prevent him from putting the ball into play

Gaining an unfair advantage by leaning on, climbing on the back of, or holding a

teammate or the goal

Blatant cases of holding and pulling an opposing player or his uniform;

Any action designed to deceive the referee

Behavior which in the referee's judgment is unsporting or causes an unfair ad-

vantage

Dissent by word or actions,

Persistently breaking the rules,

Delaying the restart of play,

Defenders failing to stay the proper distance away from the kicker on a corner kick,

free kick or throw-in (see "Corner Kick" & "Free Kick"),

Entering or re-entering the field without the referee's permission

Deliberately leaving the field without the referee’s permission.

A player who receives 2 Yellow Cards is given a Red Card & ejected.

11.1.2 Red Cards

A player must be shown a Red Card and "sent off" (i.e., made to leave the field) for the 7

offenses listed below. A player shown a "Red Card" & sent off may not be replaced during

that game (i.e., his team must play one player "short" for the rest of the game; however, in

some leagues a player may be replaced if he is ejected for receiving a second Yellow Card).

The 7 offenses for which a player must be shown a Red Card and sent off are:

Serious foul play (includes any use of excessive force or brutality against an oppo-

nent when challenging for the ball. Examples include a dangerous slide tackle from

behind, or an "over the top tackle" in which a player raises his foot so the cleats could

hit a player, or a two footed tackle that takes down the opponent. FIFA has broad-

ened this definition by saying that "Any player who lunges at an opponent in challeng-

ing for the ball from the front, from the side or from behind using one or both legs,

with excessive force and endangering the safety of an opponent is guilty of serious

foul play. For current rules visit www.fifa.com, Laws of the Game. The above quote is

from Questions and Answers, Additional Instructions for Referees). The rules now in-

clude "Decision 4", which says: "A tackle, which endangers the safety of an opponent,

must be sanctioned as serious foul play".

Violent behavior,

Spitting at anyone,

Deliberately touching the ball with a hand in order to prevent a goal or to deny an ob-

vious goal scoring opportunity (such as preventing a "Breakaway".... this does not

apply to the goalkeeper within his own Penalty Box)

Fouling an opponent to prevent an obvious goal scoring opportunity (e.g., holding to

stop a breakaway),

Using offensive, insulting or threatening language and/or gestures,

11.2 Penalties

A "penalty kick" or "PK", is a special type of direct free kick. When a player commits any of

the 10 "Direct Free Kick Fouls" within his own Penalty Box, the other team is given a Penalty

Kick. On a penalty kick, a player from the fouled team gets a free shot at goal from the

"Penalty Mark" with only the goalkeeper to stop the shot. All other players must stay outside

the Penalty Box and the Penalty Box Arc until it is kicked.

The kick must go forward and once "in play" any player other than the kicker may then touch

the ball.

The goalkeeper must stay on the goal line until the ball is kicked, but he can move laterally

along the line. The goalkeeper cannot take actions (such as waving his arms or yelling) to try

to intentionally distract the kicker because that would be "unsporting", nor can the kicker start

his run & then stop for the purpose of faking the Goalkeeper, for the same reason.

Question: What is the sequence at the beginning of the coverage?

Answer: Procedure: Weather conditions Pitch Conditions 0 8 when coin toss 1 or

3 for home/away team kicking-off 5 at the point the kick-off happens

Question: I pressed a key by mistake, I was pressing # and then ## (2 times #); what is the

right input (dial number) to delete the instruction without problems?

Answer: Press one time #

Question: When I give the weather information to the system; I use 1, 2 and 3 - one for

good, two for medium and three for bad. Do you have any suggestions what a medium

weather is, rain, wind, snow...?

Answer: Cloudy

Question: When a player scores a goal because the ball touched his body… How do you

describe such goals?

Answer: The goal is a goal by shot.

Question: How do I find out the actual status of the market, whether the market is open or

closed?

Answer: The system repeats the status frequently. Another option is to press the “#” button.

Then you can request a status quo.

Question: Home Team is attacking, and there’s a shot outside the area; the goalkeeper get

the ball (so the player failed his goal attempt) but a defender (from the away team) is having

the ball but still in the dangerous area ... Could you tell me when do I have to press "Ball

Safe" ? When the forward fails the shot? Or should I wait until the ball goes with the defender

outside of the danger area?

Answer: We need you to press “attack” when the attacking team enters the “yellow zone”

with the ball. Regardless the fact if they shot or not. You have to press safe when:

The attacking team stops attack and turn back into the “safe zone”

The attacking team tries an attempt and misses

When the goal keeper safes the ball

Question: Home Team is attacking, and there’s a shot outside the area; the goalkeeper get

the ball, pass it to one of his team mates, but he loses the ball and a player from the home

team attacks again; Should I first press "Ball Safe" when the goalkeeper hits the ball and

press "1" again because there is another attack? Or should I NOT press "Ball Safe" and keep

the action of "1" because the attack is still remaining?

Answer: Do not press “2”. But press another “attack” (1) for the home team.

Question: There is a corner (press "4+5" home team attacking) but the attacking team hits a

short ball and two players are fronting each other around the corner area, what should I type

in?

Answer: Please press another “dangerous attack” to mention that the dangerous attack still

is still remaining.

Question: If both teams are fronting each other in the midfield area for some time without

dangerous attacks from both sides, how often should I press “Ball Safe”?

Answer: Every 30 seconds. Please be aware, that every “Ball Safe” entry generates a

“market” opening, we need the live inputs as accurate and precise as possible.

Question: Could you tell me what to dial for a dangerous attack which finishes with a

corner?

Answer: 1/3 for dangerous attack + 4/6 for corner + 2 for safe ball (if there is no goal).

Please be aware that you have to press a dangerous attack almost before every corner.

Question: If during the match, there are 3 consecutive corners (back to back, ball stays in

the dangerous zone), should I press “Ball Safe” in between each of them?

Answer: No need to press 2 between the corners.

Question: What is the procedure if it is unclear who scored or how the goal was scored?

Answer: The system will ask you several times, and if you don’t enter anything the status will

be unknown. That’s fine with us.

Question: Should I have the market open or closed when the game is in general play? For

example when the players are the middle of the pitch passing the ball?

Answer: The market always has to be open except on special situations like a goal, a red

card and a very dangerous position or on a supervisor request.

Question: When the ball enters the yellow area it is an attack, if there is a free kick right

away, do I have to press another attack, or one attack is enough?

Answer: One attack is enough. The attack is just an indication to show where the ball is.

Question: During a game a penalty is awarded ..."4+4" or "6+6" then "5"...whilst waiting for

the penalty to be taken the call disconnects. During this time the penalty is scored. When the

connection is re-established and after entering the scout code...the system asks for the

betting to be opened (as it automatically closes) and then I enter the fact that a goal was

scored...how it was scored. Shot etc. In this situation, is this the correct procedure or what

action should be taken?

Answer: No. You should keep the market closed and contact the supervisor with “*”. This is

the general procedure: You have to call supervisor when you get reconnected and wait for

him to confirm you that you can open the market. There will be a fee cut if you ignore this

important instruction.

Question: If the penalty is missed and rebound goal what should we press? Is there an

automated betstart?

Answer: No. There won’t be an automated betstart when penalty is missed. Only a scored

penalty is generating an automated betstart. For a rebound you have to enter goal after

penalty is missed (0).

Question: Is it still ok to press manual betstop before entering penalty? What should reason

for betstop be?

Answer: Yes it is ok to press betstop. You should enter “3” as reason for betstop.

Question: If player receives 2nd yellow card, then it’s enough to report the red card directly

and then answer the question that this is 2nd yellow.

Answer: Yes. The sequence is as follows:

7+7 or 9+9. The system will ask you press “2” for red card, “3” for yellow/red card and “0” for

no card.

Question: I would like to clarify yellow/red cards situation. If a player gets a second yellow

and red card, does it mean that I should press 7/7+5 or 9/9+5 and to choose yellow/red

action?

Answer: Yes!

Question: For a penalty that was scored should I wait for kick off to press 1 (as when

pressing 5 to confirm a normal goal) or will I have to press 1 when goal scored and then 5 to

confirm at kick off?

Answer: You should be sure that the goal is given. The best is here to wait.

Question: If a penalty was missed but ball goes out for a corner. Should I press 0 for penalty

missed but then should I manually open the market first before entering the corner?

Answer: Yes. The market should be opened before.

Question: If a penalty is scored or missed but the referee then says that the penalty has to

be retaken, what should I do? I need to know the correct procedure for what to do if I have

entered the goal, but also if I have not entered the goal. Should I press ball safe/cancel goal

and then reenter the penalty? or should i call the supervisor?

Answer: You should enter a goal only once the match has restarted. So there is no way you

can enter a not given goal. When a penalty is retaken you should wait until final resolution.

GENERAL FAQ Questions about Livescouting duties:

Question: I have forwarded you the list of teams which are within 100 Km from my home.

But there is some information regarding flights, accommodation and victuals in the

guidelines. Does this mean I can also cover matches far away?

Answer: The team listing is important for us to know which matches, club, venues you can

cover within an acceptable distance. Regarding the information requested about

transportation is important to us for possible tournament coverage.

Question: I have seen that there is a discount on my fee if I make some mistake, is it

because the information goes to some betting provider?

Answer: We do indeed have discounts on possible mistakes. As far as we are providing live

results for Media or Betting providers, we can’t allow any mistakes.

Question: How will I handle the Livescouting duty? Would I have to use a PDA or a regular

mobile phone?

Answer: You can use a standard mobile phone; we do not recommend using PDA or any

software for Livescouting duties.

Question: If I am interested by a supervisor position for a certain region, will I have to

provide (with my scouts) full coverage of the 1st, 2nd and 3rd soccer leagues? Or just try to

cover as much games as possible?

Answer: As a supervisor you will help us recruiting and organizing a scout network in certain

regions to be able to cover as much games as possible. Please keep in mind that we will

never guarantee an exclusive coverage, we always need two sources for each match.

Question: I received (or) sent a match but it’s over 100kms from where I live, would it be OK

to provide coverage?

Answer: It is not worth for us that a scout travel over 100kms to cover one game or two.

Please clarify this before you travel to the far venue with Scout Admin through Info Centre in

your SMP platform.

Question: Will you cover the phone bills?

Answer: You always will be the recipient of the phone call. So you won´t have any costs

except other than you are living in USA or Canada.

Question: Will I be given anything in written and signed that my expenses will be covered?

Answer: You will have confirmations for each match. But there is no contract or similar

agreement.

Question: If I provide the list of events (teams) I can attend will I get the confirmation that

these are the ones you're interested in?

Answer: We need the team names only for administrative reasons. You will not get any

confirmation that you have to cover all matches from one scout. We have more than just 1

scout in one region. So we always try to allocate the matches to the best scout.

INVOICING FAQ

Question: How can I get payment?

Answer: You have to send us an invoice at the end of each month (after your last duty every

month). The invoicing is part of SMP “Invoice Center”. Be aware that you just can send 1

invoice per month.

Question: Do I need to send you scan for all expenses?

Answer: Yes. We won´t reimburse any expense which is not proved with a scan.

Question: What can I charge for fuel? Do you need fuel receipts for each match?

Answer: You can sum up your kilometers for each match and take fuel at the end of the

month. There is following rule you can consider: 100 Km = 10 Liter

Question: How will you transfer payment?

Answer: We only transfer via bank (IBAN and BIC needed) or via moneybookers.com.

Outside EU we recommend usage of Moneybookers.com. *Please be aware that we don’t

reimburse any bank transfer costs.

Question: How long does it take to receive payment after I have sent my invoice?

Answer: This is the invoicing procedure:

1st to 10th of each month: Livescouting gathers all invoices and starts checking them

(expenses, scans etc.)

From 10th each month: Live scouting confirms checked invoices to accounting and then they

proceed with payment.

This procedure may take a few days since we have a tremendous number of scouts and this

number is increasing daily. Therefore please be patient with the payments. If anybody has

got any doubts concerning our integrity, please stop sending us any proposals until you

receive your money.
