Nowadays cities are facing several challenges related to climate change, demography, energy dependency, and social exclusion, which calls for new urban development paradigms.

In this context, concrete smart city projects are being implemented around the world, and it is expected an exponential growth in the smart city market. According to ABI Research (2011), the market for technologies that feed into and support smart city programmes and projects will grow on a global basis from $8 billion in 2010 to exceed $39 billion in 2016, accounting for $116 billion in cumulative spending during that period.

Moreover, the implementation of smart city projects is being privileged by European policies, namely within the programming period 2014-2020. The “Smart Cities and Communities European Innovation Partnership” coordinates smart city research and innovation projects, which can be funded under Horizon 2020 and other funding programmes. Creating and enlarging the smart city market is one objective of the initiative through the implementation of lighthouse projects.

Due to these needs and opportunities, INTELI launched the Smart Cities Portugal platform, which intends to promote the cooperation between several players operating in the smart cities market, namely companies, clusters, municipalities, universities, R&D centres and public agencies. Asserting Portugal as a place for the development and experimentation of technology solutions, products and value-added systems for smart cities at global level is the main ambition of the partnership. It is a pioneer initiative in Europe due to the aggregation of multiple and heterogeneous entities with different interests but with a common objective: contribute to solving urban problems through knowledge and innovation.

One of the important actors in the smart cities alliance are municipalities, which are being represented by the RENER Living Lab – Portuguese Smart Cities Network. It is composed by 25 cities and acts as a place of development and experimentation of innovative urban solutions in real life context.

This report is the result of an analysis of the competencies and capabilities of national companies and R&D centres working in the smart cities market, under the framework of the Smart Cities Portugal platform.

Companies, clusters, universities, R&D centres, municipalities and other economic and social players acting in the smart cities market joined forces to create the Smart Cities Portugal collaborative platform.

Asserting Portugal as a place for the development and experimentation of technology solutions, products and value-added systems for smart cities at global level is the main ambition of the initiative.

Smart Cities Portugal, promoted by INTELI, intends to create synergies among different players enhancing the roll out of integrated and scalable creative solu-tions to solve urban problems. Smart city solutions tested in Portuguese cities can be replicated in other urban spaces around the world, improving the internationalization potential of national companies and clusters.

It is an awareness, intelligence, advocacy and ac-celeration platform, which will also tackle demand side measures and contribute to eliminate market barriers, in the areas of public procurement, stand-ardisation, business models, financing mechanisms, stakeholders’ involvement, etc.

In fact, citizen participation in urban transformation processes is a critical success factor for the imple-mentation of smart city strategies, in a perspective of co-creation and open innovation. Living lab approaches are very useful to promote population in-volvement in the generation of ideas for future cities.

- Promote the development of smart city pilot projects in cooperation among cities, R&D centers and companies, with a view to improving citizens’ quality of life;

- Stimulate the scaling up of innovative urban solu-tions, replicating worldwide the smart city projects tested in Portuguese cities;

- Promote the participation of Portuguese players in European lighthouse projects in the area of smart cities;

- Promote the internationalization of Portuguese companies working in the smart cities market;

- Enhance the creation of new companies in the smart cities market, supporting urban entrepre-neurship;

- Evaluate the impact of smart city projects on wealth creation, jobs generation, environment quality and citizens quality of life, through the use of specific metrics and key performance indicators;

- Contribute to increase the local content of foreign direct investment projects linked to smart growth;

- Increase the participation of Portuguese cities and companies in international territorial, knowledge and commercial networks.

Internationalization: Creating favourable conditions to promote the internationalization of Portuguese companies operating in the smart cities market. The cooperation between companies oriented to the development of integrated solutions across energy, mobility, ICT, etc. enhances their participation in global value chains. Intelligence exercises helps the identification of business opportunities and collaboration possibilities related to smart cities projects.

R&D and innovation: Stimulating the development of integrated, innovative and sustainable solutions for smart cities, using the competencies of universities, R&D centres and technology infrastructures. Providing information and knowledge about smart cities to companies’ employees and municipal staff is also important, in areas such as business models, financial mechanisms, partnerships, case studies, etc.

Entrepreneurship: Promoting urban entrepreneurship, supporting the development of innovative ideas, applications and solutions oriented to answer to the challenges cities are facing, in areas like mobility, energy, governance, tourism, health, etc. Launching start-ups in these areas enhances wealth growth and job creation, contributing simultaneously for solving urban problems. Open data, apps contests and incubator spaces facilitate entrepreneurship and creation of new businesses.

Funding: Creating favourable conditions to facilitate access to funding by companies, municipalities and R&D centres, namely within the European programming period 2014-2020. The Smart Cities and Communities European Innovation Partnership is coordinating smart cities research and

innovation projects, which could be supported by Horizon 2020, COSME, LIFE + and Cohesion funds. The cooperation between cities and industry will be an added-value to apply for smart cities lighthouse projects.

Regulation: Participating in international forums on smart cities standardisation and normalisation, and contributing to the elimination of legislation barriers to the development and implementation of smart cities projects. The provision of interoperable systems is one of the most important issues in this debate. ISO – International Organisation for Standardisation, CEN - European Committee for Standardisation, City Protocol Society, and specific

national organisms are already working in this field.

INTELI’s main areas of intervention are sustainable mobility, energy efficiency and renewable energy, governance, innovation, and urban development, under an integrated concept of ‘smart city’. It is the coordinator of the RENER Living Lab – Portuguese Smart Cities Network. A Smart City Index was developed by the institution in order to monitor and evaluate the smartness level of municipalities.

RENER Living Lab – Portuguese Smart Cities NetworkThe RENER Living Lab is a space for development, testing and experimentation of intelligent urban solutions in a real world context, under the concepts of open innovation and co-creation. It is also a space for sharing good practices and innovative experiences capable of replication, in the areas of mobility, energy, environment, governance, social innovation, etc. Managed by INTELI, RENER is integrated by 25 municipalities. It is member of the European Network of

Living Labs.

CEiiA – Innovative Centre for the Automotive IndustryCEiiA is an Innovation and Engineering Centre focused on the development of smart mobility solutions through international cooperation with main OEMs, operators and R&D centres towards more connected, integrated

and sustainable cities.

Centre of Competence for Future Cities of University of PortoThe Centre serves as an agile collaboration platform for a critical mass of scientists and engineers based at various schools of the University of Porto: Engineering, Sciences, and Psychology and Education Sciences. It stimulates multidisciplinary work, promoting collaboration among partners from different areas. All efforts are carried out in close cooperation with local and international companies, as well as municipalities, government agencies, and reference international science and

research institutions.

University of MinhoThe University of Minho is one prestigious institution of higher education in Portugal, and it has also gradually come to assert itself on the international scene. It presents itself as a research university. At present, the University has 32 research centres, and it also hosts the European Institute of Excellence in Tissue Engineering and Regenerative Medicine, the only Institute of this kind to have a base in Portugal.

Oracle PortugalOracle Portugal is a subsidiary of Oracle Corporation, an American multinational computer technology corporation headquartered in California, USA. The company specializes in developing and marketing computer hardware systems and enterprise software products – particularly Oracle engineers hardware and software to work together in the cloud and in the customers data centre. Oracle also builds tools for database development and systems of middle-tier software, enterprise resource planning (ERP) software, customer relationship management (CRM) software and supply chain management (SCM) software.

Employing 2,500 professionals and with numerous partnerships with academia, the company plays an active role in the economic development of the country. This exercise intends to analyse the competencies and capabilities of Portuguese companies and R&D centres operating in the smart cities market. It is a 2nd version of the document presented in the “Smart City Expo World Congress”, in Barcelona, last November, 2013, including additional data, information, products and solutions.

The smart cities cluster is not a homogeneous sector and integrates several entities with different aims and interests. It calls for a new “cooperative working environment”, being the partnerships between companies and municipalities a critical success factor for the implementation of smart city projects. It is also necessary to promote the right enabling conditions for the market to function, as well as a better understanding of its characteristics.

SampleIn order to produce information and knowledge about this “new cluster”, INTELI launched a questionnaire to start-ups, companies, universities, R&D centres, and technological infrastructures. These entities either develop smart cities solutions or have competencies and capabilities to potentially work in the smart cities market.

The Lisbon and Oporto Metropolitan Areas are the main locations of these organisations, followed by the municipalities of Coimbra, Aveiro and Braga/Guimarães where well-known universities are sited. The agglomeration effect in the coastal area is also a reality.

80% of the respondents are companies. In what concerns companies’ size (considering turnover and number of employees, as defined in EU recommendation 2003/361), 25% are large companies, 19% are medium-sized companies, 28% are small companies, and 28% micro companies. The inclusion of start-ups and micro-businesses in the sample was very important, since we have been witnessing the emergence of several small businesses dealing with urban solutions and applications, the so-called urban entrepreneurship.

Moreover, the majority of companies are Portuguese. Only 14% have a share of foreign capital in their equity capital, and have decision centres outside our country.

Of the total Human Resources working in these companies, 70% have graduate and 1% PhD level of qualifications. 3% are dedicated to the development of smart cities solutions. The high level of graduates in the workforce reflects the significant level of specialization needed for working in these areas.

R&D investment corresponds to 13% of global turnover, which is a significant value considering the average of Portuguese companies R&D investment.

It is worth of notice that, since the smart city concept is still ambiguous, some companies develop smart cities solutions but don’t identify them as such. Furthermore, some products and services produced for other markets could be easily adapted to solve urban problems. However, according to the information available, we can conclude that governance, mobility and energy, followed by tourism and culture and buildings are their actual fields of activity.

The perceptions of the respondents about the Smart Cities Portugal initiative are analysed in this section. 78% of these entities consider “very important” and 22% “important” the launching of this platform. None of them referred the network as “non-important” or “irrelevant”.

AdvantagesOne of the aims of Smart Cities Portugal is to provide better information about the smart cities market through the development of intelligence exercises. This need is corroborated by the respondents: around 60% consider “difficult” or “very difficult” the access to information on smart cities programmes and projects. However, in the opinion of the inquired entities the identification of business opportunities and the integration in partnerships are the most relevant advantages of participating in the Smart Cities Portugal initiative.

Needs and overall prioritiesWhen they were asked about the information they would like to access through the Smart Cities Portugal portal, “partnership opportunities” and “cities profiles and needs” were the top priorities. It is interesting to note that the smart city market is not a traditional market characterised by client-supplier relationships. It is necessary to build true partnerships between cities and companies, using

innovative public procurement tools. In this process, information on cities’ needs is essential to enable the development of customised urban solutions.

Besides this, the inquired entities would like to use the Smart Cities Portugal portal essentially for networking and search for partners, and publishing their profile and the projects they are developing.

Strategic AreasThe horizontal strategic areas of intervention of the Smart Cities Portugal initiative were defined as internationalization, R&D and Innovation, access to funding, urban entrepreneurship and regulation. All domains were considered relevant, but the identified priorities were R&D and innovation and internationalization.

In fact, operating in the smart cities market at global scale requires information and knowledge about this specific business, including governance

arrangements, funding systems, type of partnerships, and business models. Companies need also to be aware of successful projects implemented in other cities of the world.

Several companies and R&D centres are creating specific departments dedicated to smart cities, which are mainly characterised by the interdisciplinarity of competencies. For example, the University of Oporto has created the Centre of Competence for Future Cities, and Siemens Portugal the “Infrastructure & Cities” sector.

Among the respondents, 35% have already created organisational departments to deal with smart cities issues, demonstrating the importance that these entities are giving to this new market.

CompetenciesHowever, even not formalised in the institutional structure, 71% of the inquired entities have competencies in the smart cities area, being their position in the supply chain essentially situated in the “design and development” stage.

Products and servicesThe top application areas of smart cities products and services are governance, mobility and energy. However, in the case of R&D centres the scenario is slightly different with a bigger importance devoted to buildings and energy.

E-government solutions, municipal portals, management systems (ERP, AIRC), and public procurement tools are the principal products and services provided in the governance area.

Mobility products and services are mainly linked to electric mobility (charging points, electric bike-sharing, electric car-sharing), parking management and integrated ticketing.

Intelligent lighting systems, PV panels, integration of renewable energy solutions, are some of the products offered in the energy area. There were also identified some solutions in the field of waste management, such as intelligent containers, contributing to cost reduction and efficiency gains in cities.

Systems integrators, mainly multinationals are developing smart city platforms, with the aim of providing real time information to operators and city authorities.

Smart cities clients are mainly municipalities, followed by utilities.

27% of the respondents have registered patents related to smart cities products, which is a relevant number compared to the Portuguese reality.

In terms of revenues, 8% of the total turnover of these entities results from smart cities products, considering only the organisations that were able to identify this value. In fact, it is still very difficult for companies to separate smart city and non-smart city projects in their accounts, due to the newness and ambiguity of the concept.

Their markets are mainly located in Europe (Spain, France, Turkey, Switzerland and Ireland), Africa (Angola, Mozambique), and Latin America (Brazil). Moreover, 10% of the smart cities turnover is exported, with a specific emphasis in the areas of energy and mobility.

It is worth of notice that when they were asked about their future target markets, the scenario is slightly different, due to the growing opportunities identified in Latin America and also in Asia and Middle East.

Smart cities market is not yet in a mature stage. To accelerate the transition to a renovated urban development paradigm, it will be needed to strengthen enablers and removing market barriers. Overcoming these barriers will enhance the adoption of innovations, the deployment of smart city solutions and the enlargement of the market.

Projects29% of the respondents have already participated in smart cities projects, with a great relevance of mobility and energy as application areas. These projects are mainly funded by national and european programmes, such as 7th Framework Programme and Competitiveness and Innovation Framework Programme (CIP).

All the inquired entities have demonstrated interest to participate in European projects of the programming period 2014-2020, and consider the Smart Cities Portugal Platform a useful tool for the identification of partners and detection of opportunities.

In fact, smart cities are a priority in European policies and related funding programmes. The European Innovation Partnership for Smart Cities and Communities (EIP) was launched in July 2012 for speeding up the transformation of European Cities into smart cities. The alliance seeks to significantly accelerate

the industrial-scale roll-out of smart city solutions integrating technologies from energy, transport and ICT. The intention is also to establish strategic partnerships between industry, innovative SMEs, European cities and other stakeholders at local level.

The Strategic Implementation Plan of the EIP, published in October 2013, concentrates in three specific vertical areas and eight key horizontal enablers. Vertical areas are: sustainable urban mobility, sustainable districts and built environment, and integrated infrastructures and processes across energy, ICT and transport. Horizontal enablers are: citizen focus, policy & regulation, integrated planning, knowledge sharing, metrics & indicators, open data, standards, business models, procurement & funding.

Horizon 2020 will be one of the most relevant funding sources for smart city solutions deployment. Lighthouse projects will be one important vehicle to achieve this objective, being defined as large-scale demonstration projects oriented to identify, develop and deploy replicable, balanced and integrated solutions in the energy, transport, and ICT sectors through partnerships between municipalities and industries. For 2014, a budget of 90.32 million euros is available for this kind of projects.

“Move” is an Intelligent Transport System designed together with Almadesign. Aware of the latest demands in mobility issues, “Move” is an electric vehicle, with zero emissions, capable of traveling at low speed (up to 15 km/h) in urban or private environments as a complement to high debit transport.

ARQUILED designed a solution that strikes a balance between the various lighting characteristics, including the existing light output and color rendering index (CRI).

The solution, was the development of an LED module with smart technology and network communication with Arquigest system capable of replacing the previous conventional technology in the same space without changing the lamp, which is part of the historical heritage of Évora.

In total, 45 lanterns were replaced in Évora. Associated with the lantern, there is an artificial intelligence system with sensors and PLC communication systems to jointly implement a control system, management and advanced monitoring. Each lantern has unique identification on the network and can be controlled individually or in groups.

The implemented system allows operating the lighting system in response to external stimulation or preprogrammed parameterizations, optimizing the use of public lighting installations and can lead to significant energy savings, subject to the levels of visual comfort and security needed.

Centro de Computação Gráfica developed an innovative and complete indoor Real Time Location System for acquiring the location of a person or object inside a building.

CCG’ Real Time Location System uses a small Wi-Fi enabled tag or a Wi-Fi enabled mobile phone to “read” the surround radio environment. The place radio fingerprint is processed by an engine that determines the device location with high accuracy. MOBI.ME is an intelligent mobility management system for cities that integrates physical mobility and information mobility based on new energy solutions. It is connected in real time with multiple mobility devices and infrastructures (traffic monitoring, parking, tolling, EV charging, etc) and interacts with other systems (such as the electric grid or the telecommunications network).

SmartGalp is an energy management system for domestic consumers, developed by Galp Energia in partnership with CGI, ISA and MIT Portugal.

Relying on smart metering equipment, the SmartGalp platform gathers information on the consumption of electricity, gas and fuel. This tri-fuel dimension allows clients to monitor and control all their energy consumption and the associated costs, both at home and on the road, as well as set goals to diminish consumption and to reduce the energy bill.

A pilot study is currently being carried out and it is expected to achieve a sustainable reduction of the aggregate energy consumption by at least 5%.
