apositivedestination,significantlyabovethenationalaverageof85.7%,and6.1%toanegative,orunknowndestination,comparedtoalevelof14.3%acrossScotland

• Thenumbersenteringapositivedestinationincreasedby1.7%since2007‐08.Thiswasincontrasttothenationalrateofdeclineof0.8%

• Reflectingthenationaltrend,therewasamarkeddecreaseinthenumberofleaversenteringemployment,droppingby1.4%sincelastyearto29%in2008‐09,thelowestlevelin5years,butstillhigherthanthenationalaverageof18.4%acrossScotland

• TheproportionofOrkneyIslandsschoolleaversenteringfurtherandhighereducationhowever,roseby3.3%to60.8%,itshighestlevelsince2000‐01

• 4.5%ofleaversinOrkneywereunemployedandseekingemploymentortraining.Thiswas0.2%higherthanthepreviousyear,butconsiderablylowerthanthenationalrateof11.5%

• 1.6%ofleaverswereunemployedandnotseekingemploymentortraining,thesameastheaveragenationalrate.NoneofOrkney’sschoolleavershadunknowndestinations,comparedto1.2%acrossScotland

NationalTrainingProgramme:resultsforthefirsthalfof2009‐10• Therewere49newstartsontrainingprogrammesintheOrkneyIslandsbetweenthe1stApril

and25thSeptember2009,andatotalof221traineesintrainingattheendofthatperiod• ThebiggestnumberoftraineeswereinModernApprenticeships(MA)16‐19,accountingfor

64.2%ofthetotalintraining.MA20+accountedfor18.5%oftrainees,Skillseekersfor8.6%,GetReadyforWork(GRfW)for6.8%andTrainingforWork(TFW)for1.8%oftotaltraineenumbers

• Atotalof56outcomeswereachievedbytraineesonnationaltrainingprogrammesbetween1stApriland25thSeptember2009.Theseincludedqualifications,progressiontoanothertrainingprogrammeorintoeducation,joboutcomes,andretentionorsustainedjoboutcomes

TheMoreChoicesMoreChances(MCMC)group• TheMCMCgroupcompriseyoungpeopleaged15‐19whoareeitherunemployedandseeking

employment/training,orwhoareeconomicallyinactive.At16thNovember2009,atotalof18youngpeople(knowntoSDS)were“unemployedandseeking”.56%ofthisgroupwereagedaged18/19,33%aged17,and11%aged15/16.67%ofthegroupweremaleand33%female.Thevastmajorityofthegrouphadbeenunemployedforunder3monthswithjustafewyoungpeopleunemployedforover3months

TheattachedtablescontaintheframeworkforthedraftServiceDeliveryAgreementbetweenSkillsDevelopmentScotlandandOrkneyIslandsCouncilfor2010‐11.Thishasbeenestablishedasaresult

ofaseriesofdevelopmentaldiscussionsinvolvingnationalandlocalSDSstaff,andofficersfromtheCouncilandotherCommunityPlanningpartners.TheformatofthetemplatehasbeentakenfromthejointSOLACE/ImprovementServicegoodpracticenoteontheuseofoutcomeindicatorswithin

SOAs.

Theagreementhasbeendevelopedtoaddvaluetoarangeofexistingplanningmechanisms,andinparticularitsformatisdesignedtoenableconsistencyand“readacross”withthewiderSingleOutcomeAgreementframeworknowinplace.

TheagreementisintendedtoembedandclarifythecontributionoftheservicesandactivitiesofSDS

withinthecollectiveeffortsofalllocalpartnerstoaddressskills,learningandemployabilityissues.Itisfocusedonensuringthesecombinetomaximumeffecttoaddresslocallyidentifiedpriorities.

Atthisstagethedraftcontainedoverleafhasmappedandcorrelatedrelevantnationaloutcomes,andrelatedlocaloutcomes,andcrossreferencedthesetoSDS’scorporateobjectives.Keygeneric

SDSinputsandactivitiesarealsolistedtoaiddevelopmentaldiscussionswithintheworkshop.Thepotentialcontributionofthese,andhowtheycanbestcombinewithotherpartneractivities,willbeconsideredasappropriatewithintheworkshopdiscussionsessiononkeylocalissues.

Itisintendedtheworkshopitselfwillmakefurtherprogressincompletingthetemplate,andalso

identifyhowelementsthatcannotbecompletedonthedaywillbefinalised.Thiswillensureastrongdevelopmentaldynamicintheprocess.

Theagreementwillbeusedbothasareviewtool,andasthebasisforthefurtherdevelopmentof

jointworking.Throughapplicationitwillcontinuetoberefined,andprovideasolidfoundationtointegratetheongoingworkofSDSwithinthenextgenerationofSOAsfrom2011.

Careers Scotland offers guidance to all school pupils from S2 onwards but is also freely available toadults of any age. For example, PACE is a unique Scottish partnership initiative which provides support toemployees when an organisation announces redundancies. As part of PACE, Skills DevelopmentScotland offers careers advice and information on financial help, including business start up.

Other services available include CareersMatch Scotland which matches an individual’s skills and intereststo occupations; a CV Builder which allows individuals to create and save their own CVs;Higher Education Conventions, a series of events that provide pupils with details about further and highereducation courses in Scotland and beyond; and the Exams Helpline, which provides pupils and parents withimpartial guidance on the clearing process and what their options are once the results are known.

Our Services

Skills Development Scotland wascreated to change the way in whichpeople learn, develop and utilisetheir skills, and also to helpbusinesses and organisations buildtheir capabilities and put theirskills to their most productive use.

Our core services include careersadvice and guidance for young peoplestill at school as well as adultslooking to find work, those facing thethreat of redundancy and for thoselooking to advance their career.

We are also actively engagingwith employers and offer a varietyof ways for people to developtheir skills through a rangework-based national trainingprogrammes, including ModernApprenticeships, Get Readyfor Work, Training for Workand Skillseekers.

Together with Jobcentre Plus, weplan to introduce an integratedemployment and skills servicethroughout Scotland in 2010.

We will soon be introducing a newbrand identity to unify our workand to better connect with ourcustomers. In the interim, youmay be more familiar with whatwe do through the differentservices, brands and initiatives wehave brought together under SkillsDevelopment Scotland. Here’s abrief summary of these withhighlights for the first six monthsof 2009/10.

LEARNING EMPLOYMENT CAREERS DEVELOPMENTL

The Scottish Government would like everyone to carry on learning throughout their life, whether it's to geta job or to improve their skills. We encourage this via learndirect scotland’s helpline, website andnetwork of over 500 branded learning centres.

ILA Scotland is a Scottish Government scheme that helps people pay for learning. It’s available to peopleover 16 who have an income of £22,000 a year or less, or who are on benefits. Up to £500 towards the costof learning is available each year.

Fast facts, April-September 2009

• 125,959 visits were made to Careers Scotland centres across the country.

• There were 173,412 face-to-face interventions with individuals to support their careerplanning, improve their readiness to enter the labour market through employabilitysupport or to aid their personal and social development through mentoring support.

• 41,284 school pupils were supported to progress their career choices and to make asuccessful transition into work, training, or further education.

The Big Plus is Scotland’s campaign to promote the free help that’s available for adults who need supportwith reading, writing and numbers. People who contact us are put in touch with local tutors.

Get Ready for Work is a national training programme for young people aged 16 to 19 who are not atschool, college, work or in training. The programme has been developed to help them move into a job,further training or college. It helps them focus on what they want to do, learn new skills and gain theconfidence to make progress.

Another important area of our work is the delivery of four national training programmes where we work closely with a range ofproviders to promote recruitment and to ensure high quality delivery.

Training forWork provides training support for people aged 18 and over, who have been unemployed for atleast 13 weeks and who are actively looking for work. The programme allows people to undertake vocationaltraining linked to local labour market opportunities, enabling individuals to secure and sustain employment.

Modern Apprenticeships offer people aged 16 and over the chance of paid employment combined withthe opportunity to train for jobs at craft, technician and management level. They are an exciting way ofgaining skills and qualifications that will help to start a career without having to study full-time, and arenow available across a wide range of industries.

Skillseekers is a vocational training programme for young people aged 16 to 19, who want to developtheir skills and equip themselves for the world of work. It’s open to people who have left school and havea job or who are looking for work.

Across Scotland

• 21,595 unemployed 16 to 19 year olds received personal support to secure training, work orlearning opportunities.

• 18,346 adults over 20 years old engaged with us to make effective career decisions or todevelop their skills and progress their careers.

• We engaged with 23,123 small to medium sized enterprises in staff development and training.

Skills Development Scotland has a keyrole to play in making the link betweenthe supply of people skills and thedemand for businesses to meet theirworkforce requirements.

In the past, through learndirect scotland forbusiness, we focused on helping small tomedium sized businesses. This focus willcontinue, but we will also help largerorganisations too and work in partnership

with key partners such as the Sector SkillsCouncils, trade unions and the ScottishFunding Council to achieve our goals.

We will also prioritise our skillsdevelopment activities in theGovernment Economic Strategykey sectors. These are creativeindustries, financial and businessservices, energy, food and drink, tourism,life sciences and universities.

• The 8th annual ModernApprenticeships Awards will be heldin Glasgow on 9 December. Stagedby Skills Development Scotland andsponsored by SQA, there are 106entries in nine categories. Allcelebrate the high standards being

reached by many employees,employers and learning providersinvolved in Modern Apprenticeships.
