1. INTRODUCTION'

~. The purpose of this paper is to characterize simple. sabotage, to .outline its possible efIects, and to presentsuggestions for inciting and executing it.

"'!2~Sabotage varies from highly technical coup de main~ ~ts that require detailed planning and the use ot speciallytrained operatives, to innumerable simple acts which the

. ordinary individual citizen-saboteur can perform. This"paper is primarily concerned with the latter type. Simple' .

(sabotage does not require specially prepared tools or equip-\ illent; it is executed by an ordinary citizen who mayorimay not act individually and without the necessity for.~active connection with an organized group; and it i~ car-

ried out in such a way as to involve a minimum danger of. injury, detection, and reprisal. "

Q. Simple sabotage may also have secondary results ofmorc 01'lcss value. Widespread practice of simple sabotagewill harass and demoralize enemy administrators andpolice. Further. success may embolden the citizen-sabo-teur eventually to find colleagues who can assist him insabotng-eof greater dimensions. Finally, the very practiceof simple sabotage by natives in enemy or occupied terri-tory mny make these individuals identify themselvesactively with the United Nations war etIort, and encourage

. them to assist openly in periods of Allied invasion andoccupation.

3. MOTIVATING THE SABOTEUR

g. To incite the citizen to the active practice of simple. sabotage and to keep him practicing that sabotage oversustained periods is a special problem.

Q. Simple sabotage is often an act which the citizenperfonns according to his own initiative and inclination.Acts of destruction do not bring him any personal gainand may be completely foreign to his habitually conserva-tionist attitude toward materials and tools. Purposefulstupidity is contrary to human nature. He frequentlynC'cdspressurc, sti.mulatlon or !\ssurn.nce, and information

(1) Personal Motives

(a) The ordinary cItizen very probably has noimmedIate personal motive for committing simplesabotage. Instead, he must be made' to' anticipn.te~dlrect personal gain, such as might come. wilhenemy evacuation .01' destruction of the ruling gov-eJ;nment group. Gains should be stated as specificallyas possible for the area addressed: simple sa.botagewill hasten the day when Commissioner X and hisdeputies Y and Z will be thrown out, when particu-larly obnoxious decrees and restrictions will beabolished, when food will arrive, and so on. Abstractverbalizations about personal liberty, freedom of thepress, and so on, wi1l not be convincing in most partsof the world. In many areas they will not even becomprehensible. .

(b) Since the effect of his own acts is limited,the saboteur may become discouraged unless he feelsthat he is a member of a large, though unseen, groupof saboteurs operating against the enemy or thegovernment of his own country and elsewhere. Thiscan be cgnyeyecl indirectly: suggestions which hereads and hears can include observations that aparticular technique has been successful in this orthat district. Even if the technique is not applicableto his surroundings, another's success will encouragehim to attempt similar acts. It also can be conveyeddirectly: statements' praising the effectiveness ofsimple sabotage cnn be contrived which will be pulrlished by-~hite radio, freedom stations, and the sub-versive press. Estimates 'ot the proportion of thepopulation engaged in sabotage can be disseminated.In.stances of successful sabotage already are beingbroadcast by white radio and freedom stations,. andthis should be continued and expanded where com-patible wit~ security.

(c) More important than (a) or (b) would beto create [\ situation in which the citizen-snboteuracquIres a sense of responsibU1ty and begins to

. (2) Encouraging DestructivenessIt should be pointed out to the saboteur where

thc circumstances are suitable, that he is acting in self-dcCense against the enemy, 01' rctaliating against theenemy Cor othcr acts of destruction. A rcasonableamount of humor In the presentation of suggestions for'simple sabotage will relax tensions of fear.

(a) The saboteur may have to reverse his think- .In~. and he should be told this in so many words.Where he formerly thought of keeping his toolsshl\rp, he should now let them grow dull; surfacesthl\t Cormerly were lubricated now should be sanded;normally dHlgent, he should now be lazy and care-1('&'\:and so on, Once he is encouraged to think back-wnrds about himself and the objects of his everydayIIJe, the 5nboleur will see many opportunities in hisImmedlatc environment which cannot possibly be~r('n Crom a distance. (c) At the other extreme is the man who is a

or radio, false or official leaflets. Broadcasts or leaf-lets may be directed toward specific geographic oroccupational areas, or they may be general in scope.Finally, agents may be trained in the art of simplesabotage, In anticipation of a tIme when they maybe able to communicate this information directly.

(3) Safety Measures. (a) The amount of activity carried on by the

saboteur will be governesl not only by the number ofopportunities he sees, but also by the amount ofdanger he feels. Bad news travels fast, and simplesabotage will be discouraged if too many simplesaboteurs are arrested.

(b) It should not be difficult to prepare leafletsand other media for the saboteur about the choiceof weapons, time, and targets which will insure thesaboteur against detection and retaliation.. Amongsuch suggestions might be the following:

(1.) Use materials which appear to be inno-cent. A knife or a nail file can be carried- nor-mally on your person; either is a multi-purposeinstrument 'for creating damage, Matches, peb-bles,hair,salt,nails, and dozens of other destruc-.tive agents can be carried or kept in your livingquarters without exciting any suspicion what-ever. If you are a worker in a particular tradeor industry you can easily carry and keep suchthings as wrenches, hammers, emery paper, andthe like.

(~) Try to commit acts for which large'numbers oC people could be responsible. Forinstance, if you blowout the wiring in a. factoryat a central fire box, almost anyone 90uld havedone it. On-the-street sabotage after dark, .suchas you might be able to carry out against a mili-tary car or truck, is another example of an actfor which it would be impossible to blame you.

(~) Do not be afraid to commit acts f01-which you might be blamed directly, so long as:/ou do so rarely, and as long as you ha va a

., .plausible excuse: you dropped your wrenchacross an electric circuit because an air raidhad kept you up the night before and you werehalt-dozing at work. Always be profuse in yourapologies. Frequently you can "get away" withsuch acts under the cover of pretending stupid-ity, Ignorance, over-caution, fear of being sus-pec~d or sabotage, or weakness and dullnessdue to undernourishment.

(1) Arter you have committed an act ofeasy sabotage, resist any temptation to waitaround and see what happens. Loiterers arouse8usplclon. or course, there are circumstanceswhen it would be suspicious for you to leave. Ifyou commit sabotage on your job, you shouldnaturally stay at your work.

4. TOOLS, TARGETS. AND TIMING

The citizen-saboteur cannot be closely controlled.Nor Is It reasonable to expect that simple sabotage can beprccl~ly concentrated on sp~c1flctypes of target accordingto the requirements or a concrete military situation. (1) Under General Conditions(a) Simple sabotage is more than malicious

mlschleC,and it should always consist ,of acts whoseresults will be detrimental to the materials and man-power or the enemy.

(b) The saboteur should be ingenious in usinghis every-day equipment. AIl sorts of weapons willpresent themselves it he looks at his surroundings 1n1\ dl!Terent light. For example, emery dust - a

powerful weapon - may at first seem unobtalnabl,e,but it the saboteur were to pulverize an emery knlCesharpener or emery wheel with. a hammer, he wouldfind h1mse}!with a plentiCul supply.

(c) The saboteur should never attack targetsbeyond his capacity or the capacity of his instru-ments. An inexperienced per'son should not, for ex-,ample, attempt to use explosives, but should confinehimself to the use of matches or other fiunUiarweapons. . . .

(d) The saboteur should try to damage onlyobjects and materials known ~ be 'in' use by theenemy or ~ be deftin~ {or ea

Without special know-ledge, however, it would be undesirable for him toattempt destruction of food crops or food products.

(e) Although the citizen-saboteur may rarelyhave access to military objects, he should gin thesepreference above all others.(2) Prior to a Military Offensive

During periods which are quiescent in a militarysense, such emphasis as can be given to simple sabotagemight well center on. industrial production, to lessenthe flow of materials and equipment to the enemy.Slashing a rubber tire on an Army truck may be an actof value; spoiling a batch of rubber in the productionplant is an act of still more value.

, (3) During a Military Offensive(a) Most significant sabotage for an.area which

is, or is soon destined to be, a theater of combat,operations is that whose effects will be direct and im-mediate. Even if the effects are relatively minor andlocalized, this type of sabotage is to be preferred toactivities whose effects, while widespread, are in-direct and delayed.

(1) The saboteur should be encouraged loattack transportation, facilities of all kinds.

.-'Among such facilities are roads, r~ilroadsi auto-mobiles, trucks, motor-cycles, bicycles, trains,and trams.

(g) Any communications facilities whichcan be used by the authorities to transmit in-structions or morale material should be the

.objects oCsimple sabotage. These include tele-phone, telegraph and power systems, radio,newspapers, placards, and public notices.

(2) Critical materials, valuable in them-selves or necessary to the efficient functioningof transportation and communication, also8hould become targets for the citizen-saboteur.These may include oil, gasoline, tires, food, and

. water.

5. SPECIFIC SUGGESTIONS FOR SIMPLE SABOTAGE

( I) Blllldings

Warehouses, barracks, offices, hotels, and factoryb\llhlln~s arc outstanding targets for simple sabotage.1'1\(')'arc extremely susceptible to damage, especiallyu~. fire; they olTer opportunities to sUch untrainedp('opleas Janitors, chal'Women,and casual visitors; and,\\'I\('ndamaged, they present a relatively large handicapLothe enemy.

(a) Fires can be started wherever there Is anI\ccumulatlon oCinflammable material. Warehousesnr(' obviouslythe mostpromisingtargets but Incen.diM)' snbotagc need not be confined to them alone.

candle and paper combination, setting it asclose as possible to the inflammable materialyou want to burn: From a sheet oCpaper, teara strip three or four centimeters wide and wrapit around the base oC the candle two or threetimes. TwIst more sheets oC paper Into "looseropes and place them around the base of. thecandle. When the' candle flame reaches the en-

" circling strip, it will be ignited and in turn willignite the surrounding paper. The size, heat, and.duration of the resulting flame will depend on "

how much paper you use and how mu<;h of Ityou can cramp in a small space.

(g) With a fiame of this kind, do not at-tempt to ignite any but rather inflammablematerials, such as cotton sacking. To lightmore resistant materials, use a candle plustightly rolled or twisted paper which has been"soaked in gasoline. To create a briefer but evenhotter flame, put celluloid such as you mightflnd in "an old comb, into a nest of plain orsaturated paper which is to be fired by a candle.. (3) To make another type oC simple fuse,soak one end oCa piece of string 'in grease. ~ba generous pinch of gunpowder over the inch oCstring where greasy string meets clean string.Then ignite the clean end of the string. It willburn slowly without a flame (in much the sameway that a cigarette burns) until it reache$ thegrease and gunpowder; It will then flare upsuddenly. The grease-treated string' will thenburn with a flame. ,The same effect may beachieved by using matches instead of the greaseand gunpowder. Run the string over the match

(~) In basements where waste is kept, jani-Lors should accumulate oily and greasy waste.Such waste sometimes ignites spontaneously,but it can easily be lit with a cigarette or match.If you are a janitor on night duty, you can bethe first to report the fire, but don't report ittoo soon.

(~) A clean factory is not susceptible tofire, but a dirty one is. Workers should be care-less with refuse and janitors should be inefficientin cleaning. It enough dirt and trash can beaccumulated an otherwise fireproof building willbecome inflammable. '

, <:n Where illuminating gas is used in aroom which is vacant at night, shut the windowstightly, turn on the gas, and leave a candleburning in the room, closing the door tightlybehind, you, ACter a time, the gas will explode,nnd a fire mayor may not follow.(b) lVater and miscellaneous

(1) Ruin warehouse stock by setting thenulomallc sprinkler system to work. You caado this by tapping the sprinkler heads sharply'with a hammer or by holding a match underthem.

(~) Forget to provide paper in toilets; puttightly rolled paper, hair, and other obstructionsIn'the W. C. Saturate a sponge with a thick'5t.nrchor sugar solution. Squeeze it tightly inton ball, wrap it with string, and dry. Remove thestring when fully dried. The sponge will be inthe Cormor a tight hard ball. Flush down aW. C. or otherwiseintroduceinto a sewerline.The sponge w11lgradually expand to its normalsize and plug the sewage system.

building during the daytime, so that fuses willblow, out when lights are turned on at night.The fuses themselves may be rendered ineffectiveby putting a coin behind them or loading themwith heavy wire. Then a short-circuit may ellhC!fstart a fire, damage transformers, or blow au La central fuse which will interrupt distributionof electricity to a large area.

(1) Jam paper,'bits of wood, hairpins, andanything else that will flt, in to thl;! locks' of allunguarded entrances to public buildings.

(2) Industrial Production: Manufacturing

(a) Tools0) Let cutting tools grow dull. They will

be inefficient, will slow down production, andmay damage the materials and' parts you usethem on.

(~) Leave saws slightly twisted when youare not using them. After a while, they willbreak when used.

(~) Using a very rapid stroke will wear outa file before its time. So will dragging a file 'inslow strokes under heavy pressure. Exert pres-sure on the backward stroke as well as the for-ward stroke.

(1) Clean files ,by knocking them againstthe vise or the workpiece; they are easily brokenthis way.

<.~) BIts and drills will snap under heavypressure. '

(~) You can put a press punch out of orderby putting in it more material than It is ad-justed for - two blanks instead of one, for ex-ample. '

CD Power-driven tools like pneumatic drills,riveters, and so on, are never efficient whendirty. Lubrication points and electric contactscan easily be fouled by normal accumulationsof dirt or the insertion of foreign matter.

(b) dn and lubrication systems are not onlyvuln(!rable to easy sab?tage, but ar~ critical in everymnchine with moving parts. Sabotage of oU andlubrication will slow production or stop work en-tirely at strategic points in industrial processes.

(1) Put metal dust or filings, fine sand,ground glass, emery dust (get it by pounding upnn emery knife sharpener) and similar hard,gritty substances directly into lubrication sys-tems. They will scour smooth surfaces, ruiningpistons, cylinder walls, shafts, and bearings.They ,will overheat and stop motors which willneed overhauling, new parts, and extensive re-pairs. Such materials, if they are used, shouldbe introduced into lubrication systems past anyfilters which otherwise would strain them out.

, (2) Youcan cause wear on any machine byuncovering a fUter system, poking a pencil orany other sharp object through the filter mesh,then covering it up again. Or, i(you can disposeof it quickly, simply remove the filter.

(.Q) If you cannot get at the lubricationsystem or filter directly, you may be able to lessenthe effectiveness of oil by diluting it in storage.In this case, almost any liquid will do whichwill thin the oil. A small amount of, sulphuricacid, varnish, water-glass, or linseed oil will beespecially effective.

(,1) Using a thin oil where a heavy oil isprescribed will break down a machine or heatup a moving shaft so that it will "freeze" ands~p. .

(2) Put any clogging substance into lub-rication systems or, it it will, float, into stor('~'oil. Twisted combings of human hair, pieces ofstring, dead insects, and many other common.objects will be effective in stopping or hinderingthe flow ot oil through teed lines and filters..

(6) Under some circumstances, you may beable to destroy oil outright rather than interfere

with its effectiveness, by removing stop-);. j

trom lubricating systems or by puncturing thedrums and cans in which it is stored.

(c) Cooling Systems<.!) A water cooHng system can be put out

of commission in a fairly short time, with oon-siderable damage to an engine or motor, if youput into it several pinches of hard grain, suchas rice or wheat. They will swell up and cho~ethe circulation of "{ater, and the cooling systemwill have to be torn down to remove the obstruc-tion. Sawdust or hair may also be used to' cloga water cooling system.

(~) If very cold water is quickly introducedinto the cooling system of an overheated motor,contraction and considerable strain on theengine ho~sing will result. If you can repeat thetreatment a few times, cracking and' seriousdamage will result.

(.Q)You can ruin the effectiveness o( anair cooling system by plugging dirt and wasteinto, intake, or exhaust valves. If a belt-run fan,is used in, the system, make a jagged cut atleast half way through the belt; it will slip and

, finally part under strain and the motor willoverheat.

(d) Gasoline and Oil Fuel

Tanks and fueling engines usually are ac-cessible and easy to open. They afford a very vul-nerable target for simple sabotage activities.

tv Put several pinches of sawdust or hard, grain, such as rice or wheat, into the fuel tank

of a gasoline engine.' The particles will chokea feed line so that the engine will ,:'.top. Sometime will be required to discover the source of.the trouble. Although they will be hard to get,crumbs of natural rubber, such as you mightflnd in old rubber bands and pencil erasers, arealso effective.

(1) Set the rheostat to a high point oCresistance in all types of electric motors. Theywill overheat and catch fire.

(~) Adjust the overload relay to a very highvalue beyond the capacity of the motor. Thenoverload the motor to a point where it will over-heat and break down.

(~) Remember that dust, dirt, and moistureare enemies of electrical equipmeht. Spill dustand dirt onto the points wh~re the wires in'electric motors connect with terminals, and ontoinsulating parts. Inefficient transmission of cur-rent and, in some cases, short cirGuits will result.Wet generator motors to produce short circuits.
