Hello and Welcome! We are delighted to announce the launch of our new Short Breaks booklet. We have listened to the voices of children, young people (YP) and their parents/carers over the past twelve months to pull together a plan of Short Breaks for disabled children/YP in Coventry.

Within this booklet you will find a full range of Short Breaks that are available from 25th July 2012-28th March 2013. Throughout this period we would like to hear your views of the services we offer. Please do this by contacting Michelle Roberts: 024 7678 6087 [email protected].

Coventry City Council is committed to the transformation and expansion of the Short Breaks services for disabled children and their families, from inclusive universal services, through tospecialist provision.

What are Short Breaks?Short breaks (previously known as respite) can benefit the whole family. They provide opportunities for disabled children/YP to spend time awayfrom their families, relax, develop new friendships, take part in new experiences and have fun doing positive activities. They also give families a break from their caring responsibilities, a chance to unwind, rest, or spend time with their other children. Short Breaks can last for a few hours to a few days and mayinclude day, evening, overnight and weekend activities. They can take place in thechild’s own home, the home of an approved carer, or a residential or community setting.

Our Vision in CoventryOur aim is to ensure that families with disabled children have the same human rights as others, including the right to the same quality of life as those who do not live with a disability. However, we recognise that all families are different, so they will need different levels of support and different types of short breaks; therefore we ensure that there is a wide range of short break provision to meet those needs. Research demonstrates the value of early intervention and prevention, therefore we ensure that we provide ongoing support, not just at points of crisis

In Coventry we share the vision of Every Child Matters. We want young people to be healthy, safe, enjoy life, achieve success, make a positive contribution, have supportive friends andfamilies and benefit from economic well being.

Who can access Short Breaks?We use a fair, understanding and transparent eligibility criteria so that the service ispreventative and not just used for those families at points of crisis or under threat of familybreakdown. Children and YP can access Short Breaks if they:

• Have a disability. • Are aged 0-18 years.

• Are in receipt of low, middle or high rate Disability Living Allowance (DLA) or if they are on school action plus support at school. • Live in Coventry. DLA provides help with the extra costs of bringing up a disabled child. It is paid on top of almostany other income you may have, and also gives you access to other kinds of help. If you are notcurrently in receipt of DLA and you feel you may be eligible to it, contact 0800 882 200.

How to access Short BreaksAll children and YP accessing the Short Breaks service must have a completed‘Short Breaks Passport’. This will need to be completed and returned, along with a copy of your child’s DLA letter to: Broad Park Centre, Logan Road, Coventry, CV2 1AG. If you do not have a passport and would like us to send you one, please contact 024 7678 6087.

What is a Short Breaks Passport?Feedback from Coventry families and national research has told us that parents are tired of filling in forms and having ‘bureaucratic’ assessments. It is important that we listen to you, so from this we developed a ‘Short Breaks Passport’. The passport acts as a care plan and will hold key information about your child and their disability. The passport will also help inform the planning of services we offer based on the child’s needs.

Summer 2012 activities: 18th June -22nd June 8.30am-4.30pm

October 2012 Half term activities: 24th September-28th September 8.30am-4.30pm

Diwali 2012 Celebration: 5th November-9th November 8.30am-4.30pm

Christmas Party 2012: 5th November-9th November 8.30am-4.30pm

February 2013 Half term activities: 14th January – 18th January 2013 8.30am-4.30pm

Please note, we will still take bookings after the dates specified, however, there are limited spaces and allocations will be made after these dates, therefore you may not be allocated your desired space if there is a waiting list.

This is not a comprehensive list but indicates the sorts of services that may be available:

Universal services (those services in orange)

For children and YP receiving low, middle and high rate DLA or receive extra help at school such as school action plus. However, all disabled children should have access to most universal and mainstream services. Universal services are really important in ensuring disabled children and YP have fun and enjoy themselves with friends, just the same as other children/YP.

These include Short Break Activities Please refer to page 9.

Targeted services (those services in green)

For children and YP receiving middle and high rate DLA and have a statement of special educational needs. If there has been an assessed need via the Common Assessment Framework/Social Care children may be entitled to:

1:1 support in the child’s home/community. We will require your lead professional/social worker to make a referral for this service.

Specialist services (those services in red)

For children and YP receiving high rate DLA – with a severe learning disability, a severe physical disability or complicated health need. Children can also access targeted and universal services if felt appropriate to the child to attend. Specialist Short Breaks cater for disabled children with moderate and complex needs who may require higher levels of support. They are based on

an assessed need.

Specialist services may include:

Direct payments

Direct Payments offer parents/carers an alternative to receiving services from the Local Authority for your disabled child. Parents/carers or disabledchildren can receive money to buy a service for their child. They are part of the Government’s Personalisation agenda, which puts parents/carers central to the support they receive, helping them to live as independently as possible and giving them more choice and control. Individual Short Breaks

• 1:1 or 2:1 care in the child’s home/community. - These Short Breaks offer children/YP the opportunity to spend quality time with a support worker to participate in activities of their own choice. A family’s entitlement for 1:1 provision will be based on an assessed need. These services are assessed via a social worker.

Overnight Respite

If there has been an assessed need via a social worker, children may be eligible to receive overnight respite at; Broad Park House, Clifton House, Bradbury House or The Birches. Care at our residential homes is allocated to families who need regular breaks from care because of the intensity and complexity of their child’s needs.

How are Short Breaks FundedShort Breaks are funded through the Early Intervention Grant. The focus on Early Intervention is to ensure that every local authority is free to focus on and invest in essential frontline services which will have the greatest impact and flexibility to respond to the local needs and to produce long term successful results. Thus providing services for disabled children so they can have the best possible start in life, as well as providing the support they and their families need to make equality or opportunity a reality, allowing each and every child to fulfil their potential.

Active fun gamesThis group will involve lots of fun sporting activities. Children can come along and burn off lots of energy. There will be a spare room for parents to have a cup oftea/coffee if they wish to stay.

Archery and team gamesArchery is aimed at developing hand-eye coordination skills. Thissession will involve children having lots of fun, working in teams, developing new skills and meeting new friends.

Arts, Crafts and fun gamesThis session will feature an exciting mix of activities, encouraging children to be creative. Thisgroup aims to help reduce isolation and can be a gateway for further information and supportfor families. The centre is fully inclusive of a wide range of needs. There will be free snacks anddrinks available.

Baby bakingGreat fun with getting messy, eating lots and learning from others. The children will learn the skillsthey need to interact with each other and it is a great way for them to socialise with one another.Parents will have lots of fun too! There will be free Tea/Coffee and biscuits provided.

Bouncy Castles face painting and meet Peppa PigPeppa pig will be making an appearance at the session to meet the children. There will also beface painting and bouncy castles.

Broad Park Youth ClubA place for young people to come together, meet new friends, express themselves, try new activities and have fun! The youth club will vary each week depending on what the YP would like to do. Drinks and snacks will be provided.

Buddies This service will require a referral from your lead professional or social worker. The aim of this Short Break is to offer children/YP a ‘Buddy’ to try out new activities, have fun, gain new skills and increase their independence. They may wish to go bowling, cinema, swimming or anything that they are interested in doing. If there has been an assessed need, we will match the YP up with a support worker depending on their likes and interests.

CookingEncouraging children to use their senses through touching, smelling and tasting the food theycook. This session will also teach them some basic hygiene skills. The main purpose of this group is to make new friends, gain new skills and have fun. There will be a separate room available for parents to watch TV, have a biscuit and a cuppa if they wish to stay.

Confidence and MotivationSelf confident people inspire confidence in others - this fun session will energise young peopleto build their confidence and motivation. This will be explored through creative and interactiveactivities such as the influence of role models, their own self-esteem and ways of increasingindividual skills.

Cupcake makingChildren will work on their cakes independently (or with the help of a support worker). They will be encouraged to get really inventive with flavours of the cake and the icing flavours and colours. This session aims to provide a fun activity for all.

DJ workshop

A creative workshop creating beats using a range of digital music equipment. Whatever genre you are looking for Hip Hop, Dance, Drum & Base or Dub Step. The workshop aims to provide children with a fun and stimulating environment

Football Aimed at developing children’s football skills and giving them the opportunity to make new friends, participate in a game and may even have the chance to do a workout in the gym!

Family Disco with face paintingA place for families to come along, have some fun, meet new friends and have a dance. The Discowill take place in the bar area of AT7. Free soft drinks and snacks will be available. Come along and enjoy the fun!

Family swimmingThere will be access to the whole pool area. This session is aimed at providing a family shortbreak for everyone to enjoy and have fun together. A short break worker will be available to helpfamilies in and out of the pool if needed.

Fruity Smoothie MakingDelicious and nutritious! Smoothies are a great way of encouraging young people to eat healthily, they are full essential vitamins and nutrients. Young people will be given the opportunity to make their favourite smoothie using lots of fresh fruit. There will be another room available for parents to stay and have a cuppa if they wish.

Fun Games and WiiA fun session for children to come and meet new friends, chill out and take part in their favourite games. There will also be a chance to do some drawing, painting, cutting, sticking and play in the garden.

Fun games, painting and LegoPainting is a great activity for children’s development. This session will enablechildren to express themselves using paint or Lego. There will also be funoutdoor games for children to get involved in.

Fun soft play challenge and castlesA session packed with exciting fun for all. The soft play will involve theuse of soft mats and tunnels. There will also be bouncy castles forchildren to burn off all they extra energy they may have and have fun!

Make over and photo shootA group for young people to come along, try a new look, get glammed up and strike a pose. The session will involve a make over and a photo shoot.

Horse RidingThis session will take place ot Hollyfast Meadows. Children will be given the opportunity to learn how to ride a horse and learn some basic skills. Please arrive at least ten minutes before the session takes places to ensure you do not miss your allocated slot.

Horse RidingThis session will take place on the outdoor pitch area of Xcel leisure. Children will be given the opportunity to learn how to ride a horse and learn some basic skills. Please arrive at least ten minutes before the session takes places to ensure you do not miss your allocated slot.

Ice Cream Tasting/MakingChildren will discuss their likes and dislikes, learn what liquid nitrogen is (safely). They will thenbe given the opportunity to create the worst and best flavour ice cream in the world. Encouragingthem to think about combinations of foods and flavours that will compliment each other.

Martial Arts / Self Defence This group aims to improve the body and mind. It teaches children and YP how to focus, bedisciplined, concentrate, improve confidence, set goals and build their self esteem. It also givesthem an opportunity to learn new skills, express themselves and meet new friends.

Media WorkshopThe workshop may incorporate a range of media related activities including sound track editing,a lesson in web design, you tube and PowerPoint. Children can also use this session to have funand meet new friends. Drinks and snacks will be available.

Multi SportsThese activities encourage children to socialise and make new friends whilst improving their motor skills including balance, agility, coordination and fitness. They will involve a variety of sporting activities, depending on what the group would like to do on the day! This may include basketball, skittles, football, netball, trampolining, tennis, badminton, table tennis and lots more fun games.

Music MorningCome and have some fun at Broad Park, sing some songs and play musical instruments. Tea and toast will also be available. These sessions will be run by Dave the music man and mayinvolve the Notables band.

Parachute gamesParachute games promotes social interaction and strengthensshoulder, arm and hand muscles. This session is designed toencourage children to use their imagination and creative play.

PhotographyYou will learn how to use camera equipment in a professionalmanner. You can be in front or behind the snaps you take. Youdon’t have to be an expert in taking photos because as a team,you will be able to take photos together learning how to play withlighting and creative ways of taking photos.

PotteryPottery is a wonderful tactile activity designed to allow children to explore their senses andcreativity. Young people can make their own pots and take them home when finished.

Racquet Sports and Multi SportsThis session may include tennis, badminton, table tennis, squash, football, rounder’s, football,skittles and many more fun sporting activities. Young people will be encouraged to work together and have fun.

Sensory Fun and Messy Play A support plan will be created for each individual, detailing and recording progress or challenges.The session will involve using a variety of fun play methods including tactile activities, messy play,heavy work activities and movement activities to encourage children to use their senses. Thisservice will require a referral from your lead professional or social worker.

Sensory Workshop A stimulating session involving messy play, sensory toys and relaxing music. Children can look,listen, touch, make noise and smell using a range of interesting materials. The session is aimed atchildren who have a high level of sensory needs. This service will require a referral from your leadprofessional or social worker.

Short Breaks Mini OlympicsThe mini Olympics session will give children and YP a chance to take part in a range of sports andachieve their own goals. The session is aimed at encouraging young people to use their full potential and abilities. There will be a variety of events to suit all abilities. There will also be lotsof fresh fruit provided from around the world. They may also be given the chance to have theirphoto in the Coventry Telegraph!

Team GamesWorking as part of a team is a very important skill to have in life. This session will encouragechildren to work in groups and have fun using a range of fun sport activities. The main outcome of the session is for young people to make new friends and have fun working in teams. As these sessions are held at broad park centre, there will also be other games they can take part in if they do not feel up to doing any sports on the day. For example if they want to come and do so drawing or painting, they can!

TrampoliningA great way of developing balancing skills and learning how to control your body while in midair. This is also good for leg exercise and helps to develop muscles in the arms, shouldersand stomach.

How do we listen to the views of Parents/Carers and Children/YP? Coventry City Council aims to ensure that the Short Breaks service improves the life chances of disabled children and their families through continuing to develop the service with parents/carers, children and YP. Throughout the past two years there has been significant consultation which has helped to shape the services we offer.

We know that the views of parents/carers and children/YP are essential for future success. Through consultation, it has enabled us to assess and plan for the needs of our local disabled children’s population thus ensuring we have a full range of high quality short breaks City wide. We will continue to provide opportunities for parents/carers and children/YP to express their views both directly (face-to-face group meetings, telephone consultations) and indirectly (questionnaires, e-mails & surveys) following any short break activity.

Ongoing consultations and discussions will take place with the One Voice Parent Group who we will ask to seek out and report the views of parents and carers from both their membership and the wider population of parents and carers of disabled children. Supporting children on a 1:1 basisUnfortunately we are unable to provide 1:1 support for children/YP on the day of activities, unless this has already been agreed. Therefore if your child requires 1:1 support, please ensure this is arranged with your social worker or lead professional. CHILDREN UNDER 5 YEARS OLD: All children under 5 years must be accompanied by an adult at all times when attending Short Breaks.

Short Breaks PanelThe Short Breaks Panel takes place on the last Wednesday of every month at Southfields office. It aims to ensure equity and transparency in the allocation of resources to service users and their families. The process follows that set out in the ‘Short Breaks Provision Matrix’ (please see page 8), recognising that those in the greatest need will receive the highest allocation of resources. The Panel ensures that services are needs led, fit need, and that the provision is routinely monitored and reviewed. The panel involves professionals from the service to discuss new referrals for specialist short breaks and review children and YP’s current allocation of short breaks.

The Panel is open to all Social Care staff (Children’s Disability Team, Neighbourhood and Looked After Children) and Health professionals. Social Workers / Health professionals book a slot at the Panel and submit a copy of the Initial Assessments (or the equivalent health assessment). This identifies the YP’s needs, and provides a recommendation to the Panel as to what type of resource may be needed (e.g. overnight respite). The Social workers / Health professionals then attend Panel to present the case.

Broad Park Centre

Broad Park Centre is Coventry’s integrated Children’s Centre for children and YP with disabilities. Broad Park is purpose built and fully accessible.

At Broad Park Centre we have an extensive range of play/leisure equipment and we organise activities and projects which promote the personal development and life skills of our service users. Many term time and school holiday Short Breaks take place here (cooking, martial arts, sensory groups, youth club, music workshops etc). These aim to support transitions and early intervention work. The centre has two large activity rooms, a kitchen and a playground.

Broad Park Centre also combines a purpose-built four bedroom residential Short Breaks unit (known as Broad Park House) for children aged 5 to 17 years with learning and/or physical disabilities. The home is registered by OFSTED. In 2010-2011, the Centre benefited from a capital grant of £550,000 from the former Government’s Aiming High for Disabled Children transformation programme to improve services for children with disabilities. A recent Ofsted inspection praised the involvement of children and YP with disabilities in the decision making and design process of the rebuild.

Family Information ServiceThe Family Information Service can help with a range of information, advice and support for families with children and young people. The Family Information Service is totally free, impartial and confidential. It is run by Coventry City Council and the friendly, expert team isavailable to talk to you about all aspects of childcare: activities, education and any other care and support service that is available in the City. Parent Partnership

The Coventry Parent Partnership service provides confidential and impartial advice, information and support to parents and carers of children aged 0-19. It focuses on those who have special educational needs or who have been excluded from school.

Carers allowance Carer’s Allowance is a taxable benefit to help people who look after someone who is disabled. You do not have to be related to, or live with, the person that you care for.

VIBESVibes is a children and young people’s service provided by Coventry & Warwickshire Mind to meet the emotional and mental health needs of children and young people between the ages of 7-19. Services include short courses which help young people explore issues affecting their behaviour, confidence, self-esteem and emotional resilience, a one to one buddy service and support groups for young people with Autistic Spectrum Disorder.

Triple P Parenting Parenthood can be extremely rewarding, enlightening and enjoyable. It can also be demanding, frustrating and exhausting. Triple P courses can help you in your role as a parent to have a more positive family life. They teach subjects including how to encourage good behaviour, teach children new skills and meet your own needs as a parent. All courses are free and often have a free crèche

Courses include

Triple P workshops Free 90 minutes sessions taking place across the city

Triple P primary care Brief one to one support for parents/carers with one or two mild and specific problems. It involves four, 20-30 minute sessions, using tip sheets.

Triple P groups Eight sessions with a mix of two-hour group sessions with other parents and telephonesupport from the group leader

Triple P one-to-one intensive support For families who meet certain criteria and cannot attend other Triple P programmes. A parenting practitioner will work with you on a one-to-one basis for ten sessions.
