Subject: Reservation of seats in Dee;ree level technical courses for States I Union -Territories lacking in such facilities and for foreign and other categories of students for academic sessions 2013-2014- regarding.

Sir,

I am directed to state that this Ministry has an ongoing scheme of reservation of seats in Engineering I Technology I Architecture I Pharmacy courses conducted at Degree and Diploma level technical institutions approved by the All India Council for Technical Education (AICTE), for States and Union Territories (UTs) which do not have Engineering Colleges I Polytechnics or lack facilities for education in specific fields of Technical Education and for certain categories including foreign students.

2. The reservation of seats is made under the Scheme for the following nominating agencies:

(a) State Governments I UT Administrations. (b) Central Tibetan Schools Administration(CTSA) (c) Indian Council for Child Welfare(ICCW)- for recipients of children's bravery awards. (d) Ministry of External Affairs (Education)- for foreign students either self-financing or

scholarship holders oflndian Council for Cultural Relations. (e) Ministry of External Affairs (Welfare)- for wards of Government employees posted in

Indian Missions abroad.

3. The details of the seats allocated in Degree level Technical Courses for 2013 2014, in respect of the above categories are given in the statements attached [for 2013 - 2014, allocation of Degree Level seats has been made for North Eastern States, Island UTs, ICCW, CTSA and Ministry of External Affairs (Education & Welfare) only].

4. The nominating agencies are requested to initiate early action for nomination of students in consultation with the concerned authorities of the States/UTs by obtaining details regarding prerequisite qualifications, fees, availability of hostel accommodation, admission rules, regulations, procedures, last date etc. It may please be ensured that the nominated students fulfil the eligibility requirements prescribed by the States/UTs in which the seats are reserved, in addition to satisfying their own State/UT rules and instructions/guidelines issued by AICTE. The selection of nominees will be done out of the students from eligible States/UT Islands for those students appearing in JEE-Main Examination and the admission against the said quota would be made strictly in accordance with the 40% weightage for performance in class XII Board marks normalized on percentile basis and the remainder weightage would be given for performance in JEE-Main Examination. It is re-iterated that there would be no relaxation in this regard from this year i.e. 2013-14. However, eligibility criteria in respect of MEA (Education) /CTSA/ICCW, will remain the same as was in previous years i.e. selection of nominees should be based on merit/entrance

test conducted by the nominating agency apart from other terms and conditions mentioned in this letter. The students under MEA(Welfare) has been exempted from appearing in JEE(Main) for the Academic Year 2013-14. However, from the Academic year 2014-15, the Standard Aptitude Test(SAT-11) scores could be basis of selection under MEA(Welfare) quota .The letter, nominating the students, should be signed by the designated officer of the State/UT concerned and should contain his full name, designation, address, telephone and fax number etc. lt is clarified that there is no discretionary quota of seats in this Ministry to nominate against the reserved seats. Therefore, this Ministry should not be approached with such requests.

5. The seats offered in private institutions, according to the AICTE's letter No.314-IICCFIRESI94 dated 13.01.95 are free seats, over and above the sanctioned intake strength. These seats are supernumerary in nature and do not affect the total strength I intake of students.

6. The nominations against reserved seats may please be made according to the allocations. The allocation of seats and course is final and modification is not possible in any case. Some cases of fmud had come to notice in the past and it is, therefore, requested that authenticity of allotment I nomination document may please be verified. Nominated students may be coming from long distances and different background and, therefore, full co-operation may kindly be provided to them. The authorities may ensure that ragging of students does not take place. The actual utilisation of reserved seats may please be intimated to this Ministry, which will help this Ministry in updating of the list/courses.

7. The StatesiUTs where seats have been reserved may confirm the availability of the Branches as per the list enclosed herewith for the year 2012-2013. In the past, it has been experienced that after issue of the seat allocation, the StatesiUTs make a lot of representation for change of courses/colleges and in some cases also for transferring of seats from one State to other. Normally, this is agreed to by the MHRD in number of cases. However, it delays the process of filling up of seats and students suffer for the delays. As such, the States/UTs concerned are authorised to sort out such issues between themselves, after proper verification, provided the requests are found genuine and they may not have to write to the MHRD for approval, as admissions get delayed on this account. This provision shall be used only in extremely essential cases.

8. The last date of admission against the allocation for the year 2013-2014 is 30.08.2013. The concerned authorities should ensure to complete the admission requirements by 30.08.2013. No request for extension of date shall be considered.
