BACKGROUND The new site in Burney opened in Fall semester of 2004. The bus fleet is very old and the service was offered when no other opportunities for delivery of higher education ex-isted in these communities. At its July 14, 2004, meeting, the Board of Trustees ap-proved the elimination of the Burney bus route effective January 1, 2005. Due to lack of funds and/or lack of work, it is recommended that the District eliminate the Motor Pool Driver (McArthur Fixed Route) position and direct the layoff of the classi-fied employee who currently holds the position, effective January 31, 2005, in accor-dance with Education Code Sections 88017 and 88127 and the attached Resolution. The incumbent, who has been a District employee since December 26, 2002, has been notified of our intent to recommend this action to the Board and has been provided with her displacement rights in accordance with Education Code Section 88117 and the CSEA collective bargaining agreement, subject to Board action. RECOMMENDATION It is recommended that the Board eliminate the Motor Pool Driver (McArthur Fixed Route) position and adopt the Resolution.

ASSOCIATION’S INITIAL PROPOSAL FOR 2004-05 CONTRACT NE-GOTIATIONS

BACKGROUND The Shasta-Tehama-Trinity Joint Community College District received the Shasta Col-lege Faculty Association’s initial proposal, for 2004-05 contract negotiations, as at-tached. In accordance with Title VIII, California Administrative Code Sections 32900, et. seq., and California Government Code Section 3547, and in order to ensure that the public is informed of the issues that are being negotiated and knows the position of its elected representatives and to further ensure that members of the public have full opportunity to express their views in these issues of the District, the Governing Board of the Shasta-Tehama-Trinity Joint Community College District requires that all initial proposals of the District or of the exclusive representatives of the District employees, which relate to matters within the scope of representation, shall be presented at a public meeting of the Governing Board and, thereafter, shall be public record. RECOMMENDATION The Superintendent/President recommends that the Governing Board of the Shasta-Tehama-Trinity Joint Community College District set a public hearing on the Shasta Col-lege Faculty Association’s initial proposal for 2004-05 contract negotiations, for the next regular meeting of the Governing Board, to be held January 9, 2005.

RATIFICATION OF EXTENSION AGREEMENT FOR PURCHASE OF ELECTRICITY

BACKGROUND In August 2002, due to the exit of Enron, the District contracted with AES New Energy for electricity purchasing services, along with numerous other community college dis-tricts in California coordinated through the Community College League. AES evolved into Constellation New Energy, and the districts extended the contract in May 2003. At-tached is an agreement for an additional extension of the agreement through June 30, 2005. Community College League has recommended continuance after investigating the options. RECOMMENDATION The Superintendent/President recommends that the agreement with Constellation New Energy to extend electricity purchasing services through June 30, 2005 be ratified.

BACKGROUND The District is required to submit an annual five-year scheduled maintenance plan to the Chancellor’s Office. Attached is the 2005 plan. Also included is a summary of the 2005-2006 proposed projects. The state typically pays 50% of the cost for projects ap-proved for funding, and the District must provide the matching funds. RECOMMENDATION The Superintendent/President recommends that the Administration be authorized to submit the five-year Scheduled Maintenance Plan to the Chancellor’s Office as pro-posed.

APPROVAL OF HAZARDOUS SUBSTANCE PROJECT FUNDING PROPOSAL

BACKGROUND The District is asked annually to submit to the Chancellor’s Office proposals for projects to reduce or eliminate potentially hazardous substances. The proposal for 2005-2006 is attached. We are requesting funds to eliminate the bat guano from five affected build-ing attics on campus. The Administration building was successfully serviced in 2003-2004 through the same funding source. The estimated cost for this project is $200,000. If approved, the state will provide 100% funding. RECOMMENDATION The Superintendent/President recommends that the 2005-2006 Hazardous Substance Funding Proposal be approved for submittal to the Chancellor’s Office.

AUTHORIZATION TO SOLICIT BIDS FOR FIRE ALARM REPLACEMENT PROJECT, PHASE 2

BACKGROUND In June 2003, the District solicited bids for both Phase I and Phase II of the Fire Alarm System Replacement Project in order to bring our facilities up to current code require-ments. The only bid received far exceeded the total scheduled maintenance funding for both phases. The specifications were modified, and in November 2003, the project was re-bid successfully within the budget. However, the Department of the State Architect would not approve the final modified plans, which had been downsized to accommodate the budget, and advised the District to expand the project scope and restructure the phase work by applying for additional scheduled maintenance funding. The plans have been resubmitted to DSA and we have been advised that they are close to approval. We need to be ready to solicit bids for Phase 2 as soon as the formal ap-proval is received in order to stay within the funding timelines. RECOMMENDATION The Superintendent/President recommends that the Administration be authorized to solicit bids for Phase 2 of the Fire Alarm Replacement Project as soon as DSA approval is received.

COLLEGES

BACKGROUND Shasta College received a grant award from the Foundation of Community Colleges to assist CalWORKs cash-aid students who wish to become Child Development/ECE teachers. This two-year Project will develop career/education plans to educate and train TANF Community College students attending Shasta-Tehama-Trinity Joint Com-munity College and is part of the three-tiered program (Child Development Mentor Pro-gram, Child Development Training Consortium, and Child Development Careers Pro-gram). Each student will be evaluated, assessed, and his/her educational and support service needs determined before admission to the Project. Each student will have a custom-designed program identifying the instructional and support services for the stu-dent to reach the Associate Teacher (12 unit) level in two semesters. An estimated 60% of the first-year students will continue in the Project in the second year and reach the Teacher Permit level (40 units). Students will be mentored while they work in ap-proved ECE sites. The Project is expected to continue beyond this two-year period. The grant will pay for a variety of direct services to participants such as student wages while they gain their field experience, for fingerprinting and background checks, as well as to supplement ECE project facilitators’ salary for the services rendered to the project above and beyond normal hours, and/or pay for additional educational and support ser-vices to participants. The amount of the award for two (2) semesters is $22,210. The coordinator is Monte Murphy, Director of CalWORKs. The grant budget implications table is attached. RECOMMENDATION The Superintendent/President recommends that the Board approve this grant.

The California Early Childhood Mentor Program recruits and selects experienced childcare providers and directors to be mentors to student teachers and protégé directors. RECOMMENDATION The Superintendent/President recommends that the Board approve the attached Letter of Agreement.

AUTHORIZATION TO PURCHASE ITV EQUIPMENT

BACKGROUND The current interactive television (ITV) equipment is eight years old, is no longer under warranty, is no longer supported by the manufacturer, Lucent Technology, and third-party replacement parts are extremely difficult to obtain. This equipment is the delivery mechanism for all ITV courses delivered throughout the District. Replacing the equip-ment is necessary to ensure the delivery of the College’s course offerings to the remote sites (104 section offerings at Burney, Corning, Hayfork, Red Bluff, Weaverville and others), along with our cooperative agreement with the College of the Siskiyous and Mayers Memorial Hospital and CalVIP state-wide video conferencing. The Polycom MCG-50 conferencing system has been selected as an appropriate re-placement, at a cost of $123,000. The MCG-50 package includes equipment and soft-ware for video conferencing scheduling and delivery. Polycom is the world’s leading provider of unified collaborative communications solutions. Polycom’s price quotation reflects a $30,000 discount if an order is placed prior to December 31. However, at least two alternative quotes for comparable equipment would be solicited prior to pur-chase. Combined funding is available through the Title III grant, TTIP grant carry-over funds, and the general fund telecommunications budget. The general fund portion is an an-nual line item for ITV equipment, support and maintenance. RECOMMENDATION The Superintendent/President recommends that the purchase of replacement equip-ment for the District’s ITV course delivery system at a cost of up to $123,000 be author-ized.
