Challenge to non Annex I Parties:

Prepare/Submit the BUR/NC of the

same quality on a continuous basis.

10/●

Challenges and potential ways to address them

Ways to enhance institutional arrangements

• Legislation formally establish the institutional setup to force

cooperation between agencies

• Establish team committed to BUR/NC components

• Political buy-in (strong leader/decision maker with understanding of

COP decisions with technical & management skills)

• Efficient use of resources (prioritization of activities, documentation /

record keeping)

• Establish team committed to BUR/NC reporting components

• Develop clear timetable, QA/QC Plan

• Capacity building focusing on benefits of being involved

• Build regional networks

• Establish multi agency organization to oversee climate change

policies.

• Reach broader parties to be involved.

• Written agreement (MoU, letter of intent, conf. agreement, formal

agreement)

• Awareness-raising/capacity building focusing on benefits of being

involved

11/●

Conclusion, key messages

Most important objective of institutional arrangements is

“how to make the BUR/NC a continuous process”

Step by step process

Prepare one BUR

Prepare another of same or better quality in 2 years

Continuous improvements

Developing/Enhancing institutional arrangements has to be

driven by the Party (the national entity in charge of the

BUR/NC)

Important to recognize that arrangements will evolve over

the years. Setting a long term vision and roadmap is key.
