Introduction

Public participation is a key element of any successful watershed management plan.

This Community Outreach and Education Plan is intended to help clarify the methods by which the public will be informed of and engaged in the Seneca Lake Watershed Management Planning Project. Itis intended to clarify and define the variety of forums and outreach mechanisms that will be used to engage interested stakeholders in the development of a watershed management plan for the Seneca Lakewatershed. Furthermore, the document should provide a comprehensive overview of the roles and responsibilities of those individuals and organizations involved in the project.

The Community Outreach and Education Plan is a guide to involving stakeholders in the intermunicipal planning process; it is NOT a checklist of required actions. Some elements of this Plan may prove unnecessary as the planning process unfolds; to this end, the Plan can be modified as deemed necessary or prudent by project partners. In addition, other opportunities for public engagement not identified in this Plan may be developed.

I. Project Overview & Watershed Description

Project OverviewA watershed management plan will be prepared for the Seneca Lake Watershed, which will serve as a long-term strategy for the protection and restoration of water quality and ensure compatible land use and development. Seneca Lake is the largest of the eleven Finger Lakes that make up a complex system of lakes and rivers in central New York State known as Oswego River Basin. The lake’s surface area is 66.3 square miles, and the watershed is approximately 457 square mailes. The Seneca Lake watershed encompasses 40 municipalities and five counties, including parts of Chemung, Ontario, Schuyler, Seneca, and Yates Counties.

The watershed community has shown strong support for watershed planning; various partnerships and stakeholders have been cooperatively operating since the mid-1990’s. The watershed planning process will build upon these relationships and previous studies and reports, including Setting a Course for Seneca Lake, the State of the Seneca Lake Watershed (1999). The Seneca Lake Watershed Management Plan will establish a consensus among the watershed municipalities, State agencies, and non-governmental organizations on actions needed to protect the lake’s water quality. The plan will identify characteristics of the watershed, sources of impairment, priority projects and necessary actions.

The watershed management plan will be prepared by the project partners including Genesee/Finger Lakes Regional Planning Council, Hobart and William Smith Colleges, and Sourthern Tier Central Regional Planning and Development Board through consultant serves procured by the City of Geneva and overseenby a Project Advisory Committee. County agencies and organizations and others will provide assistance with various project components.

Committees

There are two key groups of individuals that have been identified as advisors of the Seneca Lake Plan. The groups and their roles are as follows:

Project Advisory Committee (PAC)The purpose of the PAC is to oversee all aspects of the project in cooperation with other “Key Contacts” and municipal officials. At a minimum, the committee will participate in and be responsible for project administration, product review, development of best management practices and regulatory amendments, public outreach, and implementation oversight.

The Project Advisory Committee (PAC) consists of a number of agency officials and interested citizens who have pledged their time and interest in participating in this watershed management planning process. The core membership of the Project Advisory Committee is listed as follows:

Furthermore, a full, extended list of additional PAC partners is listed in the Appendix to this Plan. These include various additional ex officio representatives from a variety of backgrounds and interests including: each watershed community, County Planning Departments, County Soil and Water Conservation Districts, NYS Department of Environmental Conservation, environmental, recreational, historic preservation and economic development interests (including SLAP-5, Seneca Lake Pure Waters Association, Hobart and William Smith Colleges and FLI) and interested residents in the watershed. Many of these groups are already SLAP-5 members. It is understood that these individuals and their respective organizations will provide similar project support and oversight to the degree that they are willing or able. Southern Tier Central Regional Planning and Development Board up request.

SLAP-5 (“Seneca Lake Area Partners in 5 Counties”)An organization formed in 1996 to develop the document “Setting a Course of Seneca Lake,” SLAP-5 continues to meet regularly to discuss issues affecting Seneca Lake. Many of the members of this group will be serving as PAC members and will advise the Seneca Lake Plan process.

While the purpose and function of this group likely has much in common with the goals of the PAC, it is important to note that the PAC will endeavor not to impede, usurp, or otherwise interfere with the regular function and purpose of SLAP-5.

Additional Stakeholder InvolvementFinally, a list of additional watershed stakeholders will be maintained by the Project Advisory Committee. More information on Watershed Stakeholders, who they are, and what their role will bein the planning process can be found under Section V of this document.

III. Regular Project Advisory Committee (PAC) Meetings

PurposeRegular Project Advisory Committee (PAC) meetings are held in order to manage project progress, prepare and review draft documents, and otherwise advise the participating members of the PAC on the elements and content related to project business or materials. The PAC is the primary group guiding the preparation and completion of the watershed management plan.

MembershipMembership of the PAC include those individuals as identified by project partners. All prospective members must receive final approval of the New York State Department of State (NYSDOS).

Public ParticipationAll PAC meetings are considered to be open meetings. Committees may permit public participation and may provide rules for participants to follow if it chooses to.

Schedule/LocationPAC meetings will be scheduled to occur in conjunction with the existing SLAP-5 meetings. In an effort to encourage broad participation among all residents and municipal officials throughout the watershed, an effort will be made to schedule PAC meetings in locations within each of the 5 watershed counties on a rotational basis. Rotating meetings throughout the 5 counties of the watershed will help to ease the burden of extensive travel for watershed stakeholders, facilitate the communication of stakeholder concerns to the PAC, and otherwise encourage geographic balance and broad representation. Additional meetings may be called to discuss specific topics as necessary. All reasonable efforts will be made by the committees to ensure that the meeting facility is accessible to the physically handicapped.

NotificationNotification of PAC meetings will occur through e-mail or other agreed-upon method. Notification will be initiated by Southern Tier Central Regional Planning and Development Board. Meeting announcements may also be posted by Project Advisory Committee Members on applicable websites.

FormatMeetings will be conducted utilizing the consensus form of decision-making.1 PAC meeting agendas will be prepared by Southern Tier Central. PAC meeting minutes and/or the meeting summary will be prepared by Genesee/Finger Lakes Regional Planning Council. All agendas, minutes and notes will be posted on the website at SenecaLakePlan.info in the document library. Seneca Lake Watershed PAC meetings will be held in conjunction with regularly-scheduled SLAP-5 meetings. The PAC portion of themeeting will focus on Seneca Lake watershed planning topics; the committee will then move into regular SLAP-5 meeting items and business. All members of both SLAP-5 and the PAC are welcome to attend both sections of the meeting. These meetings are considered to be open meetings.

technologies such as voice and video conferencing may be considered if those technologies are found to be technologically feasible and cost-effective.

ChairpersonThe Chairperson of SLAP-5 will act as the de facto Chairperson of the Project Advisory Committee. The role of the Project Advisory Committee Chairperson will be to assist the PAC with the control and direction of PAC meeting proceedings. The Chairperson will carry the authority to keep order, propose agenda items, maintain progress in line with the agenda, and request clarification from individuals or organizations regarding any and all associated project tasks or products.

IV. Project Website

PurposeA project website www.senecalakeplan.info has been established for the purpose of posting project materials (meeting agendas, summaries, report drafts, etc.). The website will also serve as a tool for outreach and education and be continuously updated with information concerning Seneca Lake Plan progress as necessary. The format and content of the project website will be determined by the project partners with input from the Project Advisory Committee and NYSDOS.

In an effort to increase web traffic and to further public outreach efforts, PAC members and other project stakeholders are encouraged to post a link to www.senecalakeplan.info on their respective websites; partner organizations will similarly be linked to www.senecalakeplan.info as well.

V. Identification of Watershed Stakeholders

PurposeThroughout the course of the Seneca Lake watershed planning process, Local, State, Federal and other public and private agencies and interest groups will be identified and encouraged to participate in the watershed planning process so that they may provide their input and knowledge regarding specific subject areas. Furthermore, these and other stakeholders will need to be informed as critical junctures in the project approach, such as public meetings or the publication of draft materials. As such, the names and contact information for these stakeholders will be maintained on an electronic database file that can be made available for use or revisions/updates at the request of PAC members. Individuals may request to be added or removed from this list at any time.

PurposeThe purpose of consultations, discussions and reporting is to encourage regular formal and informal communication between the project sponsor, project partners, and funders. This is to ensure open and effective communication between all project partners and to promote a clear understanding of all projecttasks related to the project.

ParticipantsProject partners, Project Advisory Committee Members, the City of Geneva will be the participating members of any necessary consultation, discussion or reporting procedures.

NotificationE-mail or telephone among applicable participants

ScheduleConsultation, discussion or reporting procedures will take place throughout the planning process as necessary.

FormatTelephone conference calls or face to face meetings will be the general format for necessary consultation, discussion or reporting procedures. In some cases, a written summary of the meeting may be created and posted if necessary.

VII. Public Information Meetings

PurposeAt a minimum, the outreach and education process shall include at least two public meetings to be conducted as part of the watershed visioning and consensus-building process. Public Information Meetings will be held in order to obtain input from the public regarding the elements and content of the project documents. Record of any input obtained will be publicized through meeting notes and/or appendices that are integrated into final reports. Recommendations provided by the public will be integrated into project products as deemed necessary and appropriate by the project partners, NYSDOSand Project Advisory Committee.

ParticipantsAll members of the public, including interest groups identified in the Watershed Stakeholder list, as well as any additional individuals, neighborhood associations, or other community groups as identified by the project partners, PAC or NYSDOS will be invited to participate. In addition, a concerted effort should be made to engage locally-elected officials from each municipality within the Seneca Lake Watershed and encourage their participation.

NotificationAll public meetings and educational opportunities shall be publicized in the community through various means including press releases, announcements, and other appropriate means as necessary. Press releases should be sent to regional print, radio, television, and other appropriate media outlets that serve the residents of the Seneca Lake watershed. Likely media outlets may include (but shall not be limited to):

Canandaigua Messenger Finger Lakes Times Life in the Finger Lakes Magazine YNN Rochester Rochester Democrat and Chronicle The Chronicle-Express

A list of media contacts will be maintained by Sothern Tier Central Regional Planning and Development Board and can be made available for review or revision.

ScheduleAt a minimum, two Public Information Meetings will be held in order to review the draft characterization report(s) and the Draft Watershed Management Plan(s) at the appropriate junctures in the project.

FormatThe format of each Public Information Meeting is to be determined with consultation from the PAC and NYSDOS. An underlying goal of each Public Information Meeting will be to maximize participation among all interested parties. In an effort to do so, PAC members should consider a variety of methods and techniques to engage members of the public in a dynamic and productive fashion.

A written record of meeting proceedings will be created and made publicly available. Public meetingscould include those held as part of other public meetings. Outreach and educational opportunities may be

VIII. Special Stakeholder Focus Groups, Meetings and Key Contact Interviews

PurposeAs the various stages of the project progress, the Project Advisory Committee may find it advantageous or necessary to obtain input and feedback from individuals or groups of stakeholders regarding particular elements of the plan or project components. Examples of stakeholders include (but are not limited to): property owners, business owners, farmers, local highway superintendents, local code enforcement officers, etc. Input obtained will be shared with the PAC members; PAC members may also assist in the development of any such meeting.

NotificationNotification of individuals or groups will vary based on need and the preferred type of outreach mechanism to be applied. If such a need arises, a list of any relevant individuals or organizations will be developed for review by the Project Advisory Committee.

IX. Publication and Review of Draft Materials

PurposeFrom time to time, in consultation with the Department of State, key project deliverables and draft reports will require public review and input.

ParticipantsAll members of the public

NotificationAll documents will be posted on the project website for reading and download. Print copies can be made available upon request to Southern Tier Central Regional Planning and Development Board or other relevant project partners. Requests for multiple copies by a single entity will be fulfilled at the discretion of project partners. Notification that drafts are available will be done through email and may also be posted through selected media outlets as described on page 3 of this document.

ScheduleThroughout the planning process as necessary to ensure broad community involvement and awareness. A minimum of two weeks will be provided for the review of draft materials and submission of comments.

FormatThe drafts will be distributed through the project web site to the PAC, and any necessary stakeholder groups for review. All comments collected during the review period will be considered when formatting the final draft of the Seneca Lake Plan [or component thereof]. Public input shall be incorporated into drafts to the satisfaction of the Department of State prior to finalization and/or publication of the document.
