Executive Unit for Financing Research in Universities (UEFISCSU), which in particular ensures the management of research programmes mostly addressing the development of scientific careers and increasing the research capacity in universities

Management Agency for Scientific Research, Innovation and Technology Transfer (AMCSIT)which ensures the management and the marketing of scientific research, innovation and technology transfer in the field of engineering and other related fields.

• 2008 – re-branding of the ERA-MORE Network - EURAXESS

• the funding for the Romanian Mobility Centres ended, but the centres continued to function on voluntary bases

• All RCPs signed the Declaration of Commitment to further offer free of charge, direct/indirect assistance to mobile researchers (and their families), comprehensive, up-to-date information, as well as customized assistance on all matters relating to professional and daily life.

• EURAXESS counts for more than 200 service centres located in 35 European countries

Scientific Visa or Directive 2005/71/CE

• permission for third-country nationals to enter, stay and work in the European Union for more than three months for the purpose of carrying out a research project under a hosting agreement with a research organization.

Scientific Visa in Romania

Inter-ministerial group of experts was set up: Ministry of Education, Research and Youth and Ministry of Internal Affairs and Administrative Reform

Result of the consultation process: Directive 2005/71/CE was transposed in two legal instruments:

Government Emergency Ordinance OUG 194/2002, republished, concerning the regime of foreign citizens in Romania

Order no. 2414/October 2007 of the Minister of Education, Research and Youth on the approval procedure of the hosting agreement for third-country researchers carrying on research activities in Romania

Scientific visa will be granted on a shared competencies basis between the two implementing institutions: National Authority for Scientific Research (ANCS) and Romanian Office for Immigration (ORI)

Collaboration protocol to be signed this fall between ANCS and ORI

Conditions for admissionOUG 194/2002

Definition of the researcher (within the context): a third-country national holding an appropriate higher education qualification which gives access to doctoral programs

valid travel document a hosting agreement signed between the research organization

(R.O.) and the third-country national, subsequently approved by ANCS

the criminal record certificate, proving that he/she doesn’t pose a threat to public policy or public security

medical insurance

A 3-steps procedure to be followed:

I. Application for approval of the R.O. in the spirit of the Directive, submitted to the Romanian Academy, Branch Academies, National Council for Higher Education Research, Consultative Body for RDI, as appropriate

II. Approval for the purpose of the Directive of the R.O., issued by ANCS for a period of 5 years (the list of the approved R.O. will be published on our web site)

III. Approval by ANCS of the hosting agreement concluded between the R.O. and the third-country national

Specific formats for each step of the procedure are provided

Once the R.O. is approved, on its validity period, unlimited hosting agreements can be submitted
