Joan C. Lo (Taiwan)Scientific Committee Chair

Prof. Lo is an economist by training; She worked as a computer programmer, energypolicy analyst, lecturer, and had been involved in the econometric modeling andforecasting. In 1989 she joined Taiwan’s National Health Insurance Planning Task Forceand was in-charge of the design of the financing system.

She was behind the integration of the NHI scheme from diversified systems. Since then, her efforts have beenconcentrated on the NHI system evaluation and redesigning. She was also a member of the Long-term CareInsurance Steering Group in Taiwan and had participated in the pension reform as well.

Krister H Partel(Australia)

Member of the AHHA’s senior leadership team responsible for leadership of AHHA’sadvocacy program including strategic communications, leadership of mediaprograms, political and stakeholder engagement and integration of advocacy acrossAHHA activities. With more than a dozen years’ experience in both the public andnon-government sectors, Krister has extensive experience in policy developmentand analysis, advocacy, strategic communications planning, crisis communications, media relations and socialmedia planning. Previously, Krister worked for Canada’s federal health portfolio, including two years as aParliamentary Assistant to Canada’s federal Minister of State for Public Health followed by six years at HealthCanada, Canada’s federal health department, working in both Cabinet and Parliamentary Affairs and then inStrategic Communications. Krister has a Master’s degree in Public Policy from the Australian National University.

Susan Killion(Australia)

Susan Killion joined the Australian Healthcare and Hospitals Association (AHHA) inJuly 2015 as Director of the Deeble Institute for Health Policy Research. Susan hasenjoyed an extensive career in health for over thirty years, both in Australia and theUnited States. Her experience includes holding health leadership roles in policy andstrategic planning, hospital and community health funding, clinical operations,university lecturing, research and publishing. Susan has strong links to the healthsector across national, state, university and peak health organisations, developed through her work withAustralian Capital Territory Health, Australian Capital Territory Chief Minister’s Department, the University ofCanberra, Southern New South Wales Local Health and Calvary Healthcare. As head of the Health Group at theAustralian Institute of Health and Welfare, Susan was managing editor for the biennial Australia’s Health, and ledthe publication of over 30 reports per year on health priority diseases. She led collaborations with universities

with specialist health statistical expertise and jointly published on perinatal and maternal indicators,immunisation surveillance and primary care. Susan holds a Master’s degree in Nursing from the University ofCanberra.

Benoît Nautré(France)

Chor Chiu Lau(Hong Kong)

Dr. Lau is the Cluster Chief Executive of Hong Kong East Cluster, Hospital Authority (HA)since May 2011. He is responsible for the operation of six HA hospitals with over 3,000beds and a total establishment of over 8,000 staff.Dr Lau is an emergency physician by background. He was one of the foundation fellows ofHong Kong College of Emergency Medicine (HKCEM) and served as the President ofHKCEM from 2005 to 2011. He has made significant contributions to the evolution from “casualty” to“emergency medicine”. He has been instrumental in the development of emergency aeromedical patient transfer,and was one of the first senior Air Medical Officers in Hong Kong.

Tsuguya Fukui(Japan)

Dr. Tsuguya Fukui has been the president of St. Luke’s International Hospital, one of themost prestigious teaching hospitals in Japan since 2005. The hospital has been playingcentral role in advancing medical care in Japan since its foundation in 1901 by a missionarydoctor from the United States.

Dr. Fukui was previously the professor of medicine and clinical epidemiology as well as the founding Dean ofSchool of Public Health at Kyoto University Graduate School of Medicine and is one of the leaders in generalinternal medicine, clinical epidemiology and medical education. Pr Antoine Geissbuhler(Switzerland)

Antoine Geissbuhler is a Professor of Medicine, Chairman of the Department ofRadiology and Medical Informatics at Geneva University, Director of the Division ofeHealth and Telemedicine at Geneva University Hospitals. He is also President of theHealth-On-the-Net Foundation, Past-President of the International MedicalInformatics Association, and Fellow of the American College of MedicalInformaticians.

Wui-Chiang Lee(Taiwan)

Dr. Wui-Chiang Lee is the Chief of Department of Medical Affairs and Planning, TaipeiVeterans General Hospital, the leading medical center in Taiwan. As his consistentengagement in quality improvement and patient safety, Dr. Lee has been the President ofAsian Society for Quality in Health Care (ASQua), and board member of InternationalSociety for Quality in Health Care (ISQua) since 2013. Dr. Lee was the Director-General ofDepartment of Medical Affairs, Ministry of Health and Welfare, Taiwan (2013~2014) and former CEO of JointCommission of Taiwan (2011~2013). Dr. Lee is also a gastroenterologist by training and practices for more than20 years at the leading hospital of Taiwan. Dr. Lee earned his PhD of Health Policy and Management at JohnsHopkins Bloomberg School of Public Health in 2005, and MHS of Health Economics and Management atHopkins in 2002, and MD of National Yang-Ming University School of Medicine, Taiwan in 1992.

Hong-I Chen(Taiwan)

Professor Hong-I CHEN currently worked as Dean of College of Health Sciences inChang Jung Christian University, also is a surveyor & team organizer of JointCommission of Taiwan for hospital accreditation. He graduated from National DefenseMedical Center as M.D. in 1973, after full training of urology/surgery, he served in themilitary hospitals. He acquired a PhD in neuropharmacology at University of Oxford,U.K., a master of medical management at Tulane University, U.S.A., as well as an EMBA at National TaiwanUniversity. He had rescued SARS disaster of Taiwan when he was the superintendent of Tri-Service GeneralHospital in 2003.

Yue-Chune Lee(Taiwan)

Yue-Chune Lee is professor at Institute of Health and Welfare Policy (IHWP), NationalYang-Ming University (NYMU), Taiwan. She received DrPH from School of Public Health,Health Science Center at Houston, University of Texas and has been Founder and Directorof IHWP and President of Taiwan Public Health Association. Besides, she has also beenDeputy Minister of Ministry of Health and Welfare (MHW) and Chief advisor of Long-TermCare Insurance Task Force of Ministry of Health (now MHW). For many years, she has participated in theNational Health Insurance (NHI) planning, implementation and evaluation. She has been Director of Paymentsystem of NHI Task Force, Chairperson of Global Budget Negotiation Committee and Advisor of MOH andBureau of NHI. She has received Premier Professional Medal from MHW and Health Promotion Medal fromHealth Promotion Administration to appreciate her long-term contribution to NHI, LTCI and health Promotionpolicies.

Jay Bhatt(USA)

Dr. Jay Bhatt is the Chief Medical Officer of the American Hospital Association andPresident of the Health Research & Educational Trust. Most recently, he was the ChiefHealth Officer at the Illinois Health & Hospital Association. Previously, he was ManagingDeputy Commissioner and Chief Innovation Officer for the Chicago Department of PublicHealth. He also is a practicing internal medicine physician in Chicago serving vulnerablepopulations and a member of the Feinberg School of Medicine at Northwestern. He graduated from theUniversity of Chicago in 1999 with a degree in Economics. In 2008, Dr. Bhatt received both his medical degreefrom the Philadelphia College of Osteopathic Medicine.
