President’s Welcome Message

Dear Members and Friends,

I would like to start the welcome message by extending my warm greetings to you for the New Year of 2016.

As we embark on the journey to another significant year for the construction industry, let us briefly recap on the performance for 2015.

In 2015, there was a slowdown in the construction industry with contracts for buildings and other infrastructure projects amounting to $27.2 billion, lower than the initial projection of $29 billion to $36 billion. Nevertheless, the projected construction demand for 2016 will still be sustained at $27 – $34 billion with a strong pipeline of construction projects from the public sector.

For Budget 2016, the Government has announced that levy increases will proceed for the construction sector as announced in last year’s budget. The levy rate for Basic Tier R2 workers will be raised from $550 to $650 on 1st July this year and to $700 on 1st July next year. The minimum experience requirement for man-year entitlements, MYE-waiver workers will be raised from two to three years from 1st July next year to encourage firms to retain their more experienced workers to support productivity.

Here, I would like to remind all member firms to be wise and selective in the projects they pursue. When tendering,

consider all cost components carefully and avoid jumping on construction bid leads too quickly.

The first quarter started on a positive note with SCAL’s involvement in several significant events. In January, BCA launched a Sectoral Manpower Plan for the built environment sector at ITE College West. SCAL, together with seven other key built environment sector associations signed a Memorandum of Understanding to collaborate and drive SkillsFuture initiatives. In line with the industry initiatives to rebrand our industry, I would like to encourage all member firms to adopt good human resource practices to provide more conducive workplaces for your employees.

Another significant event held in the first week of February was the CEO lunch with Minister of State for Manpower, Mr Teo Ser Luck on the Lean Enterprise Development (LED) scheme launched by MOM in October 2015. The session provided SCAL members an opportunity to converse with the Minister as well as other government representatives on the manpower issues.

SCAL will continue to organise similar sessions to bring together members, stakeholders and various government agencies in the construction industry to exchange feedback and resolve issues.

To usher in the Year of the Monkey, SCAL hosted a Lunar New Year lunch for members at our premises. I am glad to be part of the celebration to gather with members during this festive season and foster closer networks with one another in the industry.

Being actively involved in various charity initiatives, our CSR Committee also took the opportunity to organise a Lunar New Year lunch in collaboration with the Radin Mas Constituency for the elderly. It is a heart-warming experience as we appreciate

the pioneers who have contributed to building our Nation.

In this quarter, we also organised our Annual Family Day event as our members enjoyed a movie screening of the “Kungfu Panda 3” at The Cathay Cineplex together with their families.

We wrapped up the quarter with the Quieter Construction Fund Seminar which was co-organised with NEA. I would like to encourage firms who have taken up construction projects near residential areas to explore on the funding the government has avail for the adoption of quieter construction machines.

On this note, I wish you a productive and fruitful year ahead!

With the objective to build up a strong core of local talents and meet the future manpower needs of the construction sector, the Building and Construction Authority (BCA) launched a Sectoral Manpower Plan (SMP) in conjunction with the SkillsFuture Memorandum of Understanding (MoU) signing at the BCA-Industry Built Environment ITE Scholarship Award Ceremony 2016, held at ITE College West on 22 January 2016.

Amongst the 300 guests who attended the ceremony were BCA & ITE management, industry associations, industry sponsors and scholars.

Minister for National Development, Mr Lawrence Wong in his welcome address emphasised that talent is the key to a more progressive and productive built environment sector and mentioned that the SMP is launched to support the development of skills and career progression pathways.

help of our companies to translate the plans into action”, he said.

BCA highlighted that the SMP will offer greater career guidance, creating high quality jobs and attractive career development pathways, as well as boosting the skills of those already in the sector. With the support of SkillsFuture initiatives, the SMP will also identify emerging and priority skills to be developed to meet the evolving needs of the construction sector.

Another highlight during the ceremony was the involvement of BCA and eight key built environment sector associations, who are part of the Construction Industry Joint Committee (CIJC) to drive the SkillsFuture initiatives.

SCAL President, Mr Kenneth Loo said that the signing of the MoU reflects the built environment sector’s commitment to support skills deepening and career development, and align existing efforts to attract and retain a pool of highly competent workforce. Collaboration from all industry stakeholders is essential

to improve the attractiveness and competitiveness of the sector.

For businesses to stay competitive in the midst of challenges, SCAL would like to encourage all members to be foresighted and invest in adopting good human resource practices to attract and retain talents.

SME Convention 2016 at Grand Copthorne Waterfront Hotel 28 January 2016

With the objective to share knowledge, insights and expertise on how the small and medium-sized enterprises (SMEs) can leverage government procurement opportunities, the SME Committee (SMEC) of the Singapore Business Federation (SBF) organised the SME Convention 2016 held at the Grand Copthorne Waterfront Hotel on 28 January 2016. The full day convention which featured the inaugural Government Procurement Fair was attended by over 500 business and management executives.

During the convention, SBF unveiled the new initiative to enhance SME participation in government procurement. SME Committee Chairman, Mr Lawrence Leow delivered a welcome address sharing that the government is supporting an 18-month project at SBF to gather feedback on the challenges and issues for SME participation in Government Procurement. He mentioned that SBF will conduct Government Procurement Fairs and workshops to increase SMEs awareness of opportunities, processes and procedures for participation in government procurement.

Minister of State for Ministry of Trade and Industry, Dr Koh Poh Koon was present as the Guest-of-Honour for the event. In his opening address, Dr Koh emphasised on the importance for SMEs to be proactive in seeking opportunities for growth by taking advantage of new market opportunities, leverage on technology and innovation to improve capability. He reiterated that the government will continue to provide strong support to SMEs.

The programme continued with presentations and panel discussions which included topics such as the opportunities for regional and global growth for SMEs, accelerating growth through technology adoption, leadership and management as well as the SMEs’ experience in government procurement.

SCAL President, Mr Kenneth Loo was one of the discussants for the topic on Leadership and management. On human resource, Mr Loo shared his views on the importance of employee engagement. He mentioned that it is not just the pay package that the employees are

looking at but also the career path, future prospects and various HR retention policies.

Mr Andrew Khng, Director of Tiong Seng Contractors Pte Ltd who is also a member of SCAL highlighted on the issues construction firms are facing during the bid for government tenders.

Through the set of recommendations released by SBF for Budget 2016, SCAL hopes that the government will consider the feedback received and work towards improving the competency and capability of SMEs for the construction business.

SCAL CEO Lunch with Minister Teo Ser Luck 1 February 2016

With an emphasis to build a stronger Singaporean core and better quality workers, the Ministry of Manpower (MOM) launched the Lean Enterprise Development (LED) scheme in October 2015 to help progressive firms transform and grow in a new manpower-lean landscape.

To further analyse how the LED scheme would benefit construction companies and the industry, SCAL has initiated to organise the CEO Lunch at SCAL multi-purpose hall with Minister of State for the Ministry of Manpower (MOM), Minister Teo Ser Luck together with other MOM and SPRING representatives.

In his welcome speech, SCAL President, Mr Kenneth Loo shared that SCAL had a dialogue session with Manpower Minister Lim Swee Say last November, outlining the issues construction industry members are facing. He also mentioned that the ministry has been looking at SCAL’s proposed solutions and appeals to improve the productivity performance for the sector.

The session proceeded with SPRING Head of Talent Development and Manpower Policies; Ms Vivienne Low who gave a presentation on the background, key features, objectives and desired outcomes of the LED scheme. To allow members to better understand the scheme, some illustrations were used as examples.

After the presentation, Minister Teo led the attendees to a Question and Answer session where SCAL members had the opportunity to post queries on the LED scheme, raise various manpower issues and provide feedback pertaining to the construction industry.

Minister Teo reiterated that the government has been investing on various schemes to help defray the cost of businesses. He further encouraged firms to tap on the existing schemes to ease their cost of doing business.

SCAL Lunar New Year Lunch Celebration 2016 17 February 2016

In celebration of the Lunar New Year, SCAL hosted a sumptuous lunch for our members at the SCAL multi-purpose hall on 17 February 2016, which also marks the 10th day on the Chinese Lunar Calendar.

The celebration began with the arrival of the lion dance troupe. Accompanied by the music of beating drums, the “Lions” graced the entrance with their acrobatic dance. It was a vivid and entertaining performance and our council members welcomed the lion dancers up close as they move to the beat of the loud drum song to usher in the Year of the Monkey.

At about noon, SCAL members arrived at the multi-purpose hall to a bustling atmosphere with cheery Lunar New Year music played. It was an excellent opportunity for members to gather during this festive season and foster closer networks with other industry members. The celebration commenced shortly with a welcome address by SCAL President, Mr Kenneth Loo.

Mr Loo encouraged all member firms to stay optimistic as they move forward to a New Year. He highlighted that SCAL has always been actively serving in the 11 sub-committees to address our members’ needs and to promote the development and growth of the construction industry in various aspects.

In conclusion, Mr Loo mentioned that SCAL will continue to engage the various authorities to ensure that the government policies will have less impact on construction businesses. He ended his address by sending his warm regards and well wishes to all members.

The serving of lunch started with the first dish, the “Yee Sang” also known as “Lo Hei” or Prosperity Toss. SCAL staff, Daphne shared the meaning of the specific ingredients used with our members reciting along as they add each ingredient. Our members rose and proceeded to toss the shredded ingredients enthusiastically into the air with chopsticks while expressing various auspicious wishes out loud.

In line with the government efforts to build an inclusive society where everyone can contribute, SCAL has been exploring various opportunities through its Corporate Social Responsibility (CSR) committee to reach out to the community.

This year, our CSR Committee partnered with the Radin Mas CCC Community Development and Welfare Fund committee (CDWF) to organise a Lunar New Year lunch for the elderly on Friday, 19 February 2016 at the Radin Mas Community Club.

About 190 elderly beneficiaries attended the event alongside 30 staff volunteers and 20 volunteers from the Radin Mas division. The Lunar New Year Lunch celebration was an opportunity to show appreciation to the pioneers by treating them to a sumptuous 8 course meal, coupled with an enjoyable time of music and entertainment.

In his welcome speech, SCAL President, Mr Kenneth Loo noted that SCAL has been actively involved in various CSR activities to serve our surrounding neighbours. He also mentioned that the year of the goat last year was a memorable one with the celebration of SG50. As an association for contractors, SCAL celebrated National Day by commemorating the works of our pioneers from the construction industry who have contributed their labour to build Singapore. Mr Loo then thanked all the elderly present at the event for their contribution to the nation.

Grassroots Advisor, Minister of State for Manpower and Member of Parliament for Radin Mas Single Member Constituency, Mr Sam Tan addressed the attendees by thanking all donors who had contributed to Radin Mas CCC CDWF and for their fervent support. In line with organizing a series of events to promote safe work practices, the Singapore Contractors Association (SCAL) Workplace Safety and Health Committee organized its 13th visit to one of its member’s worksites for a new learning and sharing experience.

On the afternoon of 19 Feb 2016, Friday, 3.00 pm, a group of 21 personnel, among them, project managers, project engineers, safety managers and safety officers from 16 member companies gathered at the project site meeting room of Thomson-East Coast Line (TEL) MRT Project@Upper Thomson Road for the safety site visit organized by Shimizu Corporation.

Mr Hiroaki Tagawa, the Project Manager of Shimizu Corporation introduced the T207 project. T207 comprises the construction of twin-bored tunnels from Crossover Tunnels to Springleaf Station including the Rapid Transit System Facility Building and 2 escape shafts. The Land Transport Authority has awarded the contract to Shimizu Corporation in January 2014 and the project is expected

to be completed in 2020. The scope of work will mainly involve underground tunneling work with interfaces at the Crossover Tunnels at T206 and Springleaf Station at T208. 4 Tunnel Boring Machines (TBMs) will be used to construct the proposed 4 tunnel lines.

The Mandai Rapid Transit System (RTS) building is a single storey facility building for TEL located at Seletar Expressway and Mandai Road. It includes a tunnel shaft and an emergency escape exit staircase with access from the North Bound and South Bound bored tunnels. It houses electrical cables and panels that control the signaling for the operation of the trains and also the ventilation provided into the bored tunnels from Woodlands North Station to Springleaf Station.

After the briefing, the participants put on their PPE attire and took a shuttle bus to the construction site where the Rapid Transit System (RTS) building is under construction.

After the site visit, they gathered at the site office for a discussion with Mr Ong and his team. The project team members and participants had a fruitful discussion on the safety aspects of the project. Members commented that the site is clean and neat.

On behalf of SCAL, Mr Harry Chua thanked the personnel from Shimizu Corporation for organizing the site visit and a plaque was presented by Mr Lee Kay Chai, Chairman of SCAL WSH Committee to Mr Sugondo Gan, Construction Manager as a token of appreciation.

To encourage construction firms to adopt innovative technology to reduce construction noise, the National Environment Agency (NEA) co-organised a seminar with SCAL on quieter construction at NEA Environment Building on 23 March 2016.

In his welcome address, SCAL President, Mr Kenneth Loo shared that SCAL has formed a workgroup with NEA since 2014 to seek industry feedback on the funding scheme with aims to increase relevance to builders. He highlighted that the workgroup facilitated SCAL and NEA to drive a wider adoption of quieter construction and noise control equipment as well as identify various innovative noise reduction solutions.

The Guest-of-Honour for the seminar was Mr Ronnie Tay, Chief Executive Officer of NEA. In his opening address, he announced that NEA will be extending the duration of the QCF for two years, from 1 April 2016 to 31 March 2018. He added that the extension will be accompanied with some enhancements to the scheme after consultations with the construction industry.

To allow attendees to better understand the QCF, Mr Soh Zhengping, Engineer for the Pollution Control Department of NEA gave an overview presentation which included feedback on construction noise, an overview of the QCF scheme as well as the application process. He also took the opportunity to further elaborate on the improved funding support.

From 1 April 2016, the funding cap for each project site will be increased from $100,000 to $200,000. In addition, the funding cap to purchase or lease quieter construction equipment will also be raised from $50,000 to $150,000 and from $6,000 to $9,000 respectively.

NEA-SCAL Quieter Construction Seminar 2016 23 March 2016

During the seminar, two successful QCF applicants from MA Builders Pte Ltd and Siong Kee Piling Construction were also invited to present on how they have benefited from the QCF scheme. Applicants from the firms shared that since the adoption of quieter construction equipment, they have received fewer complains for their construction sites.

The seminar closed with a Question and Answer session and attendees

from various construction companies, developers, equipment suppliers voiced their concerns with regards to the QCF.

To appreciate our Members’ support towards our Association, SCAL has been organising various events such as the Chinese New Year Lunch, Family Day and Anniversary Dinner annually to increase the wellbeing of our members. In celebration of the Family Day this year, SCAL organised a SCAL Movie Day held at the Cathay Cineplex on 12 March 2016.

Members together with their families were able to enjoy the discounted movie tickets

subsidised by SCAL at only $5 for the movie screening of “Kung Fu Panda 3”. In addition, SCAL members were entitled to a free goodie bag, medium-sized popcorn and drinks.

Prior to entering the movie theatre, several of SCAL staff distributed goodie bags and assisted members and their families with photo taking to capture the fun filled moment.

SCAL President, Mr Kenneth Loo kick started the event with an introduction,

warmly welcoming our members. The movie, “Kung Fu Panda 3”, a computer-animated action comedy martial arts film had a good response with the presence of over 300 of SCAL Members’ staff, colleagues and families at the Movie Day.

SCAL is delighted to be the host of this family day event and look forward to planning more exciting events for our members.

Activities at SCAL Dormitory (Jalan Lekar) for workers January to March 2016

SCAL Dormitory (Jalan Lekar) is home to some 2400 foreign workers. In the first quarter of 2016, the dormitory has continued to organise recreational activities for its residents. In addition, roadshows were also conducted to brief workers on the Foreign Construction Worker Directory System (FCWDS), a project of Singapore Contractors Association Limited (SCAL) with the support of Ministry of Manpower, and it is managed by appointed agent, Intercorp Solutions Pte Ltd.

On New Year’s Day, SCAL Dormitory organised a celebratory event in collaboration with the Universal Peach Federation, a voluntary organisation promoting Multicultural Family Peace Blessing. Over 100 residen ts of different nationalities which included the Indians, Bangladeshis, Myanmese and Chinese who have families back home participated in the event.

The event commenced with an educational talk by Mr Kenny Chia from the organisation to promote multicultural family peace with the emphasis on family values and providing care for their families. Thereafter, the event proceeded on with games and lucky draws with all participants winning prizes. The event then ended with a meal provided by the organisation for all participants.

Activities at SCAL Dormitory (Jalan Lekar) for workers January to March 2016

A local performance troupe ‘Lei Sheng Dragon and Lion Dance Troupe’ performed their Dragon and Lion Dance which included the performance of the tradition ‘Cai Qing’ meaning 'Picking the Green' to celebrate the Chinese New Year with residents. The performances by the visiting troupe symbolise good luck and prosperity for the dormitory and the residents at large. Over 300 residents participated in the one hour event with mandarin oranges distributed to them after the performance.

Co-organised with the Lifebliss Foundation and Art of Living Foundation and, two non-profit charitable organisations, three yoga workshops were conducted for the well-being of the dormitory residents. For each session, about 40 participants were involved and they were taught on breathing techniques and stretching exercises. During the event, fruits and drinks were also distributed to the workers.

1 SCAL CEO Lunch with Minister of State Mr Teo Ser Luck at SCAL Multi-Purpose Hall

Mr Kenneth Loo, Mr Teo Ser Luck, MOS for MOM and Mr Christopher Koh, MOM Director together with total of 54 SCAL members attended the SCAL CEO Lunch on 1 February 2016 to discuss on the Lean Enterprise Development (LED) Scheme and other manpower issues.

2 Official Opening Ceremony of the IES Green Building at Bukit Tinggi

Mr Kenneth Loo attended the Official Opening of the Institution of Engineers Singapore (IES) Green Building at Bukit Tinggi on 16 February 2016.

3 SCAL Chinese New Year Lunch 2016

The SCAL Lunar New Year Lunch was held on 17 February 2016 at the Construction House, Multi-Purpose Hall. 180 members turned up for the events with the programme that includes the traditional lion dance.

4 REDAS Spring Festival Lunch at St Regis Singapore

5 Radin Mas CCC CDWF & SCAL Lunar New Year Celebration with the Elderly 2016

The SCAL Lunar New Year Lunch celebration organised in collaboration with Radin Mas CCC on 19 February 2016 was attended by over 190 elderly. A total of 23 staff from SCAL and its subsidiaries served and mingled with the elderly at the respective tables. Minister of State for Manpower, Mr Sam Tan graced the event as the Guest-of-Honour and Host advisor for Radin Mas CCC.

6 Safety Site Visits

SCAL WSH Committee organized a safety site visit to the “Springleaf Station and tunneling works” project. The visit was hosted by Shimizu Corporation on 19 February 2016 at 3 pm. 21 participants from 16 member companies attended the visit. The participants visited the Rapid Transit System building which is under construction and the Launching Shaft at Springleaf Station.

7 Focus Group Discussion (FGD) on the Review of WSH (Construction) Regulations by MOM

SCAL attended the Focus Group Discussion on the Review of WSH (Construction) Regulations held on 23 February 2016 at Lifelong Learning Institute.

8 Kopi Session with Minister of State for Manpower

Mr Kenneth Loo and Mr Lee Kay Chai attended the above kopi session with Mr Sam Tan, Minister of State for Manpower on 25 February 2016 at 12 pm at MOM. The session included the following:
