DEFINITION Criminal Sexual Conduct (CSC) 1st Degree (MCL 750.520b) is the sexual intercourse of a person, forcibly and/or against that person's will; or, not forcibly or against the person's will where the victim is incapable of giving consent because of his/her temporary or permanent mental or physical incapacity. Michigan collects the crime data for this offense based on the Federal Bureau of Investigation's National Incident Based Reporting System. Note: CSC 1st and 3rd are differentiated by the weapon involved and the degree of the victim injury. CSC 2nd and 4th (forcible contact) are not included in the Rape category per the FBI Uniform Crime Reporting Program. ANALYSIS VOLUME The number of victims reported for CSC ‐ 1st Degree, Sexual Penetration ‐ Penis/Vagina was 3,670. This is a reported increase of ten percent from 2017 and a twenty‐two percent increase from 2014. The month of July had the most victims reported. The fewest number of victims were reported in December. RATE The crime rate for this offense in 2018 was 37 for every 100,000 persons. In 2017, the crime rate was 33 for every 100,000 persons, an increase of four percent. CLEARANCES Law enforcement agencies cleared 885 incidents by an arrest or exceptional clearance out of the 3,475 incidents reported. This is a reported twenty‐five percent clearance rate. VICTIM INFORMATION Seventy‐seven percent of the victims did not receive any injury. Fourteen percent of the victims received Apparent Minor injuries and six percent received Possible Internal injuries. Twenty‐nine percent of the victims had a Personal Weapon such as hands, fists, feet, etc., used against them. Fifty‐nine percent of the victims did not have a weapon used against them. When reviewing the Victim to Offender relationships, sixteen percent of the time the victim was an Acquaintance of the offender. With fifteen percent of the victims, the Victim to Offender relationship was not known to law enforcement. Eleven percent were Otherwise Known and ten percent were reported as a Friend. Seventy‐seven percent of the incidents occurred at the location of Residence/Home. ANALYSIS

VOLUMEThe number of victims reported for CSC ‐ 3rd Degree, Sexual Penetration ‐ Penis/Vagina was 1,366.  This is a reported increase of ten percent from 2017.  

More victims were reported in the months of January and March equally.  The fewest number of victims were reported in December.  The most victims were reported on Tuesdays.

RATEThe crime rate for this offense in 2018 was 14 for every 100,000 persons.  The crime rate was 12 for every 100,000 persons in 2017.

CLEARANCESLaw enforcement agencies cleared 363 incidents by an arrest or exceptional clearance out of the 1,328 incidents that were reported.  This is a reported twenty‐seven percent clearance rate. 

VICTIM INFORMATIONEighty‐four percent of the victims did not receive any injury.  There were eleven percent of victims who received Apparent Minor injuries and four percent received Possible Internal injuries.

Sixty‐nine percent of the victims did not have a weapon used against them.  The most used weapon, occurring twenty‐five percent of the time, was a Personal Weapon meaning hands, fists, feet, etc.

More victims were reported in the months of April.  The fewest number of victims were reported in February and November.  The most victims were reported on Mondays.

RATEThe crime rate for this offense in 2018 was 13 for every 100,000 persons.  In 2017, the crime rate was 12 for every 100,000 persons.

CLEARANCESLaw enforcement agencies cleared 281 incidents by an arrest or exceptional clearance out of the 1,183 incidents that were reported.  This is a reported twenty‐four percent clearance rate. 

VICTIM INFORMATIONEighty‐three percent of the victims did not receive any injury.  There were eleven percent of victims who received Apparent Minor injuries and five percent received Possible Internal injuries.

DEFINITION

Criminal Sexual Conduct (CSC) 3rd Degree (MCL 750.520d) is the sexual intercourse of a person, forcibly and/or against that person's will; or, not forcibly or against the person's will where the victim is incapable of giving consent because of his/her temporary or permanent mental or physical incapacity.  Michigan collects the crime data for this offense based on the Federal Bureau of Investigation's National Incident Based Reporting System.  Note:  CSC 1st and 3rd are differentiated by the weapon involved and the degree of the victim injury.  CSC 2nd and 4th (forcible contact) are not included in the Rape category per the FBI Uniform Crime Reporting Program.

ANALYSISVOLUMEThe number of victims reported for CSC ‐ 3rd Degree, Sexual Penetration‐Oral/Anal was 554.  This is a reported increase of twenty‐one percent from 2017.

More victims were reported in the month of August than any other month.  The fewest number of victims were reported in June.  These crimes occurred most often on Wednesdays.

RATEThe crime rate for this offense in 2018 was six for every 100,000 persons.  In 2017, the crime rate was five for every 100,000 persons.

CLEARANCESLaw enforcement agencies cleared 136 incidents by an arrest or exceptional clearance out of the 519 incidents that were reported.  This is a reported twenty‐six percent clearance rate. 

VICTIM INFORMATIONNinety percent of the victims did not receive any injury.  Out of the 554 victims, five percent received Apparent Minor injuries and three percent received Possible Internal injuries.

Sixty‐three percent of the victims did not have a weapon used against them.  The most used weapon, occurring twenty‐nine percent of the time, was a Personal Weapon meaning hands, fists, feet, etc.

When reviewing the Victim to Offender relationships, eighteen percent of the time, the victim was an Acquaintance of the offender.  Twelve percent of the victims, the Victim to Offender relationship was a Friend or Otherwise Known equally.

The most reported location was a Residence/Home, which equates to sixty‐four percent of the incidents.

CLEARANCESLaw enforcement agencies cleared 99 incidents by an arrest or exceptional clearance out of the 422 incidents that were reported.  This is a reported twenty‐three percent clearance rate. 

VICTIM INFORMATIONSeventy‐nine percent of the victims did not receive any injury.  There were eleven percent of victims who received Apparent Minor Injuries and nine percent received Possible Internal injuries.

More victims were reported in the month of July than any other month.  The most victims were reported on Tuesdays.

RATEThe crime rate for this offense in 2018 was two for every 100,000 persons, which is the same rate that was reported in 2017.

CLEARANCESLaw enforcement agencies cleared 53 incidents by an arrest or exceptional clearance out of the 211 incidents that were reported.  This is a reported twenty‐five percent clearance rate. 

VICTIM INFORMATIONEighty‐two percent of the victims did not receive any injury.  There were eleven percent of victims who received Apparent Minor injuries and seven percent received Possible Internal injuries.
