Private Service Connection Lateral – A section of underground pipe which connects the sewage system in a house or building to the sewer system.

Program – Sanitary Sewer System Closed-Circuit Television Inspection Program.

Sanitary Sewer Overflow – An overflow, spill, or release of wastewater from a sanitary sewer system that occurs on a street or the ground such that it has reasonable potential to reach waters of the State without treatment. SSOs do not include WIBs unless the WIB is discharged or otherwise released to a stream or street or where it can enter a storm sewer system.

Sewer System – All parts of the sanitary sewerage system, including interceptor sewers, the Village of Minerva Park owns or over which it has operational control.

Village or Minerva Park – Village of Minerva Park, Ohio.

SECTION 1

SANITARY SEWER SYSTEM CLOSED-CIRCUIT TELEVISION INSPECTION PROGRAM This sanitary sewer system closed-circuit television inspection program (Program) is designed to serve as a tracking tool for identifying the latest CCTV inspection work performed on each segment of Village sanitary sewer and a long-range planning tool to allow the Village to properly budget for future CCTV inspection needs while maximizing the benefit of its expenditures to maintain its approximately 34,000 LF of sanitary sewer. Recommendations in the Village’s SSES – developed as required to comply with the Orders issued to the Village by Ohio EPA – included implementing a CCTV inspection program to further and more accurately identify potential I/I sources in the Village’s sanitary sewer system. The results of the Program, combined with the SSES, will allow for a more detailed analysis of the Village’s sanitary sewer system to determine the extent of publicly-owned and privately-owned I/I sources. The Program also ensures that accurate information is provided to the public to educate residents regarding past and planned maintenance efforts.

This Program is intended for data collection to further analyze the Village’s sanitary sewer system. Any additional CCTV inspection programs, as a preventive measure, are beyond the scope of this Program.

The goals of this Program include:

1. Accurate tracking of work completed to properly plan for future needs. 2. Long-range forecasting over one complete inspection cycle – as needed for further

I/I investigation – to reasonably project CCTV inspection costs for budgeting purposes

3. Provide options for reasonably shifting work as necessary to maximize the benefit of maintenance expenditures

4. Provide accurate information to the public to assist with education, spending, and public relations

CCTV INSPECTION PROGRAM ACTIVITIES The Program is a strategy for Minerva Park to track completed CCTV inspection work while planning for future inspection needs to efficiently and effectively identify potential I/I sources to project future sanitary sewer rehabilitation and maintenance needs. The Program considers two CCTV inspection program activities and one engineering analysis activity which are discussed below.

2.1 Sanitary Sewer Cleaning To allow for more efficient CCTV inspection, all sanitary sewers to be inspected will be cleaned prior to inspection. Cleaning will generally consist of high-pressure jetting to minimize the effects of plant roots, FOG, sediment deposits, scale, and other potential blockages which limit the effectiveness of CCTV inspection.

High-pressure jetting will typically be performed by the contractor hired to perform the CCTV inspection.

2.2 CCTV Inspection Generally, CCTV inspection will include inserting a camera into the sanitary sewer to visually document the sewer’s condition, identifying deficiencies for further I/I analysis. Deliverables to be provided to the Village by the inspection contractor will include a project summary, an observation report with still images of each item noted, an inspection report with pipe-run showing each item noted, and video in a predetermined format. The deliverables and their format are specified in Sewer Specification 2, Sewer Video Recording and Inspection.

2.3 CCTV Inspection Data Analysis After CCTV inspection, the data collected will be reviewed and analyzed and combined with the Village’s SSES to further determine the extent of the publicly-owned I/I sources and further define rehabilitation requirements.

PROGRAM APPLICATION AND UPDATING In addition to clearly identifying the CCTV inspection activities required to accurately identify potential I/I sources in the sanitary sewer system, appropriately applying and updating the Program is essential to allow the Village to plan and fund its CCTV inspection work.

3.1 Program Cycle Consistent with the Village service committee’s stated goals, the Program will be a six year cycle. At the end of six years, all sanitary sewer segments recommended for additional CCTV inspection in the Village’s SSES will be inspected.

A preventive CCTV inspection program will be developed independently of this Program as required.

3.2 Program Updating While a goal of the Program is long-range forecasting over one complete CCTV inspection cycle to reasonably project inspection needs for budgeting purposes, numerous factors can easily interfere with the planned schedule, forcing the Village to adjust the Program to meet the Village’s financial, public service, and other needs. Such factors can include insufficient funding, additional outside funding such as grants, coordination with potential housing development, or sanitary sewer deficiencies which require immediate attention.

Considering the above, the Village will review the Program annually. The CCTV inspection cost appendices will be updated to reflect work completed during the previous year and work shifted to different years as required due to factors described above. Unit costs and total costs will be updated based on work completed during the previous year, changes to future costs including percentage increases, and work shifted to different years.

By reviewing the Program annually, the Village will be better prepared to meet the goals of the Program stated in Section 1.

SECTION 4

PUBLIC NOTIFICATION Public notification refers to all activities Minerva Park will perform to educate its residents about its Program. Minerva Park will ensure that mechanisms are in place for public notification and general awareness of CCTV inspection activities. Minerva Park’s methods of public notification may include the following:

1. Service committee reports at regularly-scheduled village council meetings 2. Mayor’s report or Program-specific articles in Minerva Park “Villager” newsletter 3. “Coffee with Council” informal sessions 4. Periodic website updates to inform the public with topics on in-progress and

planned CCTV inspection activities
