mean >80ug/m3)• Action Plan developed• In 2010 we developed the Bradford Air Quality Strategy• Key turning point, member support, profile raising• Established political will to improve air quality against

deprived economic backdrop• Based on health data/costs and the need to mitigate

against EU fines

DEFRA AIR QUALITY GRANT 2011

• Bradford applied for support to develop a Low Emission Strategy (LES) and an LEZ feasibility study as an integral part of the LES.

• Awarded £102,000 – largest award for a single LA in the country

• Neighbouring authority Leeds also awarded funding for LEZ feasibility

Low Emission Strategy (LES)

• Overarching strategy aligned with key regional policies

Council Fleet Initiatives• 1p per litre funds low carbon initiatives• 5% savings via SAFED and rev limiters• Whole life costings in procurement• OUTPUTS real changes in vehicle purchasing

e.g. PRIUS• CNG Gas trials using mobile biomethane

refuelling station plus EV trials• Iveco and Mercedes minibuses plus an RCV

borrowed from Leeds (collaboration)• Developing business case for gas infrastructure,

early indications are 8-10% ROI

Bradford Planning• New Development Control Policy- Addendum to AQA –

Policy hook to NPPF para 24• Introduced and implemented in February 2013 after an

internal workshop, adopted by Bradford Council 5th November 2013

• Clearly labelled EV recharging only £45-100 per unit for domestic. In excess of 1,000 charging points across domestic and commercial schemes agreed since February.

• Numerous Low Emission Strategy conditions applied to large fleets in developments in Bradford since February, setting standards for HGVs.

• Use of IGCB air quality damage costs for larger developments.

and health - senior management buy-in and governance are important

• Knowledge Sharing and building on ongoing work (e.g. HIA)

• Overarching framework for co-ordinated policy development and implementation in line with LTP, freight strategy and METRO (WYPTE)

• Taking forward many of the ideas in the Bradford document, adding in new ideas, new areas of work, with more staff.
