BRADFORD
Bradford Low Emission Strategy – Adopted 5th November 2013
and Low Emission Zone Feasibility
Background• 4 AQMAs declared in 2006• Some of the worst air quality in the country (NO2 annual
mean >80ug/m3)• Action Plan developed• In 2010 we developed the Bradford Air Quality Strategy• Key turning point, member support, profile raising• Established political will to improve air quality against
deprived economic backdrop• Based on health data/costs and the need to mitigate
against EU fines
DEFRA AIR QUALITY GRANT 2011
• Bradford applied for support to develop a Low Emission Strategy (LES) and an LEZ feasibility study as an integral part of the LES.
• Awarded £102,000 – largest award for a single LA in the country
• Neighbouring authority Leeds also awarded funding for LEZ feasibility
Low Emission Strategy (LES)
• Overarching strategy aligned with key regional policies
• Optimise municipal policies
• Raise awareness
• Accelerate uptake of cleaner fuels and technologies
• Builds on best practice
• Promote inward investment
• Public private partnerships
Council Fleet Initiatives• 1p per litre funds low carbon initiatives• 5% savings via SAFED and rev limiters• Whole life costings in procurement• OUTPUTS real changes in vehicle purchasing
e.g. PRIUS• CNG Gas trials using mobile biomethane
refuelling station plus EV trials• Iveco and Mercedes minibuses plus an RCV
borrowed from Leeds (collaboration)• Developing business case for gas infrastructure,
early indications are 8-10% ROI
Public Private Partnerships• Fleet surveys to 200 Bradford companies with
largest fleets• Individual meetings with larger operators• Sharing of WLC data• Sharing of LEV trial data• Discussions regarding shared infrastructure
Universities
• Working with University of Bradford (and Leeds)• Bradford automotive engineering some of the
most sophisticated equipment in Europe• Working together with Universities to find
answers to local problems is key
Using the Planning System Best Practice Guidance National Planning Framework
Avoid cumulative impacts
Enable green vehicle choices
Provide low emission vehicle infrastructure
Discourage high emission vehicles
Bradford Planning• New Development Control Policy- Addendum to AQA –
Policy hook to NPPF para 24• Introduced and implemented in February 2013 after an
internal workshop, adopted by Bradford Council 5th November 2013
• Clearly labelled EV recharging only £45-100 per unit for domestic. In excess of 1,000 charging points across domestic and commercial schemes agreed since February.
• Numerous Low Emission Strategy conditions applied to large fleets in developments in Bradford since February, setting standards for HGVs.
• Use of IGCB air quality damage costs for larger developments.
LES – Other Options• General Procurement• Parking and LEV incentivisation • Waste• Energy Policy• Licensing • Health Information and Awareness raising
Low Emission Zone Feasibility Study
Low Emission Zone is an area where a LES is implemented
Scenario modelling:
- Understand emissions of Bradford/Leeds vehicle
- Impact of accelerating the uptake of cleaner fuels and technologies
Cost Benefit Analysis / Economic Advantage
Health Impact Assessment (HIA)
LEZ OPTIONS• Whole city LEZ on traditional model
• Accelerated LEV uptake (need EF’s for LEV vehicles)
• Budget Corridor approach-access only to HGVs, HGVs re-routed, clean up of bus fleet;
3 options in Bradford; Manningham, Tong Street and Bingley Bypass
Manningham/Canal Road
Health Impact Assessment for LES/LEZ/LTP
• Collaborative working with NHS, Public Health Departments, and Public Health England
• Steering group of Health colleagues, Environmental Health and highways
• Essential in preparing LES/LEZ/LTP evidence base
What can Public Health bring?
West Yorkshire LES
DEFRA AQ Grant in in 2012
- Awarded £150k to develop WYLES
WY LOW EMISSION STRATEGY • Project Board includes managers at each Council, ITA
and health - senior management buy-in and governance are important
• Knowledge Sharing and building on ongoing work (e.g. HIA)
• Overarching framework for co-ordinated policy development and implementation in line with LTP, freight strategy and METRO (WYPTE)
• Taking forward many of the ideas in the Bradford document, adding in new ideas, new areas of work, with more staff.
What Tangible Benefits Can a Low Emission Strategy Bring?
• Awareness raising
-Members and other policy makers
-Transport Planners and ITA
-Public • Funding Sources and inward investment – On shelf
document demonstrating commitment and political buy-in • Links with health professionals – they have a new indicator,
help give them the answers!• Links with Universities and Private Industry• Policy changes that benefit air quality
