TheWildlifeManagementInstitute(WMI)hasanimmediateneedforforestryconsultant(3yearminimumcontract),toworkinRhodeIslandinpartnershipwiththeRhodeIslandDepartmentofEnvironmentalManagement–DivisionofFishandWildlife(RIDFW)andtheUSDANaturalResourcesConservationService(NRCS)toimplementsustainableyoungforestmanagementpracticestobenefitavarietyofat-riskwildlifeonprivatelandsaspartofWMI’sYoungForestInitiative,aprojectoftheNRCSRegionalConservationPartnersProgram(RCPP).TheForesterwillworkdirectlywithRIDEMWildlifeandForestrystaff,NRCSandWildlifeManagementInstitutespecialiststoidentifyprivatelandownersforinvolvementwithforestplanningandwildlifehabitatmanagementtreatmentstocreate,enhanceandmaintaincriticalyoungforesthabitatsrequiredbyNewEnglandcottontail,Americanwoodcockandover50otherspeciesofwildlife.WorkwillinvolveclosecollaborationwithRIDEMandNRCSandutilizefundsavailablethroughRCPP,WorkingLandsforWildlife,ConservationStewardshipProgram(CSP)andgeneralEnvironmentalQualityIncentivePrograms(EQIP).
PRIMARYDUTIES:
• Promoteyoungforestmanagementtoprivatelandowners,forestersandwildlifehabitatpractitioners;includingorganizingandconductingtrainingworkshopswithotherresourcemanagers.
• Identifyanddirectlycontactprivatelandownersinterestedinyoungforestenhancementopportunities.
• Conductpropertysitevisitsandidentifyareaseligibleforyoungforesthabitatenhancementforlandownerstoconsider.
• DevelopanNRCSConservationPlanforforestlandusingNRCSmapping/planningtoolsandsoftware.
• FacilitateprivatelandownerenrollmentinNRCSprograms.WillreviewNRCSprogramapplicationandeligibilitydocumentswiththelandownerduringconsultationvisits.
• PracticeAreaLayout&Certification.WillassistNRCSstaffandthelandownerbymarkingpracticeareaboundariestoensureadequatecompletionofpracticesenrolledincontracts.MayalsoverifythatpracticecompletionmeetsNRCSstandardsandcompletecheckoutdocumentationforpracticecertificationafterworkiscompletedbycontractors/landowners.
• Maintainalistofpotentialcontractorsforprivatelandownerstocontactregardingcontractedwork.
• Workwithprofessionalresourcemanagersandprivatelandownerstoassistwithoverseeingtheimplementationofyoungforestpracticesasoutlinedintheirprogramcontracts.
• StaycurrentonNRCSprograms,practicesandstandards.WillobtainrequiredJobApprovalauthorityfortheforestry/wildlifepracticesusedinthisproject.
• AssistresourceprofessionalswithdevelopmentofsitespecificforestmanagementplansaccordingtoNRCSpracticestandardsandfocalspecies’bestmanagementpractices.
• Communicatewith,andprovidetechnicalassistancetoprivatelandownersaswellaslocal,stateandfederalagenciesonimplementationofbestmanagementpracticesforyoungforestfocalspecies.
• ForesterwillassistincollectinghabitatandpopulationdataasdefinedinmonitoringprotocolsandwillberesponsiblefordataentryintoRIDFWtrackingdatabaseandWMI’sTrackersystem.
• WriteandsubmitquarterlyandannualreportstoRIDEM,NRCSandWMIstaff.
KNOWLEDGEANDSKILLS:
Mustdemonstrateknowledgeofprinciplesandpracticesofsilviculture,privateforestlandmanagement,forestryinventoryanalysisandmanagement,forestinsectsanddiseases,electronicfielddatacollection(GPSandGIS),forestproductharvestingoperations,abilitytodevelopbothshortandlong-termforestmanagementplans,andsoftwareknowledgesuchasMicrosoftOffice,Access,ArcViewandcomputerapplications.
PreferredcandidatesshouldalsopossessexperienceworkinginNortheastecosystemsandassociatedmanagementtechniques.Knowledgeofyoungforest/earlysuccessionalmanagementanditsimpactonwildlifespeciesatriskintheregion.Abilitytoeffectivelycommunicateandworkwiththegeneralpublic,state/federal/NGOPartners,othercooperatorsandpeers.Abilitytocompileandanalyzedata,preparetablesandwritereportsofatechnicalnature.Abilitytowriteaboutforestandwildlifeandhabitatsforthegeneralpublic.Abilitytoperformfieldworkwhileexposedtoavarietyofclimaticconditions.Abilitytoprepareandpresenttalksonforestandwildlifeecology,restorationandprotectionactivities.Abilitytoestablishandmaintainharmoniousworkingrelationshipswithco-workersandthegeneralpublic.Mustbewillingtomaintainappearanceappropriatetoassigneddutiesandresponsibilitiesasdeterminedbytheagencyappointingauthority.
QUALIFICATIONS:
• Candidatesmustpossesseither:Bachelor'sorhigherleveldegreeinForestryorarelatedplantsciencewherecourseworkisdistributedamongthecategoriesof:ecologyandforestbiology;measurementofforestresources;managementofforestresources;and,forestresourcepolicy,economics,andadministration
• Anunderstandingofforestryandsilviculture,conservationimplementation,habitatmanagement,ornithology,orwildlifebiologydesired.
• Allcandidatesmustdemonstrateknowledge,skillsandabilitiestoutilizeinventoryandplanningtools(e.g.,prisms/anglegauges/relaskop,siteindex,stockingguides).
• Thepositionrequiresexcellentnetworkingandcommunicationskills(presentation,inter-personal,reading,andwriting);projectmanagementexperience,andorganizingandleadershipskills.
• KnowledgeofNRCSlandownerincentiveprograms,especiallyEnvironmentalQualityIncentivesProgram(EQIP).
• ExperienceworkingwithprivatelandownersaswellasFederal/Stateagencies(ex.NRCS,RIDEM,USFWS,USDAForestService).
• AbilitytouseExcel,ArcMAP,GoogleMaps,andothercomputermappingsystems,includingTrimbleGPS,toidentifyanddelineateprojectboundaries.
• Provenabilitytomanagemultipleprojects,produceeffectiveresultsandmeetdeadlines.Applicantmustbeself-motivated,responsibleandhaveabilitytosolveproblems.
• Forestermayberequiredtoparticipateinspecifictrainingprogramsinordertousepartnerfacilitiesandequipment.
• ForestermayberequiredtocompletetheNRCSCertifiedConservationPlannerStateSpecificTrainingforTSPs.
• Applicantmusthaveavaliddriver’slicense.
STATEREQUIREDCERTIFICATIONORLICENSING:Mustpossessallcertificationsorlicensesifrequiredbystateorlocallaworregulationinwhichservicewillbeprovided.
DutystationwillbelocatedintheUSDANRCSStateofficeinWarwick,RI.
CONTRACTTERMS:WMIwillpaycontractoranamountnottoexceed$58,000inany12-monthperiodbasedon26payperiodsperyearand74hoursworkedperperiod.Hourlyrateis$31.15perhour.Asanindependentcontractor,thetypeofworkyouperformandworkscheduleincludingleaveandholidaysisatthediscretionoftheRIDEM
