    Whats New for 2018?Aetna Group Medicare Advantage Plan FCPS is pleased to introduce the new Aetna Group Medicare Advantage plan for 2018. The new plan provides Medicare-eligible retirees/dependents (typically those 65+) a number of enhanced benefits for a lower premium. See pages 2-3 for more details and action plan.

    New Hearing Aid Benefits Hearing aid benefits will be added to the Aetna Group Medicare Advantage and Kaiser Permanente Medicare plans. See page 4 for more information.

    Introducing Medicare Advantage!FCPS is pleased to announce retiree medical benefit plan enhancements for the 2018 Plan Year. Beginning January 1, 2018, the Aetna Group Medicare Advantage PPO Plan will replace the Aetna/Innovation Health Plan for Medicare-eligible retirees and dependents enrolled in that plan. Medicare-eligible members will continue to receive prescription drug coverage through SilverScript (affiliated with CVS Caremark). Kaiser Permanente Medicare participants will remain enrolled in the Kaiser Permanente Medicare Plan unless they take action to change coverage. The new Aetna plan better meets the needs of FCPS retirees and includes additional features and benefits that retirees value. Plan highlights include: No deductible $0 copay/ $0 coinsurance for most services Access to the Aetna SilverSneakers fitness program New hearing aid benefit (maximum $1,500 reimbursement every 36 months) Single identification card replaces your Aetna and Medicare red, white, and blue card Simplified claims processing and a single Explanation of Benefits (EOB) statement Care advocates and nurse case managers to help manage chronic or serious health

    If you are a current Aetna/Innovation Health member, no action is necessary to be enrolled in the FCPS Aetna Medicare Advantage PPO Plan. FCPS will automatically enroll you in the new plan, and your coverage will be effective on January 1, 2018.

    Retiree Open Enrollment Open Houses to learn more. 3. Ensure you continue to be enrolled in Medicare Parts A and B and that your

    Retiree Health Plan Options for 2018Medicare-eligible Retirees/Dependents (typically age 65+) have the following options in 2018:1. Elect coverage under the new Aetna Medicare Advantage

    plan. If you are eligible for Medicare and currently covered under

    the Aetna/Innovation Health plan, you will be automatically enrolled in the new Aetna Group Medicare Advantage plan upon Medicare eligibility or January 1 - whichever occurs later.

    2. Elect or keep coverage under the Kaiser Permanente Medicare Plan. If you are currently enrolled in this plan, you will remain

    enrolled as long as you reside in the KP Medicare service area. You must take action if you wish to change or cancel coverage.

    If you are not currently enrolled and wish to enroll in this plan, you must complete a Kaiser Permanente Medicare Enrollment Form and FCPS Retiree Medical & Dental Enrollment and Change Form (HR-461).

    3. Opt-out of the FCPS medical and pharmacy plans and elect DHO coverage for 2018. For the 2018 Plan year, FCPS is allowing a one-time

    opportunity for retirees enrolled in one of the FCPS Medicare plans to exit the plan while preserving the right to re-enroll in the FCPS plan at a future date.

    If you elect this option, you must elect the Deferred Health Option (DHO) by completing the Retiree Medical & Dental Enrollment and Change Form (HR-461) and pay the DHO premium ($41 per month for 2018).

    - By electing DHO, you are also declining enrollment in the FCPS SilverScript Prescription Drug Plan. For 2018, you and your dependents will not have medical insurance or prescription drug benefits through FCPS.

    Please note: If you have currently opted out of the SilverScript pharmacy plan, you must elect medical and pharmacy coverage or opt out of both medical and pharmacy coverage for 2018.

    4. Cancel FCPS medical coverage. Once coverage is cancelled, you may not reinstate at a later date. Complete the

    Retiree Medical & Dental Enrollment and Change Form (HR-461) and indicate that you wish to cancel your FCPS retiree medical plan coverage.

    Need enrollment/change forms? Most forms are posted on www.fcps.edu (search Retiree Benefit Forms). Follow the instructions on the form to return it to the Office of Benefit Services. You may also contact the FCPS Office of Benefit Services via [email protected] or by phone at 1-571-423-3200 to request a copy of the form.

    Retirees/Dependents Not Yet Eligible for Medicare:Your medical plan options remain the same in 2018.You may retain coverage under the CareFirst BlueChoice Advantage, Aetna/Innovation Health, or Kaiser Permanente plan.

    DHO participants may enroll only upon qualifying events.

    No action is required if you are not making changes to your coverage.

    Aetna Medical Out-of-Pocket Maximum IncreaseStarting January 1, the in-network out-of-pocket maximum for the Aetna/Innovation Health plan (plan covering non-Medicare members) will increase from $1,000 Individual/$2,000 Family to $2,000 Individual/$4,000 Family. The out-of-pocket maximum will be increasing for out-of-network benefits as well. This change places the out-of-pocket maximum on the same level as the CareFirst BlueChoice Advantage plan and is necessary to ensure the benefits remain market relevant while also minimizing premium increases for employees and retirees.     Dental Enhancements Each year, FCPS evaluates coverage under the medical and dental programs to ensure the benefits remain market relevant. As part of this review, some enhancements will occur to the Aetna DPPO plan in 2018. The Aetna DPPO in-network annual maximum will increase from $1,500 to $1,750, effective January 1, 2018. In addition, to encourage participants to receive preventive care, these treatments will not count towards the annual maximum stretching your claim dollars further.     Pharmacy UpdatesIn accordance with the Affordable Care Act (ACA), statins will be covered for $0 copay in 2018 when used for preventive care (certain criteria apply). Additionally, women will be able to obtain a 12-month supply of contraceptives during a single fill - a new prescription will be required. These changes apply to all FCPS pharmacy benefits.With the nationwide concern about misuse of opioid medications, CVS/Caremark is introducing new programs to ensure opioid medications are being used within FDA guidelines. Additionally, SilverScript will be mailing materials to Medicare-eligible retirees/dependents with updates to the drug formulary (list of covered medications). We encourage you to review these materials and

    New Hearing Aid BenefitsAetna Group Medicare Advantage members will be able to receive a reimbursement of up to $1,500 (every 36 months) for hearing aids.     Updates for 2018

    Upcoming Changes to Medicare Health Insurance Claim Numbers Beginning in April 2018, Medicare beneficiaries will receive new Medicare identification cards. The new cards will feature a new Medicare Beneficiary Identifier (MBI), which will replace the Social Security-based Health Insurance Claim Number that currently appears on your red, white and blue Medicare card.The new MBI will consist of a random combination of alpha-numeric characters, offering greater protection against identity theft. The cards are being reissued over a one year period; it is expected that all Medicare beneficiaries will have a new card by April 2019.     Your Open Enrollment ChecklistBefore Open Enrollment:

    Review your pre-open enrollment statement to ensure your plan and covered dependent(s) information is correct.

    If you will be requesting coverage for your spouse and/or dependent children who are not currently enrolled, begin gathering legal documentation needed to add them to the plan.

    Are you eligible for Medicare? Review the materials mailed to you by Aetna and register for an informational session if you wish to attend.

    During Open Enrollment: Review this Benefits Briefing carefully as you consider your plan choices.

    Take advantage of the many open enrollment resources available to you, including information on both the FCPS and benefit vendor websites, attend a Medicare Advantage informational session, Benefits Open House, or visit the Gatehouse Administration Center.

    If you wish to change your plan or covered dependent(s), complete Form HR-461 and return to the Office of Benefit Services. The form can be obtained from:

    - www.fcps.edu, search keywords Retiree benefits forms- Benefits Open Houses (see page 5 for complete schedule)- HR Client Services: 571-423-3000 or 800-831-4331

    You do not need to take action if you are not making any changes.

    After Open Enrollment: Medicare-eligible Aetna/Innovation Health members:

    - Look for new medical identification cards in the mail by mid-December. - Ensure you provide copies of your cards to your physicians in the new year.

    Retirees covering spouse/dependent children, please note FCPS must collect your spouse/dependent child(ren)'s SSN for reporting health plan

    enrollment to the IRS. If you are requesting coverage for your spouse and/or dependent children not currently

    enrolled, you must supply the appropriate legal documents to support eligibility for coverage under the plan. Go to www.fcps.edu and search Dependent eligibility for a list of required documents. Please note: Your dependents coverage cannot be made effective until the Office of Benefit Services receives appropriate legal documentation.

    If you are suddenly sick or injured, your first thought may be to head to the emergency room; however, depending on your medical issue, the Emergency Room may not be your best choice. While it is best to call your own primary care physician whenever possible, sometimes you need care when your doctors office is closed. Walk-in clinics and urgent care centers offer faster, more affordable, and more convenient options for non-life threatening care instead of accessing the Emergency Room.

    Walk-in ClinicsUse walk-in clinics for minor problems ear infections, colds, allergies, strep throat and bronchitis. Clinics provide convenient, low-cost treat-ment and can be found in stores and pharmacies. Clinics are overseen by a doctor, with nurse practitioners or physician assistants onsite.

    Urgent Care CenterUse these centers for more serious problems, such as a sprained ankle and minor cuts and burns. They cost more than walk-in clinics, but much less than the ER. Treatments are typically provided by doctors (instead of nurse practitioners).

    Know Before You Go

    If you or your spouse are Medicare eligible (or will become eligible during 2018), please remember that you must elect and maintain Medicare Parts A and B to receive benefits under the FCPS medical plans. The group Aetna Medicare Advantage plan and Kaiser Permanente plans require that you have Medicare Parts A and B in order to be enrolled. If you are enrolled in the Aetna plan, you will receive pharmacy benefits through SilverScript, a Medicare Part D plan affiliated with CVS/Caremark. Upon turning age 65, FCPS will automatically enroll you in these plans upon receipt of your Medicare card. For more information, visit www.fcps.edu and search keyword Medicare.

    Medicare Prescription Drug (Medicare D) Plan All FCPS medical plans include prescription drug coverage that is currently more comprehensive than the Medicare prescription drug plan. As an active employee, your FCPS medical coverage is primary to Medicare and you do not need to enroll in a Medicare Rx (Medicare D plan). For more information, see Important Notice from Fairfax County Public Schools about Your Prescription Drug Coverage and Medicare in the Employee Benefits Handbook.

    Womens Health and Cancer Rights Act If you have had or are going to have a mastectomy, you may be entitled to certain benefits under the Womens Health and Cancer Rights Act of 1998 (WHCRA). For individuals receiving mastectomy-related benefits, coverage will be provided (in a manner determined in consultation with the attending physician and the patient) for: All stages of reconstruction of the breast on which

    the mastectomy was performed Surgery and reconstruction of the other breast to

    produce a symmetrical appearance Prostheses Treatment of physical complications of the

    mastectomy, including lymphedemaThese benefits are subject to the same deductible and coinsurance applicable to other medical and surgical benefits provided under the plan. Refer to the summary plan documents available on each vendor's website for more information.

If you or your children are not eligible for Medicaid or CHIP, you will not be eligible for these premium assistance programs but you may be able to buy individual insurance coverage through the Health Insurance Marketplace.
