Lottery Joins Statewide Efforts to Promote 1-800-GAMBLER Helpline During Problem Gambling Awareness Month

SACRAMENTO – Every year the California Lottery (Lottery) joins a national effort to promote the Problem Gambling Helpline, 1-800-GAMBLER, during National Problem Gambling Awareness Month (PGAM) in March. The Lottery and PGAM partners collectively increase messaging throughout the state to raise awareness of the serious issue of problem gambling while emphasizing that free treatment services are available by calling 1-800-GAMBLER.

The Lottery uses its communications channels and platforms to promote the 1-800-GAMBLER Helpline on its draw game tickets, social media channels, the official Lottery website, regional and ethnic newspaper advertisements and at more than 22,000 Lottery retail locations. The campaign messaging is also shared with the Lottery’s retail partners through the availability of Responsible Gambling Guidelines brochures. This campaign is developed and made possible in coordination with the California Department of Public Health’s Office of Problem Gambling (OPG).

This year’s campaign theme, Steps Toward a Brighter Future, focuses on the positive impact treatment has for problem gamblers and their family, friends and associates. The campaign encourages affected individuals to take the first step towards recovery by calling the 1-800-GAMBLER Helpline. The Helpline offers callers a brief intervention and crisis stabilization that will direct them to treatment, and it is staffed 24 hours a day, seven days a week. The California Lottery partially funds the 1-800-GAMBLER Helpline via an Interagency Agreement with the California Department of Public Health’s OPG.

The Lottery is a World Lottery Association Level 4 recipient, which is the highest form of Responsible Gaming (RG) recognition. Every year the Lottery continues to improve its business plan to ensure that RG considerations are part of its daily operations.

CONGRATULATIONS 2018 LUCKY RETAILERS!Customers flock to these locations to play—so now’s the time to start thinking about how you can transform your establishment into a “Lucky Retailer” for 2019.

Retailers who meet one or more of the criteria at the end of each calendar year will be determined to be a “Lucky Retailer.” Lucky Retailers will be identified on the Lottery’s website and mobile app. Retailers must qualify on an annual basis.

LUCKY RETAILER QUALIFICATIONS

The Lottery’s qualifications in determining a “Lucky Retailer” will be one or more of the following criteria:

• Sold at least one winning ticket of $100,000 or more during the previous calendar year• Paid out an average of 400 or more winning tickets per week during the previous calendar year

• Paid out an average of $4,000 or more in winning tickets per week during the previous calendar year

How To Handle Misprinted Wagers

• Please remember, REPRINTS ARE NOT VALID TICKETS. Reprint tickets CANNOT be validated and are NOT for sale.

• If a Player’s ticket jams in the printer or is damaged while printing, please issue the Player a new wager. Do not charge the Player additional fees. The damaged ticket can be added to a Retailer Adjustment Form for reimbursement.

• If the original ticket does not print, then a reprint ticket can be made and used for a Retailer Adjustment only.

Retailer Inspections

Lottery Investigators may perform a site check on your Lottery-related operations to help you stay organized and in compliance with Lottery policies. Areas of review may include:

• Activated Scratchers® inventory

- Accurate Scratchers inventory is important!

- Be consistent with Scratchers sold front to back or back to front (e.g. 000 – 029 or 029 – 000) in case of stolen Scratchers tickets.

• Location of Lottery-related products

- Keep roll-stock for Draw Game Tickets stored in a secure area.

- Keep confirmed Scratchers packs stored in a secure area (e.g. away from customer areas: locked in a safe, file cabinet or office).

• Sign-on slip retention

- Retain terminal sign-on slips for at least 14 days.

• Preventing resubmission of redeemed Scratchers

- Mark, tear or destroy redeemed Scratchers before discarding.

• Video surveillance

- If you have video surveillance, ensure it has the correct date and time.

• Bookkeeping

- It is recommended that you conduct regular bookkeeping activities for Lottery products.

• Please make Lottery Public Education materials visible in customer areas.

• Illegal gaming devices are not allowed on the premises.
