Platform: Windows XPLanguages/Tools: MS Project, UML, Traceability MatrixBrief: Government of Andhra Pradesh conceptualized and developed Mee Seva (‘at your service’ in telugu), a project to provide faster, easier and transparent mechanism for delivering various G2C services (www.meeseva.gov.in). The Project entails delivery of various services through a digital PKI enabled integrated architecture using multiple service delivery points by fusing in the various pre-existing state initiatives with the National eGovernance Plan (NeGP). The project brings in strict adherence to citizen charter time limits and ushers in a new paradigm of across the counter approach to ostensibly deliver services to citizens. The project has very uniquely busted the myth of ink signatures and with every functionary in the state wielding and using

digital signatures, this should be the single biggest such effort globally. Use of digital signatures also made the databases achieve a degree of purity making them secure with authorised access controls. Also executed the projects of GOI i.e. SSDG (State Service Delivery Gateway) and eDistrict (a Mission Mode project from Govt. Of India)

The following strategies were adopted for implementing this Project.

Inter departmental coordination to get key Departments on board and their continuous buy in through political and administrative will.

Categorizing as Cat A the high volume, high impact and most desirable services to be delivered across the counter by bringing the databases into public domain.

The services involving mandatory work-flow and field verification were categorized as Category B services for which strict time limits for delivery were prescribed.

More than 7000 Mee Seva counters (Service Delivery Channels) were made available across the State. Web-based Mee seva and Departmental applications were developed for extending G2C services. 2 Mbps connectivity to the offices as well as kiosks was provided to enable substantial flow of data. Creation of District e-Governance Society as the nodal agencies for the implementation of Mee Seva with

decentralized operational and technical functioning and flow of user charges. Creation of a Legal Framework through Andhra Pradesh Information Technology Rules (Electronic

Service Delivery) 2011 to legalize use of digital signatures and making it mandatory for the Departments to migrate to electronic service delivery within three years.

Capacity building of various stakeholders through Trainings and Workshops using class room training, Satellite TV Network and Video Conferencing besides putting the Training material on the portal.

Secure stationery to deliver the certificates to make duplication difficult. Grievance redressal mechanism through 24X7 Call centre & a real-time Mee Seva Request Tracking

System (MRTS). Automatic Payment Gateway to distribute funds online to the various stakeholders for avoiding the

problems of reconciliations, late-payments and embezzlements.Responsibilities:

The proposed tool requires addressing issues with current systems viz. recon to GL, manual nature of processes, traceability / drilling down of reports/ data and process the same for FSSC. The tool would be designed to cater to Local Regulatory Reporting, Group IFRS reporting, ALCO and Basel 1 based RIWAC computations for local Central Bank and Head Office for in-scope countries.The following reports/ functions catered-to:

Local Central Bank Reporting– key processes being generation of Local Central Bank codes based on user defined rules and reports catering to On & Off Balance sheet items (classified/ grouped by Industry sector/ Maturity/ Country/ Currency etc). Key process would be the same for all sites difference being in end-report formats/ classifications

Group IFRS Reporting– The Group IFRS reports include various grouping of assets and liabilities, along with maturity details and categorisation as per BASEL I RIWAC guidelines. The reports also include off-balance sheet schedules including corporate contingents, FX details and derivative details from Murex. BASEL I RIWAC–Group and local Central Bank computation – the system would apply appropriate risk weights and collaterals to arrive at RIWAC numbers as per Group and Local Central Bank BASEL 1 RIWAC computation guidelines
