Division G2 Counterintelligence and Security Officer January 1990 to August 1992 U.S. Army Ft Carson, Colorado

+ Responsible for Counterintelligence and Security issues for the 4th Infantry Division and Ft Carson. This included SAEDA, Anti-/Counterterrorism, Critical Infrastructure Protection, Force Protection and what has become known as Homeland Security programs. + Conducted analysis and coordination of Rear Area Security Operations in support of the training/deployment of the Division. (Received commendation during Division Level Army Training Evaluation as the Intelligence Officer for the Division Rear Command Post). + At Headquarters, Army Intelligence and Security Command, served as the Chief of the Counterintelligence Operations Branch, later known as the Concepts and Mission Support Office, within ADCSOPS-CI. + Supervised six civilian and military desk officers, responsible for monitoring INSCOM's Military Intelligence Brigades, Groups and Special Activities support to the U.S. Army worldwide. + Performed duties as the CI Subject Matter Expert for all functions dealing with the Deputy Chief of Staff, Force Integration. This included projects concerning force design, force integration, concept development, doctrinal development, and mid and long range planning and programming efforts. + Wrote the CI portions of the INSCOM Master Plan, and provided written input for the INSCOM CI portions of the Army Intelligence Master Plan. + Supervised the preparation of three INSCOM Counterintelligence budget programs, Foreign Counterintelligence Investigations (FCI), Security and Intelligence Activities (S&IA), and the COMSEC Resource Program (CRP). + Wrote, coordinated, and implemented a worldwide INSCOM Counterintelligence Inspection Program. + Represented USA INSCOM on CI working groups and at meetings with USA Intelligence Center and School, USA Forces Command, USA Training and Doctrine Command, Department of the Army - Army's Deputy Chief of Staff for Intelligence (DCSINT), Department of Defense - Defense Intelligence Agency (DIA) on CI issues, concepts, doctrine, and force design. + Responsible for supervision of INSCOM's Counterintelligence support to the Army's Personnel Security Program. + Coordinated INSCOM CI support to Army Terrorism Counteraction programs, revising INSCOM Regulations. + Provided staff oversight to the Army Special Security Group for the Army

Brigade Counterintelligence/Human Intelligence Operations Officer February 1984 to November 1985, U. S. Army Stuttgart, Germany

+ Served as Assistant S3 (Operations Officer) for the 207th MI Brigade (CEWI) in support of VII Corps, in Southern Germany. As the Brigade was recently formed as a Corps CEWI unit from several separate intelligence units in Germany, was responsible for developing and coordinating the initial CI, Interrogation,

and Long Range Surveillance Unit concepts, plans, operations, and training. + Planned and coordinated CI and HUMINT operations during Corps and Brigade command post and field training exercises as both RED and BLUE team players/controllers. This included extensive Rear Area Security, Anti- and Counterterrorism, Critical Infrastructure Protection, Force Protection and what has become known as Homeland Security exercise activity. + Assisted in developing and conducting Counterintelligence agent training and evaluation programs. + Developed and coordinated the Brigade Operations Security (OPSEC) program. + Assisted the Brigade S3 on special projects, such as a briefing for German Military Intelligence and Civilian Counterintelligence/Intelligence agencies (MAD, LFV, LKA) in the VII Corps wartime area of operations. + Served as the Brigade S3 in his absence.

Brigade/Battalion S2 Intelligence and Security Officer November 1982 to February 1984, U. S. Army Stuttgart, Germany

+ Served as the S2 for both the 307th Army Security Agency (ASA) Battalion, and the 207th Military Intelligence Group (later Brigade) CEWI when the Group was being activated in support of VII Corps in Southern Germany. + Responsible for the overall security of three Military Intelligence battalions and the Group Headquarters dispersed in Southern Germany. + Developed concepts and plans and supervised the personnel security, information security, physical security, and security education programs for over 1,400 Army Intelligence personnel. + Served as the Special Security Officer for the Group, responsible for the security of nine fixed Sensitive Compartmented Information Facilities (SCIFs) and numerous tactical/field SCIFs throughout Southern Germany. + Performed duties as the Counterintelligence/Human Intelligence Operations Officer for the Battalion/Group S3.
